Nillumbik Commissioners used 'reserve power's to permit a controversial Shell service station and Hungry Jackls restaurant development at the former Eltham Shire Office site at 895 Main Road. More than 200 people attended the Council meeting in the public gallery and protested at the decision. 32 personal submissions were made to Council's Planning Special Committee meeting whose members vioted 3-2 against the development. The Committee consisted of the three Nillumbik Commissioners and three community members (Jim Connor, Bronwyn South and Janet Mattiske). Chief Commissioner Don Cordell, a former Shell employee excused himself from voting and the three communbity memebrs voted against the submission. The other two commissioners, Vin Heffernan and Kevin Abbott voted against it. They then immediately closed the meeting and opened a Council meeting lasting just seconds to use special reserve powers to overturn the decision. Community residents who made submissions included Russell Yeomans speaking on behalf of the Eltham Gateway Action Group and Eltham District Historical Society, Des Ryan on belaf of Eltham Senior Citizens, Angela Newhouse, others on behalf of Our Lady Help of Christians Primary School and Judge Book Village, Tom Munro, Ian Jennings, Margartet Ball a fifth generation descendant of the Shillinglaw family, one of the early settlers of the area and owner of the land that was sold to Council, Frank Burgoyne who said "there will be a lot of creaking and rumbling in the cemetery if this goes through. So many old people who have done so much for Eltham are buried up there and it is up to us to pass on what they left to the younger generation. Eltham is a beautiful spot; why louse it up?" A second article "Anger over reserve power" by Laeta Antonysen provides commentary from the three Planning Special Committee community members, former Eltham Shire Councillor Jim Connor, Bronwyn South and Janet Mattiske about the process that took place and the first time use of the spoecial reserve power to overturn the decision of the committee. Barry Rochford, Nillumbiuk CEO defends the use of the power.The demolition of the former Shire of Eltham offices and proposed sale and development driven by the Commissioners for Nillumbik Shire Council brought the community together in substantial protest at the infrigement of ratepayers democratic say in local government and ciommunity assets combined with protests about inappropraite development of Eltham's Gateway. Photograph - Army Survey Regiment - Regimental Training Field Phase, 1995
This is a set of twenty photographs of the Army Survey Regiment undertaking regimental training in state forest north of Costerfield, Victoria, 1995. The state forest is now part of the Heathcote-Graytown National Park. The aim of the training was to provide personnel practical revision of infantry and minor tactics at the section level, navigation and map reading, RATEL and Survival in the Field. This was the Army Survey Regiment’s last military skills field training exercise before disbandment of RA Svy and the weather on the last day was wet and cold. It provided soldiers who decided to continue their military service essential military skills revision and for those who chose to discharge from the Army, it reinforced their decision to leave. LTCOL Duncan Burns was the last CO of the Army Survey Regiment from 1994 to 1996 and WO1 Ken Johnston OAM MM from RA Inf was the RSM for one year in 1995.This is a set of twenty photographs of the Army Survey Regiment undertaking regimental training in state forest north of Costerfield, Victoria, 1995. This is a photograph of Percy Nixon's sons - Jack, Allen, Pres, Keith and Jim. The photographer was Warren, Helena (1871-1962) who was a self-taught photographer who became both the local press correspondent and a producer of humorous trompe l'oeil postcard images. Helena Warren was a thirty-two year old settler living on a small mixed farm with her husband, William, at Newmerella, near Orbost in Gippsland, Victoria, when she bought her first camera, an Austral Box quarter-plate. Her family says she was entirely self-taught, like many women photographers who started out with nothing but the instructions on the packets of film and chemicals. In over fifty years practice she graduated from the total novice, who opened all her first mail order plates in bright sunlight and ruined them, to a competent photographer who became both the local press correspondent and an inveterate producer of humorous trompe l’oeil postcard images.This photograph has significance in its association with Helen Frances Warren, a popular Orbost identity who was well known as an accomplished photographer and needleworker. Joy Peck was an artist and husband Hal was a teacher at Eltham High School and a potter. They had three children: Tony, Gina and Marcus. Joy was born in Ballarat but grew up in Warrnambool; died 3 February 2008. She trained at the National Gallery School and exhibited from 1960 until 1997; her Melbourne galleries included Realities and Manyung. This book is an early reader which all Victorian students would have read during the 1930's. The book is made up of poems and stories. The Victorian Readers, one for each of the grades that then comprised the primary school, were first published by the Victorian Education Department between 1927 and 1930. Much of content of these readers was British in origin but there was an attempt to add the works of some Australian authors. This book was owned and used by Roma Cameron. Roma Cameron was the daughter of Harry Purchase Cameron and Lilian Gladys (nee Harding). Roma married Ronald Richard Smith in 1944 and is the mother of Lorraine (Mrs Peter Coulton) and Margaret Smith. Harry's father, James Cameron, came to Bellagoogan on Majors Creek in 1882. Bellagoogan was on Majors Creek near Orbost and was the site of the first race course. Like many others at the time, the Camerons bred race horses.Harry died in 1964 aged 75. Roma was the youngest of three siblings: Jean (Mrs John Gavin (Jack) Ralston) and James (Jim) (m. Joan Hosack). This is historically significant showing what young children were reading during the 1920's and 30's in schools across Victoria. It is vastly different to readers used in schools today. The Victorian Readers provide an insight into the teaching of reading in Victoria and offer an overview of the values and behaviours that were taught and reinforced in schools in the first half of the 20th century.A small grey covered book of 98pp. It is titled "First Book of The Victorian Readers". Jacqueline SLAYMAKER This work was undertaken in 1992 when Jacqueline Slaymaker was a 3rd Year student at Ballarat University College. The catalogue for the End of Year exhibition in 1992 states "The figures importance is purposeful. The strong sculptural form of the torso, tensions of the skin and volume are the aspects I focus on. Drawing is vital to my painting. The heavily layered works that I sand, scratch and rub back into eventually resolve some of the problems associated with painting. I believe this constant re-addressing creates a sense of history and building a texture creates a sense of history and build up of texture illustrates the concrete solid way I see the figure. I draw resource from ancient sculpture in particular Etruscan coffins and tomb wall painting. More recently I am interested in the draftsmanship of Jim Dine and monoprints of May Frank.' This item is part of the Federation University Art Collection. It began operations in England and Australia in 1968, and in Australia it moved from Carlton in Melbourne to Wodonga in 1969. The premises were originally on High St. in Wodonga, but a new warehouse was built in Melbourne Rd. later in 1969. It was a direct selling jewellery business using a party-plan model similar to Tupperware and Avon. The sales reps or 'Hostesses' were provided with jewellery samples in demonstration kits, which they displayed at jewellery parties in their homes. The designs for jewellery such as brooches, necklaces, earrings, chokers and bracelets were purchased from freelance designers and jewellery manufacturers rather than in-house designers. In 1979 Sarah Coventry Pty. Ltd. in Wodonga was bought by three Australian businessmen, including Wodonga local Jim Sawyer, and continued to sell jewellery under the name "Sargem Pty. Note that the last paragraph of page 44 should read, "While the 4th Eleven Pennant was intended to close up this brief history, we cannot possibly finish without the tremendous news that in 1979/80, the fourths again got into the Final again led by Jim Myerscough and again won. They were set 295 runs to win and finished with 9/296. Plenty of heart attack and blood pressure material there! The star performer was Stephen Crump who made 138. While he would be the last to agree there is little doubt that the "Myerscough" guidance and skill played a major part in the victory and history will show that many of these lads gained enormously from Jim’s guidance and would go on to outstanding individual successes with the club." Also note that much of the Ringwood history seems to have been copied from the "Place of Many Eagles" book. Some further research on Trove has revealed that a Ringwood team was playing in 1886. -

Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders on the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge. Photographs were posted to Ballarat College of Advanced Education from Melbourne. At this time VIOSH was in the planning stage and it was two years later that the first Intake of students started. People known in the photographs are: E.J. Barker, E.J. Tippett, Mr Jim Reid and Barry Jones. E.J. Barker (Jack) was the Principal of SMB from 1964-1976. He then became the Foundation Director of Ballarat Institute/College of Advanced Education from 1976-1987. The Library Building at Mount Helen Campus if named after him. E.J. Tippett was a member of SMB Council from 1934-1960. He was President of the Council from 1940-1960. He was a member of the Interim Council established to plan the development of the Victorian Institute of Colleges. He then became a member of the Council of the Victorian Institute of Colleges. The Library Building at SMB is named after him. In 1975 he was recognised by the State Government and awarded an MBE. Hon Barry Jones, Member of State Government from 1972 to 1977. He then entered Federal Parliament and was a member from 1977 to 1998. During his time he was Minister for Industry, Science and Technology from1983 to 1990. Ann Tippett - wife of E.J. Tippett. Memories of Train Travel compiled by Wendy Barrie 4/09/2013 Train travel had changed very little from the time my mothers generation to mine. The timetable meant the usual rush to Melton South by bike in her case and if she was running late the train pulled up on the crossing. I was driven to the Station from home past Keith and Mary Gillespie’s house near the Ferris Road rail crossing to Bridge road to Melton South for the 7.32 train. While attending Sunshine High School in 1961 I would meet up with three other students, two of whom I knew from Bacchus Marsh High School days. We usually got into the same compartment on the train, it was a typical country train with a corridor along the side and compartments with a door, roof racks and sometimes heated metal containers for the feet in the winter. Some of the trains came through from Horsham and Ballarat, and the Overland from Adelaide passed through in the evening, we could hear it in the distance from the Ferris Lane home. The carriages had 1st and economy class compartments showing photographs of county scenes and holiday destinations. The engine was the large A class diesel. They are still running to Bacchus Marsh 50 years later, due to the need for the greatly increased number of commuters travelling to work in the city. Sometimes the carriages were pull by a Steam engine, these were a problem in the summer time because the sparks caused fires along the train lines and then quickly spread into the dry grass, crops and stubble. The Motor Train left Spencer Street at 4.23 pm and was the best train for me to catch. Ferris Road was a designated stop and train pulled up on the road crossing. It had steps at the door and rungs to hold while alighting to the ground. The ballast along the tracks was rough and uneven and awkward to land on. The train was painted blue and yellow with the letters VR pained on the front. This saved may parents the afternoon trip to collect me from the Station. On the walk home on the gravel road I would pass Uncle Tom and Aunty May’s house before reaching home. Melva Gillespie was studying at Sunshine Technical School and we sometimes both got off the train at the same time. On other occasions the Motor Train was replaced with a diesel engine with carriages, it was also required to stop and the driver had to be notified in advance. This meant getting into the guards van a Rockbank. It was more difficult alighting from the carriage as the gap was greater and more precarious to swing out and land on the ground. A few times in my last year of study at Melbourne Teachers College in Grattan Street Carlton. I managed to catch the 2.30 pm train to Serviceton, it was express to Melton and was very quick trip. The last train, was the 5.25 pm diesel to Ballarat and I usually caught this train to Melton South Station. On one occasion after being held up on the tram in Bourke street I had to make a mad dash to the platform chasing the train as it was just moving off and yelling to the guard, fortunately I was noticed and the train ground to halt. I scrambled into the end door and took most of the journey home to recover. After the last year at High School I continued to travel on the train, 2 years to Prahran Technical School changing at North Melbourne. There were a lot school children travelling to private schools and some at the primary level and mainly from Bacchus Marsh. Rockbank children also travelled by train from the beginning of their high school years, quite a few went to Sunshine High School. The City of Moorabbin Historical Society was formed c 1960 by a group of Moorabbin residents who were concerned that the history of the area should be preserved. A good response to a call for items related to the historical area of Moorabbin Shire brought donations of a wide variety of artefacts which are now preserved by the current members of CMHS at Box Cottage Museum . Helen Stanley, Secretary of CMHS, began producing a Newsletter for members in April 2007 to provide current information and well researched items of historical interestHelen Stanley has produced a bi-monthly Newsletter, 2007 - 2013, for the members of the City of Moorabbin Historical Society that contains well researched interesting historical items, notification of upcoming events, current advice from Royal Australian Historical Society , Museums Australia Victoria and activities of Local Historical Societies. The Newsletter is an important record of the activities of the CMHS. Mrs Nance Blackman’s notes in 1978 for the Centenary of The Cheltenham Church of Christ.. The Blackman family were early settlers in Moorabbin Shire. 5 x A4 paper printed on 1 side Issue 22 of the bi-monthly, City of Moorabbin Historical Society Newsletter produced by Society member and Secretary, Mrs Helen Stanley in June 2011.
