Alexander Peacock was born in Creswick, Victoria in 1861. Upon leaving school he mined and was legal manager of mining companies in Ballarat. In 1882 he joined the Creswick branch of the Australian Natives' Association (ANA) and became branch secretary. He stood for parlimnet in March 189 and was elected to the Legislative Assembly representing Clunes and Allandale. Peacock assisted in the establishment f the Clunes Branch of the Ballarat School of MInes which opened in 1890. He was one of the Victorian delegates to teh Federal Convention in 1897. He laid the foundation stone of the new SMB Classroom building in 1899 while MInister for Public Instruction. Happy Valley was originally called Lucky Woman's. The School opened under the name of Happy Valley in 1883, and the brick building probably dates from that time. Miles Barraclough was the head teacher from 1873 to 1887. When mining ceased the population declined and the land reverted to grazing. The School closed in 1940. The E.J. Tippett Library is named after the late E.J. Tippett who was a long time President of the Ballarat School of Mines Council, and library advocate. In February 1985, the first sod for the new SMB Campus building was turned by the Minister for Planning and the Environment, the Hon. Evan Walker, M.P. The overall responsibility for the building rested with the Public Works Department in association with the SMB Campus architect, Ewan Jones & Associates and the builder, S. J. Weir Pty. Ltd. They put together the facility that is both functional and of a style that merges with the surrounding architecture. The sculpture was designed by Heather McClumpha, a student of Red Cliffs High School 1965.
