Notices showing the boundary of the area of the review and advising that an investigation was to be carried out were published in the Victoria Government Gazette and in local and other Victorian newspapers in May 1987. A descriptive resources report was published in August 1991. Council received 1,425 submissions and letters following publication of the descriptive report. The Council considered these submissions and published proposed recommendations in April 1993. A further 1,993 submissions were received in response to the proposed recommendations. The Council published its final recommendations in July 1994. A change to legislation in 1989 enabled the LCC to make recommendations for public land within a ‘town’, though cities and rural cities remained excluded from the definition of public land. Timber resources and water quality and yield from timbered catchment areas remained significant issues in Melbourne’s catchments. Recommendations for the Yarra Ranges National Park were based around the closed Melbourne water catchments and adjoining state forest. A recommended Phillip Island State Park based around the penguin reserve was ultimately implemented as the Phillip Island Nature Park.Shire of Nillumbik DPE/Enviro

This is an example of Melbourne Legacy Club newsletters as they have changed over the years. It has evolved from a 4 page typed newsletter in 1960 to a glossy coloured magazine with excellent photos and around 32 pages of articles and information. It covers the activities of Melbourne Legacy and the Widows' Clubs. It includes photos of people and events. Information includes a notice from the Chairman of the Widows' Committee, and from the President, dates of meetings, possible day trips and theatre outings, and events. The ladies were welcome to attend monthly meetings, monthly concerts, outings and tours, plus the annual fete and Christmas concert. Various pages of interest have been added to show different news items. Other pages haven't been scanned. The first edition of the newsletter was in 1960, previously there had been a quarterly magazine but the distribution was limited, they changed to a 4 page newsletter format to reach more of the widows. The September 1992 edition of the Melbourne Legacy newsletter was the first to be called 'The Answer'. Copies of newsletters to Legacy widows in 1960s. There were usually 5 editions per year (in 1965 February, April, July, October and November). Newsletters include a notice from the Senior Widows Club coordinator F R G Strickland and information about events and meetings. The editor was Mrs B E Shephard. There were so many widows that the meetings had to be held at the Melbourne Town Hall to accomodate the numbers. November's meeting was a picnic in the Botanical Gardens and January the widows met in Fitzroy Gardens. In November there were calls for nominations for the committee members for the following year. Committee comprised of a President, 2 Vice presidents, Hon. Secretary, Hon. Treasurer, Hon. Assistant Secretary and 14 members of the committee. The first edition in the new format was in 1960, previously there had been a quarterly magazine but the distribution was limited, they changed to a 4 page newsletter format to reach more of the widows. The newsletter was priced at 1D a copy. Various pages of interest have been added to show different news items. A copy of the text an address by Legatee R T Eldridge at a Legacy event on 24 January 1984 to honour Sir Thomas Blamey who had been a patron of Legacy. The speech summarises his life, including his war service in both world wars and inter war years as Chief Commissioner of Police, Victoria. In World War 2 the speech outlines he was in the middle east before returning to Australia and had some difficulties with US General McArthur and also the Press. The penultimate paragraph says "Nobody but Blamey could have been appointed Commander in Chief, held McArthur at bay and influenced the Australian Government through Curtin. On this 'national level he showed wisdom, fortitude, loyalty and a degree of tact. He was indifferent to public opinion, was abrupt, intolerant of little men, had poor opinion of the politicians and the press which created difficulties and detractors." Legatee Green was born in 1917 and died in 1987. More details of his life are outlined in the articles. He continued with Citizen Military Forces after the war. He attained the rank of Major General with the 3rd Division between 1970-73. The article mentions 'an honour was conferred on Legatee (Past President) Jim Gillespie when the Governor and Lady Delacombe opens a new wing of the Royal Melbourne Institute of Technology and called it 'The Gillespie Wing". The magnificent building of 12 stories accommodates 2490 persons (2290 students and 200 staff). A page of the programme was set out to list Jim's decorations, war service, and professional achievements and awards and his immense contribution to the RMIT extending over more than 30 years. Also that in 1968 in recognition of his proud record of service to the profession he was awarded the Gold Medal of the Institution of Surveyors Australia, and is the only person to be so honoured at the time. An article from the Melbourne Legacy Bulletin in 1986 on the death of Legatee Donovan Joynt VC. a long serving Legatee. The first three pages are the VALE notice and then there were additional pages about his VC citation and his life. The Bulletin published articles on Legatees when they passed away. When Legatee Joynt passed away on 5 May 1986, he was the club's oldest member and was an original member of the Legacy movement from 1923. The article includes his service to Legacy. It mentions his war service beginning with joining the Victorian Rifles in 1911. He served with the 8th Infantry battalion in Egypt and Europe. He was mentioned in despatches for conspicuous service in 4 famous battles, Ploygon Wood, at Guerudecourt, at River Lys defending Hazebrouck and when he won the VC at Chuignes near Villers-Bretonneux. An article from the Bulletin about Legatee Frank Doolan speaking about the origins of the Lone Pine Project which was the subject of a short paper presented by Melbourne Legacy to the Perth conference. In the speech he talks about the role the 24th Battalion in the evacuation of Gallipoli. "the 24th Battalion mounted the gallant rearguard of 33 men who at the evacuation were left behind to keep up the pretence that the Lone Pine Trenches were still occupied. They destroyed the remaining guns, and embarked before daylight twenty minutes before the appointed time, and less than two hours before a storm blew up which would have made withdrawal impossible. Amongst those named in the history of the Lone Pine campaign on Gallipoli were: Lieut. S G Savige, Lieut. H C Brinsmead, Lieut John Anderson, R.Q.M.S. An article from the Melbourne Legacy Bulletin on the death of Legatee Alfred Newcombe (Kem.) Kemsley, a long serving Legatee. The Bulletin published articles on Legatees when they passed away. The article includes the words of Legacy President Bruce Wilson at the service at Brighton Town Hall and Legatee Ken Clark's address. Also the Eulogy from Wing Commander Peter Isaccson. He enlisted in March 1915 in the AIF as Private Kemsley and sailed for Egypt. By the end of his war service in 1919 he was Staff Captain, Australian Corps HQ. In the second World War he began his service as a Staff Captain DADOS 4th division. In 1942 Lt Colonel AAOC and in 1943 he was promoted to Colonel as business advisor to the Minister for the Army. He joined Legacy in December 1923."His life is the history of Legacy. He served as an advisor to countless Legacy widows and children, and took a dominant leadership role in all Legacy activities." An article from The Age about the death of Sir Alfred (Kem) Kemsley in 1987. It mentions that is was a loss of one of Melbourne's 'great characters'. Between the wars he served as secretary to the Melbourne Metropolitan Town Planning Commission and as secretary to the Liquor Trades Defence Union. In 1934 he became general manager of 3UZ. In world war 2 he was appointed director of the organsation of The Australian Army with the rank of Colonel. After the war he was one of those who founded the advertising agency United Service Publicity (later USP-Needham). He served as chairman and long remained director. Sir Kemsley was one of the earliest supporters of the Shrine and was instrumental in its construction. He was a shrine trustee and governor of the Corps of Commissionaires. An early and long serving member of Legacy. His many honours included KBE (1980), CMG (1973), CBE (1960), and ED. He was survived by a wife, son Liston, and daughter Jean by a previous marriage. The hearing of the case of John T. Burns, retired railway employee, of Buckley Street, Essendon v. Philip Cooney, licensed victualler, was concluded in the Supreme Court of Victoria (Bendigo) in June 1921. John sued the defendant for a specific performance of contract regarding the sale of ingoing furniture, etc., of the Limerick Castle Hotel, in Williamson Street, Bendigo. He also claimed the profits of the business from 21 February last to the date of possession. Burns also applied for an injunction restraining the defendant from disposing of the lease, licence and furniture of the hotel and premises to anybody else. The defence was that no agreement had been made between defendant and plaintiff for the sale of the hotel lease, although several attempts had been made to bring them to an agreement. Mr Cooney had authorized Mr. J. F. Kelly to sell the ingoing for £750. Burns had offered £650, but the defendant refused to accept that sum. The jury returned a verdict in favour of plaintiff. Judgment was deferred, pending an appeal, it was again heard by the High Court (Melbourne) and the onto the High Court of Australia (Sydney) on a point of law. The legal principle determined by this appeal is of great importance to buyers and sellers of landed property establishing the rule of law: that a house and land agent cannot, safely sell such property without the authority of the owner in writing, signed by such owner. It appears that the hotel-owner's agents had organised a sale to of the hotel along with furniture etc. to John Burns. The owner of the hotel Philip Cooney then objected to the sale of the furniture, although at some stage John Burns offered him 650 pounds to cover the items. The appeal came up for argument before the High Court at its Melbourne sittings on February 20 1922 the hearing extending over four days. Mr. Charles Gavan Duffy (instructed by Messrs. Quick and Luke Murphy) appeared for the appellant, and Messrs; Cohen and Robertson (instructed by Messrs. Macoboy and Taylor); for the respondent. The last court of appeal, the High Court in Sydney reserved its decision, as follows: The Appeal was allowed, with, costs. Judgment to he entered for the defendant Philip Clooney. Copper is most commonly formed from large masses of molten lava rock which has solidified in the earth's crust and over time though different sizes and speeds of crystal growth has turned into large amounts of copper, stored in porphyry copper deposits. Copper has a distinctive colour, yet can sometime appear blue and greenish which is often caused by oxidisation or a mixture of copper and other metals. This specific specimen was recovered from Moonta, South Australia. The Moonta Mining Company was established in 1861, after a Shepard in the area noticed traces of copper. This lead to a rush in the copper mining industry which was relatively young in Australia at the time, making Moonta Mining Company one of the richest in Australia. By the 1860's, South Australia had been nicknamed the "Copper Kingdom" due to its vast amount of Large copper mines and resources. As of 2016, Australia was the second largest producer of Copper internationally, following behind Chile in first place. This copper specimen is significant historically and scientifically as it is such an important metal commonly used throughout the world in various ways. Copper is an invaluable recourse used in daily life, used in most electrical appliances as it is a great conductor of heat and electricity, as well as being soft and malleable, making it easy to bend and mould into delicate sheets and wires. Copper does not corrode and is therefore used in the production of water pipes among countless other significant necessities that are often overlooked in our society. Historically, Copper holds great significance as it was the first metal used by humans. It was discovered roughly 9000 years ago and was utilised by the Neolithic Man who learnt that heating the metal made it more malleable, thus tools and utensils were made which were far superior to the previous stone tools used by humans. This history and its connection to the current and ongoing relationship between humans and copper must be preserved and highlighted as it is integral to the history of all humankind. Eltham Plumbing Supplies (Lennie Whiteway Plumbing) located on the right side of the street. It later became the Eltham Bookshop and sold cane ware as well. On the corner with Main Road is the local branch of the State Bank of Victoria. The building still stands and is the present day Westpac bank branch.
