In 1966 E.J.T. Tippett, President of the Ballarat School of Mines Council was on the interim council and committee member of the Victorian Institute of Colleges.Foolscap typed Victorian Institute of Colleges (VIC) minutes .1) Minutes of the inaugural meeting of the Victorian Institute of College held at the State Electricity Commission of Victoria, 15-23 William Street, Melbourne on 26 June 1967. This meeting followed 25 meetings of the Interim Council. The Council included E.J. Barker of the Ballarat School of Mines, representing principals of affiliated colleges outside the metropolitan area. .2) Building Committee minutes of the Victoria Institute of Colleges, 11 April 1969. These minutes mention Ballarat Institute of Advanced Education including the request for approval to purchase recording double beam spectrophotometer, Logic panel for Hitachi 505 analog computer and Nuclear-magneto-resonance gaussmeter system). The also requested approval to appoint L.H. Vernon and Associates and G.J. Harrison as joint campus planners, and outlined how water would be supplied to the Mount Helen site. The minutes outline a request for State.Commonwealth approval to purchase a concrete testing machine and an Hydraulic Flow Channel for Yallourn Technical College. The request was moved by E.J. The first edition of this magazine was produced by associated elementary schools in the Omeo Shire. The magazine was published from 1920 to 1927 and 1963 to 1969. There was a special issue in 1985. In all issues there is writing by children from schools that have since closed down. This item reflects the changes in education in East Gippsland and is a useful comparison tool for literacy teaching. It also has historical articles for research. Two copies of a 51 pp magazine with a burnt orange and white coloured cardboard cover. On the front is a sketch of a small schoolhouse on a hill overlooking a gap in the hills below. The title, "The Gap" is at the top in white print and on the left side written vertically is "1968". The cost is noted as 50c. The Victorian Rifle Association governs the operation of rifle ranges and target shooting clubs throughout Victoria. The Association was formed in 1860 and held its first individual competition at the end of that year. These programs were used by C. Curtis of the Orbost Rifle Club.The Orbost Rifle Club existed in the early 20th century. (There are records from 1900). It folded in the late 1970's. During the period 1969-1971 photos were being collected for a proposed publication on the history of the Shire of Eltham as part of its centenary celebrations in 1971 (managed by the Shire of Eltham Historical Society and Alan Marshall). The publication was Pioneers & Painters (1971), edited by Alan Marshall. The document titled "Shows area sold to Woolworths" consisted of a panorama of three B&W photo prints creating a panorama of the frontage along Main Road (SEPP_0744) and a single B&W photo print of the Shire of Eltham offices and Hall on the corner of Arthur Street and Main Road (SEPP_0737) along with typed and hand written notes by Ian McDonald. The panorama (SEPP_0744) was captioned in typewritten text "Old Shire Office and Hall, etc - Frontage of 285 feet along Main Road" and in pencil the date "4-1-68" The single image of the shire offices (SEPP_0737) was captioned in typewritten text "Main Road and Arthur Street Corner" In addition, the following handwritten notes in pencil: " I took these photos from the new fire station - the building in the middle is the old fire station - Moved to Research for the Scouts 1970" and signed "IMcD"This photo forms part of a collection of photographs gathered by the Shire of Eltham for their centenary project book,"Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall (1971). The collection of over 500 images is held in partnership between Eltham District Historical Society and Yarra Plenty Regional Library (Eltham Library) and is now formally known as 'The Shire of Eltham Pioneers Photograph Collection.' A history of Eltham Post Office. Australia Post: Gold brought life to the township - Diamond Valley News, Tuesday July 2, 1985, p17 On February 1, 1854, the first Eltham Post Office was established, commencing an association between the township and the Postmaster-General's Department that has continued for 131 years. At that time, the number of permanent residents would have been fairly small, probably less than 200. The discovery of gold in June 1851, at Anderson’s Creek, some five miles away, and later at Caledonia Diggings, Queenstown (now known as St Andrews), about 14 miles to the north-east, brought large numbers of prospectors passing through the township, hopefully culling the creeks and gullies for the precious metal. This additional "floating population" brought a greater demand for supplies and for communication with the outside world, and so it helped in the development of Eltham. Today, Eltham is a thriving township. It boasts an excellent shopping centre, municipal offices, court house. post office and many other amenities. Eltham continued to develop at a leisurely pace. During 1860, a total of just over 8000 postal articles were handled at the Eltham Post Office. By 1862, the mail route was "to and from Melbourne by way of Eltham and Kangaroo Ground, three times a week, by coach". There was also a branch mail that operated between Eltham and Greensborough, three times weekly. This was also conveyed by coach. Some time between 1864 and 1868 the management of the post office passed from Thomas Hunniford to his daughter, Miss Anne Hunniford, who managed the Eltham Post Office until her death in 1928. A big improvement in communication was provided for Eltham residents when a telegraph office was established at the post office in 1877. During 1923 a manual telephone exchange was provided at Eltham, the first two subscribers being J.J. O’Connor and Eltham Police Station. In 1949 the manual exchange was replaced by an automatic exchange and there were some 150 subscribers. Following the death of postmistress Miss Anne Hunniford in 1928, B.M. Burgoyne was placed temporarily in charge of the office. In 1929, J. N. Burgoyne was appointed postmaster, and he in turn was succeeded by H. C. Burgoyne in 1951. The post office was moved to a new site in 1954, but continued under the charge of Mr Burgoyne. In January 1958 there was a further change of site when the post office was raised to official status and transferred to new premises in Main Rd. William Donoghue was acting postmaster when the new office was opened. In March 1958 Mr W.E. Tovey was appointed postmaster, followed by Douglas McG. Gilmour in 1959. William Donoghue was fully appointed in 1966 and Barry Reichelt followed in 1973, prior to the present postmaster, Peter Jolly in November 1982. Peter is a young man with 18 years' experience. He commenced his training as a postal clerk at the training school in Melbourne in 1968 and was promoted to postal clerk at the Brunswick Post Office in 1969. He was finally transferred as postmaster to Fawkner Post Office in 1980. He has been at Eltham Post Office for the past 2½ years. He is married with one child and lives in Montmorency. The Eltham Post Office employs a staff of 21, of whom seven are indoor staff, 12 are postmen and two are drivers. The postmen in Eltham have an uphill battle delivering mail because of the hilly terrain. Nine of the postmen deliver mail on motorbikes, and the two delivery vans are both four wheel drives. Eltham Post Office services basically a residential area, with deliveries to 5600 homes. This is growing at the rate of 600 homes every 18 months, i.e. about 32 homes per month. Machine - Glider – Sailplane, 1963
The Bocian is a versatile training sailplane that first flew in 1952. The type has been modified in several respects over the course of production by SZD (tailplane and rudder in particular). About 600 have been built; many for export to 27 countries (including Australia). The aerobatic capability and fine performance (best glide ratio of 26) has enabled the Bocian to be used to train competition pilots as well as those of lesser experience. Many world gliding records were set in the 1950s and 1960s in Bocian gliders. The Museum’s example is a type D test flown in Poland on 3 and 4 April 1963. It was imported into Australia in September 1963 by Austerserve Pty Ltd. The first owner was the Alice Springs Gliding Club and the glider had name “Cumulus” painted on the side of the fuselage (since removed). The glider had recorded 726 hours 46 minutes flying time from 2138 launches as at July 1967 when it was transferred to the Darwin Gliding Club. It appears that the glider was damaged in June 1968. The substantial repairs to the fuselage, both wings and tailplane and other minor repairs were completed on 13 October 1968. The glider continued flying with the Darwin Gliding Club until August 1969 at which time the service to that club amounted to 59 hours 7 minutes flying time from 348 flights. Between August 1969 and August 1976 no flights are recorded in the logbook. It is understood that on its last flight at Bachelor, south of Darwin in the Northern Territory (August 1969) it was severely damaged when it crashed after spinning while being auto-tow launched (although this is not expressly mentioned in the logbook). Reg Hancock purchased the damaged glider and rebuilt the port wing and restored it to airworthy condition (September 1976). It was then transferred to Colac, Victoria, and used by the Colac Gliding Group at the Yeo airfield until February 1981, adding another 153 hours from 403 flights to the glider’s record. After airworthy inspection in September 1982 the glider was used by the Geelong Gliding Club until 1983 (logbook details not held). The 20 year survey was then due and the glider fell out of service. In the course of the most recent restoration attempt it was discovered that the glue used in construction had deteriorated and that it was no longer feasible to bring it back to an airworthy condition. Subject to restoration, this exhibit may be representative of the 1950s - 1960s Bocian two seat sailplane typeThis exhibit is a large two seat glider /sailplane of wood and fabric construction. All components are present with the exception of instruments. However, at the time that the aircraft was transferred to the Museum it had been taken apart for major restoration work. As received it is stripped of the top coats of paint and a number of components (including, amongst others, tip fairings, nose cone and cockpit elements) that were removed for facilitating the repair process. The Schweizer SGS 2-12 or TG-3A as officially certificated is a glider that was designed in 1941-1942 and produced in United States of America from 1942 for training of military glider pilots. It is understood that over 100 TG-As were supplied to the USA military and at the end of the war many were sold off as surplus. Fred Hoinville imported the Museum’s TG-3A into Australia in August 1950. It is understood that it had been built in 1948 and given construction number G15. On arrival in Australia it was assembled at Bankstown aerodrome and delivered by aero-tow behind a DH Tiger Moth to Camden where Hoinville’s club, the Hinkler Soaring Club, was based. Hoinville’s TG-3A performed well at the Hinkler club in 1950-1951. Several altitude records (including a solo flight to 8000 feet by Grace Roberts – a national women’s record) were set and many soaring flight made over Camden. However, it was badly damaged in a crash landing on 15 April 1951. The glider was repaired after the crash at Camden. It is likely that modifications were made to the cockpit canopy at this time. There were three configuration tried at various times: the original dual cockpit canopy as was standard for TG3As; an unusual dual bubble canopy set up; and a single canopy over the forward seating position (in effect converting the glider to a single seater). When the glider was flown by Hoinville at the 1958 Australian Gliding Championships at Benalla, Victoria in January 1959 (refer The Age Newspaper, January 10, 1959 p.21) it had a single canopy. Records show that the glider was entered on the Australian register as VH-GDI on 6 May 1957. And the Logbook commencing in 1959 shows that ownership passed to the Port Augusta Gliding Club in South Australia on 16 August 1959. Inspections were carried out at that club and airworthiness certificates renewed in 1965. The logbook record indicates that VH-GDI had 1191 flights with an aggregate time in the air of 197 hours at the Wilmington Road Airstrip used by the Port Augusta Club. The glider was transferred to the Cooma Gliding Club, New South Wales. Flying at Cooma began in November 1966 and continued until August 1969: the glider was in the air a further 108 hours from 1067 flights. The last recorded technical inspection of the glider was conducted on 28 September 1968. The glider then passed on to Bill Riley on 20 March 1980 who stored the glider until March 2004 when it was collected by the Australian Gliding Museum. It is not clear whether the current poor state of the airframe is due to accident damage or the conditions under which it has been stored over many years or a combination of factors. Although in poor condition, this exhibit is the sole example of a TG3A ex-US military aircraft in Australia. Further the connection with the story of well-known power and glider pilot Fred Hoinville adds to its historical significance. Camp Westlake was built by Collingwood Technical School in 1967 and was officially opened on 22 September 1968. The camp was built by staff and students of the school with finance from various school sections and from materials donated by interested people and firms. An article from the Melbourne Legacy Bulletin about Legatee Jim Gillespie being honoured by RMIT naming a building after him. Date is not known but likely to be 1969 or 1970. The article mentions 'an honour was conferred on Legatee (Past President) Jim Gillespie when the Governor and Lady Delacombe opens a new wing of the Royal Melbourne Institute of Technology and called it 'The Gillespie Wing". The magnificent building of 12 stories accommodates 2490 persons (2290 students and 200 staff). A page of the programme was set out to list Jim's decorations, war service, and professional achievements and awards and his immense contribution to the RMIT extending over more than 30 years. Also that in 1968 in recognition of his proud record of service to the profession he was awarded the Gold Medal of the Institution of Surveyors Australia, and is the only person to be so honoured at the time. The article was written by JHBA (Legatee Brian Armstrong). The article was part of an album of past presidents from 1965 to 1989. A press release from Melbourne Legacy in 1975 which relates the story of a junior legatee becoming a lawyer. The information was intended to be used by press and magazines etc. The junior legatee had been a double orphan with his father dying in 1965 and his mother some years earlier. He came from the country to Melbourne for educational purposes and contacted Legacy. Although at 19 he was older than most children Legacy help he turned to them as the next best thing as parents. He had an ambition to be a lawyer but lack the means and backing to go to University. Legacy assigned a Legatee to look after him. They two established a strong 'father and son' relationship. Legacy further agreed to pay his tuition fees at University in 1968 and assist with a living allowance. His results were so good he earned a government Scholarship in 1969, and Legacy provided books and living costs. Black and white photograph of SEC Ballarat No. 21 decorated for the 1969 Ballarat Begonia Festival. Photographed at a Wendouree Parade crossing loop by Brian Weedon 2/3/1969. Tram is painted white - based on the Myer's Christmas tram of 1968 (See Reg. Item 1881) and used later for the Ballarat Base Hospital Appeal May 1969 Begonia Festival (See Reg. Item 1885). Theme: Festival Showboat. Tram has destination of "Gardens via Drummond Nth", a sign under the headlight "Begonia Festival Feb. 28 Mar. 10". On the side of the tram has the various festival activities within circles and a paddle wheel with the words around it of "Festival Showboat" The roof advertisement board says "Ballarat Begonia Festival Feb. 28 March 10th 1969" and on the base of the sides a sign saying "Wave upon Wave of Festive Activities". Historical information Sarah Coventry Pty. Ltd. was a North American jewellery company that was established in 1949 by the Stuart family as part of Emmons Jewelry, Inc. It began operations in England and Australia in 1968, and in Australia it moved from Carlton in Melbourne to Wodonga in 1969. The premises were originally on High St. in Wodonga, but a new warehouse was built in Melbourne Rd. later in 1969. It was a direct selling jewellery business using a party-plan model similar to Tupperware and Avon. The sales reps or 'Hostesses' were provided with jewellery samples in demonstration kits, which they displayed at jewellery parties in their homes. The designs for jewellery such as brooches, necklaces, earrings, chokers and bracelets were purchased from freelance designers and jewellery manufacturers rather than in-house designers. In 1979 Sarah Coventry Pty. Ltd. in Wodonga was bought by three Australian businessmen, including Wodonga local Jim Sawyer, and continued to sell jewellery under the name "Sargem Pty. Ltd”, for several more years in the 1980s. The "Aristocrat" line was first released in Canada in 1969 for several years. It was distributed from the outlet at Sarah Coventry Park, Wodonga.As part of the Sarah Coventry collection, the tie pin has local significance with the decentralised commercial development of regional centres such as Wodonga in NE Victoria, as well as national and international significance from the perspective of social and economic developments for women after World War II. The direct selling party-plan business model Sarah Coventry was based on is also considered the first of its kind for jewellery.A small square tie pin of silvertone plated metal with an ice blue rhinestone in the centre. A short chain and clip are attached. A small diamond shape has the "SarCov" brand on the back. The pin is in its original packaging of a cardboard box with clear central oval on the front. The back of the box bears the Sarah Coventry branding as does the internal card.On internal mounting card: "Made in Canada/ Sarah Coventry Pty.
