The first local government authority for Marong was the Marong Road District (an early form of single-purpose local government), which was proclaimed on 19 August 1860. Its boundary was altered twice in 1862 and on 12 December 1864 it was re designated as a Shire. It absorbed Raywood Borough in 1915, and was proclaimed a Rural City in 1990. On 2 December 1994, with the creation of Greater Bendigo City Council, it was abolished by being amalgamated with Bendigo City, Eaglehawk Borough, Huntly Shire, part of McIvor Shire, part of Metcalfe Shire and Strathfieldsaye Shire to form the City of Greater Bendigo. 'Operation Key Hold' was set up in June 1994 to establish a security network whereby (with written permission) members of the public could leave their house key at the Hospital in a safely, locked cupboard to be assessed by approved authority in case of emergency. This is similar to the emergency button (hung around the neck) which sounds an alarm at a central location and alerts appointed acquaintances for assistance - used currently (2015) Operation Key Hold was initiated in Mt Beauty for people at risk of being unable to call for assistance. The letters and notices are examples of setting up a community organisation which began in 1994 locally and became State wide later in the form of a distress alarm which worked by radio contact to a central location. Typed and hand written papers including letters and notices of varying sizes referring to the setting up of 'security network' whereby a house key is left (with written permission) at the Hospital in a safely locked cupboard. Edgbaston is now an affluent suburb of Birmingham. The relation of the owner, James Griffin, to the donor (a resident of Kew) has not been identified. 'The Gentleman's Magazine' of 1845 contains a reference to the death of Mary, aged 12, at Brighton, the daughter of James Griffin of Edgbaston and of Withymoor Works, Dudley. (p.325). Coincidentally, James Griffin, a manufacturer of Withymoor Works was issued with a patent for his improvements in the manufacture of "spades, shovels, and such like tools" on 5 October 1843. William Smellie’s straight forceps are one of the most significant pairs of forceps in the Museum collection. William Smellie (1697– 1763), designed these forceps, which were an improvement on the forceps of that time. These forceps were easier to use being shorter and lighter, particularly in the handles, with pelvic curve shaped blades. He invented a locking device for the two blades. The blades were lined with leather and greased with hog’s lard for the ease of delivery and the greater comfort of the patient, this being in the era prior to an understanding of sepsis and the need for surgical hygiene.Smellie was groundbreaking in his understanding of Childbirth and became an influential teacher of Obstetrics. He diligently studied the birthing process, particularly the descent of the baby’s head down the birth canal. His observations lead to him noting that many deaths occurred because of a lack of understanding of this process and the inappropriate handling of forceps. Smellie is generally given the credit for improving the forceps to make them easier to use and less likely to damage the baby. Smellie’s "Treatise on the Theory and Practice of Midwifery" was published In 1751 and became a widely influential teaching resource.
