Ruby Harker was Amy Thelma Wielands sister. The Certificates are in an envelope addressed to Mre. J.A. Harker 16, B, Churchill street , Mont Albert. Ruby's sister also lived in Churchill Street at one time after their house in Heathmont burnt down..2 buff coloured Cards with blue printing and the Box hill Horicultural Society crest at top. The Jacobs family lived in Surrey Hills from c 1895-1903 (ref: electoral rolls); by 1909 they were in Gippsland at Toora where Henry Atwood Jacobs was a storekeeper. They had returned to Surrey Hills by 1924 (ref: electoral roll). Capt Jacobs was appointed to the Nunawading Roads Board in 1900; in 1902 he as a member of a deputation to the Minister of Public Works regarding municipal severance. He was in favour of Surrey Hills being a separate municipality. Amy (Amelia) Jacobs was the daughter of Capt Jacobs and his first wife, Eleanor Dobson Mills, who died shortly after the birth of her daughter. Winifred was born c 1900; Mildred Adelaide b 1902, both at 'Spencycroft' in Canterbury Road, Surrey Hills. Winifred married Stephen Edwin Yarnold (1903-1978), a Presbyterian & Uniting Church minister on 26 July 1946. This report highlights the ongoing need to review and if necessary update and change policies and priorities if need be. The report explains that to provide recommendations and suggestions three working parties were established with two Legatees in charge of each group. In group1, 47 Legatees were involved, group 2&3, 59 Legatees involved in each group. Each group had a budget to work to and designated areas of Legacy activities to investigate and report on e.g. group1 would report on Accommodation, Housing, Handicapped Dependants, Firewood - refer to appendix A. Reports and suggestions are made in appendix B. Some recommendations suggest that Legacy and Legatees do not cease providing services but refer suitable applicants on to similar activities with other organisations if the need arises. This was due to declining numbers of Legatees to supervise, and those under the care of Legacy to paricipate. Due to declining numbers of Legatees and the number of families requiring help in certain areas, the report shows that Legacy needs to alter the way in which it delivers some of the services to Widows and families but still maintain the services that Legacy has provided previously.
