Used at School of Mines Ballarat. The Working Men’s College was founded in 1881 by a prominent grazier and philanthropist, The Hon. Francis Ormond, who donated £5000 towards the establishment of the college. The Council of the Melbourne Trades Hall then matched Ormond's initial donation by rallying its members. On 4 June 1887, the college opened in its purpose-built building on the corners of Bowen Street and La Trobe Street in Melbourne, with a gala ceremony. It became the third official provider of higher education in the new Colony of Victoria (the Melbourne Athenaeum was founded in 1839 and the University of Melbourne in 1853). The college was the predecessor to the current-day Royal Melbourne Institute of Technology (RMIT University). Adjoining the college in the 1890s were the Supreme Court of Victoria (later the Melbourne Magistrates' Court) and the Melbourne Gaol - both which are now part of RMIT today. A list of Scholarship Governors and Life Governors is included. The former have donated 250 Pounds Sterling and upwards, the later have donated 20 Pounds and over but less than 250 Pounds Sterling. The Patron of The Working Men's College was His Excellency The Right Honourable Lord Brassey. The President of the Council was Professor W C Kernot. These factories later became part of the Koroit FactoryThese two memorandums of association document the formation of two early butter and cheese factories in the Koroit and Tower Hill area, listing the first directors. A meeting at the Koroit Town Hall on May 23, 1888, unanimously decided to form the Koroit and Tower Hill Butter Factory coy. Ltd. Mr W J Anderson started the movement to establish a butter factory to suit the convenience of the share farmers of the Tower Hill Park estate in the early 1890's. The CD-Rom includes a range of electronic correspondence sent 'Big Cats Victoria and Simon Townsend and JohnTurner. Their website states: Big Cats Victoria Southern Australia, including south western West Australia, has a history of reports of ‘panther’ like predators dating back to the later half of the 19th century. The animals were usually described as being of black or tan colouration and with the proportions of a medium sized big-cat such as a Leopard or Puma. The records can be found in newspaper, radio and television archives, Government reports, a very few books and on the internet. The historical material is based on anecdotal reportage and has contributed to the mythification of the subject. Some Government agencies at both State and Local levels (in New South Wales), have collected records of sightings or investigated stock deaths purported to be associated with so called ‘panther’ kills. They remain understandably non committal due to the lack of a specimen of such a predator of undeniable authenticity. While other types of unknown predator have been reported in various parts of Australia they are not the concern of this website. For purposes of economy we, John Turner and Simon Townsend, confine our investigations to western Victoria and south eastern South Australia. The house of 12 squares was built in 1888 for John Abernethy, an engineer. He also built 62 Windsor Crescent as a coachhouse and cottage. 1888-1891: Owners = John & Sarah Abernethy. John Abernethy died while on a trip to Hong Kong in 1891. 1891-1909: Owner = Mrs Sarah Abernethy 1910-1917: Owner = H Jenkinson The properties at 62 and 64 Windsor Crescent were separated during WW1 (by H Jenkinson). Known as ‘You Yangs’, 15 Russell Street was built in 1891. 1898–1900: Home of Mr and Mrs John Reaburn, later of 'Fairbank', Union Road. John Reaburn (1873-1963); Jane (Jeannie) Nelson Harkins (1875-1959) 1922–1954: Theodore Hendy and family. Mr Hendy spent some time in South Africa gaining architectural experience. One of his houses, in Barton Street, near the Surrey College has some features which may well relate to South African architecture. He also extended and updated the Surrey Hills Primary School buildings. He was impressed by Baden Powell whom he met in Sth Africa and when he heard about the scouting movement being launched in 1907, he took up the idea and started Surrey Hills Scouts in 1909. The house is extant in 2020. A black and white photograph of a house, possibly late Victorian Boom Style. Photo is likely to have been taken pre-1924 when the land was subdivided. Donor information is that this was taken from a home in Churchill Street, Mont Albert; it would be looking south towards Mont Albert Road. Black's dairy farm occupied the area just east of Hamilton Street to near Elgar Road. It was subdivided into 88 house allotments along Churchill Street, Bruce Street, Black Street, Proudfoot Street and View Street. The solicitors were Proudfoot & Horton, 360 Collins Street; estate agents were Duncan & Weller, 29 Queen Street. The real estate subdivision notice on the SLV website states that Neil Black had been the owner for 50 years. To date no trace of a Neil Black has been found. Box Hill rate books simply give BLACK as the owner in 1877 (no first name); the entry for 1878-1884 states Robert Black. The 1909 electoral roll has entries for Mont Albert Road for Robert Black (farmer), Thomas Black (carter) & Elizabeth Black (HD). The 1912 electoral roll has entries for Mont Albert Road for Robert Black (farmer), Thomas Black (labourer), John Arthur Black (carter) & Elizabeth Black (HD). Robert Black died in 1920 (b. 1836) and is buried in Box Hill Cemetery (CE-*-0057). His parents were John and Margaret Black. He married Lizzie Foley in 1878. She was the daughter of Margaret & John Foley, born in 1859. She died in 1902 aged 43 years and is probably buried in the same grave, although the cemetery records record her age as 0 years. Children: 1. James Hughbert (1880-1954) 2. John Arthur (1881-1959) 3. Alice (1882-1883) - died aged 6 months 4. Laura Elizabeth (1883-1951) 5. Thomas (1885-1965) 6. Isabella (1887-1963) 7. Eleanor (1889-1963) 8. Ada Maud (1890-1968) 9. Robert (1892-1930). BDM Victoria states places of birth as Box Hill, Surrey Hills or Mont Albert. Many of the family are buried in Box Hill Cemetery. None of the girls appear to have married. Communication from a descendant of John Arthur Black gives the following: "John Arthur Black, son of Robert & Lizzie Foley, married Gladys Anne Layton had 4 children, Robert, Elenore, Marion (Follett) & Annie; they had farm on Stud Road, Dandenong where they milked 30 cows that he retired to after being a earth-moving contractor with draft horses and dug irrigation ditches around Shepparton." This is important as documentation of the area's early farming land use.Black and white photo of a paddock with cows and sheep grazing. The Ancient Order of Foresters, which originated in England in the mid 1700s, established its first branch (Court) in Victoria in 1849. Foresters was set up as a non-profit organisation, the founding principles of the Society being to provide financial and social benefits as well as support to members and their families in times of unemployment, sickness, death, disability and old age. The Society is now known as the Foresters Friendly Society and in July 1999 was incorporated as a public company limited by shares and guarantee.Small 6 page pamphlet, outlining alterations of General laws, made at Quarterly Meeting held at Forester's Hall Gawler St Portland on Friday 9th Jan 1880. Ratified on 26 Feb 1880 by John Burstem Gregory. Registrar of Friendly Societies. -

Certificate - Certificate - Historic Buildings, Portland Town Hall, 1974
From the Victorian Heritage Register: The foundation stone of the original Portland Town Hall was laid by William Learmonth on 21st September, 1863 following a competition and subsequent public controversy over the permitted entry of architect John Barrow. The conservative classical design of municipal surveyor Alexander Ross was preferred and this axially planned design with central council chamber and side offices fronted by a fine axed pedimented gable entablature of basalt and Tuscan Doric pilasters was completed by 24th may 1864. The old Town Hall is one of a distinguished group of public buildings in Portland and an interesting example of conservative classical architecture of the first years of settlement in western Victoria. The basalt structure was partially erected of stone from the Portland stockade and has significant historical associations with local Government administration in the district. The Town Hall is the most impressive work of Alexander Ross, a surveyor architect whose career remains largely undocumented. The old Town Hall at Portland has been discreetly extended at the rear to provide additional meeting room accommodation. Willam John Turner. The recommendation details his awards of being made a Life Govenor twice, Fund raising for the POW efforts, RSL Relief fund, RSL Picnic Committee, Chairman & Organizer off, RSL Inter Units Social Club, President and Treasurer off and Committee. The originals of this submission are damaged and will be in later Cat No’s in the Turner collection. Cat No 8030 will detail his service history and more RSL involvement.Framed letter, frame is timber gold colour, frame backing is maroon colour with the letter I set. This is a copy of the letter for the reccomendation for a Life Membership of the RSL to William John Turner Bendigo Sub Branch. The letter is very specific as to the roles and fund raising undertaken by Turner over many years.
