"The hated Protector" tells for the first time the real story behind the extraordinary experiences of Charles Sievwright, Assistant Aboriginal Protector from 1839-42 in what was then part of the British colony of New South Wales, but is now the Western District of the Australian state of Victoria. Sievwright, an Edinburgh-born former British army officer, lived in the bush with his young family as he tried to save the Aborigines of the District from extinction. In doing so, he would isolate himself from the rest of his fellow whites. The hated Protector tells of this process. The book should appeal to anyone interested in British colonial and Australian history, particularly in the years of first contact between British settlers and the Aborigines. More broadly, it should also appeal to anyone interested a story of one man's battle against overwhelming odds, where the price of failure was numerous deaths. It is a story of hatred, prejudice, courage, determination, and hope. In telling Sievwright's story, Lindsey Arkley draws largely on original archival material, including official reports, journals and letters, found in Melbourne, Sydney, Hobart, Edinburgh and London. Most has never before been published. The archival material is supplemented by contemporary newspaper accounts, and some oral history. Full notes are given to all sources, and the book is indexed and lavishly illustrated with drawings by Joan Bognuda, as well as about 80 paintings and samples of documents. Contents: 1. At the commencement of 1922, the property was purchased from the Independent Order of Rechabites with publicly subscribed funds and a new hall built at a cost of £750 and improved road access constructed to reduce the grade, running from Dudley Street to Henry Street. This hall was eventually replaced with the new Shire Offices and Hall built on the corner of Arthur Street and Main Road, which was opened in 1941. George Alfred Yung, known as Alf, pictured in the second row, 10th from the left, enlisted on 25/02/1916; embarked on 19/02/1917; was killed during the battle of Menin Gate at Yrpres, Belgium on 20/09/1917. https://www.awm.gov.au/collection/U51447 The 7th Battalion was among the first infantry units raised for the AIF during the First World War. Like the 5th, 6th and 8th Battalions, it was recruited from Victoria and, together with these battalions, formed the 2nd Brigade. The battalion was raised by Lieutenant Colonel H. E. "Pompey" Elliott within a fortnight of the declaration of war in August 1914 and embarked just two months later. After a brief stop in Albany, Western Australia, the battalion proceeded to Egypt, arriving on 2 December. It later took part in the ANZAC landing on 25 April 1915, as part of the second wave. Ten days after the landing, the 2nd Brigade was transferred from ANZAC to Cape Helles to help in the attack on the village of Krithia. The attack captured little ground but cost the brigade almost a third of its strength. The Victorian battalions returned to ANZAC to help defend the beachhead, and in August the 2nd Brigade fought at the battle of Lone Pine. While holding positions captured by the 1st Brigade, four members of the 7th Battalion, Corporal A. S. Burton, Acting Corporal W. Dunstan, Lieutenant W. Symons and Captain F. H. Tubb, earned the Victoria Cross - Burton posthumously. The battalion served at ANZAC until the evacuation in December. After the withdrawal from Gallipoli in December 1915, the battalion returned to Egypt. In March 1916, it sailed for France and the Western Front and entered the front line trenches for the first time on 3 May. The battalion's first major action in France was at Pozieres in the Somme valley where it fought between 23-27 July and 15-21 August. After Pozieres the battalion manned trenches in the Ypres salient in Belgium, before returning to the Somme valley. It saw out the horrendous winter of 1916-1917 rotating between training, working parties and duty in the trenches. In early 1917, the Germans withdrew to the Hindenburg Line and the 7th Battalion participated in the brief advance that followed and then came to a grinding halt before Bullecourt. The battalion was withdrawn from the front line for training on 9 May 1917 and did not return to action until the Ypres offensive of September and October. It fought major battles at Menin Road on 20 September and Broodseinde on 4 October, and then spent much of ensuing winter in the Ypres mud. In March and April 1918 the 7th helped stop the German spring offensive in northern France and later participated in the Allies' own great offensive of 1918, that began with the battle of Amiens on 8 August. The advance by British and empire troops on 8 August was the greatest success in a single day on the Western Front, one that German General Erich Ludendorff described as, "the black day of the German Army in this war". The battalion continued operations until late September 1918. At 11 am on 11 November 1918, the guns fell silent. The November armistice was followed by the peace treaty of Versailles signed on 28 June 1919. In November 1918 members of the AIF began to return to Australia for demobilisation and discharge. In March, the battalion was so reduced that it and the 6th Battalion were amalgamated to form a composite battalion. Original Ships History: Aréthuse was a French frigate, launched in 1757 during the Seven Years War between England and France. She was captured by the Royal Navy in 1759 and became the fifth-rate HMS Arethusa. She remained in Royal Navy service for twenty years until she was wrecked after being badly damaged in battle. The ship was constructed at Le Havre for privateer warfare as ”Pélerine” and soon after her launch, she was purchased by King Louis XV (1710-1774) and commissioned as Aréthuse on 21 January 1758. In June, under captain Vauquelin, she sailed through the British blockade of Louisbourg helping to defend the site before departing, again forcing the blockade. On 18 May 1759, she was in transit from Rochefort to Brest, under the command of Louis-Philippe de Rigaud, Marquis of Vaudreuil, when she was intercepted near Audierne Bay (Baie d'Audierne) by three Royal Navy ships the Thames, Venus and Chatham. She attempted to escape but after two hours, lost her topmasts and was overtaken by her pursuers. Thames and Venus engaged her with heavy fire, causing 60 casualties before the vessel surrendered. She entered service with the Royal Navy for the rest of the war, and was in service in British home waters and became responsible for the capture of several French privateer cutters. In 1777, a Scotsman James Aitken, widely known as John the Painter, was hanged from her mizzenmast for burning the Rope House at Portsmouth Royal Dockyard on 7 December 1776, to aid the struggle of American independence. The mast was struck from the ship and re-erected at the dockyard entrance so as many people as possible could watch the execution. On 17 June 1778, she fought a famous duel against the French 36-gun frigate, Belle Poule. Belle Poule was on a reconnaissance mission, along with the 26-gun Licorne, the corvette Hirondelle and the smaller Coureur when she encountered a large British squadron that included Arethusa at a point 37 km south of The Lizard. Admiral Keppel, commanding the British fleet ordered that the French ships be pursued. The captain of Belle Poule refused the order to sail back to the British fleet. The British fired a warning shot across his ship's bow, to which he responded with a full broadside. This action began a furious, two-hour battle between the two ships that resulted in the deaths of the French second captain and 30 of the crew. However, Arethusa was crippled by the loss of a mast and withdrew, allowing Belle Poule to escape. This battle was the first between British and French naval forces during the American Revolutionary War and took place around three weeks before France had made a formal declaration of war. The battle was widely celebrated in France as a victory, even inspiring a hair-style in court circles that included a model of Belle Poule. It was also viewed as a victory in Britain and became the subject of a traditional Sea shanty, The Saucy Arethusa. On 18 March 1779, under captain Charles Holmes Everitt, Arethusa engaged the French Aigrette, under Lieutenant Mortemart, sustaining considerable damage in the fight. Arethusa was wrecked the next day off Ushant, It was the fame of this Arethusa which induced the Royal Navy, during the following two centuries, to bestow the name on a further seven consecutive individual ships and two consecutive classes of cruisers. The Tower of London, officially Her Majesty's Royal Palace and Fortress of the Tower of London, is a historic castle located on the north bank of the River Thames in central London. It lies within the London Borough of Tower Hamlets, separated from the eastern edge of the square mile of the City of London by the open space known as Tower Hill. It was founded towards the end of 1066 as part of the Norman Conquest of England. The White Tower, which gives the entire castle its name, was built by William the Conqueror in 1078, and was a resented symbol of oppression, inflicted upon London by the new ruling elite. The castle was used as a prison from 1100 (Ranulf Flambard) until 1952 (Kray twins),[3] although that was not its primary purpose. A grand palace early in its history, it served as a royal residence. As a whole, the Tower is a complex of several buildings set within two concentric rings of defensive walls and a moat. There were several phases of expansion, mainly under Kings Richard the Lionheart, Henry III, and Edward I in the 12th and 13th centuries. The general layout established by the late 13th century remains despite later activity on the site. The Tower of London has played a prominent role in English history. It was besieged several times, and controlling it has been important to controlling the country. The Tower has served variously as an armoury, a treasury, a menagerie, the home of the Royal Mint, a public record office, and the home of the Crown Jewels of England. From the early 14th century until the reign of Charles II, a procession would be led from the Tower to Westminster Abbey on the coronation of a monarch. In the absence of the monarch, the Constable of the Tower is in charge of the castle. This was a powerful and trusted position in the medieval period. In the late 15th century the castle was the prison of the Princes in the Tower. Under the Tudors, the Tower became used less as a royal residence, and despite attempts to refortify and repair the castle its defences lagged behind developments to deal with artillery. The peak period of the castle's use as a prison was the 16th and 17th centuries, when many figures who had fallen into disgrace, such as Elizabeth I before she became queen, Sir Walter Raleigh, and Elizabeth Throckmorton were held within its walls. This use has led to the phrase "sent to the Tower". Despite its enduring reputation as a place of torture and death, popularised by 16th-century religious propagandists and 19th-century writers, only seven people were executed within the Tower before the World Wars of the 20th century. Executions were more commonly held on the notorious Tower Hill to the north of the castle, with 112 occurring there over a 400-year period. In the latter half of the 19th century, institutions such as the Royal Mint moved out of the castle to other locations, leaving many buildings empty. Anthony Salvin and John Taylor took the opportunity to restore the Tower to what was felt to be its medieval appearance, clearing out many of the vacant post-medieval structures. In the First and Second World Wars, the Tower was again used as a prison, and witnessed the executions of 12 men for espionage. After the Second World War, damage caused during the Blitz was repaired, and the castle reopened to the public. Today the Tower of London is one of the country's most popular tourist attractions. The Victorian Gold Jubilee Exhibition, held at Bendigo from 13 November 1901 to 14 May 1902. The courts were numbered from one, or had titles like “Machinery”, “Agricultural”, “Naval & Military Court” and “Art”. The female visitors to the Exhibition were able to view exhibits deemed suitable for the fairer sex and located within their own “Women’s Court”. There were exhibits such as “Parasols & Umbrellas”, cotton and haberdashery from Manchester and Staffordshire, “Corsets & Embroideries” from Paris. The most valuable exhibits were mining machinery such as Taylor Horsfield’s £850 “Air Compressor & Rock Borer”. “Bohemian Glassware” brought down from Sydney was valued at £600. The profits from this Exhibition were used to fund the sculpture known as the Gold Monument, which still gazes along Pall Mall (from the McCrae Street end). The Exhibition’s Cash Book shows payments, which totalled £1160, were made to then up and coming sculptor C.D.Richardson. 'Whose Ethics?':Codifying and enacting ethics in research settings Bringing ethics up to date? A review of the AIATSIS ethical guidelines Michael Davis (Independent Academic) A revision of the AIATSIS Guidelines for Ethical Research in Indigenous Studies was carried out during 2009-10. The purpose of the revision was to bring the Guidelines up to date in light of a range of critical developments that have occurred in Indigenous rights, research and knowledge management since the previous version of the Guidelines was released in 2000. In this paper I present an outline of these developments, and briefly discuss the review process. I argue that the review, and the developments that it responded to, have highlighted that ethical research needs to be thought about more as a type of behaviour and practice between engaged participants, and less as an institutionalised, document-focused and prescriptive approach. The arrogance of ethnography: Managing anthropological research knowledge Sarah Holcombe (ANU) The ethnographic method is a core feature of anthropological practice. This locally intensive research enables insight into local praxis and culturally relative practices that would otherwise not be possible. Indeed, empathetic engagement is only possible in this close and intimate encounter. However, this paper argues that this method can also provide the practitioner with a false sense of his or her own knowing and expertise and, indeed, with arrogance. And the boundaries between the anthropologist as knowledge sink - cultural translator and interpreter - and the knowledge of the local knowledge owners can become opaque. Globalisation and the knowledge ?commons?, exemplified by Google, also highlight the increasing complexities in this area of the governance and ownership of knowledge. Our stronghold of working in remote areas and/or with marginalised groups places us at the forefront of negotiating the multiple new technological knowledge spaces that are opening up in the form of Indigenous websites and knowledge centres in these areas. Anthropology is not immune from the increasing awareness of the limitations and risks of the intellectual property regime for protecting or managing Indigenous knowledge. The relevance of the Declaration on the Rights of Indigenous Peoples in opening up a ?rights-based? discourse, especially in the area of knowledge ownership, brings these issues to the fore. For anthropology to remain relevant, we have to engage locally with these global discourses. This paper begins to traverse some of this ground. Protocols: Devices for translating moralities, controlling knowledge and defining actors in Indigenous research, and critical ethical reflection Margaret Raven (Institute for Sustainability and Technology Policy (ISTP), Murdoch University) Protocols are devices that act to assist with ethical research behaviour in Indigenous research contexts. Protocols also attempt to play a mediating role in the power and control inherent in research. While the development of bureaucratically derived protocols is on the increase, critiques and review of protocols have been undertaken in an ad hoc manner and in the absence of an overarching ethical framework or standard. Additionally, actors implicated in research networks are seldom theorised. This paper sketches out a typology of research characters and the different moral positioning that each of them plays in the research game. It argues that by understanding the ways actors enact research protocols we are better able to understand what protocols are, and how they seek to build ethical research practices. Ethics and research: Dilemmas raised in managing research collections of Aboriginal and Torres Strait Islander materials Grace Koch (AIATSIS) This paper examines some of the ethical dilemmas for the proper management of research collections of Indigenous cultural materials, concentrating upon the use of such material for Native Title purposes. It refers directly to a number of points in the draft of the revised AIATSIS Guidelines for Ethical Research in Indigenous Studies and draws upon both actual and hypothetical examples of issues that may arise when requests are made for Indigenous material. Specific concerns about ethical practices in collecting data and the subsequent control of access to both the data itself and to published works based upon it are raised within the context of several types of collections, including those held by AIATSIS and by Native Title Representative Bodies. Ethics or social justice? Heritage and the politics of recognition Laurajane Smith (ANU) Nancy Fraser?s model of the politics of recognition is used to examine how ethical practices are interconnected with wider struggles for recognition and social justice. This paper focuses on the concept of 'heritage' and the way it is often uncritically linked to 'identity' to illustrate how expert knowledge can become implicated in struggles for recognition. The consequences of this for ethical practice and for rethinking the role of expertise, professional discourses and disciplinary identity are discussed. The ethics of teaching from country Michael Christie (CDU), with the assistance of Yi?iya Guyula, Kathy Gotha and Dh�?gal Gurruwiwi The 'Teaching from Country' program provided the opportunity and the funding for Yol?u (north-east Arnhem Land Aboriginal) knowledge authorities to participate actively in the academic teaching of their languages and cultures from their remote homeland centres using new digital technologies. As two knowledge systems and their practices came to work together, so too did two divergent epistemologies and metaphysics, and challenges to our understandings of our ethical behaviour. This paper uses an examination of the philosophical and pedagogical work of the Yol?u Elders and their students to reflect upon ethical teaching and research in postcolonial knowledge practices. Closing the gaps in and through Indigenous health research: Guidelines, processes and practices Pat Dudgeon (UWA), Kerrie Kelly (Australian Indigenous Psychologists Association) and Roz Walker (UWA) Research in Aboriginal contexts remains a vexed issue given the ongoing inequities and injustices in Indigenous health. It is widely accepted that good research providing a sound evidence base is critical to closing the gap in Aboriginal health and wellbeing outcomes. However, key contemporary research issues still remain regarding how that research is prioritised, carried out, disseminated and translated so that Aboriginal people are the main beneficiaries of the research in every sense. It is widely acknowledged that, historically, research on Indigenous groups by non-Indigenous researchers has benefited the careers and reputations of researchers, often with little benefit and considerably more harm for Indigenous peoples in Australia and internationally. This paper argues that genuine collaborative and equal partnerships in Indigenous health research are critical to enable Aboriginal and Torres Islander people to determine the solutions to close the gap on many contemporary health issues. It suggests that greater recognition of research methodologies, such as community participatory action research, is necessary to ensure that Aboriginal people have control of, or significant input into, determining the Indigenous health research agenda at all levels. This can occur at a national level, such as through the National Health and Medical Research Council (NHMRC) Road Map on Indigenous research priorities (RAWG 2002), and at a local level through the development of structural mechanisms and processes, including research ethics committees? research protocols to hold researchers accountable to the NHMRC ethical guidelines and values which recognise Indigenous culture in all aspects of research. Researching on Ngarrindjeri Ruwe/Ruwar: Methodologies for positive transformation Steve Hemming (Flinders University) , Daryle Rigney (Flinders University) and Shaun Berg (Berg Lawyers) Ngarrindjeri engagement with cultural and natural resource management over the past decade provides a useful case study for examining the relationship between research, colonialism and improved Indigenous wellbeing. The Ngarrindjeri nation is located in south-eastern Australia, a ?white? space framed by Aboriginalist myths of cultural extinction recycled through burgeoning heritage, Native Title, natural resource management ?industries?. Research is a central element of this network of intrusive interests and colonising practices. Government management regimes such as natural resource management draw upon the research and business sectors to form complex alliances to access funds to support their research, monitoring, policy development, management and on-ground works programs. We argue that understanding the political and ethical location of research in this contemporary management landscape is crucial to any assessment of the potential positive contribution of research to 'Bridging the Gap' or improving Indigenous wellbeing. Recognition that research conducted on Ngarrindjeri Ruwe/Ruwar (country/body/spirit) has impacts on Ngarrindjeri and that Ngarrindjeri have a right and responsibility to care for their lands and waters are important platforms for any just or ethical research. Ngarrindjeri have linked these rights and responsibilities to long-term community development focused on Ngarrindjeri capacity building and shifts in Ngarrindjeri power in programs designed to research and manage Ngarrindjeri Ruwe/Ruwar. Research agreements that protect Ngarrindjeri interests, including cultural knowledge and intellectual property, are crucial elements in these shifts in power. A preliminary review of ethics resources, with particular focus on those available online from Indigenous organisations in WA, NT and Qld Sarah Holcombe (ANU) and Natalia Gould (La Trobe University) In light of a growing interest in Indigenous knowledge, this preliminary review maps the forms and contents of some existing resources and processes currently available and under development in the Northern Territory, Queensland and Western Australia, along with those enacted through several cross-jurisdictional initiatives. A significant majority of ethics resources have been developed in response to a growing interest in the application of Indigenous knowledge in land and natural resource management. The aim of these resources is to ?manage? (i.e. protect and maintain) Indigenous knowledge by ensuring ethical engagement with the knowledge holders. Case studies are drawn on from each jurisdiction to illustrate both the diversity and commonality in the approach to managing this intercultural engagement. Such resources include protocols, guidelines, memorandums of understanding, research agreements and strategic plans. In conducting this review we encourage greater awareness of the range of approaches in practice and under development today, while emphasising that systematic, localised processes for establishing these mechanisms is of fundamental importance to ensuring equitable collaboration. The Eureka Stockade was fought on the Eureka Lead, Ballarat East on 03 December 1854. Keith Rash was a signwriter who learnt his trade at the Ballarat School of Mines. He was very interested in local history and wrote articles for the local newspapers. The clippings on Eureka would have been used to inform his articles, and research on the site of the Eureka Stockade. Ken Clements was former Academic Registrar at Ballarat College of Advanced Education (now University of Ballarat). He was a committee member of the Eureka Stockade Memorial Park Committee for a number of years. Dr Dorothy Wickham has researched Eureka over a number of decades, and has published a number of titles on the topic. Clare Gervasoni has researched Eureka over a number of decades, and has published a number of titles on the topic, including coordination of www.Eurekapedia.org for Ballarat Reform League Inc. One million, six hundred and seventy medals were produced and they were distributed in 1919 to mark the end of World War One. Councilor James Baird was elected as a member of the first Ballarat Shire Council in 1863 becoming the first Shire President for 1863-64,and was on council until 1865.He was then re-elected to council in1868 until 1887.He then served three more terms as President 1874-75 ,1875-76, and 1879-80.This original photo is of the first President of the newly formed Ballarat Shire. On 16th November (monday)1863, it was declared that the Ballarat Road Board District to be a Shire known as the Shire of Ballarat.This document was signed and sealed by Colonial Governor Charles H.Darling. The declaration was published in The Government Gazette on tuesday 24th November 1863. John Millington Synge's plays were produced by the Irish National Theatre Society in 1905. Program notes reveal that the first performances "were the focus of some of the bitterest scenes ever witnessed in a theatre. Audience unrest ... grew to full-scale riots, and Yeats claimed that by the end of the week's run 70 police were keeping order inside the theatre, while 500 patrolled the streets outside".Unruly gatherings have been witnessed in the Athenaeum Theatre and Collins Street, such as in 1843, a year after the building was completed: "The first election for the Melbourne seat in 1843 turned into a sectarian battle between a Catholic and a Presbyterian candidate." Supporters of the losing candidate "massed outside the Mechanics Institution where the official declaration of the poll was to occur, and tried to storm the building.
