The Eltham Shire Hall and offices were opened on 21 November, 1941. They were replaced in 1965 with new offices at 895 Main Road and the site sold to Woolworths for development of the Eltham Village shopping mall. The building was demolished in 1970 and the new shopping mall opened in 1971. The cottage and land were purchased by the Shire of Eltham as the site for a new shire office building. The cottage was destined for demolition but members of the community concerned at losing one of the areas earliest buildings (built c.1859) initiated a fund-raising campaign to save the cottage. In 1964 the cottage was dis-assembled, all the bricks numbered and reassembled several hundred meters to the south on a site between the Gahan house and the Eltham Railway Trestle Bridge (present-day Panther Place), which became known as the Eltham Common. The new shire offices at 895 Main Road were opened in 1965. Following the Kennett Government amalgamation of local government areas in 1994, the Shire of Eltham ceased to exist, and a new Shire of Nillumbik was created 15 December 1994 from the former Eltham shire and parts of the Diamond Valley shire. The former West Riding which included parts of Montmorency, Lower Plenty and Briar Hill were ceded to the new City of Banyule. Commissioners were appointed for several years and the new Council occupied the former offices of the Shire of Diamond Valley in Greensborough. The former Eltham Shire offices remained vacant until August 1996 the Commissioners suddenly elected to have the former Shire offices demolished immediately and the site has remained vacant ever since. It was not until 1997 before the community was allowed to democratically elect new Councillors to represent them. This photo forms part of a collection of photographs gathered by the Shire of Eltham for their centenary project book,"Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall (1971). The collection of over 500 images is held in partnership between Eltham District Historical Society and Yarra Plenty Regional Library (Eltham Library) and is now formally known as the 'The Shire of Eltham Pioneers Photograph Collection.' (1902-1984) Alan Marshall was born at Noorat, Victoria and became one of Australia’s most famous authors. His association with the Eltham area began in 1920 when he started his first job as a junior clerk at the Eltham Shire Offices, Kangaroo Ground. In the 1940’s he spent sometime living in Research. From 1955 he lived in Eltham for nearly 20 years. Disabilities resulting from polio as a young child did not prevent a wide range of experiences. Alan’s occupations have been listed as clerk, night watchman, fortune teller, freelance journalist and author. He has been patron of many disadvantaged children’s societies. Alan’s books are numerous and include novel, short stories, children’s books, history and travel. Among the best known are his autobiographies “I can jump puddles” and “This is The Grass”. Others include “These are my people”, “Ourselves Writ Strange” and “Wild Red Horses”. In 1971 he wrote the centenary history of the Shire of Eltham, “Pioneers and Painters”. Eltham Plans £2.5m Community Centre Over Next 15 Years THE people of Eltham have drawn up a plan to make their township a model community centre in the next 15 years. And yesterday the Chief Secretary (Mr Rylah) inspected the plan at the Eltham shire offices before declaring it open for public inspection In the picture (right) Mr. Rylah (centre) is shown inspecting the new plan with town planner and former councillor, Mr. Howard Bartlett, and the shire president, Cr. C. Pelling. The result of six years' work by shire officers, the plan provides for a business centre, public buildings and recreational reserves. The shire council expects that £2,500,000 will be invested by Government departments, banks, private firms and sporting bodies to implement the plan. 500 Car Park A feature of the business centre will be a quadrangle car park surrounded by shops, and with parking space for 500 cars. The public buildings will include new municipal offices, a public auditorium, a library and meeting rooms. The council plans to realign the course of Diamond Creek near the town to provide extra land for playing fields. Three Ovals The plan proposes three ovals, including improvements to an existing one, as well as a 50-metre Olympic swimming pool, tennis courts and bowling greens. In the 15 years which the shire council hopes to carry out the plan, the shire population of 18,000 is expected to increase two and a half times. Opening the display of maps and a model, Mr. Rylah said he commended the shire council's invitation to the citizens to suggest improvements to the plan. [from EDHS Newsletter No. 80, September 1991:] SPRING EXCURSION: As usual for October we have arranged a bus tour outside the local area. We will leave from the Eltham Shire Offices at 9.00 am on Sunday 27th October and travel to "The Briars" at Mornington and "Mulberry Hill" at Baxter. The cost will be $16.00 for adults and $8.00 for children. This includes admission to each of the houses and afternoon tea at "Mulberry Hill". Bring your own lunch to eat at "The Briars" and something for morning tea if you wish. "The Briars" is one of the oldest pastoral stations on the Mornington Peninsula. It has historical associations with the early settlement of the district and with Alexander Balcombe who settled in the area about 1843. Near the house is a wetland wildlife reserve with walking paths and bird observation hides. "Mulberry Hill" was the home of Sir Darryl Lindsay and his wife Joan. Darryl (1889-1976) was a member of the famous art family of Lindsays and was a prominent artist in his own right. He was also a noted art administrator, being appointed Director of the National Gallery of Victoria in 1942. Joan Lindsay (1896-1984) was an important writer. Her best known work was "Picnic at Hanging Rock". Members may find it interesting to read her autobiography "Time Without Clocks" prior to this trip. Members are welcome to bring their friends. Flavour of Eltham: recipes and other things was collected and published by the Friends of Shillinglaw Cottage in 1964. The original cottage once stood about 100 metres away from its current location in Panther Place, Eltham. Built in the 1870’s, it is one of Eltham’s earliest buildings. In 1963 it faced demolition to make room for the Eltham Shire offices. But local residents came together to save the cottage. It was the first time that an early settler’s brick building was removed and reconstructed. A fundraiser was the resident’s compilation of loved recipes into the cookery book Flavour of Eltham. It also includes illustrations and advertisements for local buisnesses. The foreword of the book states: “This book is about Eltham. But more than that it is about intention. It originated when the people of Eltham, the first in Australia to preserve the reconstruction an historical building, removed and rebuilt a cottage that reflected the spirit of a period. The shilling law cottage was first built in 1859 and was rebuilt in 1964. It has beauty and is rich with the past. The people of Eltham stand for something. There is, in this community, a firm resolve to preserve for their children the natural beauty of the district; to establish a centre whose allegiance is to aesthetic values rather than to commercial ones. Eltham already has this reputation, a reputation that is known beyond the borders of Australia. Its desire is to increase it. This book is a step forward in that direction.” October 1964.
