Book - Non Fiction History, The Kiewa Story, circa 1993
This book provides in chronological order the development of the Kiewa Hydro-electricity scheme from the first concept (1911) to final construction work (1961). It covers the first attempt to utilise the power of the Victorian Alps water system. It started from a private syndicate and developed to the current State Electricity Commission of Victoria. The incentive for the Hydro scheme was to make money and not as an alternative to the carbon producing coal fired power plants. These coal fired power plants were increasing in numbers to service an ever increasing demand made by population expansion, especially in cities and large rural settlements. This demand spiraled up after World War II when there was a tremendous spike in immigration numbers due to refugees and displaced persons in Europe. The ability to utilise the untapped water provided by the winter snow fields, for a higher yield in electricity, was a powerful incentive to overcome the physical hardships in this remote Alpine region. Future power requirements may initiate the re-installation of the other two power stations(Pretty Valley and Big Hill) covered in original Scheme. This publication not only covers the development of the Kiewa Valley region with respect to population (within a socio-economical framework) but also the subtle but yet strong physical changes of a relatively pristine alpine region. The demands that an ever growing regional population places on the environment is clearly documented in print and black and white photographs. The working and living conditions of those who constructed and gave life to this hydro scheme is well documented in this book. It may be viewed as spartan now but was relevantly good at that moment in time, especially for those workers fleeing a devastated European environment. The successful planning and consideration to minimising any intrusion upon the natural alpine forests and high plains can viewed as an example (compared to the Tasmanian Hydro schemes) of how future hydro schemes (an inevitable requirement) will proceed. Most rural towns (in the early 1900s) were built by unencumbered rural based citizens, with the exception of Mount Beauty and Falls Creek. These two settlements were brought into life by a State (Victorian) Authority for a specific function and program. They were a gated community, that is, only open to construction workers involved with the hydro scheme. All facilities within these communities were provided by the State Electricity Commission of Victoria. The impact on the social, financial and individual independency of the community, by the transition from the S.E.C .environment to one of local government (Shire of Bright), had in some cases a severe impact.This hard covered book has a green cover with pictures on the front and back covers. The front cover has a coloured picture of a snow covered Mount Bogong taken from the opposite mountain range. The valley between both ranges has a whisk of mist over it. At the bottom of this picture are three black and white photographs covering the construction of the Kiewa Hydro - Electricity Scheme. On the back cover is a photograph, (black and white) detailing the Bogong village and Junction dam containing lake Guy. The inside front cover is a black and white photograph which details the construction of the West Kiewa tailrace tunnel during April 1951. The inside back cover is a black and white photograph of the concrete pour at the Clover Dam circa 1952. All photographs and sketches are in black and white. SEC Home Advisory Service Victoria... victoria cook books recipes circa 1950s SEC Home Advisory Service ...This SEC cook book was produced circa 1950s when the Kiewa Hydro Electricity Scheme and its Commission was in full swing. The Commission had constructed two settlements, Mount Beauty and Bogong Village to house construction workers and their families in a "closed" community. These "closed" communities were for SEC staff and construction workers only. Entry into these villages was restricted to "SEC pass" carrying construction staff and their families. All facilities such as retail, sporting and other community services was provided by the SEC. This created an isolated community in which limited individual choice or administrative family leeway was available. It was a typical company town (live and work for the company). The Company was in the Kiewa Valley constructing power stations for the Kiewa Hydro Electricity Scheme of Victoria. In one way the individual did not need to be concerned with living costs, educational needs for children, and recreational amenities and therefore "normal" community survival /living methods did not apply. This living, although restrictive, was quite simple. When the scheme was completed, in 1961, marking the end of company town, caused some of the employees, who had enjoyed the "controlled" township environment, a fair degree of angst in having the new 'laissez-faire" controls thrust upon them. This was magnified when both Mount Beauty and Bogong Village became meshed into the Bright Shire, vis-a-vis, local government. This cook book is a prime example of " the company is looking after you" and leave the worrying to us. This environment of a "company town", which creates the atmosphere of minimal personal responsibilities, is still present in a few remote mining towns in Australia at the beginning of the 21st Century.This book is a classical example of the psychological control in which the company had its construction workers families living in. The motto of many companies who had employees in isolated regions was "keep them happy". A happy and contented worker is a more productive worker. This was a period in time (1950s to 1970s) when social psychology was gaining recognition in the Australian workforce as well as internationally. At the end of the construction of all the power stations both the Mount Beauty settlement and the Bogong Village became more integrated into the main stream of rural Australia environment. Development of tourism in the region opened up not only interaction with a greater cross section of the ever expanding type of Australian but also the overseas based non rural culture tourist or immigrant. It allowed the intermingling of ideas in a non company controlled environment. The Mount Beauty and Bogong Village has, and even up to the 3000 Millennium, the same housing construction, as was built by the SEC. There has only been a very gradual change to modern domestic architectural home styles. This SEC cookbook has a folded cover with two staples at the spine, securing eight double sided pages. The white pages contain black print and sketches(3), and one black and white photograph (of the author). The front cover is mainly orange in colour with a gradual fading into yellow(at the top). The cover is approximately 210 g/m2 in thickness and each page is approximately 90 g/m2 thick. Front cover: top of page "SEC Cook Book of Family Favourites", in the middle a sketch, black on orange background, of a smiling mother walking from the kitchen to the dining table with a steaming rolled roast and vegetables in one hand and a gravy pot in the other. The furniture and decor relates to the 1950s. Below this sketch is printed"SEC TESTED RECIPES NO. 16" Inside cover: on top of the page is a black and white sketch of a pineapple, apple pear fish with scales, bunch of grapes with leaves a pork roll (head of pig one end and a roll ending on the other, on top of this food arrangement rests a fruit pie. Below this sketch are printed in black print the books contents.The first side of the first page is a black and white photograph Mary Dunne, the SEC Home Service supervisor who provided a signed foreword. The inside back cover has a promotional segment detailing a black and white photograph of a smiling (and happy) couple in the foreground with an electric stove in the distance. Bottle - Milk, circa early 1900s
This bottle was manufactured for the Lady Talbot Milk Institute. The Institute was initiated circa 1900 by Lady Talbot wife of Sir Reginald Arthur James Talbot, Governor of Victoria (1904 to 1908). From 1908 the Lady Talbot Milk Institute provided "pure" unpasteurized cows milk to specific mothers throughout Victoria. Similar bottles were filled with Specially Supervised "Nursery Milk". The reason for establishing this specialised nursing milk was to reduce the high mortality rate of infants(not on breast milk) in the early 1900s due to contaminated milk supplies. Pasteurized milk became available after World War II which ensured that milk consumed by infants (not able to obtain breast milk) was free from any contaminants. Bottled milk distributed by the Lady Talbot Milk Institute was used by specific mothers of infants in lieu of breast milk. As this requirement was throughout Victoria some nursing mothers within the Kiewa Valley and in the SEC Company town of Mount Beauty needing this service were covered. The establishment(Circa 2000) of breast milk supply from donor mothers throughout Australia has replaced the fundamental product initiated by the Talbot Milk Institute. The slogan "Breast is best" initiated by the Nursing Mothers Association is one of the major supporters of the mother's milk bank supplies.One pint wide necked refillable glass milk bottle. Mould Candle Making, Circa mid 1900's
Candle stick manufacturing moulds were extensively used throughout the Kiewa Valley and its regions to provide rural homes and businesses with illumination during times of limited light e.g. night time. These candles were used before the Kiewa Valley was placed of the electrical grid. The candles were made from parrafin wax. Before the 1920"s electricity was in limited supply due to the inability of the private electricity suppliers to service isolated rural regions. It was not until the Victorian State Government passed legislation (1920) to improve electricity supplies by forming the State Electricity Commission of Victoria (S.E.C.V.) Isolated rural communities could not meet the higher costs to have electricity supplies connected and therefore it was not until the 1950's that adequate domestic electrical power could be supplied.The isolation that the Kiewa Valley provided was of a greater hindrance to any utility (power,roads & telephone) where the cost per instillation was beyond the rural population's ability to pay either directly or indirectly. One of the benefits that the "closed" community of Mount Beauty had, when it was administered by the SECV was that some utility costs were a lot lower than that of the other settlements in the Kiewa Valley. This disparity led to a conference in 1928 of the rural and regional councils to demand from the Government an equality of electricity tariffs. This equality did not take place until 1965. The demand and usage of cheaper and affordable lighting that wax candles provided was for some rural families a way of life until the mid 1900's.This candle making mould is made from mild rolled sheet steel(tin). The top basin is rectangular in shape with beveled edges(facing in on all sides. There are six holes in the top basin for vertical hollow tubes to feed off. The six tapered cyclindrical tubes running from the top basin to the bottom raised platform base. All connections are welded together. The bottom of each cylinder has an opening for the candle wick. The wick is positioned in place before the molten wax is poured into the cylinders. Mould Butter, unknown, post 1967
This butter mould/pat may have been manufactured post 1967(year post codes appeared in Australia) however the post code was only stamped on after it was machined. This type of butter mould was used by rural families to fashion home/farm made butter. This period was in most rural regions a time of self sufficiency where any domestic type implement which could be fashioned by the family would be crafted with skill. Shopping for goods required catalogues from stores located in major rural towns and cities and involved lengthy waiting times. Travelling to and from these specialised stores was not pleasant due to the relatively poor quality of the roads and the lengthy times taken. The small general stores in the Kiewa Valley could not cater for all the needs of the valley. The 1960's was a time when facilities especially goods and services started to improve drastically. The S.E.C. of Victoria with its Kiewa Hydro Electricity Scheme provided not only an improvement of facilities in the valley but also a increase in the population. This increase resulted in a greater demand for local produce. This item is one of many domestic food processing implements used by Kiewa Valley households in the mid 1900s, whether on the farm or in the small towns and hamlets. Self sufficiency was the key to survival during these early times. Where ever possible supplies from within the valley were preferred to that brought in by travelling salesmen or traders. This butter mould and butter pat was commonly used to fashion "home" made butter throughout the valley and in some cases supplied to "outside" regional towns. Although this method of production was phased out by better access to goods from nearby cities the revival of the good organic home grown produce in the 1980s saw a greater demand of this type of farm based produce.This well crafted circular wooden butter mould could also be used as a butter pat.The handle in the middle of the mould was not added after the crafting but has been fashioned from the initial block of wood when the bowl was crafted. The bowl structure has a rim around the edge.The top of the handle has an ink stamp "T. & W. Flag C.W.A, Mount Beauty CWA, circa mid to late 1900's
This flag was used by Country Women's Association (C.W.A) Kiewa Valley Branch circa 1950's. This was in a period when the C.W.A. was the major women's organisation which had the greatest influence amongst rural women (especially in isolated areas). This was a period when broad based communications were mainly by radio,women orientated magazines and the telephone. The CWA was an organisation that catered exclusively to country(rural) women's needs. The atmosphere was one of "sisterhood" and covered nearly all the needs of rural based women. This one organisation incorporated knowledge and learning targeting women who physically may be isolated but not mentally.The Kiewa Valley Group of the C.W.A. was a focal point for women in this still relatively isolated rural region and the need to have a place of refuge from the heavy domestic demands that family and business exerted. It was place where the need of a time and space to gain all the mental relaxation and group bonding necessary to balance the sometimes harsh environment that rural life presented existed. The C.W.A. motto "Honour our God, Loyalty to the throne, Service to the country, Through country women, For country women, By country women."This flag is made from dark green cloth and has the Country Womens Association of Victoria insignia embroidered on it in gold and white lettering.This insignia is contained in a circular motif."C.W.A." Case leather
This case was used between 1950 and 1980's. As part of the Occupation, Health and Safety requirements, equipment used to monitor the performance of electricity producing generators, regularly, hand held testers were used to check the insulation and the "earth" pin were up the the required operational levels. As the generators and their ancillary monitoring equipment was spread over a large area and cumbersome to service small hand held devices were required. These had to always be safe for the user to operate. A selected range of high quality meters were recalibrated every two years in the Meter and Calibration Laboratory at Yarraville(near Melbourne)This leather case contains a meter which is very significant to The Kiewa Hydro Electricity Scheme because it was an integral part of maintaining the electricity producing water driven generators of the power stations. The reason why this meter was so essential is that provided the safety check on equipment used to monitor each Hydro Generator that they were complying within the grid network parameters. Grid parameters are set so that if there is an electrical fault on the system, that fault can be attended to with a very small change in the output stability of each generator. It is essential that the voltage of the network remain within the set limits. Generators are at Dartmouth, Mackay, Clover, West Kiewa, Yarrawonga, Cain Curran and three Power Stations in the Thornton area.This carry case is made from leather hide and cloth covered cardboard insert. The front side has a lockable English made suitcase fitting. It has a broken carry strap (leather) travelling from top and through leather strap holders both sides and on the bottom of the case. This ceramic mug is titled "Bill Bogong's Mug" in honour of one of Australia's Scouting (Rovers) notable office holders, Mr.W.F."Bill" Waters. He was born on 22nd August 1897 in Taralgon, Victoria, Australia and died 8th October 1968 in Fitzroy, Victoria. He was instrumental in the Rovers building two chalets in the Victorian Alps. The Victorian Award of the National Rover Service Award(1980) has been named after Bill Waters. Bill Waters was also the leader of the first team that climbed Mount Bogong in winter in 1929. Also was part of rescue team of what is now know as the Cleve Cole tragedy on Mt Bogong in the mid 1930's. There is also a water fall named after him Waters Falls on the Bogong High Plains. W.F."Bill" Waters aka "Bill Bogong" (Bogong mountain, were his ashes were scattered), was not only a prominent bush walker (Melbourne Walking Club) of the high country (Victorian Alps) but was instrumental in establishing two Chalets. One of these Chalets was the first one to be built on the Bogong High Plains. This item, "Bill Bogong's Mug" is what the Flinders Petrie(famous English Egyptologist/Archaelogist) Rover Crew(formed in 1940) presented newly invested members of the exclusive(200 membership) Alpine Rover Crew. The Melbourne Walking Club has a long history with the Victorian High Plains area, of which the Kiewa Valley is an integral part of the Victorian Alpine Region. Due to the connections Bill Waters has with the Bogong High Plains and Mt Bogong this cup has a lot of significance to the social history of the area.. Round glazed stoneware mug, white in colour, with a heritage green coloured band covering the top rim and handle. VHS Tape - Kiewa Hydro Electricity Scheme x2, Kiewa, Circa 1990
This VHS was produced by the State Electricity Commission of Victoria, to show the pristine state of the Kiewa River and Valley post the completion of the Kiewa Hydro Electricity Scheme (Circa 1950s), The late 1970s on wards was the beginning of deeper social scrutineering by pro environmental groups such as the Australian Wilderness Society (1976) and the Greens (political Party), before, during and after the construction phases of any man made structures in forest/bush areas which may or could damage or adversely affect the natural flora and fauna of sites. This promotional VHS, which was produced in the 1990s, was to project that unlike the Tasmanian State Electricity Commission (Franklin Dam issue), the Victorian State Electricity Commission acted in a way to protect the environment to the maximum level possible. With the passage of time since, and the issue of the global push to minimise carbon pollution, and as an alternative to coal fired power stations, the use of hydro electricity can now be seen as a highly efficient alternative to "coal powered" electricity. This VHS is a snap shot in time (1990) when the Kiewa Valley was still relatively under populated and holiday houses owned by city bound workers was still relatively insignificant. As more and more holiday makers retire to a small but friendly region(Kiewa Valley and Mount Beauty) the increase in visitor numbers will affect the local rural bush scene more and more. The changes that will occur (in time) can be measured against the scenes presented in this video. The additional resources provided by the State Electricity Commission of Victoria of "alpine bush" fire control and management, together with an ongoing educational scheme for school children in learning about what constitutes the Alpine country's unique environment, are a very important offshoot, benefitting to both the communities within the Kiewa Valley and regional Victoria.This VHS tape is stored within its own plastic cover which has a front side covered by a coloured photograph(both front and back cover) of the Kiewa River, just to the north east of the Mount Beauty township. The VHS tape is nestled within a formed inner structure which not only prevents the tape from moving to and fro but also unnecessary intrusion of foreign particles.Front cover "KIEWA" on the spine top circle with lines projecting out and below this "SEC". One star on the clasp means " One son K.I.A in WWII" This Mothers and Windows Badge was issued to Mrs M Baldwin, the mother of Pte Walter Robert Baldwin who died as a prisoner of war in Burma on the 27th of May 1943. He rests at the Thanbyuzayat Prisoner of War Cemetery, which is in what is now called Myanmar. This is a Death Railway related POW cemetery. Walter Baldwin was born in Mildura on the 12th of May 1921, and prior to enlisting lived at Iron Bark in Bendigo with his parents. He enlisted as No VX55835 in the 2nd AIF on 14.5.1941 in the 2/29th Batt aged 20 years. Embarked for Singapore on 30.7.1941 and disembarked 15.8.1941. He contracted Malaria in a December 1941. Taken POW early 1942 he is listed as died suffering from Cholera on 27.5.1943. “The 2/29th Infantry Battalion was formed at Bonegilla in Victoria in October 1940. It was part of the 8th Division's 27th Brigade, which was the last AIF infantry brigade raised for service during the Second World War.” Badge, metal, "for Australia."
