This photo of President David Ford and a widow with an envelope was taken on the same film as celebrations for the 80th Anniversary of Legacy in the grounds of Government House in 2003. It could be the widow passing over funds raised by the widows clubs to President Ford.There was a strong relationship between Legatees and the widows clubs.
