FLEMING, Lawrence Joseph, (b.1876 - d. 1967) Police Reg. No. 5974 served with the Emerald Police from 08/11/1915 - 06/09/1934 as 1st. Constable. Lawrence Joseph Fleming was a veteran of the Boer War. He came to Emerald after his discharge from the Australian Army. He joined the police force, travelling on horseback to cover an area from Gembrook, Cockatoo and Emerald, through to Monbulk and Belgrave. His house which also served as the police station still exists in Kilvington Drive, Emerald. The back yard contained a lock-up for prisoners. He served as a policeman in Emerald for 19 years. When he retired, around 1928 - 30, Constable Fleming bought the Collis farm in Pinnocks Road, which at the time extended right down to Telopea Road. He died in Ferntree Gully hospital at the age of 91 years on the 12 June 1967. (as researched by C. Article, Henry Pulteney Dana and his Native Police, 1970s
This item is a copy of an article on Henry Dana and the Native Police of the 1840s and 50s in Victoria. Henry Dana’s police corps is regarded as the forerunner of today’s Victorian Police Force. The article was written by Stan Baulch when he was a member of the Warrnambool and District Historical Society, probably in the 1970s. The paternal grandparents of Stanley Samuel Baulch (1897-1980) were Francis and Ann Baulch, pioneer settlers in the Kirkstall area in the 1840s. Stan’s father, Samuel Baulch, established a property in the Macarthur/Hawkesdale area in the 1870s (Rose Park) and in 1893 bought the nearby property of Dunmore which had been established in the 1840s by Charles Hamilton MacKnight and partners. (It was when Stan Baulch was reading the 19th century diary of Charles MacKnight that he first came across the story of Henry Dana and the native police). Stan Baulch inherited part of the Dunmore estate on his father’s death and this he named Rose Park, using his father’s property’s name. Stan Baulch had a great interest in local history and as well as the article on Henry Dana he also produced a booklet on early bullocking and bullock-drivers in the Western District. This article is a copy so does not have any strong historical significance but another copy of it will be a useful file item in the collection of the Warrnambool and District Historical Society.This is an article of 8 foolscap pages, with the material in it being a typed copy. The bluestone blocks were originally part of the bluestone lockup located behind the Police Residence and Courthouse. The stones at one stage formed an edging to a grass island at the intersection of Wattletree Road and Main Road and were painted white. When that intersection was reconstructed the stones were brought back to the former residence, occupied by the Shire Department of Parks and Environement where again they were used as edging for a newly constructed driveway put through from Main Road through where the original Police Station was sited. The stones now form part of the garden bed edging at the rear of the building. At some stage in 1989 a reproduction Police Station was built beside the residence as originally located, for the purpose of providing a lunch room for shire staff. Through his position as a stockagent's clerk Billy, a proper dingo if ever there was one, is able to learn that some of the cattlemen intend to beat the duty by swimming their newly bought cattle back to Victoria. Sneaking down the back alley to the Police Station he sells this information to the authorities. Only Lennie, the halfwit roustabout from the store, follows and observes him, and, by riding O'Day's horse out of town, prevents his friend from travelling with the drovers who get caught in the police trap. Joseph Edward Teague (1859 -1925) Son of John and Annie Ellison, Joseph was born at Heathcote. Joined the police force in 1890 and had the number 4324. On far right, Coach House (stables not shown) - end of coach run from Heidelberg. This is possibly a picnic for returned servicemen from Gallipoli. The house on the right still existed c.1970 and was alongside Hotel on Kinglake side. Possibly a picnic for returned servicemen from Gallipoli. This photo was taken in front of the Police Paddocks with the police station on the left. Model T Fords parked with soldiers, drivers and locals resting on the police paddock in front of the Queenstown (St Andrews) station. The RACV Volunteer Motor Corps service during World War One was the reason the organisation was granted its Royal prefix. Automobile Club of Victoria members volunteered their time and vehicles to collect returning soldiers and nurses from ships at Princes Pier, Port Melbourne. Trips were also often arranged for convalescing soldiers to country areas for picnics and to “revive spirits”. The soldiers were also picked up from the Austin Hospital in Heidelberg and Mont Park Military Hospital in Macleod. Queenstown (St Andrews) was a common picnic spot. The Evelyn Observer reported on June 9. 1916 "Some 75 returned soldiers visited Queenstown on Sunday, 28th ult., and were hospitably entertained by local residents who had provided refreshments sufficient for 150. Mr. Milne in an appropriate speech welcomed the soldiers, and Mr. Robison suitably responded.” The photo was reproduced page 108 of “The Diamond Valley Story" by Diane H. This is a licence for a driver of a motor cycle in Victoria. The licence was issued in March 1916 to William Wines of Warrnambool. The licence was valid for one year. The form used was actually one for a motor car but the word 'cycle' was added in handwritten ink. This licence is of considerable interest as 1916 is an early date for the ownership of a motor cycle in WarrnamboolThis is a sheet of paper providing a motor cycle licence. The paper has the Victorian Coat of Arms, black printing and handwritten information in black ink. The paper is a little crumpled and stained. The Sergeant, senior Constable, or Constable on duty at Orbost Watchhouse, received all charges against prisoners brought in by different constables, ascertained their nature and if satisfied it was a proper charge was obliged to record the name of each prisoner and the particulars of the offence. This information was recorded in a charge book. Recorded also were details pertaining to the charge itself included: the charge number; the date and hour of both the apprehension and the recording of the charge in the Charge book; personal details of the person being charged including name, address, date and place of birth, a short summary of the nature of the offence and any other relevant details which followed the charges. In general entries became less detailed over time but the format of the entries and the type of information collected remained similar.This book is associated with Orbost and provides insights into the nature of crime as well as the experiences of police and victims in Orbost.A large, heavy register with hand-written entries.
