March 1997 - New council elected with five ...Produced by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Pty Ltd as part of the planning process for redevelopment of the former Eltham Shire Office site at 895 Main Road. In 1963 the Shire of Eltham purchased the Shillinglaw property of approximately 2 acres in Main Road, Eltham for the widening of Main Road and as a site for new Council offices. This land, which contained the Shillinglaw Cottage (c1878-80), was the remaining section of the Shillinglaw family holding that originally comprised 30 acres, being Lot 90 of Holloway's 1851 subdivision. Eltham Council intended to demolish this cottage, but through extensive community action it was saved, funds were raised, and it was relocated to the current site adjacent to the Eltham Library. The new Eltham Shire Offices opened in 1965 were designed to ensure retention of the three Italian Cypress trees that were located outside the Shillinglaw Cottage. In 1971 the building was extended at the southern end to provide additional space, including for the Eltham Library and Council's Engineering Department. Renovations were undertaken to the offices during 1987. The Victorian State Government commenced to restructure local government in 1994, which resulted in the establishment of the Shire of Nillumbik and the cessation of the Shire of Eltham. This new Nillumbik Shire Council was headed by government appointed commissioners, who decided in 1995 to put the former Eltham Shire offices on the market. Eventually in June 1996 the property was sold for $1.1 million and the building was subsequently demolished. A planning application for the site was then submitted to Nillumbik Shire Council in September 1996 for construction of a 24-hour service station, convenience store, cafe/takeaway food premises, a retail facility and community facility. There were many objections to this proposed development and in controversial circumstances a planning permit was granted by the Nillumbik Shire Council commissioners. After protracted actions involving a planning panel and a planning advisory committee, established by the Minister for Local Government, the proposal was eventually rejected as not satisfying the requirements of the planning scheme. In December 1997 the purchaser withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract. While there have been a number of possible development proposals considered by subsequent Nillumbik Shire Councils, this site has remained vacant since July 1996. TIMELINE (Prepared by Jim Connor, Eltham District Historical Society- March 2018- Based on press, council and personal records) June 1996 - Eltham Shire offices sold to Dallas Price Homes for $1.1 million. July 1996 - Shire office building demolished against community's wishes. Council claimed building riddled with asbestos. September 1996 - Planning application submitted to Nillumbik Shire Council to construct on the site a 24 hours Shell service station, convenience store, Hungry Jacks café/takeaway food premises, a retail facility and community facility. 213 objections and petition of over 1400 signatures received. Minister for Planning and Local Government orders an independent investigation into valuation and sale. 9 October 1996 - Permit granted by Nillumbik Shire Council commissioners, in controversial circumstances. A Planning Special Committee consisting of 3 commissioners and 3 community representatives considered 32 community objections. One commissioner declared a potential conflict of interest so only 2 commissioners were able to vote. After hearing all objections, the community representatives moved a foreshadowed motion to refuse a permit. The commissioners then closed the meeting, formerly opened a council meeting (for about a minute) and approved the application. October 1996 - Community members appealed planning decision to Administrative Appeals Tribunal. November 1996 -Minister for Planning and Local Government Robert McClelland calls appeal in and directs MT to refer this 'major policy issue' to the Governor in Council. February 1997 - Planning panel (Dimity Reed and Margaret Pitt) established to consider submissions. March 1997 - New council elected with five councillors. April 1997 - Three of the five new councillors vote to fight Commissioner's decision to grant a permit. April 1997 - Planning panel (Dimity Reed and Margaret Pitt) conducts hearings at Nillumbik Shire offices. June 1997 -Planning panel rejected Dallas Price Homes proposal as being 'totally inappropriate' for the site and recommends the site be rezoned for 'public purposes'. July 1997 - Dallas Price Homes threatened to sue Council and individual councillors. October 1997 - Report released of an Advisory Committee (Paul Jerome) established by the Minister for Planning and Local Government. Committee considered Dallas Price Homes proposal and an alternative concept plan proposal by Council for a gallery, workshop, offices and cinema community-based development. Advisory Committee recommended Dallas Price Homes proposal be rejected as not satisfying the requirements of the planning scheme and recommended further testing of the financial viability of Council's proposal. December 1997 - Dallas Price Homes withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract, which expired on 28th November and was not renewed by either side, after previously being extended twice pending a decision by the Minister. Council had to pay developer $58,000 for demolition costs. February 1998 - Dallas Price Homes application rejected by Planning and Local Government Minister. October 1998 - Nillumbik Councillors suspended and an Administrator appointed (until March 1999). The demolition of the former Shire of Eltham offices and proposed sale and development driven by the Commissioners for Nillumbik Shire Council brought the community together in substantial protest at the infrigement of ratepayers democratic say in local government and ciommunity assets combined with protests about inappropraite development of Eltham's Gateway. Four are clear glass and one has coloured ...The catalogue includes twenty-one diverse types of bottles ranging from beer, soft drink and chutney bottles to bottles designed to hold perfume, medicines and poisons. They appear to range in date from the nineteenth to c.mid-twentieth centuries and represent various types of mass-produced consumer goods that were commonly available at the time. The five different types of bottles included in 0156.5 are made of clear glass with tapered necks and narrow openings to facilitate pouring. One can be positively identified as an imported mineral soda water/soft drink bottle because of the marble stopper in the neck and thickness of the glass. The globe-stopper bottle, also known as a ‘Codd’ bottle, was invented by English engineer, Hiram Codd in 1873 for holding gaseous soft drinks. The thick glass could withstand the pressure of the contents as well as repeated bottling by manufacturers. The bottles were probably used by former lightkeeper households. and tapered, narrow necks. The older ‘porter’ has a slightly bulbous neck. The bottles were probably used by former lightkeeper residents. Five glass bottles. Four are clear glass and one has coloured to green. -

The computer-controlled five colour lithographic offset printing press ...This is a set of 30 photographs of contractors installing the Army Survey Regiment’s new Heidelberg Speedmaster 102 printing press in Lithographic Squadron’s purpose-built printing building at Fortuna, Bendigo in 1990. The computer-controlled five colour lithographic offset printing press provided the Royal Australian Survey Corps vastly improved printing capability, as the five colours for a standard topographic map was printed in a single pass. The print room was named Wayzgoose Hall after a medieval printing house festival. Wayzgoose Hall and the Speedmaster printing capability was commissioned by the Commander of the 3rd Military District BRIG P. Davies AM, ADC on Wednesday 27th June 1990. This occasion is covered in more detail in page 145 of Valerie Lovejoy’s book 'Mapmakers of Fortuna – A history of the Army Survey Regiment’ ISBN: 0-646-42120-4.This is a set of 30 photograph of the Heidelberg Speedmaster 102 Printing Press installation in Lithographic Squadron, Army Survey Regiment at Fortuna, Bendigo, 1990. George Mann Fast Five Quad ...This collection of nine photos was most likely taken in Lithographic Squadron, Army Survey Regiment, Fortuna, Bendigo, c1970s to 1980s. The two Ultra-MAN-III Printing Presses were made in Germany at a standard map size format and introduced in June 1962 as a two-colour offset press with improved safety features. With an upgrade to a third colour deck in 1968, productivity greatly improved as the two presses could print a five-colour standard topographic map in two passes, rather than the three passes before their upgrade. They were replaced with a single Heidelberg Speedmaster 102 five colour Printing Press in 1990. There is more information on the Ultra-MAN-III, Printing Press on page 71 of Valerie Lovejoy’s book 'Mapmakers of Fortuna – A history of the Army Survey Regiment’ ISBN: 0-646-42120-4. The Original Heidelberg Printing Press features in photograph 6188.1P. It was a robust and well-made single colour lithographic offset press that was in service at the Army Svy Regt for decades. Its primary use was for initial training and rapid response tasks, such as single pass overprints over existing print stock. See item 6062.4P for more information and photographs of the Heidelberg press. The Komori Newkoni Printing Press features in photographs 6188.2P to 6188.6P. It was a four-colour offset press in service at the Army Svy Regt from 1975 to the late 1980s. Intended improvements to productivity were not realised as it was unreliable, was very cramped between decks and there were safety concerns for the operators. See item 6063.5P for more information and photographs of the Komori press. The Planeta Polygraph Printing Press features in photographs 6188.7P to 6188.11P. It was a two-colour offset press in service from 1976 to 1994 and was mainly used to print Naval and medium format RAAF charts. It was more reliable than the Komori Printing Press however procurement was difficult when spare parts were required. It was replaced by the larger format Roland 8047B four colour Printing Press. See item 6064.9P for more information and photographs of the Planeta press. The Ultra-MAN-III Printing Presses feature in photograph 6188.12P to 6188.19P. The two presses were a standard map size format and were introduced in June 1962 as two-colour offset presses with improved safety features. Productivity greatly improved with the addition of a third colour deck in 1968, as the two presses could print a five-colour standard topographic map in two rather than the three passes before the upgrade. The account outlines how King George V decreed a two minute silence be held at the first anniversary of the Armistice - originally referred to as Peace Day. The events included a letter written by Edward George Honey, an Australian journalist, proposing the idea on 8 May 1919. In it part of it says: "Should not this be the spirit of at least a fragment of our Peace Day? Communion with the Glorious Dead who won us Peace, and from the communion new strength, hope and faith in the morrow, Church services, too, if you will, but in the street, the home, the theatre, anywhere, indeed, where Englishmen and their women chance to be, surely this five minutes of bitter-sweet silence there will be service enough. Before and afterwards, sing and make merry as we will. Of one thing, I am quite certain, and the tis that our songs will take a deeper, truer note after those five minutes of remembrance We will have gathered from them strength for the morrow. God knows we need it!" The document was produced by a committee that was proposing a memorial to Edward Honey to record his role. It was forwarded too H.G. Brain, presumably a Legatee who could bring this information to Legacy's attention. Items were in an envelope with other photos and programmes from different items relating to the Shrine of Remembrance - including discussions on its location and design. Labelled 'Shrine of Remembrance S1 - S14' it was part of an old archive numbering system, that showed there has been efforts in the past to collect, order and save items of Legacy's history. (01181 - 01190, 01206 - 01212).A record of a committee approaching Legacy about a memorial to the man who suggested the adoption of silence as a form of remembrance in 1919. Also there was an effort to record historical events by the "Archive Committee" which collected this and other documents relating to the Shrine together in a file (see items 01181 - 01190, 01206 - 01212)A thirteen page report typed on buff paper in a dark brown card cover, on a proposed memorial to Edward Honey. The Special Licence grants dispensation for the use of the word "Limited". The Special Licence was granted by the Victorian State Attorney General T.W. Mitchell whose father-in-law was Harry Chauvel (led the calvary charge at Beersheba during World war 1). This document records the legal status of 'Junior Legacy, Melbourne' in 1952. Melbourne Legacy has had name changes over the years. In September 1952 Junior Legacy Melbourne was incorporated. Under the provisions of the Companies Act 1938, it was registered as a company with limited liability without the need for 'limited' in its' name (see page 1). Two other copies are at 00317 and 01490.Signifies that Junior Legacy Melbourne was incorporated under the Companies Act 1938 and the special licence granted to Junior Legacy, Melbourne meant that Junior Legacy Melbourne did not have to use the word "Limited" upon condition that the terms of the Memorandum and Articles of Association submitted to and cerified by the Attorney General are strictly followed. They are original to the precinct buildings and date from the early twentieth century. Located in the lighthouse lantern room, the former head keeper’s quarters, the former assistants’ quarters, and the buildings known today as the generator shed and the café, they formed an intercom system that facilitated communication between the lightstation buildings.Wall‐mounted Bakelite telephones with crank handles can be found at all six light stations, however Gabo Island has the only other example of a timber‐mounted phone. Its design is slightly different for incorporating an inclined surface for jotting down notes. As fixtures, the telephones are considered to be part of the building fabric and included in the Victorian Heritage Register listing for the Cape Nelson Lightstation (H1773; 18 February 1999). They are historically significant for their historical and technical values as part of the early communications system used at the lightstation.Five similar intercom system telephones. All are wall mounted timber boxes with Bakelite black hand sets and black cords. The five phones each have two bells at the top of the box and a crank handle at the side. Three phones have brass bells, two have black metal bells. ... leaving a widow, Catherine, and five living children aged 15 years... leaving a widow, Catherine, and five living children aged 15 years ..."A perpetual spring in the adjacent creek provided a steady supply of fresh water to the site on which the homestead is built. Although we can not be certain of the identity of the builder, the first stage of ‘The Willows’ homestead appears to have been constructed in the mid 1850s. The house is situated on Crown Allotment No.1 (No Section), Parish of Kororoit, an allotment of 5 acres 3 roods 4 perches. Although it had surveyed the land, the Crown did not offer it for sale until 22nd November 1861, at which time it was purchased by Charles March Williams. (Although the property is directly opposite and immediately adjacent to the Township of Melton, and was sold as ‘Suburban Allotment 33’, it was situated within the Shire of Braybrook rather than the Shire of Melton until 1917.) Considerable improvements had taken place on the land prior to the Crown sale. When CM Williams purchased the allotment in November 1861 he paid £23.5.0 for the land itself, and valued the improvements at £400. Even allowing for some exaggeration by Williams, this is an extremely high valuation for improvements, and must have included a house. Some local research has claimed that in 1858 Williams had taken over the interest of a Mr Parkinson in the property, and that Parkinson built the house upon taking possession of the land c.1855. It was definitely built by 1861, when a map shows a square building on the site marked as ‘House’. The property is important in the district for its association with the establishment of the pound. The district pound had been established in 1854, when George Scarborough of Mount Cottrell (Mt Cottrell Road, south of Greigs Road) was appointed pound-keeper. Scarborough resigned in 1857. The pound was moved to Melton following agitation from local farmers and Charles March Williams appointed pound-keeper on 26th April 1858. Williams, the son of a doctor, had been born in London. Reminiscences of local residents of the time, as recorded in the Express newspaper, note Williams’ success in breeding horses on the property. Sales of up to 60 guineas were noted. Whether this was from Williams’s own stock or from unclaimed pound stock is not made clear. Williams appeared before a government inquiry in 1860 and advocated registration of all stock brands in the State. Williams died in 1862 leaving a widow, Catherine, and five living children aged 15 years to five months. At the time of his death Williams had entered negotiations with one Matthew Devenish and had a mortgage of £100 on allotments 1 and 2, Parish of Kororoit. Catherine Williams was appointed pound-keeper on 2 September 1863, with her eldest son Charles as her assistant. Her tenure was short for on 22nd March 1864 George Minns senior paid Matthew Devenish £135 for allotments 1 and 2 Parish of Kororoit (considerably less than Williams had claimed the property was worth in 1861) and on the same day paid William Tullidge £45 for the adjoining allotments 3 and 4. In April 1867, James Ebden Minns, the newly married son of George senior became the owner of The Willows property having entered into a mortgage arrangement with his father to the extent of £200. At the time George Minns was residing in Kaarimba having left Melton in 1867 for a short trip to England and upon his return having taken up a selection in the Kaarimba district with his son Frederick who had a hotel licence there. James paid out the mortgage on 2-1-1873. James Minns was appointed pound-keeper in 1872; in 1885 the pound was moved elsewhere and Minns purchased the old pound site and added it to his farm. The Willows residence underwent a major change about this time. A two room extension, similar in style but with a lower elevation was added to the original rear of the house with a chimney matching the distinctive originals. Window arrangements did not match the original but became a feature of the façade when the new addition became the front of the building. Six buttresses were attached to the east and west walls of the old building, two to the south wall and the whole rendered with mortar to give the appearance of dressed stonework around the windows. Galvanized iron was placed over the shingles and a verandah added on three sides. By 1876 The Willows was the homestead for a thriving mixed farm of 340 acres of which 156 was rented from a H. Ruck. In October of that year the Australasian travelling reporter visited and reported on the property. In common with the nearly every other property in the district the farm had ‘recently’ (generally within the last two years) abandoned cultivation of crops, and turned over completely to cattle pasture. Butter making was the principal occupation of the farm, which had about 50 head of cattle, a large proportion of which were milking cows. The reporter also noted that a ‘large number of pigs are kept upon this farm and are found to be very profitable stock’. Their manure was used in an orchard and garden in which ‘large quantities of lucerne and prairie grass are grown for the use of stock when ordinary feed is scarce’. Two bores attached to deep brick lined wells supplied water for the house in addition to the farm. A commodious timber barn and necessary sheds had also been constructed. Access to the property was improved following the construction of the bluestone ford across the creek c.1887, when the recreation ground came into use. Prior to this date it may have been that the crossing referred to as ‘Mr Minns bridge’ was used. This appears to have been a flimsy structure and has but two references in Council reports in the Melton Express in the 1880’s. It is believed that in the late 1890’s a timber building was added near the rear of the building to house a kitchen, ablutions and laundry rooms and rooms for seasonal workers. This was attached to the house by means of a trellised walkway using the original front entry to the house (long since the back door). A photograph of this building appears in a local history of Melton. This was demolished in recent decades during the period when the house was tenanted (after the Minns family had left). James Minns son, George, took over the property following his marriage to Alice Walsh in 1903. James and Caroline moved into a house on the former JH Games property at the eastern end of Henry Street. George held the position of Shire Secretary for Melton for 40 years. He was a most prominent member of the community being Secretary to, among others, the Melton Coursing Club, the Shooting Club and the Cemetery Trust. He also rode with the hunting parties who sported across the Plains and were entertained at Mount Kororoit. George and Alice had one son, Norman who followed his father into local government and became Secretary of the Shire of Werribee completing a record term in this position. George retired to Werribee in 1951, where he died in 1965. The National Trust records note that James Ebden Minns and his sons were ‘leading men of the district, Justices of the Peace, and Shire Councillors’. It claims that Sir Thomas Bent was a frequent visitor. The Willows passed into the hands of George’s grandson, Bruce Minns and the property was let for a number of years. In the 1960s it became vacant and was subject to vandalism. Major structural problems arose with the part demolition of the roof, the loss of windows and doors and holes dug into and under the floorboards. The outbuildings were particularly targeted. Following widespread public support, the Shire of Melton purchased the house, with 3.75 acres of land, in 1972. In 1975 the Shire of Melton and the Melton and District Historical Society were successful in nominating the building for National Trust classification, and then the Australian Heritage Commission’s Register of the National Estate. The AHC particularly noted its ‘townscape importance’. It was envisaged that the farmhouse would form ‘a picturesque centrepiece to Melton’s planned … historical park, along with Dunvegan bluestone cottage … and similar structures as they become available.’ In a time of great Melton’s ‘satellite city’ development the Council spelt out its broader vision in its submission to the AHC: ‘Melton is destined to become, by the end of the present century, a city of between 75,000 and 100,000 people. Significant relics of the past, such as ‘The Willows’, regrettably will be rare in that situation. It is essential that sufficient tangible links with Melton’s pioneering days remain to promote in the new community a sense of history and continuity’. Under the direction of ‘The Willows’ Restoration Committee and consultant architect John Hitch, all outbuildings, with the exception of the garage and toilet, were demolished and the dwelling house restored. Finances were provided by the Shire of Melton and the National Estate Grants Program, and considerable amount of voluntary labour was provided by the local community. The orchard was removed, and remaining wooden buildings were relocated to provide an open vista for visitors to the Park. The property was furnished with donations from district families keen to preserve this example of pioneer life in the area. For the past five years he has resided ...David McKenzie obituary, Romsey Examiner 1928 Another of Australia’s very old pioneers in the person of Mr McKenzie, passed away last weekend at his daughters residence At regent at the ripe old age of 92 years ( he would be 93 in November) Born at Berwick of Tweed Scotland, the late Mr McKenzie arrived in Australia with two of his uncles in 1855 by the ship “Red Jacket”. A stone- mason by trade he worked about Melbourne and at Geelong until attack by “gold fever” but met with no success at this venture so he returned to his trade, arriving at Melton about 1860. There he married and settles for about 20 years. In 1880 the Cherokee Heights with its subdivision was famous and Mr McKenzie moved there with his daughter. He continues in his trade, his work extending to Gisborne, Bacchus Marsh, Romsey, and Springfield and other places, where to this day, may be seen monuments of his skill and through tradesmanship as a mason. During his residence in the Mount, he took a keen interest in all the affairs of Kerrie and Cherokee, and he was a familiar figure at all the public gatherings at which he nearly always filled the position of Chairman, because of outstanding qualifications. He was a man of those sterling qualities possessed by those men who laid the foundation of this country so well and truly. Loyal, broad of vision, just in thought and deed, honourable to the extreme in all dealings, fearless in the cause of right, a lover of home and family, and ready to lend a hand to all progressive movements. To the memory of those grand men the youth of today should lift their hats in reverence. Mr McKenzie was a prolific reader of educational works, and the wonderful knowledge he retained upon a variety of subjects was a source joy to those who associated with him. His wife predeceased him by 43 years ago soon after arrival in Cherokee. A Pioneer of Melton There are probably some residents left at Melton and Bacchus Marsh who will remember the late Mr McKenzie, one of them has written as follows:- I knew the late Mr. McKenzie since I was a little boy – over 50 years ago- and no better man ever lived than he, he was a good man from every point of view. The late Mr McKenzie was born on the November 25th, 1835 at Montrose, Scotland. He came to Australia in 1853 and resided for a time with his uncle the late Mr. Gibson on the Kororoit Creek near Melton. A few years later he settled in Melton. In 1861 he was married to Miss Mary Buchanan, the eldest daughter of the late Mr. George Buchanan, one of the early settlers of Melton. Deceased resided on the main road to Bacchus Marsh one mile from Melton. He was a stone- mason by trade, and some fine buildings in Melton and surrounding districts to this day, stand to his credit. He built the Presbyterian Church Melton. The old school, the Shire Hall, many private dwellings and numerous bridges. He was highly respected, as he was well known for the good work he put into all he had to do with. He also took numerous contracts in the Melton Shire, and was also employed by the Shire as Clerk of Works. He was a most conscious man. In his day he took a prominent part in all public affairs, and was a leading spirit in the old school Board. He was one of the pioneers of the Melton Rechabite Tent. He was one of the earliest workers and supporters of the Melton Presbyterian Church, of which he was an elder, and for a great number of years, its Sunday School Superintendent and Teacher. He also lead the singing for many years before the days of the organ, as he had a splendid voice, and could sing his old Scotch songs and hymns up to within six months of his death. For the past five years he has resided with one of his daughters at north Preston, where he died. He had good health up to within six months of his death and could well remember all the early happenings at Melton and surrounding districts. Knuckle bone sized ...Modern communications technology arrived on Gabo Island with the construction of the telegraph line from Eden to Gabo Island in 1870. This type of insulator was usually used with radio antennae wires, telegraph and radio antennae equipment. The items of telegraphic equipment comprise a number of ceramic and glass insulators of varying age and type. Five, knuckle-shaped white glazed ceramic examples are associated with radio antennae wires. In addition to insulators, there is a telephone insulator bracket made of metal with wooden pins. It was once attached to the top of a steel pole and some of these remain in situ along the former telegraph line. Telegraphic communication commenced at the Gabo Lightstation in 1870, just eight years after the lightstation opened. The line from Sydney reached Eden, NSW by 1868 and was then extended to Gabo with the costs shared equally by NSW and Victoria. It was initially carried on posts across the sea to the island but was changed to a line along the seabed after the posts were washed away. The first telegraph office was a timber building on east side of the assistants’ quarters. In 1887 a new concrete telegraph office was built which included quarters for the operator, with Victoria and NSW sharing the construction costs. The 1992 CMP identified remnants of the line from its various phases of operation, and these can still be seen in 2016. Other ceramic insulators in the collection are associated with lines supported on utility poles for the transmission of high voltage electricity. .The various insulators have second level significance for their historic value and provenanceFive white glazed ceramic insulators. This is one of a series of photographs of the Rutherglen Gold Battery. The battery's purpose was to crush quartz from nearby quartz reefs and extract gold from within. The battery was erected in 1908 and consists of a five-head battery, Wilfrey table, Bergin pan, portable steam engine and shed. The battery was restored in 2011/12 and can be viewed daily between 9.00am and 5.00pm. See website for details.
