Following council amalgamations, a series of community consultations were undertaken in 1995 to inform the development of a cohesive vision for the newly formed Shire of Nillumbik. A response to the new conditions which people of the Eltham/Diamond Creek/Greensborough and surrounding rural areas found themselves in as a result of the decision by the Victorian Government to amalgamate local governments into larger entities. The case for these reforms was strong, but the amalgamation process did disrupt some people's lives.The need to bring together the people within the new boundaries of Nillumbik was recognised by the Commissioners and the Chief Executive Officer of the Shire, who felt that a good way to begin was to develop a future vision for the Shire. It was decided that the people of the Shire should be asked what they wanted their future to be and a process of consultation was established through which people could express their views. Documents relating to a focus group brought together by the Shire of Nillumbik Chairman of Commissioners in 1996 to provide advise on the best long term use for the buildings and land situated between the former Eltham Shire Offices and Country Fire Authority buildings. These buildings are known as the Eltham War Memorial buildings located at 903-907 Main Road, Eltham. Notes from Joh Ebeli to the Society Committee meeting regarding plans for the use of horse drawn vehicles in the Society's entry for the 1980 parade, including whether Jock Read who opened the 1979 Parade could be asked to participate. Other notes included references to his salvaging (along with a couple of others) of the facade of the Old Bakery and plans to see if it could be incorporated into a new large room to be built at the Eltham Living and Learning Centre and following up Council. Under the shadow of the tree is a two-horse dray, typical of the time around Box Hill, used by Council for cleaning the streets. The dray had a tipping device so that when full, it could be tipped up like a dump truck to empty the load. Members of the Eltham District Historical Society transfer collection items from storage into their new home. Previously occupied by the Parks and Environment Department of Nillumbik Shire Council (L-R: Mark Gillham, Margaret Ball Vice President, Sue Law Immediate Past President, Harry Gilham President) Nillumbik Shire Council Commissioner Vin Heffernan (1996-97) worked with Harry Gilham to obtain use of the former Eltham Shire Parks and Gardens office at 728 Main Road for use by the Society. Harry as a younger man had played in the scrum for Heidelberg Football Club along with Vin's brother who was on the wing.
