The purpose of the annual Port Melbourne Holy Trinity Church Queen and King competition was to raise Parish funds. The ceremony held on Saturday 28th November 1931 was to Crown Miss Dulcie SMITH as the Carnival queen. As Queen of the Sunday School, she gained the most votes. On the church tower each day leading to the crowning a coloured flag was flown representing the group which was currently leading in the voting. the flying of the orange flag announced Dulcie's win. Clothing. Large collar of linen Bobbin lace. High round neckline, with two 16 cm deep peaks at the front. A floral design of five petalled flowers. (in groups of three) surrounded by scroll effects. Scalloped edges of the lace surround the outer edge.costume accessories, female, linen lace collar.

Clothing. A concealed full length back opening reveals five tiny covered buttons, 7 mm in diameter and five hand-stitched button holes. This opening is bordered by two groups of five very fine pin tucks with a 3 cm spacing between the two groups. The blouse is made from very fine Swiss lawn cotton fabric, and is very soft to the feel. The front has a broad panel thirty cm wide of exquisite pintucks, crochet, lace and embroidery. The embroidery is white on white, and features flowers and leaves in a curved pattern. A crochet panel below the high neckline is 4 cm x 10 cms and is peaked at the lower edge. This is bordered by 1.5 cm wide cotton lace, and horizontal pintucks. Two panels, one on either side of three pintucks, 1.5 cm panel of lace, and then the central panel of embroidery, pintucks, lace, and crochet. Five pintucks, 1.5 cm panel of lace and five more pintucks run the length of the short sleeves. Sleeves are puffed, and gathered at the shoulder, and at the 1.5 cm deep cuff, which is also pintucked. A 1.5 cm deep 'stand-up' collar, spoke-stitched to the garment, as are the sleeves and shoulder seams. Front hemline is curved. Three small .5 cm pearls sit on top of the clasp, one in the centre of the beaded clasp, and two other groups of three pearls on top of the frame, with tiny white, pink and green beads - possibly silk brocade, has an all-over floral design in cream, pink, and dull green, on a cream background. The bag is lined with cream satin and has a small internal side pocket. Clothing. Beautiful cream lace in a deep curve (which possibly may have been the front or back) extending over the shoulders, into two long peaks- possibly a deep, V neckline. The lace has diamond shapes, woven in groups of four in a larger diamond shape, and also in a Maltese Cross type grouping. These appear to be ''fillers'' between circular shapes, 6 cm in diameter, of four-petalled flowers''. The outer edge has a scalloped effect, each with a Maltese Cross'' type filler. High waisted bodice, with centre front seam, back opening fastened with metal press-studs, and finished on the right side, with ball-shaped pearl buttons sewn in pairs - six groups of two. A placket extends into the skirt at back, and is fastened with metal press-studs. Bodice is gathered onto skirt at waistline, and defined with a 1.5cm wide tape. An 8.5cm wide cotton lace frill is gathered around the high neckline. The wrist-length sleeves are an extension of the bodice and have a 4cm band, and 4cm wide gathered frill at the wrist. The sleeves are shaped from the high waistline, and also at the cuff edge. The skirt has an overlay of fine lace, made up of six X 17cm wide bands of lace, with a scalloped edge. No shoulder seams. Back opening and centre front seam indicate the cutting out layout of fabric. A one cm wide ribbon finishes the neckline, and the lace frill is hand stitched to the ribbon. As the Yarra became unsuitable as a source of water, several attempts were made to find alternative sources for the growing population of Melbourne. It was not until 1891 that the efforts to sewer Melbourne came to fruition with the setting up of the Melbourne Metropolitan Board of Works (MMBW), now known as Melbourne Water. From 1891 until 1992, it was the responsibility of the MMBW to safeguard public health by providing a sewerage system and a safe water supply system. In 1992, The MMBW merged with a number of smaller urban water authorities to form Melbourne Water. As the MMBW employed men to undertake secretarial work within the first few decades of operation, it wasn't until 1912 when the first female 'typiste' was employed.
