Kew achieved independence from the Boroondara Roads Board in 1860. As a new municipality, its first three leaders were designated as chairmen. On becoming a borough in 1863, its leaders were identified as mayors. The earliest photographs date from ca.1906, when the Town of Kew commissioned the noted local photographer Josiah E Barnes to produce standardised portraits of former mayors to be displayed in the Mayoral Chamber of the Town Hall. The collection also includes photographs by other well-known photographic studios such as Burlington Studios, Melba – Melbourne, Stuart Tompkins, Spencer Shier and Talma & Co. The majority of mounts identify the photographer. Eighty photographs are housed in their original frames.This portrait is one of a series of mounted and framed photographic portraits of mayors and town clerks of the former Borough, Town and City of Kew. The portraits were transferred by the City of Kew to the Kew Historical Society in March 1989. A Significance Assessment in 2018, funded by the National Library of Australia confirmed the historic, and often artistic significance of the series.Framed portrait of Cr. Frederick R. Flooding of the Yarra Valley, including that section of the Yarra bordering Kew and Kew East in the north and west of the municipality, was a regular occurrence. Extreme flood events of the Yarra River are recorded to have occurred in 1891, 1901, 1916, 1923 and 1934. The Municipality of Kew's response to these floods was to enact planning decisions restricting residential development in flood prone areas following the floods of 1916, 1921 and 1934. While floods continued after the development of the Upper Yarra Reservoir (construction 1948-57), the regularity and extent of these inundations diminished. During the nineteenth century, the land abutting the south side of the Yarra in Kew was devoted to dairy farming. In the twentieth century, before and after the construction of the Eastern Freeway, much of this low-lying area was used as golf courses and public parks.Late example of the capacity of the Yarra Valley at Kew to flood, even though drainage works and the Upper Yarra Reservoir had reduced their regularity.Original black and white print photograph of the low-lying land at East Kew under floodwater on 16 May 1974. Slide photograph of girls studying at desks in the Stanhope study. Other photos appear to have been taken at the same time and are marked 14, 15, 16 (see items 02520 - 02522). Black and white hardcopy photos of these slides are at 01835, saying it was 1962 and gave the girls names. The photo is captioned 'Packing for the holidays' and has the names: Lynn Hall, Jacky Mooney? and Jane Reed. Stanhope was a residence run by Melbourne Legacy to take care of children whose fathers were deceased servicemen, and who may have been left orphans, or whose mother may have been unable to care for them herself, or they needed to stay in Melbourne for further education. Stanhope generally looked after girls over 14 either studying or working. The children were cared for until they were old enough to become independent. The slides have been photographed to make digital images and moved to archive quality sleeves. In the early hours of Tuesday 16 December, 2014 a water main burst in Liardet St. The resulting sink-hole swallowed two cars and left a massive hole which took 8 days to repair and re-open the road. Thomas Crouch Watts was born on March 7th. 1865, to Joseph and Susan Watts. Before the real estate business commenced, Thomas and his brother were in partnership as booksellers and stationers in a shop at View Point. Thomas lived in a fine house in Rowan Street, which was called 'Ottawa' Thomas started his real estate business in the early 1900s in a shop in View Street. His daughter Edna was the book keeper and typist, Stewart Watson was the salesman and Stanley Phipps (Edith Lunn's father) was the property manager and valuer. When Thomas Watts died in 1914, his daughter took over the running of the business. She married Stewart Watson in 1918. Eventually the name of the business was changed to Bishop and Earl. From a letter from Edith Lunn re T.C. Watts & Son. 'The firm of T.C. Watts & Son later became Bishop and Earl. When the firm of Bishop and Earl ceased to operate after the death of Edith Lunn's father, S.P. Bishop, Miss. June Parry, Secretary of the BHS was a member of staff.
