In this picture can be seen steam locomotive J-521 and tender to which is attached State Car No. 5. It is believed that the other support carriages have been de-attached and the train has pulled up at the front of the platform allowing room for other trains to pull in. Immediately behind on the same track at the platform is a Diesel Electric Rail Motor (DERM) and C-class bogey (luggage) then a small (articulated) rail car (articulated) then a cattle van. On the adjacent track is State Car No. 2 (Melville) and a C-van. State Car No. 2 (Melville) was used a power generation car for special trains and the Train of Knowledge. State Car No. 5 is in the design of the Spirit of Progress. George Coop advised that the occasion is the visit of the Governor of Victoria, Sir Rohan Delacombe to Echuca in 1963. Delacombe had replaced Sir Dallas Brooks in May 1963 who had departed for England on the liner Iberia,11 April 1963 (1963 'SIR DALLAS ON WAY TO U.K.', The Canberra Times (ACT : 1926 - 1995), 9 April, p. 9. , viewed 27 Jan 2020, http://nla.gov.au/nla.news-article104249252) George believes the Governor was doing a considerable formal train ride around the State and Echuca was on the schedule. Following council amalgamations, a series of community consultations were undertaken in 1995 to inform the development of a cohesive vision for the newly formed Shire of Nillumbik. A response to the new conditions which people of the Eltham/Diamond Creek/Greensborough and surrounding rural areas found themselves in as a result of the decision by the Victorian Government to amalgamate local governments into larger entities. The case for these reforms was strong, but the amalgamation process did disrupt some people's lives.The need to bring together the people within the new boundaries of Nillumbik was recognised by the Commissioners and the Chief Executive Officer of the Shire, who felt that a good way to begin was to develop a future vision for the Shire. It was decided that the people of the Shire should be asked what they wanted their future to be and a process of consultation was established through which people could express their views. Panel Presentation at Eltham District Historical Society meeting November Meeting - A Virtual Eltham Literary Tour (Newsletter No. 225, Nov. 2015) The topic for our November meeting is inspired by a literary tour of Eltham organised by the Eltham Library a few years ago. Of course at a meeting we cannot actually visit sites associated with local writers but we will discuss their lives, writings and Eltham connections. The starting point for this presentation was a long list of local writers, including many present day authors, with quite a few being members of our Society. To keep the presentation to a manageable length we will deal only with writers and literary figures who have passed away. The presentation by a panel of members will include a number of readings relevant to each of the subjects. A particular feature will be the life and work of Alan Marshall who had a long association with Eltham and is our most famous and well known author. In 1971 he wrote Pioneers and Painters: One Hundred Years of Eltham and its Shire. In September 1937, a group of ladies met to form a Ladies’ Committee to assist the General Committee in raising funds for a Public Hall. Those present were Mrs Allen, Mrs Bowman, Mrs Hickey, Mrs Rains, Mrs Boake and Mrs Lyon. As there were only six present, they elected to remain in the interim as a Social Committee to arrange catering, etc., for the two dances that had been arranged for September 29th and October 30th of that year. Both those dances proved a great success. Mrs McAdie joined the committee in October. The Ladies’ Committee was officially formed at a combined meeting of the General and Ladies’ committees held on April 6th, 1938. Mrs Boake agreed to be President, Mrs Lyon as Secretary and Mrs Rains as Assistant Secretary. Other members included Mrs Browne, Mrs Forde, Mrs Jarrold, Mrs Bradbury and Mrs Taylor. By 1941 their numbers had grown to include Matron Wilson, and Mesdames Andrew, Brinkkotter, Cloney, Walker, Parsons, Crick, Ballenger, Travena, Hurst, Shields and Le Brocq . A number of these ladies eventually became part of the Women’s Auxiliary of the Eltham War Memorial Trust. Councillor A. Brinkkotter, secretary of the Hall Committee, noted that Eltham had succeeded, after many long years of fighting, in erecting a new hall and civic centre which had been badly needed. “It took a long time to convince the Council of the necessity for a new hall and civic centre in Eltham.” “The councillors, in looking after the interests of all sections of the rate payers, could not see that such a move was necessary. But finally the Hall Committee proved that such a move was not only advisable, but would prove a financial asset to the Shire.” “This committee had to put down £1,500 in cash before the work on the hall began, and to enable the committee to do this, residents loaned them money free of interest for 12 months. In addition the committee has guaranteed to pay the Council £100 a year for the next ten years.” “The borrowed money has to be repaid to the lenders, and I hope that the public will realise this and support the functions which have been and will be arranged by the Hall Committee to enable them to return the money as soon, as possible.” At the opening gala for the Public Hall, Mr. G. L. Chandler, M.L.C. said “It speaks volumes for those people who have worked for many years for the hall. I know of no other place where the residents have handed over £1,500 for the erection of a hall and guaranteed the balance of the cost. You will always find the few who say ‘Time is not opportune.’ In these days you have to make your opportunities.” “Before any town can advance, a civic spirit must exist in the residents, and I hope the people will support the Hall Committee which has the interests of this district at heart.”Background workings for the funding of a Public Hall at Eltham. The funding was provided by public subscription and the money loaned to Council to build the hall. The hall was part of the new Eltham Shire offices located at the corner of Main Road and Arthur Street. Grace Mitchell was probably best known for her Eltham shop at the corner of Mt Pleasant Road and Main Road. Grace's memories covered many local identities who were patrons of her shop between 1954 and 1971. From the elevated position of her shop and home Grace was able to view a varied passing parade of Eltham events from ERSILAC, Easter and Eltham Festival parades passing on their way to Eltham Lower Park, circuses in Wingrove Park (then Bremner’s Reserve), roadworks and other happenings. Bremner's Reserve was renamed Wingrove Park c.1970 This photo of her daughter Jenni was from a series of images presented by Grace Mitchell at a Society talk 10 March 1993 on the theme of “My Eltham”.
