These are two administrative record books from the Warrnambool Town Council which took over from the Warrnambool Borough Council in 1883 and existed until 1918 when it became the Warrnambool City Council. .1 Warrnambool Town Council letter book dating from 1904 to 1918 containing copies of letters written by the Rate Collector, Thomas Beattie .2 Warrnambool Town Council Contract Book dating from 1902 to 1909. The contract details include the name of the supplier or tradesman and the costs. Some of the contracts deal with the Corporation Baths, the Botanic Gardens and town tree planting. These albums were put together by Allen Clarke, who worked for the State Electricity Commission of Victoria for over 40 years. He was also a member of the Senior Citizens Club. He collected theses press cuttings, put them in these albums and donated them to the Mt Beauty Senior's Club.1. Petrol rationing was gazetted in May 1941. Australia's lack of fuel storage options and the diversion of tankers bringing fuel here forced the government to begin rationing. Initially it was proposed that consumption should be reduced by 50% but this was modified to 1/3 reduction. People had to apply for a petrol licence and this was then used to obtain ration coupons. Initially coupons were issued on a 6 monthly basis but this was reduced to 2 monthly and allowed people roughly 2000 gallons per year. Coupons allowed for 1, 2, 5, 10, 44 and 100 gallon amounts depending on need. eg. private, commercial, farm use. Rationing was strictly enforced until 1942 but remained in effect until 1950.WWII One Gallon Fuel Ration Card: 5 x cream cards with blue flecks some attached with perforations in red and black print. At the top in red is "Motor Spirit Ration Ticket" issued under national security (liquid fuel) regulations. 1 One Gallon either side and at the bottom "This ticket must be endorsed by consumer with name and licence number". On a wall of circle shapes with Department of Supply and Development printed. In black ink in the centre is "Valid only until 31st May 1942 Not Transferable". Hat belonged to Julie Jones née Foley, now Heritage Programs Officer, City of Whitehorse. Worn for Grade 2 (1960) and Grade 3 (1965). Julie started school at Blackburn State School for Prep and Grade 1 and was on the waiting list for St Thomas The Apostle's in Blackburn. A vacancy came up for Julie to start in Grade 2 (1964). The teacher was Ms Goody and the building was 'an outdoor building separate from the main building'. Her sister Christine was in Grade 6, and she wore the hat first. St Thomas' was co-ed for primary level (Prep- 6) and girls for form 1 - Form 4 (highest level). The hat was hand me down from Christine.
