Rededication of Memorial Tower on its 75th anniversary to those who served in Armed Conflicts between 1948 and 1972. Harry Gillham, President of the Eltham District Historical Society and Convenor of the Nillumbik Shire Council's Advisory Committee for the War Memorial at Kangaroo Ground was for some years working on the refurbishment of the Shire of Eltham War memorial tower of rememberance and the surrounding Memorial Park. The Committee arranged to produce plaques to commemorate the armed conflicts in Korea, Malaysia, Borneo and Vietnam. The plaques were funded by public donations and cost $10,000. The community donated via donation boxes placed at Eltham Library. NL 140 Sept 2001 Governor John landy and other digniaries attended the event for the unveiling of the plaque. Ski-Horizon is the official journal of the Federation of Victorian Ski Clubs which began publication in 1949. EDHS Newsletter No. 275 April 2024 The Shire of Eltham was established in 1871 and ceased to exist, due to a municipal restructure, when all councillors were sacked on 15 December 1994, which is 30 years ago this December. At this meeting, Jim Connor will provide a presentation about From Eltham to Nillumbik Shires - a personal perspective. Jim has been active in the local community for over 40 years and was the last councillor elected to the Shire of Eltham. Following the restructure he became a member of the Nillumbik Shire Council Planning Special Committee, which included three commissioners and three community members, and was also chair of the Nillumbik Disability Advisory Committee. In both roles he obtained insights into the early operation of the new council. A search of the Dictionary of Biography returned the names of thirty-two individuals with a connection to Kew, who were claimed to be supporters, members or opponents of the Communist Party of Australia. Some were only linked to communism by reputation. The historian, Geoffrey Serle, in the entry on Vance Palmer (1885-1959) wrote that: ‘From 1942 he was a member of the Commonwealth Literary Fund's advisory committee and from 1947 to 1953 chairman; he suffered despicable allegations that he was a communist’ (Serle, 1988). Serle also noted that Palmer, a liberal socialist of the broad left, was defended by R.G. Menzies. Others were linked through marriage. Gwendolyn Kent Hughes (1889-1965), the third daughter of Wilfred Kent Hughes, was married to Victor Reginald Lloyd (1895-1964) in 1930 in Holy Trinity Church. Alex Reid was born in 1891 and began work on the Victorian Railways in 1907. He enlisted with the A.I.F in 1915. He served in Egypt and the Suez Canal but was discharged on medical grounds having contracted typhoid and dysentery. In 1917 he re-enlisted in the Anzac Light Horse. On his return to England, he survived the torpedoing of HMAT Ballarat and then served in France. On discharge from the army, Alex returned to the Victorian Railways and transferred to Wodonga. He was employed driving the “Spirit of Progress” and remained as “Driver in Charge” until his retirement in 1956. Alex was awarded the MBE in 1951 and the OBE in 1963 for his tireless efforts on behalf of Returned Servicemen and their families. He continued to work as a welfare officer for the RSL. As well as continued service to the RSL, Alex served as a member of the Wodonga High School advisory committee for 35 years and sat on the bench in the Wodonga Court for 15 years in his capacity as Justice of the Peace. Edendale Farm is Nillumbik Shire Council's environment centre situated in Gastons Road, Eltham between the railway and the Diamond Creek. The homestead on the property was built in 1896 and is of historical significance, being the subject of a Heritage Overlay under the Nillumbik Planning Scheme. The Edendale property was originally part of an extensive land purchase in 1852 from the Crown by pioneer Eltham farmer Henry Stooke. He initially purchased 51 acres and later expanded his holdings by purchasing another three adjacent Crown allotments extending northerly from Josiah Holloway's Little Eltham subdivision. Despite clearing the land, Stooke did not build on this property, choosing to live on his property "Rosehill" at Lower Plenty. In 1896 Thomas Cool, Club Manager of the Victoria Coffee Palace in Melbourne purchased 7 acres of the original Stooke land and built the house now known as Edendale. Cool did not farm the land, instead using it as a gentleman’s residence, retiring to Eltham at weekends. In 1918 he purchased an additional 7 acres but in 1919 he sold the property. Later owners included J.W. Cox, the Gaston family and D. Mummery. In the 1980s the Eltham Shire Council purchased the site for use as a Council depot, but this use did not proceed. Subsequently, it was used as the Council pound. The Edendale Farm Pet Education and Retention Centre was established in the summer of 1988/1989 and was set up to replace the existing dog kennels with a high standard pet retention centre. The design style of the building was established to compliment the features of the existing house. It was equipped with 10 retention pens, a veterinary room and a pet education area where school children and other interested parties learnt about pet care procedures. It was later developed into a community farm and was run by an advisory committee and in 2000 it became an Environment Centre. In early 2006 an advisory committee was established for the development of a master plan for future development at Edendale Farm. The committee included Russell Yeoman, a former long-time shire planner and founding member of the Eltham District Historical Society. This photograph of the Warrnambool Lighthouse Keeper's Quarters was donated together with an accompanying letter written by John Lindsay on October 21st, 1997. The letter was addressed to Howard Nicholl, the Director of Flagstaff Hill at that time. The following information was gleaned from the contents of the letter and the labels attached to the photograph:- The photograph of the Cottage was taken in about 1917. The woman is Gertrude Shade, married to James Shade, who was the Warrnambool Town Council's Officer responsible for keeping records of Shipping activity entering and leaving the busy Port of Warrnambool. The couple and their children, Janet and William, were residents of the Assistant Lighthouse Keeper's Quarters at that time. The family is pictured in the garden on the west side of the building. A washhouse, these days referred to as a laundry, is behind the building and had already been removed when the Flagstaff Hill Planning Board had access to the site in 1972. The corrugated iron veranda was replaced in the 1980s with a smaller covered entry. Janet Shade married the man who lived across the road, Stewart Lindsay, in 1935. Stewart was employed by Nestle at the age of sixteen, working in the export department. He was acting Manager when the Manager became ill, supervising the loading of dairy products and biscuits into the holds of the waiting ships, where they were then exported to Indonesia. Many of the ships were registered in Liberia and the seamen were called 'lascar seamen, or Indian Sailors. Janet and Stewart had a son, John Stewart Lindsay, who was a Pharmacist, a member of the Warrnambool City Council, the Mayor of the City of Warrnambool, a former Director of Flagstaff Hill, and Chairman of the Flagstaff Hill Advisory Committee.This photograph has significance as a historical record of the Warrnambool Lighthouse Kerr'er's Quarters in 1917. The photograph connects the cottage to local families, to local industry, to the Port of Warrnambool, and to overseas exports from Warrnambool. Photograph from c. 1917 depicts the western side of the Warrnambool's Lighthouse keeper's Quarters constructed in bluestone, which was where the Assistant Lighthouse Keeper resided. OPENING OF THE VIEWING PLATFORM AT KANGAROO GROUND Nillumbik Council has advised that the viewing platform at Kangaroo Ground 27km NE of Melbourne is to be opened to the public on Wednesday, March 26th 2008 (Melway 271 , G10). The function of the platform is to provide shelter adjacent to the War Memorial Tower whilst allowing all people to enjoy the stunning panoramic views. The platform has been given the name Moor-rut, a name which described the fertile soils of the Kangaroo Ground area in contrast to the poorer (Silurian) country of its surrounds, which the Wurundjeri knew as 'Nillumbik' or less rich country. The full 360 degree view can be seen from the adjacent Tower of Remembrance which has 53 stairs. The viewing platform however can be accessed by wheelchair. Inside the viewing platform there are eight double sided interpretive panels giving the history and information regarding this special area. The viewing platform's interpretive panels set out the Aboriginal and European history of the area and also the geology and the local flora and fauna, so that the casual visitor comes away understanding more about this significant part of Victoria. The concept of the viewing platform is part of the refurbishment project for the Kangaroo Ground War Memorial Park which has taken place since 1997 with the active approval and financial assistance of the Nillumbik Shire Council. This project has been guided by an Advisory Committee with volunteer community representatives from the local Historical Societies, the Country Fire Authority, the Returned Services League and the Wurundjeri people. Other allied groups such as the Nillumbik Reconciliation Group have been called upon for their expertise. The initial idea for the viewing platform came from Dean Stewart when he was the caretaker while living at the park. Produced by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Pty Ltd as part of the planning process for redevelopment of the former Eltham Shire Office site at 895 Main Road. In 1963 the Shire of Eltham purchased the Shillinglaw property of approximately 2 acres in Main Road, Eltham for the widening of Main Road and as a site for new Council offices. This land, which contained the Shillinglaw Cottage (c1878-80), was the remaining section of the Shillinglaw family holding that originally comprised 30 acres, being Lot 90 of Holloway's 1851 subdivision. Eltham Council intended to demolish this cottage, but through extensive community action it was saved, funds were raised, and it was relocated to the current site adjacent to the Eltham Library. The new Eltham Shire Offices opened in 1965 were designed to ensure retention of the three Italian Cypress trees that were located outside the Shillinglaw Cottage. In 1971 the building was extended at the southern end to provide additional space, including for the Eltham Library and Council's Engineering Department. Renovations were undertaken to the offices during 1987. The Victorian State Government commenced to restructure local government in 1994, which resulted in the establishment of the Shire of Nillumbik and the cessation of the Shire of Eltham. This new Nillumbik Shire Council was headed by government appointed commissioners, who decided in 1995 to put the former Eltham Shire offices on the market. Eventually in June 1996 the property was sold for $1.1 million and the building was subsequently demolished. A planning application for the site was then submitted to Nillumbik Shire Council in September 1996 for construction of a 24-hour service station, convenience store, cafe/takeaway food premises, a retail facility and community facility. There were many objections to this proposed development and in controversial circumstances a planning permit was granted by the Nillumbik Shire Council commissioners. After protracted actions involving a planning panel and a planning advisory committee, established by the Minister for Local Government, the proposal was eventually rejected as not satisfying the requirements of the planning scheme. In December 1997 the purchaser withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract. While there have been a number of possible development proposals considered by subsequent Nillumbik Shire Councils, this site has remained vacant since July 1996. TIMELINE (Prepared by Jim Connor, Eltham District Historical Society- March 2018- Based on press, council and personal records) June 1996 - Eltham Shire offices sold to Dallas Price Homes for $1.1 million. July 1996 - Shire office building demolished against community's wishes. Council claimed building riddled with asbestos. September 1996 - Planning application submitted to Nillumbik Shire Council to construct on the site a 24 hours Shell service station, convenience store, Hungry Jacks café/takeaway food premises, a retail facility and community facility. 213 objections and petition of over 1400 signatures received. Minister for Planning and Local Government orders an independent investigation into valuation and sale. 9 October 1996 - Permit granted by Nillumbik Shire Council commissioners, in controversial circumstances. A Planning Special Committee consisting of 3 commissioners and 3 community representatives considered 32 community objections. One commissioner declared a potential conflict of interest so only 2 commissioners were able to vote. After hearing all objections, the community representatives moved a foreshadowed motion to refuse a permit. The commissioners then closed the meeting, formerly opened a council meeting (for about a minute) and approved the application. October 1996 - Community members appealed planning decision to Administrative Appeals Tribunal. November 1996 -Minister for Planning and Local Government Robert McClelland calls appeal in and directs MT to refer this 'major policy issue' to the Governor in Council. February 1997 - Planning panel (Dimity Reed and Margaret Pitt) established to consider submissions. March 1997 - New council elected with five councillors. April 1997 - Three of the five new councillors vote to fight Commissioner's decision to grant a permit. April 1997 - Planning panel (Dimity Reed and Margaret Pitt) conducts hearings at Nillumbik Shire offices. June 1997 -Planning panel rejected Dallas Price Homes proposal as being 'totally inappropriate' for the site and recommends the site be rezoned for 'public purposes'. July 1997 - Dallas Price Homes threatened to sue Council and individual councillors. October 1997 - Report released of an Advisory Committee (Paul Jerome) established by the Minister for Planning and Local Government. Committee considered Dallas Price Homes proposal and an alternative concept plan proposal by Council for a gallery, workshop, offices and cinema community-based development. Advisory Committee recommended Dallas Price Homes proposal be rejected as not satisfying the requirements of the planning scheme and recommended further testing of the financial viability of Council's proposal. December 1997 - Dallas Price Homes withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract, which expired on 28th November and was not renewed by either side, after previously being extended twice pending a decision by the Minister. Council had to pay developer $58,000 for demolition costs. February 1998 - Dallas Price Homes application rejected by Planning and Local Government Minister. October 1998 - Nillumbik Councillors suspended and an Administrator appointed (until March 1999). The demolition of the former Shire of Eltham offices and proposed sale and development driven by the Commissioners for Nillumbik Shire Council brought the community together in substantial protest at the infrigement of ratepayers democratic say in local government and ciommunity assets combined with protests about inappropraite development of Eltham's Gateway. The lines plan was drawn for the building of the steamship S.S. Rowitta, a passenger steam ferry built in Hobart for use in Tasmania's rivers, the Derwent and the Tamar. It is a copy of the original lines plan. The S.S. Rowitta was built by Purdon & Featherstone, at Battery Point, Hobart (Tasmania) in 1909 from Huon Pine and Kauri planking. Her final configuration included three masts and a ship rig. S.S. Rowitta took its first voyage from Hobart to Launceston in 1909 and operated for 30 years as a passenger ferry on the Tamar and Derwent Rivers. She also served as a freighter, an army supply ship, a luxury charter ferry and a floating restaurant as well as a prawn boat at Lakes Entrance. (She has also been named “Sorrento” and “Tarkarri”.). In the very early days of Flagstaff Hill ‘Rowitta’ was purchased from Lakes Entrance by Warrnambool City Council and the Victorian State Government for $20,000. The Rowitta had a hull configuration very similar to a local boat named the SPECULANT, which played a key role in the Port of Warrnambool in the early 1900s. The Speculant was the largest ship ever registered with Warrnambool as her home port. Local owner and trader P J McGennan & Co, (Peter McGennan) used her as a freight carrier to Melbourne and timber trader between New Zealand and Victoria. She sunk at Cape Otway in 1911 on a voyage to Melbourne. In 1974 Rowitta was delivered to Port Fairy and then later sailed to Warrnambool’s Breakwater where she was lifted out of Lady Bay and loaded onto the back of a long transport truck and slowly and carefully driven along Pertobe Road, through the Surfside Caravan Park and over the railway line, into Flagstaff Hill’s Maritime Village. Transfer arrangements were coordinated by Jack Morse, of Morse Engineering, a member of the Flagstaff Hill Planning Board, and Ken Goyen, a local crane operator. The ‘Rowitta’ was originally acquired to be rebuilt to match the original SPECULANT. When finances became tight in 1976 a review of all plans ended in the decision to restore the “Rowitta” to her original configuration. She was then restored, renamed the original name of “Rowitta” and installed in the Village’s Harbour Lake to become one of the popular vessels on display for visitors to enjoy. It was the decision of the Advisory Committee to Flagstaff Hill to have Rowitta demolished in April 2015 due to extensive deterioration.
