It is important also as a very early estate development incorporating a range of features other than houses and including made roads, shops and recreation facilities. In this respect it was the forerunner of the comprehensively planned housing estate of the post war era. The estate is distinguished by its aesthetic values, as is the earlier and comparable Hillcrest Estate, which are formed by a combination of restrained diversity in house styles, with the exception of no. 30 in the emerging International style, and by a landscaped garden environment. Several items were given by a seafarer, Mr Nicholas Garlick (1926-2009) into the care of Father Brady who retired from St Pauls Cathedral, Melbourne in 2018. It was converted by the addition of a Guard's Van compartment and modified for Wheelchairs access by Puffing Billy Railway and re classed & numbered 21NBHC Puffing Billy Service History or Notes Between 1997 and 1998 the Puffing Billy railway built six more NBHs, numbered 18-23. These had steel frames, padded seats, and a wide "window sill". At first glance they look the same as the previous NBHs. There are other minor construction differences due to the use of steel framing. 21NBH entered traffic in 1998. The photo on the right shows the exterior of one such NBH. The Main Street of Sassafras c1952 showing Mechanics Institute at left under snow. Note the hedge around the area that is now the Village Green. At the time of the photo the land belonged to Eva Shugg where she ran holiday flats called St Annes. Eva Shugg sold her house to Max Dower to extend his nursery in the 1970s and built a new home around the corner on Mountain Highway. At this time she donated part of her remaining land to form a Village Green.
