The City of Ballarat unanimously resolved to erect a Civic Hall in Mair Street in 1951. The architects, Gordon Murphy, of Melbourne, and H.L. and L.J. Coburn, of Ballarat, were commissioned in 1952. The Council constructed the foundations and footings for the building under the supervision of the former City engineer, Mr L.H. Finch, in 1953. These footings are of massed concrete. The design for the building took advantage of the cross fall of the land, providing for the Small Hall to be entered from the Doveton Street frontage through a foyer under the Main Stage, the structure is steel with brick panels, with accommodation for 1,592 persons in the Main Hall and 440 persons in the Lower Hall. The front facade faces Mair Street, set back from the building line to provide for the entrance drive-ways and kerbed gardens. Tenders were invited on a firm price basis. A young Ballarat master Builter, Walter Benbow Trahar was the successful tenderer, the contract price being 139,841 pounds. the work was commenced in 1953 and has proceeded in spite of material and labour difficulties until its completion. The following statistics are of interest:- * The foundations contained 200 cubic yards of concrete. * The constructional steel work weighs approximately 270 tons. * The reinforcing steel 47 tons. * Reinforced concrete in the structure, 1,100 cubic yards. * The approximate number of bricks in the building, 580,000. * The flooring is of selected kiln-dried hard wood and totals 40,000 lineal feet. * The dimensions of the Main Auditorium, 100ft by 86 ft, including the side promenades each 82ft by 13ft. *The Main stage, of reinforced concret with parquette finish measures 62 ft by 40ft. *The floor area of the Lower Hall is 74 ft by 38 ft, and has a stage dimensions of 40ft by 20 ft. * Each hall has independent heating and ventillating systems. Where possible the material in the building was furnished from local business houses. The public address installation, which provided for additional microphones, is on the main Stage. There is inter-communication throughout the building connecting the front office, with the bioscope box, the stages in both the large and lower halls, and the Hallkeeper's residence. Local craftsmen have completed the painting, plaster work, and the electrical installation; local produced materials being used in the construction of the buildings with the exception of the timber for the Main Floor, the roofing and the structural steel. Oliver, A.D. Mason. The Town clerk was H.R. Maddern and the City Engineer was G. Murrowood. A City of Ballarat Council meeting of 25 September 2013 voted to demolish the Ballarat Civic Hall. The Council heard from nearly 50 members of the public during a marathon six-hour meeting. Councilors John Birt, Des Hudson, Amy Johnson, Josh Morris, Peter Innes, John Philips supported the motion to demolish Civic Hall. We are proud of the work executed by a Ballaarat Master Builder whose work is a monument to the City's craftsmen. I feel I should also remind this assembly that the women of Ballaarat, back in 1951, provided funds which have been applied in the purchase of a Grand Piano and two Upright Pianos which are now installed in this building. The sincere hope of myself and your Councillors is that this Hall and its amenities will prove of immense value to the development of the cultural and artistic tastes of this community and that it will be freely used for these and many other purposes. History of the Ballarat Teachers, College as outlined on page 9 of the handbook. Ballarat Teachers' College was opened on may 4th, 1926, at Dana Street State School (no 33), with an enrollment of sixty-one students, its original staff consisted of the Principal, Mr W. H. Ellwood, M.A., M.Ed. (Chairman of the Teachers' tribunal from its inception in 1946 until 1954), Miss A. Bouchier, B.A., and Mr A.B. Jones, B.A. (lecturers). In 1927 Miss P.A. Hamano joined the staff. Teaching practice and special rural school work were carried on in schools in or near Ballarat - drawing, crafts and singing were taught by local teachers. In 1927 the college moved to the former Ballarat East Town Hall (remodelled for their use) in Barkly Street. During 1927 the numbers in the College were augmented by twenty-six Manual arts students who had formerly received their training at Ballarat High School. Manual Arts students continued until 1930, when, on grounds of economy, their training was concentrated at Melbourne Teachers' College. During the four succeeding years approximately sixty students annually entered the primary course. Inclusive of Manual Arts students, and private fee-paying students, exactly 400 trainees passed through the college in its brief span of life (1926-1931) Fourteen years were to pass before they were again opened to students on February 2nd, 1946. The college was re-commenced at S.S. Dana Street under the guidance of Mr W.F. Lord, M.C., M.M., B.A., Dip.Ed., (Acting Principal 1946-1950), and a staff consisting of Miss E.B. Hughes, B.A., Dip. Ed., Mr C.B. Bryan, B.A., V.Com., Dip.Ed., Miss M.H. Miller, L.Mus.A., and Miss G. Kentish, Dip.Phys.Ed. The opening ceremony was performed by the Minister for education at that time, the Hon. F. Field, M.L.A., accompanied by the Hon. T.T. Hollway, M.L.A., and the then Director of Education, Mr J.A. Seitz. It was originally intended to cater for women students only (for whom 130 Victoria Street was purchased as a hostel) but, at the last moment, men were also accepted. A co-educational college was thus set up instead, and has continued as such. The original Staff has been considerable augmented, and the number of Students has been more than trebled. 1951 saw the introduction of the two-year course, successful students being presented with the Trained Primary Teachers' Certificate at the final College assembly each year. In December, 1855, College held its first Graduation Ceremony, with its own graduation hymn, the words of which were written by Miss C.M. (Mavis) Canty of the staff. Mr Ellwood, former Principal, delivered the occasional address and presented the Ellwood Prize to the outstanding student of the year (Mr C.P. Handreck). Students who had successfully completed the course received their certificates from Mr E.B. Pederick, Chief Inspector of Primary Schools. College accomodation having been strained for several years, it was pleasant news when tenders were called in July, 1956, for the building of the first section of the new Ballarat Teachers' College in Gillies Street, near the Botanical Gardens. At the beginning of 1958 the new College was occupied, and staff and students have appreciated greatly the appointements and cacilities of the new building. In 1968 the three-year Diploma Course began, co-existent with the other courses which will continue during the transitional period. The design of this pair (RN 758 & 759) is based on Thonet’s No. 18 chair, which was originally produced in 1876 by Thonet, and is still one of the best-selling designs for café and restaurant owners. It is elegant, sophisticated and durable. The label notes the design as “AUS MASSIV GEBOGENEM HOLZE vorm” which translates to “solid curved sandals shape”, a good description for the back of the chair. The chairs have marks, paper labels and symbols on them that show that the maker was Harnisch & Co., Neuschler (also called Banská Bystrica) Furniture Factory in Neuschol (Beszterczebanya), Hungary, privileged makers for the Imperial and Royal Austrian-Hungarian Empire 1867 – 1918. Bentwood chairs are made by a process of wetting wood in water, bending it into curved shapes, then allowing it to dry so that the shape becomes permanent. This process originated by Michael Thonet, who had been given the right to bend wood into desired curves by the Austrian Courts in 1842. In 1856 he was granted a 13 year patent to manufacture chairs and table legs of bent wood treated by steam or boiling water. In 1859 his company Gebruder Thonet produced his original design. Thonet’s early designs also featured hand carved or laminated wooden seats. His Model No. 14 produced in the 1850’s, was his most popular design. After Michael’s death in 1871 the family went on designing and producing chairs. The No. 18 chair was produced in 1876, one of a group of chars with back inserts consisting of curves and loops of bentwood. These bentwood chairs are believed to be associated with the either the original Warrnambool Town Hall or the Toc H Group in Warrnambool. The Warrnambool Town Hall played a significant role in the both the local government and the social events of local and district areas. Australia became a Federation on January 1st, 1901, uniting Australia's six British colonies - New South Wales, Victoria, Queensland, South Australia, Western Australia and Tasmania – into States of the Commonwealth of Australia. The Government of Victoria invited 12,000 guests to attend the official celebrations for the Opening of the Federal Parliament by His Royal Highness, the Duke of Cornwall and York (later King George V). The historic occasion was held at noon on May 9th, 1901, at Melbourne's Royal Exhibition Building, the only building large enough for that number of guests. The guests represented all six states of Australia with varied connections and interests, including politics, business and industry, the arts, religion, education, and public service. In Melbourne, the occasion was followed by two weeks of celebrations. The decorative, elaborate design of the certificate-size invitation represents Australia’s colonial history and its transition to the Federated Commonwealth of Australia. The National Gallery of Australia attributes the artwork of this invitation to Australian artists Norman Lindsay (1879–1969) and John Longstaff (1861–1941) and its printing to Sands & McDougall Limited, Melbourne. The invitation has no date or location details. This invitation has the label “Mr. C Swinburne” added over an original, handwritten name. Perhaps it was a spelling correction, or a late change, with Swinburne attending in the place of another citizen. CHARLES GRANT SWINBURNE (1864-1934): - Charles Grant Swinburne, known as Chas.., was a prominent Warrnambool figure: a member of Toc H., the Progress Association and several other local clubs and societies. He purchased Warrnambool’s Tattersall’s Hotel in 1911 and had a booth at the 1914 Warrnambool Show. In 1891, he married Susan Jane Granter (1867-19 June 1935), daughter of Joseph Granter (1832-1879) and Ann (born Holley). Joseph had arrived in Melbourne on the famous tall ship Marco Polo in February 1856. In 1868, he was a shareholder of the Warrnambool Steam Packet Co., trading along the coast of Victoria. His portrait is among those recognised on the historic Warrnambool Pioneers Board. The invitation is nationally significant for its connection with the first Federal Parliament in May 1901, where the first federal parliamentarians were sworn in, and where the Duke and Duchess of Cornwall and York attended, representing the continued link with Britain. The invitation also unites a local Warrnambool businessman, Mr C Swinburne, with the 12,000 guests representing their towns and states that in 1901 became the Commonwealth of Australia. Swinburn was also married to the daughter of Joseph Granter, an early pioneer recognised on Warrnambool’s Pioneer Board. The Dawn Ball-bearing Post Drill no. 611 is described in McPherson’s Catalogue as a “drilling machine with adjustable automatic feed, with improved Dawn coupler and ball-bearing thrust’. The heavy design of the flywheel enables it to maintain momentum” and is “fitted with pulleys for belt drive if desired” The hand crank drives an automatic feed to work off a cam-follow system opposite a large wheel. A tyre bender is used to bend and shape metal rims for wooden wagon wheels. This tyre bender’s model first appeared in the Day Bros catalogue in 1884 as the “Giant” model. The catalogue of 1883 only showed a lighter duty model called the “Lion”. It can be assumed that this later “Giant” model was a heavy duty improvement over the 1883 "Lion" and other smaller models which were still being advertised for sale in 1884. The Day Bros foundry, makers of this tyre bender, was operating as the manufacture of wheel right and blacksmith tools and general machinery in the 19th century in the USA and successfully exported their goods all over the world. Wagon tyre benders would have been very common circa 1850-1920, so there were probably many makers over the years. Early on, it would have become clear to the blacksmiths about which designs worked best so, eventually, the various makers would have made similar products to each other. A wheelwright’s spoke vice was used to hold the wheel hub firmly while the spokes were hammered into the wheel hub, then the spokes would be joined to the wooden wheel felloe before finally the metal flat tyre, or later the rubber tyre, would be attached to the felloe. This blacksmith’s drawer cabinet once belonged to Goodall and Sons, who were blacksmiths in Terang. The drilled holes in the drawers may have once had knotted rope handles. Some of the drawer fronts have been split, on broken, in the area of the holes, indicating that they drawers have had heavy use. in the early part of the 20th century, Warrnambool's residents had their share of health problems.according to the Annual report by Dr H I Holmes in 1921. Diphtheria, typhoid fever, tuberculosis, polimyelitis and scarlet fever were common afflictions. The sanitary system or lack thereof was the primary source of much of this illness. The healthcare facilites were much better and the hospital was well run and was further improved by the opening of the baby health centre which was opened in October 1921. The centre was situated in Liebig street at the Town Hall and was open three days a week to offer advice to mothers regarding their babies. and Sister Riley was in charge. Miss Florence Lake who opened the centre was a well known resident of the town and generous benefactor of the Warrnambool base hospital.. Florence along with her sister inherited the Lyndoch estate from George and Annie rolfe in 1920. She was well known around the district for her good nature and humour. As her sister married and moved to Italy, she continued to run Lyndoch as it had always been. She died in November 1946 This plaque has historical and social significance as it notes the time in the history of Warrnambool when health came to the fore of public interest and importance.
