EDHS Newsletter No. 270 June 2023 At our next meeting at 2.00pm on Saturday 10th June 2023 we are pleased to have Dr. Geoffrey Sandy to present to us on the WW1 Soldier Welcome Home Committees, with specific reference to Eltham. Geoffrey is an author, parish historian and parish archivist for St Margaret’s Anglican Church in Eltham. Soldier Welcome Home Committees (SWHC) were established throughout Australia during WW1 by the soldier’s local community - their home. Despite WW1 being a well-researched area of Australian history, little has been published on the SWHCs. The work of these committees is an important part of our war history, and our volunteer history. As women were often well-represented, and active within the SWHCs, it is also important to our history of Australian women. Geoff has undertaken a detailed case study of the Soldier Welcome Home Committee at Eltham (SWHCE). During the WW1 period Eltham can be described a small rural community. EDHS Newsletter No. 271 August 2023 Public Record Office Victoria (PROV) is the Archive of the State Government of Victoria. Established fifty years ago under the Public Records Act 1973, PROV at the Victorian Archives Centre in North Melbourne now holds around 106 kilometres of public records from 1836 to the present day. There are also PROV collections at Ballarat, Beechworth, Bendigo, Geelong and the University of Melbourne. Our next meeting will be about PROV and former PROV staff member Andrew Lemon, will briefly reminisce about his work there, in it’s early days. As Assistant Director Access Services at PROV, David Taylor oversees the management of, and access to, the State collection. David will be outlining PROV’s unique role in Victoria, the nature of the public records it holds and how researchers can use increasingly sophisticated online resources to discover more about their ancestors and Victorian history. The property is a classic example of what made Eltham famous from the late 1940s to the 1960s. Covered under Heritage Overlay, Nillumbik Planning Scheme. Published: Nillumbik Now and Then /​ Marguerite Marshall 2008; photographs Alan King with Marguerite Marshall.; p149 The first view of the large double-storey house at Yarra Braes Road, Eltham South, is of a jutting roofline over a balcony, reminiscent of a large sailing vessel or galleon – very appropriate, considering the name of one of the first owners, Le Gallienne. The Downing-Le Gallienne property is a classic example of what made Eltham famous from the late 1940s to the 1960s and attracted so many artists and intellectuals to the area. Set in a largely indigenous bush-style garden, the mud-brick and timber house was built by Alistair Knox. It was built for economist Richard Downing, to become a founder of the welfare state in Australia and Chairman of the Australian Broadcasting Commission, and musician and composer Dorian Le Gallienne. Le Gallienne was a pioneering composer of modern music in Victoria before 1945, whose works included the Symphony in E.1 He wrote several pieces of film music for Eltham Films, including The Prize, working with its writer and artistic director Tim Burstall. Le Gallienne was also a music critic for The Argus and later for The Age. In 1967 the music critic Roger Covell argued that Le Gallienne’s Symphony, was ‘still the most accomplished and purposive . . . written by an Australian’.2 According to Alan Marshall the main inspiration behind the building that evolved from 1948 to 1964 was Le Gallienne. ‘He was able to see value in the simplest things and many who worked there had their eyes opened for the first time to the Eltham environment, to the bush and the trees and the fauna which lived there.’3 The garden included no formality, no lawns, nor exotic plants. ‘Natural informal growth came right up to their doors and so did the indigenous birdlife.’4 This informal style – consisting of mass and void – was to be developed and popularised by landscaper Gordon Ford from the 1950s. The large mud-brick and timber house, which was built in four stages and has three separate but linked sections, began as a small weekend retreat for the couple. In 1948, Downing and Le Gallienne (Dick and Dor to their friends), asked Knox to build the 36 x18 foot (11mx5.4m) building with a pitched slate roof. It was built on a concrete slab and included a fireplace, which is still in use. The second wing was built in 1954 after Downing had returned from working at the International Labour Office and the couple decided to live there full-time. The third section was built after the death of Le Gallienne in 1963, aged 48. He is buried in the Eltham Cemetery. When Downing married widow, Jean Norman (nee McGregor) and had to accommodate a large family, including her six children and one of their own, the last stage was built by 1964. At that time the house was considered one of the largest mud-brick houses in Victoria. It consists of five living areas, including a small ballroom. Several artists helped Knox build the Downing-Le Gallienne house, which was one of his first of mud-brick. They included painter Clifton Pugh, artist John Howley and actor Wynn Roberts. Ellis Stones had landscaped the first wing and Gordon Ford set the boulder steps and made a pool as part of the landscaping he completed. Inside, the mud-bricks are largely whitewashed with pine-lined ceilings and Oregon beams. A winding timber staircase in the front extends behind a glass window from the ground floor to the top. The property, of a little more than 0.5 ha, is bordered by Parks Victoria land, which extends to the Yarra River.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. It is recognized as the minute book and cash receipt book of the period 1922-1926 when the Memorial Park Committee, who it seems were part of the Shire of Eltham Soldier's Memorial League, was requested to raise funds for building the Shire of Eltham War Memorial Tower at Kangaroo Ground. History tells us that the tower, which is currently being refurbished, was officially opened by the Governor General of Australia, Lord Stonehaven on 11.11.26. The ladies invited to the first meeting at the Shire Hall did so on 21st September 1922. The minutes book reads: Present: Mesdames Bell, Bourchier, McMahon, Gosling, Cockcroft, Wraight, E Coutie, R Rogers, A Jones, AH White, Davies, Everitt and the Misses Lacey, Harris, N Weller, Gosling, Bell and D and G J Bourchier. These people became the Kangaroo Ground Memorial Bazaar Committee along with others named at further meetings. They conditionally accepted the role of raising funds, their condition being that the Bazaar Committee be given representation on any committee empowered to deal with the memorial in proportion to the amount of money raised by the bazaar'. Charles Symons Wingrove, J.P. (1829-1905) arrived in Victorian in 1851. He had trained as an engineer, but tried his luck on the goldfields. In 1857 he was appointed as Secretary to the Eltham District Roads Board only one year after its foundation. He was to hold the position with the Board and later the Eltham Shire Council for total of 47 years. He also held the position of engineer for a large part of this period. During part of this time he was also secretary to the Heidelberg Shire Council. Over this period he was responsibly for an area stretching from Clifton Hill to Healesville, along the northern bank of the Yarra River. Other positions included Secretary to the Victorian Agricultural Society over along period.Wingrove was a main figure in the Municipal Association of Victoria. By the time he retired he was recognized as the “Grand Old Man” of Victorian local government. In 1858 Wingrove had a brick cottage built in Main Road near the State School and he lived here until his death. One room was uded as the Board and Council office. His descendants owned the house until 1974. It was later used as a psychiatric clinic. The park opposite the cottage has been named Wingrove Park in his honour. He is buried at St Helena with other members of his family. Age (Melbourne, Vic. : 1854 - 1954), Tuesday 18 July 1905, page 5 ABOUT PEOPLE. A conspicuous figure in northern municpal history, Mr. Charles Symons Wingrove, has passed away. He was for many years secretary and engineer for the shire of Eltham, and prior to the formation of the shire held the position under the old road board, his official connection with the district dating from beyond 1857. For about twelve years he also filled the position of shire engineer for Heidelberg council while retaining his other post, and the immense territory under his professional control, reaching from the boundary of Collingwood up to Healesville, was a matter of fatherly pride and interest to him. He arrived in Victoria in 1851, and was 76 years of age at his death. Mr. Wingrove retired from the position in the Eltham council only about a year ago. The interment will take place in St. Helena Cemetery, near Eltham township, today. Secretary, Eltham District Road Board 1858-1871 Secretary for the Shire of Eltham 1871-1904.
