This badge was used by Hester Clara Darby, teacher at the Ballarat School of Mines. Hester joined the staff of SMB as an assistant to senior Commercial classes in April 1916. On 01 February 1921 she was appointed a lecturer in Commercial Correspondence and Office Routine. She taught the 'Touch' Method of typing, Commercial Correspondence, Shorthand and Office Routine. Tertiary education at Ballarat began with the establishment of the School of Mines in 1870, making it Australia's third oldest tertiary institution. Classes began in surveying, mathematics, chemistry and a decade later they included metallurgy, assaying and geology. The technical division provided such programs as wool classing, plumbing and bricklaying. In 1967, it was split into three separate institutions, Ballarat School of Industries, Ballarat Technical School, and Ballarat Institute of Advanced Education. Then in 1976 the Ballarat Institute of Advanced Education became into Ballarat College of Advanced Education. The Ballarat School of Industries and Ballarat Technical School became the School of Mines and Industries, Ballarat (SMB). In 1998, the Ballarat School of Mines and Industries and the Horsham-based Wimmera Institute of TAFE merged with the University of Ballarat. The Municipality of Kew (1860-1863), the Borough of Kew (1863-1910), the Town of Kew (1910-1921) and the City of Kew (1921-1994) were local government instrumentalities in the State of Victoria. In 1994, the City of Kew was amalgamated, together with the former Cities of Camberwell and Hawthorn, into the new City of Boroondara (1994- ). Like other local government entities of the period, Kew was administered by town clerks. The two notable town clerks in Kew's history were H. H. (Henry Hirst) Harrison (1868-1955) and W. D. (William Dickie) Birrell (1899-1974). Harrison was appointed to the position in 1901 and retired in 1938 after 37 years. Birrell, appointed Acting Town Clerk in 1921, became Town Clerk in 1938, following Harrison's retirement. He continued in this role until his retirement in 1966.This card is part of an historically significant civic collection, containing hundreds of separate invitations, documents, greeting cards, programmes and tickets issued and/or collected by successive town clerks. Items in the collection illuminate the political, social and cultural history of the district. May have been given to The Australian Estates Company in the 1970's when sold to CSR or Elders.Bronze framed certificate coat of arms with smaller frame below explaining coat of arms.The shield shows the Southern Cross (being the Arms of Victoria) but on a white background to indicate wool and to avoid being identical with the Victoria Arms (which have a blue background). The inner shield shows the conventional way of indicating estates with green and gold squares. The sword is the sword of St Paul, indicating the London activities of the company. The Shorthorn Bull and Merino Ram explain themselves, as does the sugar cane. The helmet and decoration above are conventional, green and gold being chosen to indicate land and the wealth derived therefrom.

This item was used as a seal (stamp) on official Shire Council documents. The coat of arms of the Shire of Orbost was designed in the form of a cross in which five stars are depicted on a shield. A small crown above the cross indicates the loyalty of the president,councillors and ratepayers to the reigning monarch. The inner section of the shield contains 4 figures, a sheaf of wheat, a factory, a co and a ship - all representing the activities of agriculture, fishing,industry and dairying undertaken in the shire. Originally part of the Bairnsdale district, Orbost split away as part of the Tambo Shire in 1882, and became a shire in its own right as the Shire of Croajingolong on 30th May,1892. The name was changed to the Shire of Orbost on 17th February, 1893. The Orbost Shire Council was abolished on 2nd December, 1994 as part of a state-wide program of local government reform to become part of the newly constituted East Gippsland Shire council.Local governments play an important role in the lives of citizens in Australia. Local government authorities exist to provide services and amenities to local communities, and are also responsible for regulating and providing services for land and property in their district. This item is representative of a time when Orbost had its own Shire Council.The former Orbost Shire Council Seal (stamp) depicting the coat of arms.
