This book of planning and construction details covers the first detailed records the Kiewa Hydro Electricity Scheme of 1919 (ORIGINAL), 1958 (2nd Modified Plan) to the last general plan of 1961. It is an excellent overview of one of Australia's greatest construction projects (along with the Snowy River Hydro Scheme). This book highlights in detail the planning, programming and construction phases throughout the life of the construction from 1919 onwards until the 1960's. There were a few copies made using carbon paper and a type writer on foolscap paper.This book with its Parts A to D, photographs and plans/tables is very significant to the Kiewa Valley region as it details "the bones" of one of Australia's greatest construction projects that was undertaken by Governments that had the foresight and the will to undertake such a costly and environmentally imposing project for the benefit of their states and their country. This project was at a time when financial and security pressures where at a high and fluctuating level. This project was the major contributor to the expansion and diversity of non rural activities within the region. It was directly and indirectly the cause of better transportation avenues, tourism and the lifting of the regions natural facilities to sustain an ever increasing long term and short term population.This large hard (thick cover) book has both front and back sides fastened to the spine by two brass screw on pins. The book title, author/compiler and the commissioning organisation (STATE ELECTRICITY COMMISSION OF VICTORIA) together with the SEC Vic emblem are all embossed in gold script.The spine is also embossed with the title. The book contains 396 pages consisting of the 390 pages which are the duplicate(carbon copy) of the original type written pages and 6 pages of site plans. There is no indication that it is an official tram or railway publication. During the second half of the 19th century when the booklet was produced there was only a horse tram (1887-1914) and the Kew Railway Line (1887-1952). It commemorates the visit of the band's members to that exhibition in 1888-1889. Major W.S. Helpman was the commander of the Warrnambool Militia Garrison Artilery at that time. This photograph is significant historically for its record of the members of the Warrnambool Militia Garrison Band of 1888-1889. The photograph connects the band members to the citizens of Warrnambool and their protection by the Militia. It is also significant for the connection of the band with the various local military and community events. A document written in 1976 by Legatee Frank Meldrum containing his account of the start of Legacy. He was responding to a request for information about the history of Legacy that the archive committee was collating. He mentions several key members by name and what they achieved. As with other similar accounts he mentions the original objective was to see diggers placed in employment. When two years later the focus changed to the families 'thanks to Frank Doolan Legacy found its SOUL'. Many other accounts have also used the term 'soul' when referring to Frank's suggestion. It seems many Legatees had been quietly helping families of their comrades; Frank 'said he was helping a widow with two children of an old army mate. It was discovered that several of the Board were doing the same. Stan Savige had taken over the care of his widowed sister and her two boys, whose father had died at Passchendale. I had a widow with two little ones whose father was one of my best mates at Anzac. He died of flu virus after returning to Australia. I think eleven members of the Board or Committees were already giving similar service. Frank's proposal caught on immediately. Legacy had found its Soul!' 'Harold Peters started his Lit and Debating Class and I was asked by Stan to find a PT instructor', Frank Meldrum asked for the 'Billy' Williams to helped, and a cobber from Anzac, Louis Vavjanezki, to take on boxing and wrestling classes. 'All committees carried their own expenses amongst themselves - nothing was charged to JLC. Hugh Brain started the Education Committee and was given a donation, I think of $1000 (a heck of a lot in those days) by the Ballieu Bros.' He also mentions 'For the first 5-10 years practically all administrative costs were borne by the members.' 'Stan Savige was, of course a tremendous driving force in all the work for the Juniors. He put on a Christmas Camp at Balnarring on his own property and was Camp Commandant and Camp Cook.' Legatee Keith Mitchell helped Frank Meldrum in doing a dental examination of all children in the classes and then Frank did the necessary treatments in his rooms. When it was known they were treating over 400 children and their mums, Syd Birrell then got the board to co-opt two more dentists into the Club and form a Dental Clinic. Syd Birrell also started a Legal Committee to provide free legal advice. 'Committees quietly vied with each other to give better services to the Juniors and their mums. It was an atmosphere that was unbelievably happy - SERVCE WITHOUT SELF'. He mentions picnics, including one at Grimwade house - photos are at 01382 - where legatees were dressed up. The first demonstration was held in the 'Playhouse, just over Princes Bridge and was a great success.' Aaron Beattie and Mrs Gilles were mentioned. The notation H33 in red pen shows that it was part of the archive project that was trying to capture the history of Legacy. After the first world war there was a decision made to create a memorial. Legatees were involved in the process at various times and capacities. In particular Legatee Kemsley was vocal in idea of a structure over a utilitarian memorial (such as a hospital or a park) - see letter at 01182. These notes include the resolution that passed at the Melbourne Town Hall at a public meeting: "That this meeting of citizens confirm the launching of an appeal by the Lord Mayor to establish a National War Memorial by means of a monument and that an executive committee with the Lord Mayor as Chairman with power to add and point sub-committees be formed to carry out the project." Also that 20 sites were selected for consideration in 1921. Although the St Kilda Road site was favoured early on, by 1926 there was pressure to change to a "provision of square" and Cenotaph at the intersection of Spring and Bourke Streets. Legacy Clubs voiced their opposition to this proposal by passing a resolution "That the Melbourne Legacy Club, representative of the returned soldiers in business in this city, whilst welcoming the Anzac Square Scheme as a city improvement, cannot support it as a War Memorial scheme and affirms its support for the Shrine of Remembrance in the Domain as the only War Memorial worthy of Victoria's unparalleled efforts in the Great War." The document was in an envelope with a letter dated 30 April 1971 (01182) that also outlines the efforts Legacy (especially L/- Kemsley) went through to promote the construction of the Shrine of Remembrance over a proposed square. The envelope says 'The Origin of the Shinre of Remembrance p/p Legatees Kemsley and Joynt'. And the initial 'JMBA'?. It was in a file with other documents concerning the Shrine and it's history.A record of the events that led to the construction of the Shrine of Remembrance as noted by a Legatee at the time. This book was compiled by Esther Temple and David Lloyd with illustrations by Betty Barberis and additional material provided by Clare Roper, Joan Macdonald, Wilma Davies and Nell Bateman. The book was first penned in 1971. It briefly covers the period from the indigenous tribes(broken down into family groupings) known as the "first Australians" who lived in the valley well before English settlers arrived. first white settlement (graziers, miners, stockmen) to smaller settlements.The development or transformation from a pristine(hunter/gatherer) valley environment to one that has been gradually changing to a more commercial rural/industrial landscaped valley. This transformation was made within a time span of two hundred years. The book details the first pioneers and their descendants, along with the changes to their environments both domestic and commercial. The book highlights dates and events that shaped the "feel" of the valley. The extreme hardships faced by pioneer families during the extremely isolated times away from "civilisation".This publication provides an insight to the struggles and victories against the harsh Australian bushland by people who had not been raised in such a sometimes inhospitable environment. It was this transformation which instilled into the Australian psyche of self sufficiency and the ability to grasp onto ideas or "bush" remedies to overcome enormous difficulties. Richard Osburne (1825-1895) came to Warrnambool in 1847, a pioneer resident in the new settlement. In 1851, with John Wilkinson, he founded Warrnambool’s first newspaper, the Warrnambool Examiner, and issued it weekly for some months until he left the town for the goldfields. Returning in 1853 he resumed publication of the Examiner and continued it, intermittently in its last few years, until 1880. He was acknowledged in his day as the Father of the Warrnambool Press and was a dominant figure in Warrnambool’s early history. In 1882 he went to live in Melbourne, returning to publish his ‘History of Warrnambool’ in 1887.This book is highly significant as it is an original copy of one of the most important books written on Warrnambool’s history by one of Warrnambool’s most important early settlers (published 1887). Original copies are extremely rare now. The book was given to D.B. Sellars by his first cousin, John Murray, who was Warrnambool’s Parliamentary representative for over 30 years and Premier of Victoria from 1909 to 1912. John Murray’s signature is in the book and this is an important addition. The provenance therefore is of the highest significance. No details are available on the recipient of the book or the donor of the book to the Historical Society. This is an original copy of Richard Osburne’s book on the history of Warrnambool from 1847 to 1886.
