Document - Plan, Pilots Quarters Warrnambool
Warrnambool was officially made a Port of Entry in 1855 and by the 1870s had became the dominant port in the Western District. Sadly, due to an increasing problem with silting in the harbour, by the 1890s only small vessels could navigate the harbour. Men with the position of Pilot and Harbourmaster in Warrnambool were employed by the government to enforce government regulations and to help guide vessels safely into the port of Lady Bay, which was difficult to navigate. Some of the Pilots and Harbour Masters of Warrnambool were – - Captain Christopher Gwatkin, the first Harbourmaster for Warrnambool (1857 - his death in 1859). - Captain Helpman was Warrnambool’s second Harbourmaster 1859-1869 - James Nicol was Harbourmaster in Warrnambool for a time, including 1906 (b. 1840 – d. 1926) - Thomas Smith Drewett (1853 - 15-3-1905) past Captain of the Helen Nicoll, Pilot and Harbourmaster of Warrnambool. Warrnambool’s Tourist Guide of 1888 advises that “At the Port of Warrnambool there are two Leading Lighthouses. A licensed sea pilot, Captain Drewett, is stationed at the Port.” In 1915 plans for the Pilot’s Quarters were drawn up for the Department of Public Work. It was at that time, when personnel was short due to the First World War, that apparently the Pilot and Harbourmaster was also responsible for maintaining the light (lighthouse). The new Pilot and Harbourmaster’s house would be built on the site at 88 Merri Street, overlooking Lady Bay and right beside the Flagstaff and the Lady Bay Upper Lighthouse. Other Pilot and Harbourmasters were - - James Menzies was the Pilot and Harbourmaster at Warrnambool in 1929 . In 1932, he was appointed to the position of Acting Secretary to the Warrnambool Harbour Board. A hundred or so years later Flagstaff Hill Maritime Village has fully renovated the former Harbourmaster’s quarters, changed the name to Lighthouse Lodge, and is now allowing guests to stay in the home, which is still neighbour to the operational Lady Bay Lighthouses, now over 150 years old. The association of the old Pilot and Harbourmaster’s Quarters (currently renamed as Lighthouse Lodge) with the Port of Warrnambool, and its maritime activities, is historically significant. The Pilot’s quarters are connected to a time when access to Warrnambool’s Port was important to the colonial settlers for income and supplies. Plan of Pilots Quarters, Warrnambool. The set of seven 1858 plans shows proposed plans for the original Lighthouse Complex that was built on Middle Island in 1858-1859. The whole complex was then transferred to Flagstaff Hill in 1871. The plan, dated 1909, is for proposed additions and repairs to the Quarters at Flagstaff Hill. The plan 'Alterations and Additions' shows alternate plans for changes to the quarters at the Flagstaff Hill location. This plan has no date. The Complex comprised the Lighthouse, the Lighthouse Keepers’ Quarters, the Store (now called the Chart Room) and a Privy, which was not included in these plans. The Keeper’s bluestone Quarters was a cottage divided into two compartments, one for each keeper and his family. The bluestone Store was divided into three; a store, a workshop an oil store (or office). The Privy comprised of a small building also divided into two separate, back-to-back toilets, one for each Keeper and his family. The Flagstaff Hill Keeper's Quarters have had extensions and additions at various times, and these have also been removed at various other times. It shows the floor plans of the Store, Upper Lighthouse and the Quarters. The Store building has three sections; a Store, Work-Shop and Office, with an internal wall between them and separate entries. The Quarters are divided into two dwellings. The Senior Keeper’s side on the left has fireplaces in two of the three bedrooms and there is a pantry and wash house. The Assistant’s side has no fireplaces in the bedrooms and there’s no pantry or washhouse. These plans include proposed changes to the buildings. The Senior Keeper’s Quarters would have a partition on bedroom 2, a bath with plumbing and drainage, a wall moved and a built-in side porch. The Store would also have a built-in porch. The undated plan 'Additions and Alterations' (2375.9) shows alternative arrangements for water tanks, plumbing and such. WARRNAMBOOL'S LADY BAY LIGHTHOUSES- In the 1800s ships sailing from England to Australia began to use Bass Strait as a faster route to Melbourne. Small navigation errors led to many tragic shipwrecks. From 1848 lighthouses were operating along Victoria’s southern coast as a guide for sailors. Coastal towns such as Warrnambool grew and the exchange of trade and passengers were of great benefit. However, the uncertain weather changes, relatively shallow waters and treacherous, hidden rocky reefs were not suitable for a Harbour and in the 1840s and 1850s there were many shipwrecks in the area, with some even stranded in its Lady Bay harbour. A jetty was built in 1850 and a flagstaff to guide seafarers was placed up high on what became known now as Flagstaff Hill. In November 1857 the Victorian Government recommended that Warrnambool Harbour had beacons and two lighthouses to guide vessels into and out of the Harbour safely. The white light of the Middle Island lighthouse was to be used for the first time on September 1, 1859. The red light of the Beach Lighthouse, a wooden obelisk structure, was first operated on March 25, 1860, but in 1868 this light was ‘discontinued’ due to it being too low. Melbourne’s Department of Public Works decided to relocate the Middle Island Lighthouse Complex - Lighthouse, Keeper’s Quarters, Privy, Store Room and even water tanks - to Flagstaff Hill. The lower obelisk was shortened, and a protruding gallery, railing, and external ladder were added, as well as the light from the Beach Lighthouse. A green guiding light was erected on the end of the jetty. The transfer of the Complex began in March 1871. Each shaped stone of the lighthouse was carefully numbered, removed then reassembled on Flagstaff Hill. In 1872 the well was sunk behind the Lighthouse Keeper’s Cottage. The Keepers and families had left Middle Island in April and moved to Flagstaff Hill in October 1871. Vessels entering Lady Bay align the Upper and Lower Lighthouse towers during the day and the lights at night. The Upper Lighthouse is a round tower, the Lower Light is square. The Lighthouses were categorised as harbour lights rather than coastal lights, so they remain under the control of the Victorian Government’s Ports and Harbours section. The lights were originally powered by oil, then acetylene gas, later by electricity, and then converted to solar power in 1988. In 1993 the solar panel was replaced by a battery charger. A decision was made in 1936 to replace the lighthouses’ lights with unattended lights that no longer required Keepers and Assistants. At least 29 Keepers had attended to the lighthouse from its opening in 1859 to when the last official Lightkeepers left In April 1916. The Warrnambool Harbour Board rented out the Quarters from 1916 to 1936. The Board closed down but the rentals continued with other unknown landlords. In the 1970s the Flagstaff Hill Planning Board was set up under the chairmanship of John Lindsay. The Board was to make recommendations to the Warrnambool City Council regarding the use of the buildings and the rest of the Crown Land on the site. The Flagstaff Hill Maritime Village opened in 1975 and began renovating the Cottage in stages, during which time evidence of a 1920s fire was found in the eastern section of the cottage. Additions of a porch on the west and a washroom on the east were made in the 1980s. The western part of the building is now a Shipwreck Museum and the east has returned to a late 19th-century Lighthouse Keeper’s cottage and includes the screen made by Assistant Lighthouse Keeper Thomas Hope during one of his two periods of service there. THE LIGHTHOUSE KEEPERS Lighthouse Keepers were responsible for keeping their Lighthouse’s lights shining at night. They kept a lookout for passing vessels and changes in weather. They were expected to clean, polish and maintain the equipment and buildings. They kept regular and detailed records of who was on watch, and the time the light was lit, trimmed and extinguished. They kept a journal about other events that occurred. They keep regular, accurate Meteorological Logs. It was expected that they were competent in Morse code signalling. They would be called to help in times of disasters and shipwrecks, and to give official statements about these events. Many Lighthouse Keepers also volunteered as members of the lifeboat crew. The Lady Bay lighthouses were officially classified as small, so the Keepers had the official titles of Senior Assistant Lighthouse Keeper and Assistant Lighthouse Keeper. They were employed by the Public Service and paid rent to live in the Lighthouse Quarters. They were compulsorily retired at the age of 60, with most receiving a superannuation payment. Despite their time-consuming duties, there was time to follow hobbies and crafts such as growing vegetables, playing musical instruments, making models of buildings including lighthouses, and crafting furniture pieces. An example of a keeper’s skills is the carved fire screen made by /assistant Keeper Thomas Hope in the early 20th century and displayed in the Lighthouse Keeper’s cottage at Flagstaff Hill. The last occupants of the Middle Island Complex were Senior Keeper Robert Deverell, his Assistant Keeper, Andrew Farncombe, and their families. They all became the first occupants at the Lady Bay Lighthouse Keepers’ Quarters on Merri Street. The Warrnambool Lighthouse Complex plans are the origin of what is now the Lady Bay Lighthouse Complex. They are a record of the people, process and departments involved in bringing the complex into fruition. The plans are significant to the Complex, which is now listed on the Victorian Heritage Register, H1520, for being of historical, scientific (technological) and architectural significance to the State of Victoria. The Complex is significant as an example of early colonial development. The plan are significant for their connection with the important navigational function of the Lighthouses, a function still being performed to this day. The plans are also significant as an example of a product from the Public Works Department in Victoria in the mid-to-late 19th century. The structures built to these plans still stand strong. Plans for the Lighthouse Complex in Warrnambool, including Lighthouses, Keeper's Quarters and Stores. Seven of the plans are on thin fragile paper, one is on thicker, stronger paper. The drawings have been made in pens coloured red and black. They originate from Public Works in Melbourne. Domestic object - Sewing Machine, Early 20th century
Ward Brothers (George and Samuel) registered a company (Australian Sewing Machines Limited Pty Ltd) with the head office address in Errol St, North Melbourne, and Prahan. The earliest newspaper advertisement for this company was in 1897. Around this time the Ward Brothers first imported sewing machines from England and Wertheim placed their decal on them and mounted them in their own Australian made cabinets. David Ward later imported machines from Beisolt & Locke in Germany and registered name A.N.A. (All Native Australian), his shop was in Collingwood Melbourne. Some of these machines had Ward Brothers decals on them as well. The three brothers sold under the same name as Ward Brothers. The early Ward Brothers logo had a map of Australia with a picture of all three brothers on it. In 1911 all three of the Ward Brothers decided to share a stall in the yearly Melbourne exhibition. The A.N.A was the machine that got rave reviews. It was at this time that the Australian Sewing Machine Company Pty Ltd decided to add the A.N.A logo to their logo to cash in on the new found celebrity status that the A.N.A has gained. To cut a long story short. David Ward took his brothers to court to prevent this from happening. This was a long drawn out affair that took quite a few years. The settlement was decided out of court and nothing was disclosed of the deal that was made. David seemed to have left the scene, then the remaining Ward Brothers and A.N.A. combined and then became “Wardana”. There are many Ward Brothers sewing machines in displays, they originated from Japan, England, America, and Germany. It seems that where ever they got the best deal for sewing machines or parts is the direction they went. This is where the Bendigo sewing machine company came into the picture. All imported sewing machines into Australia drew a government tax. Bendigo Cording's Traction Company was given proposed two-pound tariff protection that gave the company a significant price advantage for its machines. As a result, the Ward Brothers purchased a huge number of Bendigo shares to get cheaper machines for their sewing machine cabinets. Ward Brothers then placed one of their company officials on the Board of “Bendigo Sewing Machines Limited” and the rest is history. Ward Brothers had shops Australian wide and in most of the major country towns. History for “Bendigo Sewing Machines Limited” Cordings Traction Company owners (H. Keck MLC, W. Wallace, and W. Ewing) operated their business out of the former W. Webb & Co. building in Queen St. Bendigo. Around 1923-1924 they decided to switch from traction engines to manufacturing sewing machines. The actual date is not known but that year's financial report made note of both Cordings and Bendigo Sewing Machines Limited. The switch was made with the government of the day agreeing to a tariff of two pounds per head for every machine head made completely in Australia. The change from traction engines to sewing machines went well. Government representatives visited the factory in Bendigo to inspect and ensure that the sewing machines were Australian made as a result they agreed on granting the two-pound tariff to the company. After the first 12 months, they built 30, the following 12 months the company had produced 1500 machines probably due to the involvement of the Ward brothers. However, the government proposed a new condition to the tariff agreement which was that the company must produce 20% of Australia's requirements for sewing machines. In 1924 after having had produced 1500 machines resulting in reaching their financial limit for tariff support. According to the government, the requirement was 15,000 machines for the next year had to be produced to qualify for the tariff. The company had already reached its production limit and unfortunately folded. There were several attempts to regain government assistance to save this new industry but it was to no avail. Even a promise to open another factory in Sydney was offered but unfortunately wasn't accepted. An item fabricated in Australia from a majority of imported parts from either Germany, America or England giving a snapshot into the early manufacturing industries that were operating at the time of Federation. Decorative carved timber cabinet, hinged, fold-out laminated timber top and five drawers; two small on each side with handles and one long, shallow, between side drawers without handle. Thread is on bobbin in a rocket shuttle (both in good condition) plus spare empty shuttle (rusty). Brass ‘Half Yard’ ruler inlaid across front, measuring scale in inches and centimetres. Two metal shuttle cover plates (or throat plate / slide plate); front one is impressed with a gauge for needle and thread. Gold trim and decals on flatbed and machine front and back, serial number under shuttle cover, brand on decals and on round metal plate on back of machine. Front right of machine has a bobbin winder. Treadle belt shows signs of wear and laminate on timber machine cover is peeling slightly.Decal coat of arms on right front of machine: kangaroo on left, man with broad-brim hat, holding pick-axe on right, in centre, top “SEWING MACHINE / THE / A. N. A.” then below it, the rising sun, then below that is state of Victoria shield with the Southern Cross constellation. Wheat sheaves around edge on left and flowering plant on right. Gold ribbon banner at bottom with script “WARD BROS.“ Decal of map of Australia on flatbed of machine. States and capital cities are marked and named (no northern territory), portrait of two men. In centre of map are interwoven letters “A. N. A.” and written in script “WARD BROS.” Decal across front of machine body has large, decorated gold lettering “A. N. Instrument - Azimuth Compass, Early 20th Century
Negretti and Zambra 1850-1980s were optical instrument makers and mathematical instrument makers based in London, England. The firm of Negretti and Zambra was established in 1850 by Henry Negretti and Joseph Zambra who had formed a partnership. Their skill was immediately apparent when exhibiting at the 1851 Great Exhibition at Hyde Park, they were the only English instrument makers to receive a prize medal for meteorological instruments, resulting in their appointment as instrument makers to the queen, Greenwich observatory, and the British Meteorological Society. In 1853, when the Crystal Palace was re-erected in Sydenham, Negretti and Zambra became the official photographers of the Crystal Palace Company, which allowed them to photograph the interior and grounds of the new building. The firm made use of this access to produce a number of stereographs. Between 1855 and 1857 Negretti and Zambra commissioned photographer Pierre Rossier to travel to China to document the Second Opium War. Although Rossier subsequently was unable to accompany to Anglo-French forces in that campaign, he nevertheless produced a number of stereographs and other photographs of China, Japan, the Philippines and Siam (now Thailand), which Negretti and Zambra published and that represented the first commercial photographs of those countries. In 1856 Negretti and Zambra sponsored a photographic expedition to Egypt, Nubia and Ethiopia conducted by Francis Firth. In 1864 Negretti and Zambra (themselves) photographed Shakespeare's House at Stratford on Avon. A sepia photograph was then pasted onto card 4" × 2.5". This was then presented to visitors to the Crystal Palace to enable them to compare it with the model erected by Mr E. T. Parr in the Centre Transept. The card itself is headed "Crystal Palace April 23rd 1864." That year they also published a book, titled A Treatise on Meteorological Instruments, (which was reprinted in 1995). Throughout World War One Negretti and Zambra were entirely engaged in the production of various instruments for the Ministry of Munitions. They developed many instruments for the Air Ministry including a mercury-in-steel distance thermometer for taking the oil and air temperatures in aircraft which was patented in 1920. In 1946 the company went private and in 1948 the company was made public, and by 1950 Negretti and Zambra had 821 employees in Britain. In order to increase production and to safeguard future development in 1964, they purchased a modern factory at Aylesbury for all their production. In 1981 Negretti and Zambra were taken over by a group of financial institutions in the form of Western Scientific Instruments and in 1985 the company was acquired by Meggitt Holdings.The subject compass is just one type of the many marine and scientific, optical items this company produced over it’s life time. Negretti and Zambra were prolific manufactures of types of items as well as being very prominent in photography pioneering new innervation's and sponsoring expeditions to little known countries to document peoples daily lives and culture through photography.Azimuth compass on tripod in a fitted wooden box with a round spirit level included, lid of box has three indented circles where the legs of the compass fit when it is set up for use. The black and white photograph depicts the Lady Bay Lighthouse Complex at Flagstaff Hill, Warrnambool. It was opened on this site in 1871. From left to right, the Chartroom (previously named the Store), Upper Lighthouse, Flagstaff, Lighthouse Keeper's Quarters. The bluestone buildings are facing North on Merri Street. The Harbour Pilot's Lodgings were on the east of the Complex. There are two unknown male figures standing in front of the light-coloured picket fence that encompasses the Complex. In 1872 the well was sunk behind the Lighthouse Keeper’s Cottage. The Keepers and families had left Middle Island in April and moved to Flagstaff Hill in October 1871. Vessels entering Lady Bay align the Upper and Lower Lighthouse towers during the day and the lights at night. The Upper Lighthouse is a round tower, and the Lower Light is square. The Lighthouses were categorised as harbour lights rather than coastal lights, so they remain under the control of the Victorian Government’s Ports and Harbours section. The lights were originally powered by oil, then acetylene gas, later by electricity, and then converted to solar power in 1988. In 1993 the solar panel was replaced by a battery charger. A decision was made in 1936 to replace the lighthouses’ lights with unattended lights that no longer required Keepers and Assistants. At least 29 Keepers had attended to the lighthouse from its opening in 1859 to when the last official Lightkeepers left In April 1916. The Warrnambool Harbour Board rented out the Quarters from 1916 to 1936. The Board closed down but the rentals continued with other unknown landlords. In the 1970s the Flagstaff Hill Planning Board was set up under the chairmanship of John Lindsay. The Board was to make recommendations to the Warrnambool City Council regarding using the buildings and the rest of the Crown Land on the site. The Flagstaff Hill Maritime Village opened in 1975 and began renovating the Cottage in stages, during which time evidence of a 1920s fire was found in the eastern section of the cottage. Additions of a porch on the west and a washroom on the east were made in the 1980s. The western part of the building is now a Shipwreck Museum and the east has returned to a late 19th-century Lighthouse Keeper’s cottage and includes the screen made by Assistant Lighthouse Keeper Thomas Hope in the late 19th century. He served as Assistant Keeper in Warrnambool for two periods.The Warrnambool Lighthouse Complex is now listed on the Victorian Heritage Register, H1520, for being of historical, scientific (technological) and architectural significance to the State of Victoria. The Complex is significant as an example of early colonial development. The buildings are significant for their connection with the important navigational function of the Lighthouses, a function still being performed to this day. The buildings are also significant as an example of structures designed and works carried out by the Public Works Department in Victoria in the mid-to-late 19th century. The Working Men’s College was founded in 1881 by a prominent grazier and philanthropist, The Hon. Francis Ormond, who donated £5000 towards the establishment of the college. The Council of the Melbourne Trades Hall then matched Ormond's initial donation by rallying its members. On 4 June 1887, the college opened in its purpose-built building on the corners of Bowen Street and La Trobe Street in Melbourne, with a gala ceremony. It became the third official provider of higher education in the new Colony of Victoria (the Melbourne Athenaeum was founded in 1839 and the University of Melbourne in 1853). The college was the predecessor to the current-day Royal Melbourne Institute of Technology (RMIT University). Adjoining the college in the 1890s were the Supreme Court of Victoria (later the Melbourne Magistrates' Court) and the Melbourne Gaol - both which are now part of RMIT today. A list of Scholarship Governors and Life Governors is included. The former have donated 250 Pounds Sterling and upwards, the later have donated 20 Pounds and over but less than 250 Pounds Sterling. The Patron of The Working Men's College was His Excellency The Right Honourable Lord Brassey. The President of the Council was Professor W C Kernot. Federation University Australia’s Student Commons Area at the Mt Helen Campus was the first FedUni building to be officially given an Aboriginal name, Gnarrwirring Karung. Meaning Learning Place in the local Wadawurrung language, the re-named centre (pronounced Narrowing Ker Ung) will provide recognition of the area’s cultural heritage and increase the vibrancy, diversity and rich culture throughout the campus. The re-naming ceremony was held at the Gnarrwirring Karung Student Commons Area, S Building, Mt Helen Campus. “The choice of name follows an extensive process of seeking suggestions from the student body, the University’s Aboriginal Education Centre and local Aboriginal custodians,” Geoff Lord, Chairman of the University’s Reconciliation Action Plan (RAP) Committee, said. “The official naming meets many elements recognised within the FedUni RAP such as enhancing community, embedding culture, providing opportunity and, most importantly, respect. “The ceremony is a fine example of putting Aboriginal culture at the centre of our daily lives.” Jasmine Graham, Manager of the Aboriginal Education Centre, said the re-naming was a milestone for the local Aboriginal community. “The University is committed to greater recognition of Aboriginal heritage and culture throughout all of its campuses,” Ms Graham said. “Gnarrwirring Karung will be an impressive landmark throughout the Mt Helen Campus and a welcoming learning place.” A number of photographs taken at the naming of a Federation University space in the Mt Helen Campus 'S' Building. ... building was built 1891 in Point Nepean Road for the official ...John Hitchen was the manager of the first Cheltenham Post Office that opened 1/8/1857 in a boot and shoe store. Mail was transported to and from St Kilda to Cheltenham by coach 6 days a week and an additional service twice weekly to Tootgarook via Frankston also by coach. 1868 Post office Savings Bank began operation and the Telegraph office was established at the Railway Station 1885. A new building was built 1891 in Point Nepean Road for the official Cheltenham Post Office and a new manual telephone exchange began 1899 with 24 subscribers. By 1909 100 subscribers, 1951 there were 1700 and in 1974 12,000 subscribers . Hence this new building was designed by Oscar A. T. Gimsey & Assoc. and built by T W Morris & Sons Mordialloc.
