The Geelong Harbour Trust (GHT) was formed in 1905. This seal was used by the Trust Commissioner from 1909-1981 for impressing official documents. It's use was strictly controlled and dictated by the Regulations as contained in the Geelong Harbor Trust Annual Report from 1909. "The common seal of the Commissioner shall be kept under lock and key. Two locks shall be kept by the Chairman of Commissioners and the other of which the Secretary shall have a key. A duplicate key of each lock shall be lodged at such Bank as the Commissioner may direct. The common seal shall be used only by order of the Commissioners" (Regulations, Geelong Harbor Trust, Annual Report 1909). Captain George A. Molland was appointed Harbor Master of the Port (1900-1905) and then Harbor Master of the GHT from 1900-1936 when he retired, aged 88 years. He was replaced by Captain H. Saunders (1936-1950) followed by Captain D.G. Hancox.The seal is significant for its connections to physical changes made to the Geelong waterfront by the Harbor Trust from 1905. The Official Seal was a highly regarded formal object that was used for nearly 80 years by the Trust. The object is significant for its historic connections to the Harbor Masters and Commissioners who used it as part of official communication from the Trust.A seal used for impressing official stationary from the Geelong Harbor Trust. Two colour slides of Operation Float in 1960. One is a large motor boat with children on board. The captions says the ship is the "Commissioner" belonging to the Harbour Trust. The other is a large yacht with two masts. Operation Float was an event run by Melbourne Legacy to take Junior legatees on an outing. It could have been to naval boats such as HMAS Cerberus or to a Yacht club. It gave the junior legatees the opportunity to see a naval boat in action, spend time on the water or try sailing. Was with many other slides taken in the 1950s and 1960s. The slides have been photographed to make digital images and moved to archive quality sleeves. This certificate acknowledges 21 years of service given by James Patten, one of the original 1859 Lifeboat Warrnambool as a boatman and bowman. At the time, all retiring Volunteer lifeboatmen were honoured with this award. It was made as a lithograph that was created by F. W. Strahle at the request of the Department of Lands & Survey, Melbourne, Victoria. During his time of service, James Patten was awarded a medal and certificate by the Royal Humane Society of Australasia for his bravery. Patten and his friend Joseph Lowe, who couldn't swim, were with their friend James Ferrier in a boat on the Hopkins River, Warrnambool, when their boat capsized. Ferrier made it to shore, and Patten tried unsuccessfully to hold onto Lowe and bring him to shore. The event occurred on 18th April 1890. The images on the Certificate show a collage of rescue events performed by the lifesavers; a shipwreck rescue in progress, lifeboat conveying five boatmen using two oars each, and a bowman standing at the bow, a linesman wearing a life jacket and holding a rescue line, a lifesaver ring with images of three sailing ships inside it, a shipwreck near shore, a woman and girl in shallow water, a rescue using a breeches buoy on the lifeline, two rescuers walking towards the survivor, rescue crew wearing waterproof clothing, a rocket machine with a pulley to bring the survivor in a breaches buoy to shore, and a rescue crew member holding a flare. Volunteers at the time received a small payment, or 'retainer'', for their practices and a payment of gratitude for the rescues they attended. Across the years between 1856 to 1979 the combined service in Victoria saved 260 lives. Amazingly, some of the volunteers could not even swim.This certificate shows the State and Local Government's appreciation for the years of service spent by in the endeavour to save lives in peril in and on the local waters in the early 20th Century. The lithographed design depicts the many skills and services performed by the lifesavers of the era.Certificate of Service, unframed, awarded to James Patten on 23rd August 1907, recognising his 21 years of service with the original Warrnambool Life Boat Service as a Boatman and Bowman. EDHS Newsletter No. 275 April 2024 The Shire of Eltham was established in 1871 and ceased to exist, due to a municipal restructure, when all councillors were sacked on 15 December 1994, which is 30 years ago this December. At this meeting, Jim Connor will provide a presentation about From Eltham to Nillumbik Shires - a personal perspective. Jim has been active in the local community for over 40 years and was the last councillor elected to the Shire of Eltham. Following the restructure he became a member of the Nillumbik Shire Council Planning Special Committee, which included three commissioners and three community members, and was also chair of the Nillumbik Disability Advisory Committee. In both roles he obtained insights into the early operation of the new council.
