An early black and white photograph of George Locke's hut in the Cumberland Valley near Marysville in Victoria.An early black and white photograph of George Locke's hut in the Cumberland Valley near Marysville in Victoria. George Locke was a well-educated young man and had some success prospecting in the Cumberland area before partnering with William Chester with whom he opened the Golden Bower gold mine in 1896. George and William then discovered a second reef which they named the Silver Bower mine. George lived in a log cabin in the Cumberland reserve and was known to be a loner. He was clever with his money and chose not to have a bank account in Marysville, where everyone would learn about his financial status. He banked at the ES&A in Fitzroy and at the time of his death in 1941 he had accumulated the princely sum of three hundred and sixty pounds. George Locke was known as "the Hermit of Cumberland Valley" and lived in his humpy until his last few days during which he moved into a Forest Commission's patrol hut because his old humpy had started to fall to pieces. When George passed away at the age of 81 years he had not visited Marysville for over 14 years. The first local government authority for Marong was the Marong Road District (an early form of single-purpose local government), which was proclaimed on 19 August 1860. Its boundary was altered twice in 1862 and on 12 December 1864 it was re designated as a Shire. It absorbed Raywood Borough in 1915, and was proclaimed a Rural City in 1990. On 2 December 1994, with the creation of Greater Bendigo City Council, it was abolished by being amalgamated with Bendigo City, Eaglehawk Borough, Huntly Shire, part of McIvor Shire, part of Metcalfe Shire and Strathfieldsaye Shire to form the City of Greater Bendigo. Papers - 'Operation Key Hold', June 1994
'Operation Key Hold' was set up in June 1994 to establish a security network whereby (with written permission) members of the public could leave their house key at the Hospital in a safely, locked cupboard to be assessed by approved authority in case of emergency. This is similar to the emergency button (hung around the neck) which sounds an alarm at a central location and alerts appointed acquaintances for assistance - used currently (2015) Operation Key Hold was initiated in Mt Beauty for people at risk of being unable to call for assistance. The letters and notices are examples of setting up a community organisation which began in 1994 locally and became State wide later in the form of a distress alarm which worked by radio contact to a central location. Typed and hand written papers including letters and notices of varying sizes referring to the setting up of 'security network' whereby a house key is left (with written permission) at the Hospital in a safely locked cupboard.
