Flecknoe joined the board of directors in 1968 and was managing director from 1969 until his retirement in 1987. Flecknoe was chairman of the Ballarat Broadcasters Pty Ltd (3BA), of the gateway Publishing Company which published newspapers in Ararat and Stawell and of the Ballarat Publishing Company which published Ballarat News, and was formerly deputy chairman of associated Broadcasting Services Ltd (BTV6 Ballarat and GMV Shepparton). The Ballarat School of Mines Council minutes of 08 November 1901 record: - Plans for [the] proposed building were submitted ... and ... it was resolved that a temporary building for an Engineering Laboratory be put up.' This laboratory, as an existing building, is first mentioned in the Ballarat School of Mines President's Annual Report of 1901, presented on 28 February 1902, reporting 'the erection of a building 67ft long by 33 ft wide' This report also lists all the equipment that would be accommodated in the Engineering Laboratory, including the experimental steam engine and boiler. The experimental Davey-Paxman steam engine arrived in Ballarat towards the end of 1902. The Engineering Laboratory was opened on 14 August 1903 by His Excellency Sir Sydenham Clarke. This engineering laboratory remained in use till about 1945. By 1944 preparations were under way at the Ballarat School of Mines to expand existing facilities, to be ready for the influx of returned soldiers. A new Heat Engines laboratory was built, this time of brick construction, replacing the previous corrugated-iron shed. In the early stages the steam engine was used to drive an overhead transmission shaft for machinery in the adjacent workshop. Later the steam engine was moved to a space that became the Heat Thermodynamics Laboratory. At the end of 1969 the engine was relocated to the Thermodynamics Laboratory at the then Ballarat Institute of Advanced Education (BIAE) Mt Helen Campus. It was donated to Sovereign Hill in 2006. Phoenix Foundry Plate - replica Made about 2010 cast off original from locomotive Y112 The Phoenix Foundry (1857-1906) fabricated iron and brass products - including engines and pumping gear for the mining industry, locomotives, steam rollers, water pipes, water gauges and diverse small items. Throughout its operation the business was located at premises on Armstrong Street, Ballarat . Background In 1852, at the age of thirty-three and after a year of operating his own engineering business at Williamstown, Lancashire-born blacksmith and engineer George Threlfall (1819-1897) arrived on the Sebastopol gold plain and immediately undertook blacksmith work repairing picks and tools for the miners. Little did he know that this fledgling business would be the genesis of the most iconic business of nineteenth-century Ballarat. At approximately thirty-nine years of age, English mechanical engineer Richard Carter (c1814-1883) came to Australia on board the Arrogant - arriving in Melbourne on 19 April 1853. He soon travelled to the Ballarat goldfields. Born in the year 1830 in Belfast (Ireland), mechanical engineer William Henry Shaw (1830-1896) arrived in Australia in October 1853. He worked briefly with George Threlfall at Sebastopol, then moved to Geelong to manage the small foundry of Frederick Moore. Twenty-four year old English-born iron moulder Robert Holden (c1831-?) left his home in Belfast (Ireland) in late 1854 and travelled from Liverpool to Melbourne on board the James Baines - arriving in February 1855. Afterwards he joined his brother-in-law William Henry Shaw in Ballarat. History Foundation to Incorporation In March 1857 George Threlfall joined in business with Richard Carter, William Henry Shaw and Robert Holden. They relocated Threlfall's successful engineering enterprise from Sebastopol to new premises in Armstrong Street, Ballarat. This business was then known variously as the Phoenix Iron Works Company, Phoenix Foundry or Messrs Carter and Co. By 15 April 1857 they were advertising that they were open for business as engineers, millwrights, boiler makers, smiths, iron founders and brass founders. In January 1858 George Threlfall left the partnership. Incorporation to 1889 1890 to Closing locomotive Y112 Builder: Phoenix Foundry, Ballarat Builder’s Number & Year: 238 of 1889 Designer: Kitson & Co Wheel Arrangement: 0-6-0 No. in class: 31 Entered Service: 24 July 1889 Taken off Register: 11 May 1961 The origins of the Victorian Railways Y-class lay with the decision by Kitson & Co, Leeds to place a 0-6-0 freight locomotive on display at the Centennial International Exhibition, Melbourne in 1888, together with a 2-4-2T suburban passenger locomotive. This marketing initiative proved successful as the Victorian Railways were clearly impressed with these machines, with both purchased after the exhibition and becoming the patterns for new standard locomotive types. Thirty examples of the 0-6-0 heavy freight design were ordered from the Phoenix Foundry, Ballarat, becoming the Y-class for main line heavy freight duties, while the 2-4-2T design became the E-class for Melbourne suburban passenger duties (represented by preserved locomotive E 236). The Y-class prove successful in service and accrued high mileages. They were inevitably superseded by more modern and powerful steam locomotives and a number cascaded into shunting and yard pilot duties, often with the addition of shunters steps along both locomotive and tender. Y 112 was one of the last in service when withdrawn in 1961. Fortunately it was saved for preservation and plinthed in central Ballarat, ostensibly in commemoration of Phoenix Foundry. I understand it is owned by the Sovereign Hill Museums Association. During the 1980’s, Y 112 was leased to Steamrail Victoria and restored to operation at an industrial site in Ballarat. Y 112 features an attractive lined apple green livery and has performed various rail tours around Victoria since restoration. It is normally based at the Steamrail depot in Ballarat East. Y 112 is the only 19th century design in operational condition in Victoria and as such is one of the oldest working steam locomotive in Victoria . Open Monument is a contemporary artwork acknowledging the history of Chinese people in Ballarat. The Chinese diaspora was global and many Chinese people came to Ballarat and the Victorian Goldfields. The work details some of the personal Chinese family memories of Ballarat from the goldrush forward. The 33 marble laser-etched panels include found images and texts mounted on a modernist metal architectural feature holding back a grassed hill landscape. Within the side walkway of gravel and composite stone is an etched of local activities relating to the Chinese community achievements that can be added to by the community.Open Monument is of aesthetic and historical significance to the people of BallaratArchitectural artwork consisting of large marble panels on a corten steel frame imbedded into a grassed mount.Inscription on plaque: Open Monument 無極紀念碑 ​/ Artist: John Young ​/ Officially Launched by Mr Yumin Song / Chinese Consul-General to Victoria​ / 6th September 2015​ / Open Monument unearths stories of the Chinese diaspora in Ballarat, a name which means/ “resting place” to the traditional custodians - the Wadawurrung and Dja Dja Wurrung people.​/ The monument comprises of two artworks: Transculture, a granite-panelled work, evoking stories of alternative worldviews, / modernity, leisure and toil. The Eureka Stockade was fought on the Eureka Lead, Ballarat East on 03 December 1854. Keith Rash was a signwriter who learnt his trade at the Ballarat School of Mines. He was very interested in local history and wrote articles for the local newspapers. The clippings on Eureka would have been used to inform his articles, and research on the site of the Eureka Stockade. Ken Clements was former Academic Registrar at Ballarat College of Advanced Education (now University of Ballarat). He was a committee member of the Eureka Stockade Memorial Park Committee for a number of years. Dr Dorothy Wickham has researched Eureka over a number of decades, and has published a number of titles on the topic. Clare Gervasoni has researched Eureka over a number of decades, and has published a number of titles on the topic, including coordination of www.Eurekapedia.org for Ballarat Reform League Inc. Book sewn with string in 36 page sections, blank end papers, board covers with stipple paper out sides and Rexene cloth binding. Comprising plain paper end papers and 104 printed pages (52 leaves), with each sheet printed in black on feint ruled paper for recording the hours worked and other details of drivers and conductors employed by ESCo. Printed for daily use, with Day and date page headings - made out for the 1930's. The book was compiled for the proprietor, L Oertling (Ludwig Oertling), who established his firm of precision scientific instruments in 1849 and went on to become well-known in Britain for its manufacture of precision instruments, particularly its balance scales. In 1865 Ludwig Oertling and business partner Edward Wilds Laad at 27 Moorgate Street London were granted Patent 75 for the invention of improvements in hydrometers. The firm was situated at Turnmill Street, London, in 1922, when it advertised its products including hydrometers, petroleumeters, saccharometers, balances and weights, and automatic coin weighing machines in the British Industries Fair catalogue. In 1925 the firm became part of the Avery group of companies, which acquired Stanton Instruments in 1968 and about two years later Stantons merged into L. Oertling Ltd. Joseph Long has been mentioned by some sources as the author of this book, written for the proprietor of L. Oertling Ltd.The book has been recognised as being culturally important as a basis for our current civilization. The horizontal level is on the top edge, surrounded by a metal plate with two cut-outs. One side of the spirit level has a ruler marked at 1/16 inch intervals, the other side is marked at 1/8 inch intervals. There is a large circle cut-out in the end that holds the vertical level. Both sides have the manufacturer’s name, the level’s model number and the material it is made of. One side also has the city of manufacture – England.
