The School of Mines Ballarat began in 1870. It's location was the south end of Lydiard Street. Ballarat Junior Technical School began in 1913 and was boys only until 1951 when girls were included. They were under the control of the School of Mines Council. In 1967 the were three divisions. Each was internally distinguished. Ballarat School of Industries, Ballarat Technical School and Ballarat Institute of Advanced Education. In 1976 B.I.A.E. merged with State College of Victoria Ballarat - formerly Ballarat Teachers' College to become Ballarat College of Advanced Education, later to become Federation University. Herbert Leslie (Les) COBURN (1891-1956) Australia This work was commissioned by the SMB Council to hang in its chambers. It envisions the new Junior Technical School building and was illustrated in the same year the Ballarat Technical Art School building officially opened. Les Coburn was a student at the Art School between 1908 and 1916. Coburn and his business partner, Percival Selwyn Richards (1865-1952), became joint instructors in architecture and building construction at the school from 1920, with Coburn continuing until 1948. The Ballarat School of Mines was the first school of Mines in Australasia, and was established in 1870. Thomas Jefferson Connelly (1858-18/10/1892) Son of Thomas James Connelly a well known JP at Inglewood. Admitted as a solicitor in the Supreme Court in 1880. Started own business as a solicitor in 1883 at Albion Chambers, View Street. By 1887 he had joined with George Henry Tatchell and in 1889 they moved their firm to Williamson Street. On 8th Jan 1885 he was elected to the Bendigo Council and was elected as Mayor 16th Aug 1887. He was the first Bendigo born Mayor and the youngest. He served on the committee of the Bendigo hospital and the Mechanics Institute and was a prominent member of the ANA. He was also a Captain of a local militia force. He married Frances Cresswell Reynolds and they had 3 children who were very young when they were left fatherless in 1892. Thomas died in Kerang, following an epileptic fit. He was attending a case at the time. He is buried at the Bendigo Public Cemetery. George Henry Tatchell was the son of Thomas Tatchell JP of Inglewood. He was admitted as an attorney by the Supreme Court in 1887 and formed a partnership with Thomas Jefferson Connelly 22/9/1887. By 1894, their practice had been joined by Adam George Dunlop. In 1904 he was elected president of the Bendigo Bar Association. George was a very bowler and was part of an Australian team that travelled to Britain in 1930, where he won the Veteran Pairs Competition competing with his brother William. He retired to “Woodford”, Toorak. Adam George Dunlop (1864 – 28/2/1921) Son of Andrew McBride Dunlop. He married Marion Ethel Nicholls, a widow in 1905. Admitted as a solicitor, proctor and conveyancer in 1892. When Thomas Connelly died, his will stated that his share in the law firm was to be sold and if it was sold to Dunlop, he would have 3 years to pay for. This clearly happened and by 1894 the firm was known as Connelly, Tatchell and Dunlop.He continued to work for the firm Tatchell, Dunlop, Smalley and Balmer for 25 years and retired several months before his death, to “Milltara”, Glyndon Ave., Brighton. He was heavily involved in the Sandhurst Mechanics Institute and served as president in 1899 and 1901. He was treasurer of the Zenith Lodge of Masons in 1907. He was president of the ANA in 1896 and president of the Bendigo Law Association in 1907. Whilst in Bendigo, the family lived in “Millewa”, Kangaroo Flat. Jonathon Smalley (1873-21/8/1961) Son of Peter, a mining investor and his wife Ellen. 1899 married Catherine Horsemann Manning with whom he had four children. Jonathon proved proficient in sign language when he stepped into a court case where the defendant was hearing impaired. In 1904 he was the president of the Eaglehawk Mechanics Institute. Other community postings included Vice President of Bendigo Football Association (1909), President Bendigo ANA (1899), Councilor for Eaglehawk Borough (1904- ), elected Mayor of Eaglehawk (1909),and President of Bendigo Law Association (1910). Jonathon and his wife resided at “Overton”, View Street, Bendigo (now Harry Little Childcare Centre). Jonathon was a champion Lawn bowler, winning the Country Singles Championship in 1913. He is buried at the Bendigo Cemetery. Sydney Raeburn Balmer (1869 – 24/11/1938) Sydney was the son of Robert and Elizabeth Balmer. He married Catherine HAswell McDonald in 1905 and they later lived in Lily Street, Bendigo. After qualifying as a barrister and solicitor, he was initially employed as a barrister for Mr Cussen (later a judge) for 2 years. Allan McLean was a stock and station agent from Maffra. He was elected to local government, served as Shire President and was the first chairman of the Maffra Sugarbeet Factory. He became Premier of Victoria and first member for Gippsland in the Commonwealth Government. Vincenzo Brun was a prominant society painter in Melbourne in the 1890s. The portrait appears to have been commissioned by the Maffra Shire Council, and probably hung in their chambers for many years. Augustus (Gus) Victor Balcke (serial no. 3130) was one of the 1st men to enlist in the 1st AIF. He served in France with the 5th Battalion and was wounded at Pozieres. Gus Balcke was Secretary of the Wangaratta Sub Branch from 1934-1945 and again in 1955 and was President in 1946 and 1947. He was Secretary of the 34th District Board a position he held for over 30 years. He was the Sub Branch's chief welfare officer and did outstanding work for many years. Awarded Life membership in 1943.Gus Balcke was Secretary of the Wangaratta Sub Branch from 1934-1945 and again in 1955 and was President in 1946 and 1947. He was Secretary of the 34th District Board a position he held for over 30 years. He was the Sub Branch's chief welfare officer and did outstanding work for many years. Awarded Life membership in 1943. Following more than 30 years of meetings held in Council Chambers, Hotels, rear of a grocery store and even outdoors, the Wangaratta RSL purchased in 1951 a 12 room old mansion in Victoria Parade. Walter Withers was a significant Australian landscape artist and a member of the Heidelberg School of Australian Impressionists. In 1903 Withers bought 'Southernwood', a house on 2½ acres (1 ha) at Eltham, to which he added a studio. Because of ill health, he lived during the week at his studio in Oxford Chambers, Melbourne, and on weekends and holidays with his family at Eltham until his death in 1914. The Eltham rail bridge is a unique and valuable historic relic of an earlier steam locomotive transport era in the Diamond Creek Valley and has long formed an important part of a magnificent Eltham landscape. When built in 1902 it was close to the terminus point of the Heidelberg-Eltham rail extension, on the route of the proposed Diamond Valley Railway that was then planned to continue much further up the valley towards Kinglake. This bridge is situated in attractive river-valley parkland amidst the tall and spreading manna gums and candlebarks of the Diamond Creek Valley. The Alistair Knox Park river-valley landscape, of which the timber trestle bridge is an important visual component, has been classified by the National Trust. Large manna gum and candlebark trees adorn the adjacent creek banks, and historic Shillinglaw Cottage is also part of this much-prized Eltham landscape. Eltham is home to a historic wooden railway trestle bridge. Mainly of timber-pier and timber-beam construction, but varied by a few longer steel-joists spans on timber piers at the main stream channel, this substantial bridge has almost two hundred metres of timber deck. Built in 1902, it is the only railway bridge of predominantly timber construction that is still in regular use as an integral part of Melbourne's metropolitan electric railway network and one of extremely few timber rail bridges in the State that still carry trains. Apart from its important continuing social function as a carrier of rail transport for the Hurstbridge line, this impressive bridge and its beautiful parkland environs contribute much to the character of Eltham township and that town's special reputation as an historic centre of environmental and conservation concerns. This section of the Diamond Creek Valley was the subject of a Walter Withers painting in the earliest years of the twentieth century and has strong historic links with our Heidelberg School of painters.
