Water scheme opened April 1964 with the trust being created by the Governor in Council. It consisted of 3 councillors from Axedale and 3 members appointed by the Minister of Water Supply.A grey exercise book containing newspaper cuttings relating to the progress of getting the water supply to Axedale. Also included are notice of meetings of the Axedale Waterworks Trust with financial statements for 1963 and 1964. A letter dated 2nd March 1964 addressed to Mr. J. Ellison from L.G. Houston (Private secretary to the Minister of water supply W.J Mibus) is also in the book. Mr. George Thomas' connection with Collingwood Technical School began as a junior technical student at Collingwood in 1913. He then became an apprentice in the electrical trades during which time he also undertook a Diploma course in Electrical Engineering. Mr Thomas was appointed as a teacher (part-time) of Electrical Wiring at Collingwood in 1922 having had previous experience teaching in Geelong at the Gordon Institute of Technology. In 1930 Mr Thomas became a full-time teacher in Electrical Trades, the year of the commencement of the Apprenticeship Commission in Victoria. In 1937 he was instrumental in introducing electroplating as a trade whereas it had previously only been taught as a section of the Electrical Trades. This was a period of severe economic constraints following the Great Depression and spending on education was limited. Needing the latest knowledge of industrial practices, Mr Thomas canvassed electroplating industries around Melbourne seeking employment opportunities and met with favourable responses. He approached Quinton’s electroplating firm in North Melbourne with the proposal to work for them on Saturday mornings without payment. In return for his labour, he asked to be taught the basics of the trade. During the week he was able to impart his knowledge to his students. Initially, he wanted to develop electroplating as an outlet for the Youth Employment Training Scheme. Once the class was firmly established, he submitted a proposal to the Education Department to establish an Electroplating Department, and this became the first of its kind in the southern hemisphere. He gave up teaching in 1939 to become the Northcote City Electrical Engineer where he served for 26 years. During this time he was also a Consulting Electrical Engineer to Box Hill and Port Melbourne Councils. His association with Collingwood Technical School (and later, College) continued, first as an examiner on the State Electricity Commission (SEC) panel and from 1947 as a member of the School Council. He was president of the Council in 1961 and 1962. He also represented the College on the Northern Regional Council and participated in the selection of Electrical Trades teachers. For four years, 1967-1971, he represented the metropolitan Technical Schools and Colleges on the Council of the Monash University, in which capacity he gave outstanding service to technical education. George H. Thomas attended his first Council meeting on June 12, 1947 and remained on the Council until the secondary and post-secondary sections were separated in 1981 – a period in excess of 34 years. He began his connection with the school as a teacher and went on to become a member of the School Council. As the Yarra became unsuitable as a source of water, several attempts were made to find alternative sources for the growing population of Melbourne. It was not until 1891 that the efforts to sewer Melbourne came to fruition with the setting up of the Melbourne Metropolitan Board of Works (MMBW), now known as Melbourne Water. From 1891 until 1992, it was the responsibility of the MMBW to safeguard public health by providing a sewerage system and a safe water supply system. In 1992, The MMBW merged with a number of smaller urban water authorities to form Melbourne Water. Born on the 5th of August,1926, Margaret Gwen Hardy was the very first Commissioner of the Melbourne Metropolitan Board of Works (MMBW) and was appointed in 1975, a major victory for women at the time. This was the first time in the 84 year history of the organisation. Hardy had also been a Lilydale Councillor and went on to become the first female Shire President. Along with her work commitments as part of the Board, Hardy was the wife of Dr. Bill and had three children, two sons and a daughter. Next door to her home in Mt Evelyn was her husband’s surgery, where Hardy also worked part-time as a Manager. Hardy was also involved with the Lilydale High School Mother’s Club, she was the President of the Mt. Evelyn Environment Protection and Progress Association, on the Advisory Council of Monbulk High School and was the Secretary of the Lilydale Citizens Advisory Service at the time. This staff newsletter highlights the historically significant achievement of Cr. Gwen Hardy becoming the first female commissioner to work at the Board in 84 years. Demonstrates and yields information about the ESCo tickets of 1906, shows the variety of tickets and passes used.Framed - wooden surround, glass, set of 26 actual tickets and two sketches of passes, timber backing board with the title "Ballarat Tramways - Sample tickets", dated 1906. Sets out the various tickets used by ESCo at the time and most likely used as a training aid for new conductors on both the electric and horse trams. Not to be displayed in light or hung up, that is display with care as fading is likely. City of KewReference, Research, InformationKHS Imposed OrderKew in Victoria was declared a City in 1921, and remained so until it was amalgamated into the City of Boroondara in 1994. This is a single large archive file, primarily comprised of Kew Council documents, a number of which date from an earlier period. Interesting early primary sources include: 1914 Amendments to the Local Government Act of 1903 [copy owned by Mr W.J. Muntz C.E.]; a Cleansing Contract [for the removal of night-soil] (1913); an Annual Statement of Accounts (1923); and By-Law No.66 (1939) [relating to the “Erection Construction and Removal of Buildings, Advertising Signs, Etc.”; and the Councillor’s Handbook (1939). In addition to these, later publications relate to Financial Statements (1986, 1987, 1988); Model Local Laws (1989); a Municipal Emergency Management Plan (1990); Mobile Bin Recycling Trial (1991); a School Project Kit (1991-2); and Committee Minutes (1992). The Kew Civic Centre (A K Lines, MacFarlane & Marshall, 1972) was built next to the Kew Civic Hall (A C Leith & Bartlett, 1960) on the site of the former mansion Ordsall (later renamed South Esk). Whereas the entrance to the Civic Hall was positioned off Civic Drive, the main entrance to the Civic Centre faced Cotham Road, as shown in the undated perspective drawing of the proposed building. The Civic Hall was used for public functions and performances, while the Civic Centre was used for civic offices. It also contained the Council Chamber. The building opened in 1972, following the relocation of the councillors and council officers from the former Town Hall in Walpole Street (now a Woolworth's supermarket). Following the amalgamation of the former City of Kew into the City of Boroondara in 1994, the Civic Centre was sold to Trinity Grammar School. The exterior of the Centre has been modified by Trinity Grammar.A report for Heritage Victoria (date) describes how two architectural firms dominated the designs for new civic buildings in Victoria during the post war period. The report claims that: "An interesting sub-theme in the erection of post-war municipal offices in Victoria is that a considerable proportion were designed by the same three or four Melbourne-based architectural firms, who established themselves as the leading specialists in this type of work. The two most prolific firms in this regard were A K Lines, MacFarlane & Marshall, and A C Leith & Bartlett; both, in fact, had made names for themselves as designers of local government offices prior to the Second World War. Lines' office, for example had designed the Eltham Shire Offices in 1941, while Leith's firm had been responsible for the celebrated Heidelberg Town Hall in 1937). Both practices parleyed this early experience into a lucrative post-war career, designing numerous municipals offices well into the 1970s." The perspective drawing importantly captures the original design and function of the exterior of the building and its public entrance.Hand-coloured perspective sketch of the new Kew Civic Centre, completed in 1972 to designs by A K Lines, MacFarlane & Marshall; and located on the corner of Charles Street and Cotham Road, Kew. The sketch represents the front elevation of the building and its relation to the preexisting Kew Civic Hall at right. The three storey building features strong vertical concrete buttresses that extend across the three levels. Other primary sources include lists of councillors, teachers and students in 1923, the 1966 Swimming Sports at the Richmond Baths. Award - To James Robbie Mather J.P. Mayor 1930-1931, 1931
James Robbie Mathers was born in Pleasant Creek [Stawell] in 1867 to James Allen Mathers, a storekeeper and former councillor. He was later to become a storekeeper in Gippsland and then at Heywood, near Portland. Following a move to Melbourne, he established a real estate business. He initially lived in Hawthorn, before moving his business to Kew where he traded as Mathers & McMillan, 136 Cotham Road, and later at 283 Burke Road. For a short time, the family resided at Landene, in Cotham Road. They were to finally move to Rosalea, in Dale Street, Deepdene. Following the death of Cr Henry Kellett in 1924, Mathers was elected unopposed as representative of College Ward. Elected Mayor in September 1930, he convened a meeting of citizens in the Town Hall in Walpole Street to form a local unemployment relief committee. His social initiatives included handing over council-owned premises in Brougham Street, the building re-purposed as a workshop for the unemployed, who were also granted free use of the Kew Municipal Baths. The Mayoress, Jean Mathers, set to work raising funds through charity balls, and also raised funds for St Anthony’s Orphanage in Wellington Street. James Robbie Mathers died on 8 April 1945. He was buried at Box Hill Cemetery. This rare civic testimonial is historically significant, especially locally, as it contains the signatures of all present councillors and parliamentarians representing the City of Kew as well as the names and signatures of leaders of local churches, schools, public officials and leaders of community groups.Boxed presentation folder and correspondence presented to the retiring Mayor of Kew, James Robbie Mather, in 1931. The book is leather bound with gilt lettering on the front. The 4 page testimonial includes and hand written statements about his contribution to Kew and its civic life. The earliest building on the Walpole Street site was the Kew Athenaeum Hall (built 1860) which was purchased by Kew Council in 1865. The Town Hall was sold to Woolworth's and subsequently demolished in 1972 when the civic offices were transferred to a new building on the corner of Charles Street and Cotham Road.This is the earliest known image of the old Kew Town Hall following the addition of the new facade in the 1880s.A print copy of a gelatin silver photograph of the former Kew Town Hall in Walpole Street, Kew. The photograph shows the neo-classical facade added to the former Atheneum building in the 1880s. The recessed doors in the entrance are now held by Trinity Grammar School. A man, probably Cr Edmund Marshall, is standing outside the entrance.
