Lord Randolph Henry Spencer-Churchill was a British statesman. He was the third son of the 7th Duke of Marlborough, and his wife, Lady Frances Vane. He was the father of Winston Churchill, the future wartime Prime Minister, who wrote his father's first major biography. (wikipedia) Having served as unofficial private secretary to his father, lord lieutenant (viceroy) of Ireland from 1876 to 1880, Churchill was especially interested in the Irish problem. Though opposed to national Home Rule for Ireland, he favoured self-government on the local level and blamed shortsighted British officials for the Irish crisis of the 1880s. The majority of the Conservative Party agreed with the Liberal government’s coercion policy toward Ireland, but Lord Randolph allowed the Irish nationalists, led by Charles Stewart Parnell, to understand that the Conservatives would oppose coercion in return for Irish votes in the general election of 1885. Carlton Refuge/Carlton Home was established in 1857 in Madeline Street, Carlton (relocating in 1890 to Keppel Street, Carlton). The Carlton Home provided maternity care for married and unmarried mothers, and residential care for infants and toddlers unable to be at home with their mother. It also operated a day-care centre for children. Most of the residents were mothers or children on private placements. The Children's Welfare Department used the Carlton Home as a maternity home for wards, a foster home for infant wards, and for children requiring placements under the infant life protection provisions of the Children's Welfare Act. By the late 1940s, the home was in a bad state of repair and it closed in 1949. In 1951, the facility reopened as the Queen Elizabeth Maternal and Child Health Centre that also operated as an Infant Welfare and Mothercraft Training School. The Centre provided after-care for nursing mothers and babies transferring from maternity hospitals, and specialised care for babies referred by private practitioners and the Social Welfare Department – babies who were premature, frail or had feeding or similar problems. On 28 March 1981 the Ballarat College of Advanced Education 1870 Founders hall was opened. The hall was erected from the proceeds of the Centenary Appeal, held in 1975. It cost approximately $800,000. The hall commemorates the initiative of the founders of the original Ballarat School of Mines and its "descendants", including Ballarat College of Advanced Education, as well as formal technical education in Australia. The hall plans were to erect a building to accommodate 670 persons in a theatre type seating arrangement and to be used for multi-purpose use by community groups as well as by the College. Construction of the hall commenced in 1978. It was opened approximately 110 years after the Ballarat School of Mines (26 October 1870) and 10 years after the opening of the Mt Helen Campus (31 October 1870)..1) Morgan B.
