The Municipality of Kew (1860-1863), the Borough of Kew (1863-1910), the Town of Kew (1910-1921) and the City of Kew (1921-1994) were local government instrumentalities in the State of Victoria. In 1994, the City of Kew was amalgamated, together with the former Cities of Camberwell and Hawthorn, into the new City of Boroondara (1994- ). Like other local government entities of the period, Kew was administered by town clerks. The two notable town clerks in Kew's history were H. H. (Henry Hirst) Harrison (1868-1955) and W. D. (William Dickie) Birrell (1899-1974). Harrison was appointed to the position in 1901 and retired in 1938 after 37 years. Birrell, appointed Acting Town Clerk in 1921, became Town Clerk in 1938, following Harrison's retirement. He continued in this role until his retirement in 1966. A large part of this collection of civic ephemera was assembled by W. D. Birrell. This is part of an historically significant civic collection, containing hundreds of separate invitations, documents, greeting cards, programmes and tickets issued and/or collected by successive town clerks. Items in the collection illuminate the political, social and cultural history of the district. These badges were produced in 1917 to provide funds for the Lady Mayoress’ Fund during World War One. This fund was largely involved in funding canteens and other comforts for the servicemen during World War One..1 A metal badge with a gold rim, a dark gold background, a cream-coloured map of Australia with red printing and five stars representing the Southern Cross (one smaller star may represent Tasmania). The Australian Comforts Fund was formed during the first World War and was an amalgamation of various organisations which were sending items of comfort such as toiletries, clothing and food to Australian troops who were fighting overseas. It ceased its work and was dissolved in 1920 at the ceasation of the war but was started again to continue the same work in 1939.In Australia it rivalled the work of the red Cross and many of the volunteers involved were women. As well as making and providing items themselves there was major fundraising to purchase further items. Over the course of the war they provided over 1.5 million hampers. This certificate was presented to Mrs Steward for valuable services rendered to the Australian Comforts Fund during World War 1939-1945. The Australian Comforts fund was wound up in June 1946.This certificate recognises the work of one of our residents to a fund which was Australia wide and would have been one of numerous certificates presented around the country. The Australian Comforts fund was an organisation with which numerous people would have been affiliated and which also assisted many soldiers over the years. The Peterborough Sandcastle competition has run for at least 50 years and is a highlight of the summer holiday season. Alan J. McConchie, a manufacturer’s agent, was elected to Kew Council in 1924, serving as a councillor for 21 years. He was elected Mayor of Kew in 1927-28, and again in 1945-46. During his second term as Mayor, he gained the support of Council for a pre-school plan which was the first of its kind in Victoria. The scheme established nursery schools and kindergartens as an extension of the existing baby health centres. Alan McConchie was active in Methodist Church work, and was one of the founders of the East Kew church, of which he was a trustee for 29 years. He was well known in the district as a cricketer and was a founder and past president of the East Kew Bowling Club. A Resident of Strathalbyn Street, he died in 1945 aged 60, while attending morning service at the East Kew Methodist Church. He is buried in the Burwood Cemetery. Luke Murphy served as a Councillor from 1902 - 1917 and was elected the 35th Mayor of Bendigo in 1905. The Mayor and Mayoress gave the customary ball at which over 400 guest attended and was regarded as one of the most successful in the municipals history. (p219 Mayors of Bendigo). There were numerous events in Kew, held during World War I, to support the War Effort. The 'Our Heroes' Carnival was held in the Kew Recreation Hall [dem. 1960], Wellington Street on the weekend of 9 and 10 August 1918. The event was held to gain financial support for the Lady Mayoresses' Patriotic League. Three press reports [see references] describe or illustrate the event. Organisation of the event was led by the Mayoress, Mrs Wynne, with the assistance of Mrs. H. Dodd and Mr. Hamilton Wilson. Stalls were operated by women selling items donated or created by individuals, organisations or institutions. While the badge is not mentioned in the references, it was clearly able to be purchased as a symbol of support for the event and for the cause for which it raised funds.The badge appropriates cultural symbols for political purposes. It is a rare example of a three-dimensional badge created to support Australian soldiers abroad during WW1. It is unusual in that the inscription is localised to the municipality rather than using a generic label.
