The Fred Rochow Railways Collection incorporates photos related to the operation of the Wodonga Railway Station including different types of trains and railways staff C. 1930 – 1990. It was donated to the Wodonga Historical Society by Fred Rochow, a railwayman who spent many years based in Wodonga. He joined the Victorian Railways on 17th June l947 and retired in 1988. For some time, he was a member of the Australian Federated Union of Locomotive Enginemen and served a term as a member of the Trades Hall Council. He had an extensive knowledge of the struggles that took place to achieve better conditions for railway workers. Fred worked for many years as a fireman and then worked his way up the ranks to driver, experiencing many changes from the days of steam locomotives through to diesel trains, locomotives and even the modern XPT train. He worked throughout Victoria at different stages of his career, with his final working years focused on the northeast of Victoria and the Albury to Melbourne line. After his retirement, Fred continued to share his love of steam miniature trains with the community. Cudgewa Line -The Cudgewa railway line opened in stages between 1889 and 1921. The first section from Wodonga to Huon opened on 10 September 1889. It was extended to Bolga on 18 July 1890, Tallangatta on 24 July 1891, Shelley on 13 June 1916 (the highest station in Victoria), Beetomba on 10 April 1919 and Cudgewa on 5 May 1921. In 1919, the line was used to carry materials for the construction of Hume Weir, and three years later a spur line connecting Ebden to the weir was opened. In the 1960s, Cudgewa became the railhead of materials for the Snowy Mountains Scheme. The last passenger service from Wodonga to Tallangatta ran on 30 September 1961 The turntable and passenger platform at Cudgewa were abolished in 1976.This collection has local and statewide significance as it captures images of trains, locomotives and personnel who operated the railway services in Wodonga and throughout Northeast Victoria. The railways played a critical role in opening up Victoria and connecting Australia for trade, business, social communication and transport.Historical Steam locomotive on journey to Cudgewa. A banker is railway locomotive that temporarily assists a train that requires additional power or traction to climb a gradient. K Class Locomotives - One of VR's most successful classes of loco they were built over a 24 year period. A general purpose, light lines loco the K class had a very long career in all sorts of service from branch line passenger and goods work to pilot and banker duties and roadside mainline service. The K class is credited with working virtually every line in the VR system and hauling almost every kind of train. The majority of the class lasted into the 60's. K 184 and K186 were built by the Victorian Railways' Newport Workshops in 1945 to the successful K-class 2-8-0 locomotive design for branch-line work. K184 entered service on 9 January 1946. K186 entered service on 19 March 1946. K184 was used on heritage services with Steamrail Victoria through the 1970s. It was withdrawn from service in 1980 and is stored at Newport Workshops. and is now used as a source of spare parts; other Steamrail K Class locomotives occasionally wear its number plates and headlight number boards. It recounts the cricket competition between the Dark Blues, Light Blues, Green and Orange teams. Written and illustrated by Pat Hanna in a satirical style it was clearly intended to entertain as much as to inform, but the humour would be seen to be heavy handed or not funny at all today. In the early days meetings were held at places like the Phairs Hotel, and Victoria Coffee Palace. Ash Wednesday Veteran This Bedford M Series tanker spent its working days at the Forests Commission depot at Gembrook, and among its many forays, fought the deadly Ash Wednesday bushfires at nearby Upper Beaconsfield and Cockatoo on 16 February 1983. Earlier in 1975, the M Series tankers underwent a design change at the Altona North workshops, replacing the cylindrical water tank with a “V” bottom 4090 litre water tank that sat low between the chassis rails to reduce its centre of gravity. Aluminium heat shields were also added to protect the pump operators on the back. While generally considered "bulletproof" the petrol fuel lines on this particular model were very prone to vaporise in the heat causing the motor to stall, often at the most dangerous moment.... in this case frightening the hell out of its driver, affable knockabout bloke, and firefighting legend Lex Wade. Some jokingly said this design quirk was an inbuilt safety feature to stop crews getting too close to the fire in the first place. The Gembrook tanker was later sent into the workshop and all its brake and fuel lines fitted with heat resistant lagging. Fortunately, this remarkable bushfire survivor was rescued from the scrap heap by Lex and fire equipment wizard Barry Marsden upon its retirement from a loyal and lengthy service. The object is a cast iron plaque.The Melbourne branch of the Royal Mint was established in 1965 after negotiations between Victoria and the British Exchequer. The original site contained 9,763 square meters and included a large area at the rear of the building. On this area, November 16th, 1869, the erection commenced of a single storey building forming three sides of a courtyard and containing workshops, laboratories and coining hall. The Guard Houses and this existing building, which completed the courtyard and housed administrative offices, deputy master's quarters and bullion room followed. All these buildings were designed by J. J. Clark, architect with the Public Works Department. The official opening took place on June 6th, 1872, when the first gold sovereigns were minted. IN 1970 the Public Works Department commenced the restoration and adaptation of this building and the Guard Houses for their present purposes. historic building, former royal mint

On 15 December 1994 the former Shire of Eltham ceased to exist following the Liberal Kennett Government local council amalgamations. A new Nillumbik Shire Council was established with unelected commissioners appointed. That Council sold the former Eltham Shire Council Offices and land at 89S Main Road Eltham to Dallas Price Homes Pty. Ltd. the sale being conditional upon the granting of a planning permit for a petrol station/convenience store, fast food and video outlet. The sale was conditional that if the permit was not granted by 30 August. 1997, the contract could be avoided by either the purchaser or the vendor. The proposed development consisted of a petrol station with undercover fuelling facilities, convenience shopping, a drive through service facility for fast food, an 80 seat cafe, automated banking, a children's play area and retail space. In addition, the proposal included a 200 square metre community facility for Council use, provision of on site carparking over 2 levels for 83 vehicles, and advertising signage. An Advisory Committee consisting of Dimitry Reed and Margaret Pitt was appointed under Section 151 of the Planning and Environment Act 1987 to hear submissions on the proposal to develop the land at 895 Main Road Eltham, the site of the former Eltham Shire Offices. In September 1996, two applications were made by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Ply Ltd, to Nillumbik Shire Council. After extensive notification, the Council received 213 objections and a petition of over 1400 signatures. On October 9, 1996, Nillumbik Shire Council issued Notices of Decision to Grant Permit on Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, cafe/takeaway food premises, a retail facility and a community facility, with associated advertising signs. Objectors to the proposals lodged Planning Appeals number 96/40724 and 96/40812 with the Administrative Appeals Tribunal on November 1, 1996. The grounds of appeal can be summarised as: inappropriate development, insufficient carparking, traffic and access issues, unsatisfactory design, inadequate permit conditions, the proposal being out of character with the area. and being contrary to the purpose and orderly development of the Eltham Town Centre, excessive noise, lack of consultation and unsuitable signage. On November 13, 1996, the Minister for Planning and Local Government directed the Registrar of the Administrative Appeals Tribunal. under Section 41 (1) (a) of the Planning Act 1980, to refer the Appeals to the Governor in Council for determination without a hearing or recommendation by the Tribunal. The Minister for Planning and Local Government called in the Appeals as he considered that they raised major issues of policy relating to the facilitation of development in accordance with the objectives set out in Section 4 of the Planning and Environment Act 1987, and that determination of the Appeals could have a substantial effect on the achievement of these planning objectives. The Minister required the Advisory Committee to consider the planning merits of the proposed use and development, and to address the issues raised in the objections. The Advisory Committee was required to produce a report providing: • The Committee's response to the matters detailed; • Relevant supporting information for the Advisory Committee's recommendation; and • A description of the proceedings conducted by the Advisory Committee and a list of those consulted or heard by the Committee. In March 1997, elections were held in the Shire of Nillumbik and the view of the new Council to this proposal differed from the view held by the earlier Council Hence the Submission made to the Committee by the Shire was against the decision by the Shire of Nillumbik to issue the Notices of Decision to Grant a Permit. The Recommendations of the Advisory Committee were: i. The cafe and take away food premises are as of right uses and are therefore allowable, but that shop and petrol station are unacceptable uses. A community facility is a discretionary use and is acceptable. ii. A development of the type and scale proposed is totally inappropriate for this land and that the Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, café/takeaway food premises, a retail facility and a community facility, with associated advertising signs, be refused. iii. The land should be rezoned for public purposes and should remain in the community's ownership for community use. Following this, the Minister for Planning and Local Government, the Hon. Robert Maclellan, appointed Mr. Paul Jerome as an Advisory Committee under section 151 of the Planning and Environment Act 1987 to consider a Convenience Centre and an alternative proposal by Iha Shire of Nillumbik being the Eltham Gateway Community Precinct Concept Plan for the site of the former Shire of Eltham municipal offices at 895 Main Road, Eltham. In summary, the terms of reference for the Advisory Committee required it to: • consider the merits of the Council proposal • examine the merits of both proposals in terms of net community benefit • address the report of the previous Advisory Committee on the Convenience Centre proposal The Advisory Committee inspected the site and considered all the material before It including submissions made by all parties to the previous Advisory Committee and correspondence received by the Department of Infrastructure both before and after that Committee submltted its report. The Advisory Committee also held discussions with the following people: • Cr. Robert Marshall • Cr. Margaret Jennings • Cr. Lex de Man • Mr. Dallas Howgate of Dallas Price Properties, also Dallas Price Homes • Mr. Barry Rochford, CEO, Shire of Nillumbik • Ms. Yvonne Rust, Planning Officer, Shire of Nillumbik • Mr. Gregory Burgess, Architect of the Eltham Library and of Council’s Community Precinct Concept Plan • Mr. Jim Connor representing Mrs Thelma Barkway of the Eltham Senior Citizens Club Having considered all the material before it, the Committee arrived at two basic conclusions. First, the DPP proposal should be rejected because, on its merits, It does not sufficiently satisfy the requirements of the planning scheme which is a statutory document. The planning scheme requires that, before making a decision on the permit applications for the DPP proposal, a range of matters must be considered. It follows that consideration of these matters should Influence the decision. These matters include local policies relating to character and amenity. In particular, these policies seek • to conserve and enhance the bushland/country atmosphere, artistic heritage and strong sense of community of the Eltham Town Centre by ensuring that the design and height of any new development is sympathetic to existing buildings • to achieve a pleasing physical environment within the Eltham Town Centre by encouraging a high standard of architecture and urban design • to encourage Improvement to pedestrian amenity through such facilities as open and shattered rest areas and meeting places, crossing facilities, pedestrian arcades, pedestrian links to car parks and pedestrian weather protection • to reduce conflict between vehicular traffic and pedestrian flows, and • to encourage pedestrian thoroughfares It is submitted, as set out In the main body of this report, that the DPP proposal fails substantially to meet these policies and In so doing does not merit the exercise of discretion In Its favour with the Issuing of a permit. This finding is not offset by the investment and employment attributes of the proposal. They do not override the need to comply with the planning scheme. Second, the Council proposal, on Its own merits, substantially meets all statutory requirements applicable to this site with a possible reservation about car parking and traffic management which need further definition and assessment as the concept is refined. The Council proposal, however, has a serious weakness in that Its financial viability has not been adequately tested. The Committee refers to 'financial' rather than 'commercial' viability in recognition that Council owns the land and may enter into a range of agreements and partnerships to realise its concept some of which may be truly commercial and some of which may involve an element of subsidy arising from Council's involvement as a public body acting on behalf of its community. Charles Symons Wingrove, J.P. (1829-1905) arrived in Victorian in 1851. He had trained as an engineer, but tried his luck on the goldfields. In 1857 he was appointed as Secretary to the Eltham District Roads Board only one year after its foundation. He was to hold the position with the Board and later the Eltham Shire Council for total of 47 years. He also held the position of engineer for a large part of this period. During part of this time he was also secretary to the Heidelberg Shire Council. Over this period he was responsibly for an area stretching from Clifton Hill to Healesville, along the northern bank of the Yarra River. Other positions included Secretary to the Victorian Agricultural Society over along period.Wingrove was a main figure in the Municipal Association of Victoria. By the time he retired he was recognized as the “Grand Old Man” of Victorian local government. In 1858 Wingrove had a brick cottage built in Main Road near the State School and he lived here until his death. One room was uded as the Board and Council office. His descendants owned the house until 1974. It was later used as a psychiatric clinic. The park opposite the cottage has been named Wingrove Park in his honour. He is buried at St Helena with other members of his family. Age (Melbourne, Vic. : 1854 - 1954), Tuesday 18 July 1905, page 5 ABOUT PEOPLE. A conspicuous figure in northern municpal history, Mr. Charles Symons Wingrove, has passed away. He was for many years secretary and engineer for the shire of Eltham, and prior to the formation of the shire held the position under the old road board, his official connection with the district dating from beyond 1857. For about twelve years he also filled the position of shire engineer for Heidelberg council while retaining his other post, and the immense territory under his professional control, reaching from the boundary of Collingwood up to Healesville, was a matter of fatherly pride and interest to him. He arrived in Victoria in 1851, and was 76 years of age at his death. Mr. Wingrove retired from the position in the Eltham council only about a year ago. The interment will take place in St. Helena Cemetery, near Eltham township, today. Secretary, Eltham District Road Board 1858-1871 Secretary for the Shire of Eltham 1871-1904. Agnes Bell (1824-1924) from a pioneer Kangaroo Ground family, married Scotsman Ewen Hugh Cameron (1831-1915). In 1863 he took up the 100 acre farm “Pigeon Bank” at Kangaroo Ground where the family lived. In 1874 Cameron was elected as the Member for Evelyn in the Victorian Legislative Assembly and held the seat until he retired in 1914 as “Father of the House”. Agnes and Ewen had eight sons and three daughters. A series of photos of Pugh at work. Clifton Pugh (1924-1990) was born at Richmond Victoria, and educated at various schools including Briar Hill Primary, Eltham Higher Elementary School and Ivanhoe Grammar. He studied art at the National Gallery School of Victoria 1948-52. Pugh is recognised as a one of Australia’s foremost painters. He is represented in major galleries throughout the country and overseas. He founded the “Dunmoochin” artists colony at Cottles Bridge. This front image from "Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall, page 128 shows Pugh working on his portrait of Dame Mabel Balcombe Brookes (1890-1975). According to an entry in the Australian Dictionary of Biography for Dame Brookes, this Pugh portrait remains in the family. The original General Store at Research was also known as Doneys. It was located near where the present Main Road Research Shops are situated (opposite Ingrams Road). Charles Doney shown in front of the store. His wife Blanche is at the gate and his mother on the verandah. They had two boys Lance and Bill. The mother gave her daughter the opportunities and the graces. One of the children lived in a railway carriage behind the Church of England Research. A single chimney was unusual for a building like this. This item is from the private collection of George Shirling of Red Onion, Falls Creek. George Shirling arrived in Falls Creek in 1962. He engaged Phil Nowell to build the original Koki Alpine Lodge which opened in 1965 with 14 beds. George operated the lodge with Michael “Baldy” Blackwell as manager. In 1981 he graduated in sport psychology and was invited to become team psychologist for the Australian Winter Olympic team which went to Albertville, France, in 1992. He later owned the Red Onion Chalet. George Shirling passed away on 27th February 2023. He had remained actively involved in Falls Creek and was generous with his time and knowledge, always an amazing supporter of The Falls Creek Museum and Falls Creek Village. Patricia “Patsy” Sydney Russell Finlayson was born on 17 March 1915. In 1935 she was selected for the NSW Ski team and competed at the Australian Championships. Patsy was runner-up in the individual slalom and giant slalom and became the Australian combined champion. In that year she also won the Summit Ski Race at Mount Kosciusko with a time of 9 hours and 37 minutes, breaking the women's record by 1½ hours. In 1936 Finlayson earned national selection for the first Inter Dominion Championship between Australia & New Zealand. She was then selected to represent Australia at the 1939 Nordic World Ski Championship at Zakopane, Poland but was injured during training. She returned to Australia in August 1938 and had to compete in the men's event (placing 4th) as the women's event had been cancelled. In 1969 Finlayson won all her events in the Australian Ski Championships. In 1941, Finlayson was appointed Australia's first female ski instructor. However, she had to resign from the Australian Women's Ski Club as she was no longer considered to be an amateur. This made her ineligible for the Australian or NSW ski championships and the Olympic Games. In 1949, the International Ski Federation (FIS) changed the rules governing amateur standing and Finlayson was allowed to compete at the NSW and Australian Championships. She went on to win all events in both 1949 and 1950. Ross Milne grew up on his family's tobacco property in Myrtleford, and began skiing at Falls Creek at an early age. He was taught by Austrian Sigi Haberzettl, who was chief coach at Falls Creek for 17 years. Ross went on to win the North-Eastern District Ski Association (NEDSA) Junior Championships for three consecutive years. In 1961 Ross was a member of the Australian team which competed against New Zealand in the Inter-Dominion Championships. In 1963, he won the Downhill and Alpine Combined title at the Australian Championships, while placing second in the Grand Slalom event. Ross was selected in the Australian team that participated in the 1964 Olympic Winter Games at Innsbruck, Austria. A few days before the opening of the Games, on 25th January 1964, he tragically lost his life when he crashed into a tree during a training run for the Men's Downhill. He was only 19 years of age. The construction of the Ross Milne Memorial Ski Jump was first discussed and built between 1964 and 1966. It was located at the top of Gully, Site 99, heading down the gully and ending with a run out onto Falls Creek Road. The Jump was constructed by the Nordic Committee of the Victorian Ski Association. Problems plagued the construction of the Jump and continued until 1974 when it was deemed unsafe. Problems such as construction methods and materials, snow loading and soil foundations and footings were some of the issues which the VSA Nordic Committee faced. On top of this there was discontent with Resort Management and the Lift Company of the day with respect to safety of the Ski Jump and its effect on adjoining chair lifts if an emergency should occur. The cost of reconstruction was prohibitive and an order was given that the SkiJump was not to be used during the 1974 ski season. Ramon (Ray) Francis Honisett (11.04.1931 - 30.08.2019), Fellow RMIT and medallist specialised in philatelic design, marine and military aircraft painting art and was active in the 1960s - 1990s. Ray Honisett used to live in Rye, in the Mornington Peninsula. According to Gavin Fry's book: The painting likely depicts the Lysaght Endeavour loading at Hastings. "The Lysaght Endeavour and its sister ship Lysaght Entreprise were built in Newcastle in 1973 specifically to serve the regional steel industry on the route Port Kembla - Westernport - Adelaide. Even after being lengthened by 17 metres, the two ships had remarkably short working lines, with both being broken up by 1988."Maritime artLarge framed unglazed landscape format painting predominantly green depicting in foreground a merchant vessel, a roll-on roll-off cargo ship moored at a single quayside on a river or river mouth. The middle ground shows a moderate solid jetty leading to large storage sheds at right. The background appears primarily rural with fields and hills in the distance. The location is probably Hastings Western Port in Victoria - notice the forklifts loading rolls of steel produced at the nearby steel rolling mill - the buildings in the distance. You can see the rolls of steel lined up on the hard stand to the right of the ship. The funnel colours suggest the Australian National Line. The frame incorporates a beige fabric slip with gilt edge the actual dark wood frame also with inset banded gilt edge. The back of the painting is covered with brown paper in places damaged. This is a set of 10 photographs of surveyors and support staff in the field undertaking duties in the Northern Territory and North Queensland in 1959 – 1960. The surveyors were employed in the establishment of mapping and geodetic control. In this era surveyors used theodolites to observe horizontal and vertical angles and tellurometers to measure base line distances between survey stations. Laplace survey observations seen in Photo .1P was a series of precise observations carried out at geodetic survey stations to determine astronomic latitudes, longitudes and azimuths to achieve maximum precision in the survey network. Laplace observations were necessary in a geodetic network at every 6th survey station, however the National Mapping Council specified at this time the spacing would be ideally between 4-6 survey stations. The cairn shown in photo .4P was built by RASvy as a landmark over a trigonometric survey station. It was dismantled in 1960 to enable re-occupation and survey observations. Launch of "Pioneers and Painters: One Hundred years of Eltham and its Shire" by Alan Marshall. The history was commissioned by the Shire of Eltham and published as part of the Shire of Eltham centenary celebrations. Mary Stansfield, wife of Peter Stansfield (ex Chief Librarian Heidelberg Regional Library and Miss Jean Truebridge, (Deputy Librarian, Heidelberg Regional Library). In November Miss Truebridge was appointed Chief Librarian at the City of Heidelberg municipal library.
