Eltham Plumbing Supplies (Lennie Whiteway Plumbing) located on the right side of the street. It later became the Eltham Bookshop and sold cane ware as well. On the corner with Main Road is the local branch of the State Bank of Victoria. The building still stands and is the present day Westpac bank branch. Cr. Mary Grant of Hurstbridge served as the North Riding Councillor for the Shire of Eltham. First elected in 1990 and required to retire by 1995. She was the Shire President at least 1992-1993. Source: Shire of Eltham 1993 Handbook. It is believed that this photograph was taken after Cr. Grant's term as President. EDHS Newsletter No. 216, May 2014, p4 Mayoral Chain of Office R.C. McLellan and family donated a Chain of Office to the Shire of Eltham to be worn by the Shire President on formal occasions. With the amalgamation of councils in 1994 this was transferred to the Shire of Nillumbik to be used during the mayoral year. Eltham had a Shire President whereas Nillumbik has a Mayor. Many municipalities have a collar or chain of office for ceremonial purposes. Traditionally these symbolise or denote the formal leadership role of office. This chain is part of the Visual Art Collection held by Nillumbik Shire Council and is now on display in the Council Chamber area in the Civic Centre at Greensborough. Matcham Skipper and Myra Skipper were commissioned by the McClellan family to create the gold-plated silver chain shown being worn by Eltham Shire President Peter Graham in 1990, with Bob McLellan and Matcham Skipper (centre). Library Development The library building has been designed to reflect its parkland setting. External features include: the roof which includes interesting aspects when viewed from Main Road; verandahs which provide ramp access and give a sheltered entrance to the building; walls which feature locally-made mudbricks, conventional bricks and copper panels; and space for an outdoor courtyard/reading area which will be developed later. Internally there are a number of features. The building includes a foyer with a fireplace suitable for displays including artwork; a community multi-purpose room suitable for meetings or functions and an outdoor cafeteria. The ceilings are lined with Victorian Ash. The shapes for the ceiling give a free flowing form to the building. Brush Box has been used for the circulation and information desks. The tree trunk columns are Grey lronbark from New South Wales. Arches and and various-shaped windows add interest to the internal structure. The carpet design reflects the Eltham environment and compliments the natural colours and timbers used in the building. Tiles by artist Felix Bosari feature in the building and additional art by local artists will be added externally and internally to the building. The library floor area is approximately 1200 sq metres and houses a collection of 50,000 items. The community multi-purpose room, foyer and community display area totals approximately 300 sq metres. These areas will be available to the community for such events a~ meetings, displays, classes, functions and art exhibitions. The Toy Library and Adult Literacy Group will also be based in the new complex. The Eltham Library was located at the southern end of the newly constructed southern wing of the Shire Offices at 895 Main Road. The first dedicated library in the shire was the Children's Library built by the Eltham War Memorial Trust (now the Eltham War Memorial Hall). Funds were raised by volunteers to purchase books, the land and construct the building. This library initially opened in the Eltham Public Hall on the corner of Main Road and Arthur Street around 1948. The Children’s Library building was opened in 1961 but the transfer to the Eltham Council of the War Memorial Trust land and buildings in 1965 saw the closure of the children's library, which held over 2,000 books that were then transferred to all the schools in the shire which had participated in the monthly book exchange of boxes of books by use of the railways, bus companies and private cars. In late 1966 the children’s library service was integrated into the Heideberg Regional Library Service and the building was officially renamed the Eltham War Memorial Hall. The Brinkkotter house in Dudley Street became the first of the general library services in Eltham with shelving from the old Heidelberg City Library, staff borrowed form the Heidelberg Library and some use of the 1941 Shire Office in Main Road. By 1971 the 1964 Shire Office had the southern extension added and the Library was located on the lower level with Engineering and Planning on the level above. By 1986 this library was experiencing overcrowding from lack of space and equipment needs. With Federal Government assistance, Council was able to design and build a new library which was located in the Eltham Common and opened in May 1994.Background workings for the funding of a Public Hall at Eltham. The funding was provided by public subscription and the money loaned to Council to build the hall. The hall was part of the new Eltham Shire offices located at the corner of Main Road and Arthur Street. In 1993 Eltham Shire Council issued a permit to Michael Muzur, Terry Lant and Andrew McMillan to redevelop the former Montmorency Theatre/Bingo Hall at 41-43 Were Street as an alcohol-free youth entertainment centre. Ron McCormack, retired former JP on behalf of 41 Joint Appellants consisting of local residents and traders successfully lobbied the community and won an Appeal to have the permit cancelled as unsuitable development. The Administrative Appeal Tribunal found that the proposed development came withing the Eltham Planning Scheme definition of an 'amusement parlour' and that the playing of pool an amusement machines would be the focus of the centre and unlikely to attract older age groups. The tribunal was not satisfied the applicants had sufficient knowledge or where with all required for the successful running of this type of operation. With respect to the objectors, the Tribunal did not accept that a responsibly managed and attractive amusement parlour could not coexist near the adjoining residential area and without detriment to the commercial centre. At a Council meeting on June 7, 1994 councillors requested a report outlining criteria to be used to assess planning applications for youth entertainment venues given the Tribunal's view that a poorly managed facility in a small neighbourhood shopping centre, particularly in such close proximity to a residential area would not only have the potential to increase perceived youth problems, but could jeopardise the prospects of future proposals. This was possibly produced for an open day in the centenary year. The Shire of Orbost was a local government area about 380 kilometres east of Melbourne. The shire covered an area of 9,347 square kilometres and existed from 1892 until 1994. Originally, Orbost was part of the Bairnsdale Road District which was created on 30 April 1867. Splitting away as part of the Shire of Tambo in 1882, Orbost was first incorporated as a shire in its own right as the Shire of Croajingolong on 30 May 1892. It received its present name on 17 February 1893. On 3 January 1913 part of its western riding was annexed to Tambo as its Cunninghame Riding. On 2 December 1994, the Shire was abolished, and merged with City and Shire of Bairnsdale, Shire of Tambo, most of the Shire of Omeo and the Boole Boole Peninsula from Shire of Rosedale into the Shire of East Gippsland. Pictorial guide to the artwork Our Eltham, a collection of 31 panels celebrating life in the Shire that were collaboratively created by artist Nerina Lascelles and ceramicist, Linda Detoma and commissioned by the Eltham Cemetery Trust. Our Eltham Artistic Recollections is a collection of panels that was commissioned by the Eltham Cemetery Trust as part of its vision to offer the community a fresh and unique relationship to the Cemetery. 31 panels were produced depicting historical images of Eltham and the nearby area with images of indigenous flowers and plants. A majority of the images were provided to the collaborating artists in digital form by Yarra Plenty Regional Library in partnership with Eltham District Historical Society who holds the significant Shire of Eltham Pioneers Photograph collection in partnership. EDHS and YPRL staff (Local and Family History Librarian) provided advice on which images to use and also provided assistance with the provision of information and editing services for this booklet, which is also available electronically. The collection of panels was collaboratively created by artist Nerica Lascelles and ceramicist Linda Detoma. The project was designed and constructed by Leigh Wykes with Australian stone and Ironwork by Neil Carter.
