Information relating to Charles Anderson and Charles Anderson Grove, Lake Gardens, Ballarat. The Old Colonists' Association Ballarat Inc. is a not for profit charitable organisation providing accommodation for elderly people. It manages a 27 Home retirement village at Charles Anderson Grove, Ballarat. Accommodation is offered at significantly below market rates. It has been providing low cost accommodation to the elderly since the 1920s. The Association Council overseas the running of this facility on a voluntary basis. HISTORY OF THE BALLARAT OLD COLONISTS' ASSOCIATION HOMES AT CHARLES ANDERSON GROVE, LAKE GARDENS One of the original objectives of the Association was “to provide the shelter of a house for those Pioneers of the Goldfields whom the reverses of fortune have deprived of the means of procuring the comforts of life in their declining years.” While the first home at Charles Anderson Grove was built in 1925 the Association had previously provided relief for needy pioneers from the time it was formed in 1883. Relief included monthly monetary payments, loads of firewood, medical assistance and distribution of Christmas boxes of groceries to deserving pensioners and in some cases payment of burial costs. Records indicate that in September 1922 three of the pensioners being assisted by the Association were accepted as residents in the newly erected Hassell Homes in Gillies Street (now demolished-opposite the High School). The first site for an Asylum for Indigent Members of the Old Colonists' Association was temporarily reserved from sale in October 1891. The site was approximately 28 acres in area in Mt Clear nearly opposite Midvale Shopping Centre in Main Road. The site was heavily timbered and when cleared over 260 tons of wood was sold to the Woah Hawp Gold Mining Company. A set of gates were erected but no homes built, although a plan for this reserve was drawn which showed twenty buildings ranging from one to four unit per building. The reserve was revoked in November 1909. The second site temporarily reserved in November 1909 as an Asylum was in Alfredton and consisted of some 7 acres and was adjacent to land reserved for an Abattoirs for the Ballarat Council. The reserve was revoked in February 1912 as it was deemed more appropriate to be added to the Abattoir site. Council suggested four (4) other sites in exchange for this land and they were inspected by the President, Vice President and Secretary on 22 December 1912. The first site inspected was land on the west side of Creswick Road opposite the brick kilns (now occupied by the showgrounds and oval). The land was described as being good quality, well fenced, no trees, good drainage and ample acreage but some distance from trams. The second site was Perry Park which was described as being good land, well fenced, having frontage to Gillies Street, good drainage and about 26 acres (but subsequently reduced to 10 acres). It was closely planted with Pinus Insignias and Wattle and had easy access from the Botanic Gardens tram. The third site was the North West portion of Victoria Park (corner of Sturt and Gillies Street) and was described as good land, well fenced and drained and well located. The fourth site was the South West corner of Victoria Park and known as Pound Paddock (corner of Winter Street and Gillies Street). It was considered to be low lying and too close to the Abattoir, and was also a considerable distance from trams. While the third site was recommended as the most suitable for the erection of homes it was considered unwise from the point of view as citizens to reduce the acreage of the park and therefore it was recommended that the Perry Park site be asked for as the most acceptable to the Association for the building of homes. The site was eventually temporarily reserved for an Asylum for Indigent Members of the Association in April 1914 with the gates from Mt Clear having been removed to the site a year earlier and eventually erected in 1917 for £12.10.0. In the same year the first 290 pine trees were advertised for removal in July and sold for £16. A sign indicating that the site was reserved for the erection of cottages was erected in September 1917. Stripping of the wattle bark (for tanning) and the cutting of the wood occurred in November 1918 with the land then being leased until it was required for the construction of the first homes in 1924. While the site was the third to be reserved it was the only one which was used for its intended purpose. It was named as Charles Anderson Grove in honour of Charles Anderson who joined the Association in 1918 and was President of the Association from 1942 to 1944. CHARLES HENRY GRATTAN ANDERSON C.H.G. Anderson (Electoral Returning Officer) was elected to membership of the Old Colonists' Association, Ballarat, in October 1918. He was elected to the Association Committee in 1926, and appointed Treasurer of the Association on the resignation of F. Ellis until the end of the financial year in 1933. In 1936 Charles Anderson indicated he would not be available for the President's Chair and that he would retire from the Committee owing to pressure of work. C.H.G. Anderson was welcomed as a new member of the Association in 1938, and served as President of the Old Colonists' Association from 1942-1944. Midway through 1949 Charles Anderson was appointed Members Secretary and Manager of the Ballarat Old Colonists' Club at £5.0.0 per week and 10/- for entertainment, to commence work prior to 01 August 1949. He was to do 30 hours per week and be present on Friday and generally on Saturday nights. In 1957 a minute of sympathy was extended to Club Manager Charles Anderson on the loss of his son. In 1958 a bonus of £20.0.0 was paid to Charles Anderson in recognition of his service in assisting the Secretary/Manager taking over under difficult conditions. In March 1964 the Shire of Ballarat would not permit a private road to be named Anderson Grove as Anderson Street already existed in Ballarat but Charles Anderson Grove was deemed acceptable. A recommendation of the Committee was put to the AGM in 1967 that Charles Anderson be made a Life Member. In 1969 an Association meeting observed a minutes silence in memory of Chas Anderson. Charles Anderson was also a Committee member of Ballarat Mechanics' Institute from February 1940 to February 1970. He was President in 1948. Toolern Vale only consisted of the Store, Post Office and shop, where you could buy your fodder, and pollard supplies, the Hall, the little Church and the bluestone School. The School changed shape three times from the 1800s[1869] til the time I went there. There was four generations of my family that went there and it was destroyed by fire in 1965. Marjorie nee Myers Butler. Yes, I remember along with it your lovely Ronisch piano. Mary, quite true! Marj what you say about the Ronisch piano. When I came the age to learn music my mum and dad couldn’t really afford it, but still what parents do for their children. They had Marj go along with them and pick this lovely Ronisch piano. It was known round the district. Everyone commented about the loss that lovely piano. After leaving school it was war time, 1939, then it was work, When I was 7 year old I was put out into the cow yard. In 1940 when the soldiers were going away our milk was confiscated it had to go to Bacchus Marsh. It used to go the Sunbury to be brine cooled and then go to Melbourne. Then they took it then to the Lifeguard Milk Factory at Bacchus Marsh. It had to go as condensed milk to the soldiers. This year is 50 years of the Land Army. I was an unofficial Land Army but they still kept check on me. I went onto married life and I followed the cows right through [howls of laughter] and we went on until the 1965 fire. That’s when we got out of the cows. Marjorie asks, was Granny Watts your grandmother or great grandmother? Mary: She was my great grandmother, the midwife of Melton. The 1965 fire started ¾ of a mile above our place, Frank Ryan’s sheds were burnt and his house was saved, then it wiped the School out, the Hall, the Church the Post Office and Store and little house that was Charlie Charlton’s in the early days. Mrs Wilson’s place was saved by the Fire Brigade by pulling boards off the side, and from there it went over the hill and it was stopped at the Rockbank Railway Station. If it had of got over the railway they said it would have gone into Werribee. A lot was burnt out in that strip. Mary nee Nixon Collins: 18 houses burnt that day. Audience question, did Melton get burnt that day? Ray: No. It came down through the Toolern Vale road and cut across about a mile and a half from the cross roads at Toolern Vale from north westerly to the south east and cut through over the Keilor road. Mary: It came in across the creek at Funstons in Toolern, then through Jim Minns. Dorothy was it your place then [nee Knox Beaty] to Ken Beatty’s and from there it went through to Doug McIntosh’s and to Cockbills and the wind changed and it came across to the railway line, and that is where they stopped it. [the cause of the fire was controversial, they had been burning off the night before and there was some talk of someone starting it. It was very hot and very strong wind, it was a terrible day] Ray: When the fire went through McIntosh’s they had a haystack on the north side of their house and the haystack got caught and the fire burnt a hole through the side of the house and the boys pyjamas on the bed. The house was saved. It came through like and express train roaring at you, I was at McIntosh’s when it went roaring past. You couldn’t see, dust and ash and tremendous heat. The fire started about 12 o’clock Jack [husband] said to me, fire, I said where, where? Just up the road, what have I got to do? and he went out and he had gone to the fire and left me. I tried to get the animals and I put out buckets of water, putting the buckets of water out saved my life. Chas Jones and another friend of his came in and they picked up the buckets of water, I thought I had better get out because the fire was on the haystack up the paddock and when I went to go out through the north side of the house and couldn’t get out, I’ll go through the front gate so I went around the other side of the house. I got caught there and Chassy Jones and his friend came round carrying the bucket of water and I panicked. He threw the bucket of water over me. Well that is what saved my life because I was damp, whenever we tried to leave the ball of fire came over me and over my shoulder and my hair was scorched. Chassy Jones lost his truck and Keith Watt his big truck because he had the water tank on it and they couldn’t get out of the yard. Granny Watt’s house, the first private hospital had condemned and Jack and I pulled it down and had it moved up to Toolern and had it in the yard a fortnight and it was all burnt and we didn’t get the shed we wanted. Every 13 years right up until Ash Wednesday fires, there has always been fire close at hand. The 1952 fire went down the back of the house, the 1965 fire took the house, and the house that I live in now, it is the third house that has been on that spot. When the Hunters owned it, Mrs Hunter was nearly burnt in her bed. They had a 13 roomed house. In 1924 the house burnt down, and there was another house was built there and that was the one that burnt down. Edna: So Mary built a brick veneer house. A mounted Heritage Troop was formed during the 1980s and 90s and performed a number of royal and vice-regal escorts as well as performing at local agricultural shows. The new Eltham Library was opened 22 May 1994 and celebrates its 30th anniversay in 2024. This audio recording, presented by Harry Gilham, President of Eltham District Historical Society at the time of the opening is a summarised history of the Eltham Library service to 1994. Eltham Library Service 1930s - 1994 Originally collated by Harry Gilham, President, Eltham District Historical Society Inc (1993-2009) (edited 2022) In the Eltham township area, in the early 1930s, library books for adults were available from E J Andrew's newsagency in Main Road. In the newsagency come haberdashery, some shelves were set aside for a lending library of adults' books. In 1935, Mr & Mrs JC Rains purchased the newsagency and continued the lending service until the late 1940s. At this time the business was extended from haberdashery to sell ladies' and men's clothing. The library section was discontinued. In the 1930s a mobile book library was also run by a Mr Foster of Bible Street, Eltham. In the 1950s adult books were available from racks in the foyer of the Eltham Shire Offices which was then located beside the Eltham Hall on the comer of Arthur Street and Main Road. In the early 1950s a referendum of ratepayers was called to seek public opinion on the issue of raising money for a public library for which the rates would have to be increased - the motion was defeated. On 11 November 1965 Eltham Shire Council, in conjunction with the City of Heidelberg and the Shire of Diamond Valley, met to form the Heidelberg Regional Library Service. Eltham was represented by Councillors Charis Pelling and John Lewis. The first library service for the Shire of Eltham from this group came in the shape of a bookmobile van which had, amongst others, a central stopover near the Shillinglaw trees outside the newly opened Shire offices at 895 Main Road, the original site of Shillinglaw Cottage and the former Shillinglaw farm. Present-day Wingrove Park was another stopover and the many recorded requests for this service can be read as denoting the areas of population or gathering points at that period throughout the Shire. 1968 saw the Shire convert the ‘Brinkkotter’ house in Dudley Street to house both adult and children's books. This library was originally staffed from the City of Heidelberg Library and records of committee meetings range from borrowing Heidelberg's old library shelving to trying to increase the Government's subsidy to a dollar for dollar basis. Book loans in the period 1966-67 totalled 30,400 and the following year ran to 52,113. With 2 books plus 1 paperback the limit per person, it was overcrowded and unable to house the range of other services which had become common library stock. Planning to extend the Shire Offices by the addition of the south wing was an opportunity to re-house the Shire's Library. The opening of the library in the extension was carried out on 17th August 1971 by the Hon R J Hamer ED, MP, Chief Secretary of Victoria. Cr Geoffrey Dreverman officiated as the Shire President. The Heidelberg Regional Library Service continued until September 1985 when it disbanded. On 21 November 1985 the Yarra Plenty Regional Library Service was established. At that time Eltham was represented by Councillors Mary Grant and Robert Manuell. By 1987, over-crowding of the Eltham Library and an inability to house the range of other services yet again rose to prominence. At a Council meeting held on 1 June 1987, the Councillors supported a resolution which threatened to close the library on 30 September 1987. Council's frustration arose from yet another re-run of the annual State Government versus Council Library funding and records show first arose in Eltham Council in 1967 with the Government of 1he day. After prolonged public anger and petitions the motion to close the library was rescinded in August 1987. Council, considering the community's concern, set up a ‘Library Review Working Party’ which a year later became the Library Occasional Committee with direct access to Council. This Committee investigated the workings of the 386 square metre library and found inadequate space for storage and display, lack of equipment, out-of-date furniture together with an increasing patronage which resulted in queues of borrowers becoming longer no matter when the library was open. Community consultation took the form of 1,000 questionnaires sent to users and non-users along with noticeboard reminders of what was planned. Council developed a strategy to set aside capital funds from 1988 on an annual basis so that preliminary planning and consultative expenses could be met, and construction could be completed early 1997. The Committee visited metropolitan libraries which were catering for a similar population as was projected for Eltham. Australia-wide Federal Government funding grants under the Local Capital Works Program became available from October 1992 for community projects endorsed by local Councils. The Eltham Council submitted a proposal, based on library findings and requirements accumulated by the Library Occasional Committee, to the Federal Grants Committee to build a new Eltham Library. The Federal Grants Committee supported the funding request allowing commencement of the library project three years earlier than planned. With finance finalised, the Council set up its Eltham Library Re-development Special Committee which was given the task of overseeing what could be the last major expansion of the Shire's Library Service as Eltham's population nears its projected maximum. The new library was designed by Gregory Burgess and Peter Ryan of Gregory Burgess Pty Ltd. Construction of the library commenced in 1993 and was officially opened May 22nd, 1994. The library building was designed to reflect its parkland setting. External features include: the roof which includes interesting aspects when viewed from Main Road; verandahs which provide ramp access and give a sheltered entrance to the building; walls which feature locally made mudbricks, conventional bricks and copper panels; and space for an outdoor courtyard/reading area which will be developed later. Internally there are several features. The building includes a foyer with a fireplace suitable for displays including artwork, a community multi-purpose room suitable for meetings or functions and an outdoor cafeteria. The ceilings are lined with Victorian Ash. The shapes for the ceiling give a free-flowing form to the building. Brush Box has been used for the circulation and information desks. The tree trunk columns are Grey lronbark from New South Wales. Arches and various-shaped windows add interest to the internal structure. The carpet design reflects the Eltham environment and compliments the natural colours and timbers used in the building. Tiles by artist Felix Bosari feature in the building and additional art by local artists added externally and internally to the building. Since 1994 the library has undergone a major extension to cater for children’s services and others. The Warrnambool Family History Group, founded in 1980, conducts walks in the Warrnambool Cemetery each year. In 2014 the graves visited were those of people who were early directors and share holders of the Warrnambool Cheese and Butter Factory Company Limited. This company was established in 1888 and today is the oldest operating dairy factory in Australia. This booklet was compiled for the anniversary celebrations of the Orbost Municipal Band on November 8, 1975. It was compiled by Peter Fagg who worked as a scientist with the Department of Sustainability and Environment (now DELWP) to study dieback in eucalypts. He specialised in the silviculture of the eucalypt forest types of South-East Australia for most of his 40-year career, which started with the Forests Commission Victoria. He was in Orbost from 1968 - 1973. The first Orbost Brass Band was formed in 1889. Around 1908 the town band split and the Orbost Workers' Band was formed. Eventually the two bands merged in 1913 to reform as the Orbost Municipal Band under conductorship of Charles Spink. The band continued for many years but was later disbanded and again reformed. This was to happen a number of times, the last time being in 1961 and continuing through to the late 1970's.
