Wingrove Cottage built 1858-1859 of hand made bricks is historically significant for its long association with Charles Wingrove, a prominent figure in Victorian local government, as secretary to the Eltham District Road Board and Shire Council from 1858 to 1904, and Shire Engineer and Secretary to the Heidelberg Road Board. The cottage was used as the office of the Eltham District Road Board and Council for many years It is one of the Shire's oldest dwellings, and one of the few surviving 19th century buildings associated with early Eltham and located in the original Eltham Village Reserve. The symmetrical planting of a pair of Pencil Pines (not visible in photo) is also historically and aesthetically significant as characteristic of the early period of planting in the district and because they are a distinctive landscape feature. In October 2002 new owners demolished the outbuildings attached to the rear of the cottage. Community protest at the demolition resulted in Council issuing a Stop Work order. The owner was issued with a court order in September 2003 to develop a conservation management plan and restore the heritage listed property. The owner sold the property in 2005 to Cameron Construction in 2005 who undertook the restoration work. In 2007 a planning application to build two offices and seven dwellings at the rear of the property was ultimately rejected. The cottage is now the main office for Cameron Construction. Published: Nillumbik Now and Then /​ Marguerite Marshall 2008; photographs Alan King with Marguerite Marshall.; p57 Wingrove Cottage on Main Road beside Eltham Primary School, is one of the Shire’s most important historical buildings and was central to local government for almost 50 years. The cottage was built in stages from 1858 to 1888 for Charles Symons Wingrove JP. He was the Eltham District Road Board’s first paid secretary and later the Shire Secretary when the board became the Eltham Shire Council. Wingrove held those positions, and that of engineer for a time, for 46 years. He was also one of the main figures in the Municipal Association of Victoria. As Eltham’s first paid municipal officer, Wingrove used one room in his 11 – (originally two) roomed home, as the office for the board then the council. Meetings were held there from the late 1850s (as well as at more central locations) until Wingrove’s retirement in 1904. The cottage is a rare example of a local government office occupying a Road Board /Shire Secretary’s purpose-designed house. The cottage is also significant because it is the oldest largely intact building from the original Eltham township reserve (south of Dalton Street).1 The township had its origins in the 1848 Nillumbik Parish Plan and was one of the state’s earliest township reserves. The rectangular house of handmade bricks, roofed with grey slate tiles and with a veranda encompassing three sides, is reminiscent of those in the central goldfields including Castlemaine. Its overhanging eaves and gables were unlike houses in Melbourne at the time. Wingrove, who was born in 1827, had been a gold digger and a road surveyor. Impossible to imagine in today’s world, Wingrove was also the Shire of Heidelberg’s secretary and engineer for part of the time that he was secretary in Eltham. Living next door to the primary school was a mixed blessing. Wingrove and his wife Katherine, who had ten children, sent their eight surviving children to the school. But they had occasional disputes with the school authorities when their cattle wandered into the schoolyard. Eltham showed Charles Wingrove its appreciation of his services by giving him two illuminated addresses, one after ten years and the other at retirement. Wingrove died in 1905 aged 76 and was buried in the St Katherine’s Church of England cemetery in St Helena. His grave is surrounded by those of family members including his wife, Katherine and two babies, Henry, 12 months and Isobella, 15 months, who died in the mid-1860s. Cottage ownership passed to his wife, then to daughter Caroline and then to daughter Bessie, a Melbourne University graduate and artist. During the Great Depression their brother Walter was the ratepayer. At one stage the Wingrove property extended to Metery Road and included a small creek. The family ran a small dairy and orchard, with associated farm buildings, which were later removed. In 1949 part of the property was compulsorily acquired by the Eltham Primary School, which infuriated owner Bessie Wingrove. She protested in a letter about this ‘monstrous act of unmitigated tyranny’.2 She was the last Wingrove to occupy the cottage and died in 1955. Wingrove descendants sold the house in 1974 and the property was subdivided. In the 1960s the Eltham Shire named the park opposite the cottage in Wingrove’s honour. The cottage has since had several owners including psychiatrist Dr Daniel Kahans, who practised there. In October 2002 late rear additions which had been substantially altered were demolished contrary to council planning controls. This caused a community outcry and resulted in legal proceedings against the owner. Fortunately the historical significance of the demolished section was not as great as the older front part of the building, which has been retained and was later restored.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. In 1872 Senior Constable Myles Lyons replaced Peter Lawlor at Eltham Police Station. Earlier in his career, he had taken part in a search (one of many) for missing explorers Burke and Wills. At Eltham, his arrests ranged from minor instances of theft, vandalism and larrikinism to serious cases of manslaughter, murder and attempted suicide. He even tracked down and arrested two Norwegian seamen charged with desertion from their vessel. While conveying a prisoner from Eltham to Melbourne in 1886, he was attacked by the prisoner en route. It seems that much of the local news in the Evelyn Observer was provided by Eltham Shire Secretary C.S. Wingrove. In 1878, Eltham residents held an “Indignation Meeting” at the Evelyn Hotel, complaining that the reporting had denigrated Lyons’ conduct and had stigmatised the character of Eltham’s inhabitants. They passed a resolution castigating Wingrove and supporting Lyons. Wingrove claimed to have been misconstrued. But in 1887 the Evelyn Observer carried a long ranting vitriolic editorial. It complained about inadequate policing generally, then attacked Lyons personally, saying that (although efficient in the past) he had now become incompetent and needed to be replaced by a younger more energetic man. Myles Lyons retired due to ill health in 1889 but remained in Eltham until his death in 1899. He is buried in Eltham Cemetery with his wife Flora and five of their children. Four sons moved to Western Australia where two were killed in unconnected railway accidents. The late Mr. Nink has lived in the district practically all his life and died at the home formerly occupied by his father; Some years ago he conducted a peach orchard, which was one of the sights of Queenstown. He was recently engaged in mining at One Tree Hill with Mr. Otto Muller. He took an active part in public affairs, and was a trustee of the mechanics' institute, recreation ground and cemetery trust. He had a happy disposition, was very hospitable and always merry, which made for him friends all over the district. He leaves a wife, and was the father of Alice (Mrs. Christian), Charles, Robert, William and Minnie (deceased); and the brother of Joseph: (deceased), Henry, Johanna (Mrs. Tonge), Frederick, Mary (Mrs. Antonie) and Robert. His relatives have the sympathy of a large circle of friends in their sad bereavement. The remains of deceased yere interred in Smith's Gully cemetery on Wednesday, and his popularity was shown by the large cortege, amongst the mourners being ex-Cr. Zerbe !(Doncaster), Messrs. Carlyle. Exton, Harris (Kinglake), Birch (Christmas Hills), P. J. McMahon (shire secretary), Crs. Hewitt and Ryan (North Riding), and Cr. D. Murphy (Whittlesea shire). The funeral service was conducted by the Rev. Father Lande (Diamond Creek), and the funeral arrangements were in the hands of Messrs. At Eltham, his arrests ranged from minor instances of theft, vandalism and larrikinism to serious cases of manslaughter, murder and attempted suicide. He even tracked down and arrested two Norwegian seamen charged with desertion from their vessel. While conveying a prisoner from Eltham to Melbourne in 1886, he was attacked by the prisoner en route. It seems that much of the local news in the Evelyn Observer was provided by Eltham Shire Secretary C.S. Wingrove. In 1878, Eltham residents held an “Indignation Meeting” at the Evelyn Hotel, complaining that the reporting had denigrated Lyons’ conduct and had stigmatised the character of Eltham’s inhabitants. They passed a resolution castigating Wingrove and supporting Lyons. Wingrove claimed to have been misconstrued. But in 1887 the Evelyn Observer carried a long ranting vitriolic editorial. It complained about inadequate policing generally, then attacked Lyons personally, saying that (although efficient in the past) he had now become incompetent and needed to be replaced by a younger more energetic man. Myles Lyons retired due to ill health in 1889 but remained in Eltham until his death in 1899. He is buried in Eltham Cemetery with his wife Flora and five of their children. Four sons moved to Western Australia where two were killed in unconnected railway accidents. Information from Alec Cameron: July 28th Alec Cameron article Late Rev James Lambie came to Melton in 1863 from Paisley, Scotland. He was married the second time. By the first marriage he had one son and two daughters. By the second marriage, one son and three daughters. The second son was Mr William John Lambie. When Rev Mr Lambie took charge of the Presbyterian church it was held in a wooden building. He was a good preacher. He and his family took great interest and commenced to form a committee to collect funds to build a new bluestone church. The collected the rent money for the building. Mr Lambie lived for several years in Melton before he went to Wyndham Church to take charge there, and the family went to live there also. The reason was that the Melton Congregation could not provide the stipend he required. He came from Wyndham on a Saturday and preached to the congregation on Sunday morning and then went back to Wyndham to continue his services in the afternoon and evening. After a few years, Rev Lambie retired from the ministry and purchased a house in South Yarra where he and Mrs Lambie died. The eldest daughter Jessie, married James Scott a teacher at the Melton School. They left Melton and while teaching near Melbourne he got his BA and other degrees. He then purchased the Warnambool College for L5000 and resided there for a number of years. His wife predeceased him. There were two sons and two daughters. He was a brother-in-law of the late Mr Lang wine and spirit merchant Collins street, who was the Mayor of the City Council. His brother Mr Robert Scott was the licensee of the hotel at the corner of Bourke and Russell St and one of Mr Scott’s daughters married Mr Smith, solicitor, a nephew of the late Mr Smith of Toolern Vale, and another one married Dr Officer of Warnambool. They went to Western Australia to reside and Mr J Scott with them. He died abour 6 years ago. Miss Lambie the second eldest daughter, married Mr Samual McDonald, JP, butcher and Clerk of Courts, Melton and late correspondent for the Bacchus Marsh Express. He also acted as the Shire Secretary for the Melton Shire, and got an auctioneer’s license while here. He then left Melton to go to Shepparton, where he became the President of the Shire and the Clerk of Courts. Before he left Melton he was presented with a purse of sovereigns from the residents. The late Mr Lethbridge, Shire, was chairman. Mr McDonald left Shepparton and went to reside at Warnambool and is still living there. He had two sons in the bank. His wife died a few months ago at Boxhill, at the nursing home of her daughter, Sister Jessie McDonald, who was peronsally invested with the Royal Red Cross by the King a Buckingham Palace, for good work done at the front in the recent Great War. Mr William John Lambie, a brother was war correspondent for the “Age”in the South African war, where he was killed. The “Age” proprietary gave a shield in his memory to be shot for the Williamstown rifle competitions, called the Lambie Shield. The last time I was speaking to Mr Donald McDonald, war correspondent for the “Argus” in South Africa he said he thought the next war would be with the whites and the blacks. View looking across Main Road to Wingrove Cottage (c.1950s), former home Charles Symons Wingrove. Charles Wingrove was a prominent figure in Victorian local government, as secretary to the Eltham District Road Board and Shire Council from 1858 to 1904, and, as Shire Engineer and Secretary to the Heidelberg Road Board. He was part of the Committee to establish the Church of England at Eltham. The Wingroves were an important pioneer family of Eltham and Wingrove Cottage is one of the most important heritage buildings in Eltham as one of the few surviving 19th century buildings. Reputedly built in 1858, Wingrove Cottage was recorded in the 1859-60 Eltham Road District rates book as a brick house owned and occupied by Wingrove with a Net Annual Value (NAV) of ₤30. In 1861, the year the Church opened, Wingrove's house was identified as a two -roomed brick cottage. Charles Wingrove is buried with other members of his family in the cemetery at St Katherine’s Church, St. Helena. This image is believed to have been incorporated in a presentation by Russell Yeoman to the 10 November 2004 Society meeting on "Significant Trees, Wildflowers and Local Gardens."This photo forms part of a collection of photographs gathered by the Shire of Eltham for their centenary project book,"Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall (1971). This public notice of 1935 warns of the dangers of Infantile Paralysis. It advises scalding dairy products and reporting stock illness, even though the disease was viral (discovered by U.S. researchers in 1908), not bacterial. There was little chance of protecting children against contracting the disease as the Salk vaccine was not available until 1955, although medical research into the development of preventative serum was well advanced in the 1940's. Treatment of the disease was primitive and a cure not possible.Infantile paralysis was a fearful disease increasingly prevalent in the early 20th Century. Children under 3 were especially susceptible. It could be said to be forever associated with this part of the Western District as a result of the celebrated author, Alan Marshall (1902-1984) suffering its effects. Accompanying notes state that the entry gate was put in place in May 1921. Eltham and Whittlesea Shire Advertiser and Diamond Creek Valley Advocate Fri 21 May 1920 p 2 reported: Kangaroo Ground Memorial Park "It was decided to arrange for a working bee on Saturday, 29th inst., for the purpose of forming and gravelling the track leading to the Park, and of carrying out other necessary works." A history summary of the Shire of Eltham Soldiers’ Memorial Park • The summit at Garden Hill was a popular tourist lookout and picnic spot from the 1880s. Virtually the entire Shire of Eltham and beyond could be viewed from this location. • A local farmer, Mr Walter A. D. Wippell is credited as being the first to propose the idea of a war memorial park and offered £50 towards the purchase of the land. • The earliest public reference to this project is to be found in the local Advertiser newspaper edition of August 9th, 1918. A report of the August Council meeting records the Eltham Shire President, Cr. Robert White, saying: "some time back it was proposed that the Council obtain and place on an Honour Board in the Council Chamber [at Kangaroo Ground] containing names of the lads who had enlisted. Just recently however, it had been suggested that a more fitting memorial would be the obtaining of a piece of land on the summit of Garden Hill, Kangaroo Ground, and the formation of a memorial park in which a monument could be erected to represent the whole of Shire. If a couple of acres could be obtained a gentleman had promised to donate 50 pounds, and another one would fence it, and other contributions, he was sure, could be obtained." • Councillors were favourable of the proposal and the President, Shire Secretary and Shire Engineer were deputised to wait on Messrs Mess Bros. (the owners of the Garden Hill farm) and ascertain if they would gratuitously give the land. The Mess Bros. land adjoined the farm/stud of Mrs Fanny White (Cr Robert White’s mother), daughter of Andrew Harkness who established their property on Garden Hill around 1846. • Access to the land came in February 1919 when several Councillors and the Shire Engineer surveyed the actual two acres of '5 chains along the road and 4 chains deep'. The Engineer volunteered his services free to do this task. The Mess brothers however demanded £100 per acre but eventually agreed to take £50 per acre. • Entry from the Kangaroo Ground-Yarra Glen road was seen to be a problem and Mrs. White, who owned the land beside the park, was asked to donated a triangle of her property to allow this access. • By September 1919 returned soldiers were employed by the Shire and volunteers were called to clear the hilltop by ploughing up the rocks and clearing the area, the fencing was put into place and in May 1921 the Council erected three gates, within an archway, at the entrance to the drive and pathway to the summit. • Public subscriptions were sought through the Advertiser newspaper to beautify the site. The views of the Curator of the Melbourne Botanical Gardens were sought as to the ‘class of ornamental trees most suitable for planting in the Park area”. • The Memorial Park or Shire of Eltham Soldiers’ Memorial Park was officially opened by Mr. W.H. Everard, M.L.A., 3 September 1921. • In 1922 plans were made to place a War Memorial in the Park. Funds were donated by the Council of £250 and a challenge to the community, to match this money with contributions was met. • On Anzac Day 1923, 1,000 people gathered on the summit in the park for a memorial service. A much smaller group of about 50 people gathered around a newly constructed cairn and flagstaff in the afternoon of Anzac Day 1924 amidst rain and a squally southerly wind, the morning service being cancelled. • A meeting for those interested in establishing a War Memorial monument within the park was held in January 1924 and the Eltham Shire War Memorial League was formed and a design competition decided upon. • The Shire of Eltham War Memorial tower was built in 1926 at a cost of £1,023 and 5 shillings with locally quarried stone donated by Dr Ethel and Professor William Osborne. It was formally known as the ‘Shire of Eltham War Memorial’ and was unveiled on 11 November 1926. The large bronze inscription above the entrance to the tower states: SHIRE OF ELTHAM WAR MEMORIAL THESE MEN DIED FOR THEIR COUNTRY 1914 IN REMEMBRANCE THIS TOWER WAS BUILT 1918 • The Caretaker’s hut was built in 1927 with left over from the tower construction. • A returned soldier was appointed to act as caretaker for the memorials. Tiny Carrol, a huge man, was the first caretaker and lived in the stone hut. There was a push to have alterations made at one stage to provide additional rooms for a married caretaker but was rejected. • A new Caretaker Cottage was built in 1951 at a cost £2,500. The cottage had been subjected to raids by thieves three times during construction until a guard from the Returned Servicemen’s League was posted until its opening. • The War Memorial tower was re-dedicated by Sir Dallas Brooks on 8 November 1951, unveiling new bronze plaques containing the names of those who fell during the Second World War. Sir Dallas also officiated the opening of the new Caretaker’s Cottage. • A toilet block was built in 1965. • A further dedication of the Shire of Eltham War Memorial tower took place 11 November 2001 to recognise the men who fell in subsequent campaigns up to and including Vietnam. • Four land titles are involved: o The purchase of the two acres from owners Ruth Gosling, Alexander Mess, James Johnson Mess and Joseph Mess is recorded in two actions, the first being the payment of £100 for the two acres, the second showing that the Shire of Eltham did not get a transfer of title until 14th January 1952. o The access land donated by Mrs. Fanny White is dated 26 February 1924. A further need to widen the entry came after the deepening of the road cutting and another land donation was given by Sir Herbert Gepp, title dated 15th May 1952. This would have been about the time he sold off the former White ‘Garden Hill’ property. o The land reserve to increase the area and possibly allow a circuit road to be put in place on the western side of the park was purchased by the Shire of Eltham, title dated 16th February 1973. This photograph was taken in the 1960s at Lake Sambell and is a view across the lake from the east side, the photo was taken during a period of improvements to the lake and surrounding area. Lake Sambell is an artificial lake that was created on the site of the old Rocky Mountain Mining Company workings and was officially opened by Minister for Lands, Mr Baily, on October 5, 1928. The disused and unattractive remains of the mine were converted into a recreational area intended for swimming, boating, and fishing. The lake is named after Mr L.H. Sambell, shire engineer and secretary of the Forward Beechworth Committee, who advocated for the enhancement of Beechworth into a tourist destination and was central to the planning and establishment of the lake. Funding for the project was raised through both competition funds and donations. Since the construction in 1928 several engineering issues have arisen. In 1939 the water levels were low, and the lake was considered both an eyesore and ‘mudhole’, Beechworth Shire Council sort funding to raise the height of the lake six feet to improve the quality of water. Throughout the 1940s the Beechworth Swimming Club sort to address the structural engineering issues and improve swimming facilities at the lake. R.E. Carter, similar to L.H. Sambell, was a shire engineer who advocated the importance of positioning Beechworth as a tourist destination. Carter held the position of shire engineer from 1954-63 and organised many improvements to the Lake Sambell area including the caravan park in 1959, the lake swimming pool in 1961, water skiing and boating facilities, and increased the lake surface area in 1964. These improvements to the lake also reflect an increase in leisure time and access to travel during a period of post-war prosperity in Australia during the 1950s and 60s. This photograph is of historical significance as it documents Lake Sambell in the 1960s after a series of enhancements to the lake area to improve its appearance and usability for both the people of Beechworth and tourists. It is also of social significance in providing an insight into the increase in leisure time and access to travel during a period of post-war prosperity. The photograph depicts two young men standing atop a prominent outcrop at Lake Sambell, with buildings visible on the further shore. The present day park and reserve occupies the site of the former Rocky Mountain Mining Company, an open-cut sluice mine that began operations in the mid-Nineteenth Century and operated until the early 1900s, through the peak of Victoria’s Gold Rush. It was converted into a park and leisure area in the 1920s. Lake Sambell was formally opened to the public on Friday 5th October 1928 and was opened by the Victorian Government’s Minister of Lands, Mr Bailey, as part of initiatives to boost the economies and development of country towns. The lake was named after Mr L.H. Sambell, a shire engineer and secretary of the Forward Beechworth Committee who was involved in promoting the transformation of the mining site and promoting plantation forestry and tourism as alternative industries. £300 to begin the process was provided by Mr J. McConvill, a former resident of Beechworth, who is remembered in a street name adjacent to the lake. An article in the Ovens and Murray Advertiser on Saturday, 5th May, 1917, gives some insight into issues in the Rocky Mountain Mining Company’s final years. The writer details the 1917 annual meeting of the Rocky Mountain Mining Company, stating that locals present appeared ‘well pleased this important local industry is in such a prosperous condition and that future prospects are so encouraging’. The author describes plans to give workers a bonus as evidence of profit-sharing that would ‘bridge the gulf between capital and labour’. The article concludes, however, with the statement that ‘there is a little arithmetical puzzle in the report in connection with the dredging operations I have been unable to solve.' The photograph is significant as it contributes to knowledge about how Beechworth reinvented itself after the Gold rush period, and more broadly how country towns repurpose and redevelop infrastructure and facilities to meet the present needs of their population. Nillumbik Shire Council transferred to the former Diamond Valley Shire Offices in Greensborough after municipal restructuing. The offices became the official Nillumbik Shire Council Offices on 16 October 1995. The former Shire of Diamond Valley Civic Centre or Shire Office building was officially opened on 26th February 1972. Archtiects were A.K. Lines, McFarlane & Marshall and it was built by L.U. Simon Pty Ltd, The Diamond Valley Shire had been created in 1964 from part of the City of Heidelberg. On December 15, 1994 the Shire of Nillumbik was established. Under the Council amalgamations imposed by the Kennett government, the Shire of Eltham, Shire of Diamond Valley and City of Heidelberg ceased to exist with the establishment of Nillumbik Shire Council and the City of Banyule.The new Nillumbik shire surrended the west riding from Eltham to Banyule but in place gained parts of the former Diamond Valley Shire which itself had been created in 1964 from parts of the City of Heidelberg. Three unelected and non-local Commissioners were put in place by the government bringing democracy into question by many members of the local community. The Commissioners determined to abandon the former Shire of Eltham offices located in Main Road, Eltham and in turn occupy the former Shire of Diamond Valley offices located at the boundary of the new shire with Banyule, in Civic Drive, Greensborough. In July 1996 the Commissioners sold the former Eltham Shire Offices and had them bulldozed leading to many years of communiity protest over the process and future development applications. The site has remained vacant ever since. In 1853 a committee was formed to improve the rough roads, some in Kangaroo Ground being almost impassable in winter.1 The committee fundraised by voluntary levies and grants to improve in particular, the main road between Kangaroo Ground and the Plenty River. From this committee arose the Eltham District Road Board, in 1856, which was the precursor to the Eltham Shire Council. The Board’s first chairman was Kangaroo Ground farmer, John Barr. Secretary was the former committee’s secretary, Andrew Ross, Kangaroo Ground’s first school teacher, and founder of the district newspaper, The Evelyn Observer.2 Most of the board’s income came from a toll-house north of the Lower Plenty Bridge, which funded such projects as a road from Kangaroo Ground to the Caledonia Diggings. In 1871 the Shire of Eltham was proclaimed, with its boundaries the same as those of the Road Board, and Councillor A Donaldson of Kangaroo Ground was the first president. Eltham was at the southern tip of the shire, which extended north to Kinglake and east beyond Yarra Glen. In 1878, part of Kinglake was added to the shire, while the area east of Watts River, near Healesville was removed. In 1912, then again in 1958, the shire was further reduced. Yarra Glen, Steels Creek, Tarrawarra, parts of Healesville and Christmas Hills, were transferred to the Shire of Healesville. In 1972 a smaller area, at Kinglake, was transferred to the Shire of Yea, leaving 277 square kilometres in the Eltham Shire. Perhaps no other Victorian municipality has had so many meeting places. Although from 1858 to 1904, the council convened at the office in the home of Secretary Charles Wingrove, the board, and later the council, also met at other more central locations.3 The board moved from the Fountain of Friendship Hotel to the Eltham Courthouse, to the Kangaroo Ground schoolhouse. It then met at the Kangaroo Ground Hotel, which some considered put it in danger of interruptions by people ‘the worse for liquor’.4 In 1885 the council met at the hall on Mr J Donaldson’s land at Kangaroo Ground. After Wingrove’s retirement, the council rented space at the Kangaroo Ground General Store and Post Office. Then, in 1917, the council bought the former office of The Evelyn Observer, after its printing works transferred to Hurstbridge. In 1934, fire destroyed the shire office, which was temporarily relocated to the Kangaroo Ground home of Shire Secretary, Mr P J McMahon. In 1941, the shire office moved to a new building (which included a public hall) in Eltham, at the corner of Arthur Street and Main Road, where the Eltham Village Shopping Centre was eventually built. Growth required new offices, which opened in 1965, on the former Shillinglaw property in Main Road.5 In 1994, as part of municipal restructuring under the Jeff Kennett Liberal Government, most of the Eltham Shire formed part of the new Shire of Nillumbik. It joined with the north section of the Diamond Valley Shire and parts of the Healesville and Whittlesea municipalities. The Diamond Valley Shire had been created in 1964, from part of the City of Heidelberg. Turbulence followed Nillumbik Shire’s formation. Under the Commissioners the council transferred to the former Diamond Valley Shire offices in Greensborough, and the Eltham council offices were demolished. In March 1997 the first five-member Nillumbik Council was elected. But, in October 1998, the government suspended the council and appointed an administrator . Early in 1999, shire residents voted to increase councillors to nine: comprising five ward councillors and four shire-wide councillors. Elections were held in March 1999. Then, before the March 2002 elections, nine new wards were created.6 In 2008 these were reduced to seven. Today [2008] the council governs a varied population of more than 60,000 people living in townships and on bush properties in the green wedge.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. At the time I was a Buninyong Shire Councilor and as such I was Buninyong's representative on the then Ballarat Development Committee. At one of our meetings we received a request for information on a suitable site for a technology park. The requirements were for a site adjacent to a tertiary institution, secluded for security purposes and large enough to contain such a development. The next morning I contacted our Shire Engineer at the time, Newell Barrett and we drove around the area we both agreed that the current site was the most suitable we saw to meet the requirements. At the time it was owned by George Morrison. however the original enquiry to the B.D.C. came to nothing but the Shire Council and the B.D.C. decided to investigate the possibility of the site becoming a technology Park and information was collected. At about this time Mr Morrison put the property on the market and it was bought by a Ballarat builder, Mr John Beaumont, with the idea of developing it as a residential area. Council then arranged a meeting with Messrs Morrison and Beaumont to discuss the matter. I remember Mr Morrison saying he did not care what was done with it he just wanted to sell it and move down to the coast. Mr Beaumont, on the other hand, said he wasn't ready to retire yet and the idea interested him. As a result a committee consisting of the B.C.A.E., B.D.C. and Buninyong Shire Council (and Mr Beaumont) was formed to plan the development and rezone the area to technology park. It was previously zoned residential land and would seem to have been suitable for sub-division and residential development - its close proximity to the College being a major factor in its favour. The point of this is if Mr Beaumont had insisted on pursuing his original plan and had opposed the rezoning, I am quite confident he would have won an appeal at the A.A.T . (Administrative Appeals Tribunal - forerunner of V.C.A.T.) and the I.T. centre would not have got off the ground and the area would be covered with houses. But Mr Beaumont did go into the project with enthusiasm and the first stage was commenced on the 3rd August 1989 when the first sod was turned by Hon. David White, the Minister for Industry, Technology and resources (See the Courier 4th August 1989) Mr Beaumont went overseas to study similar parks and look for tenants. Unfortunately government did not support the project as they have now and apparently Mr Beaumont was ahead of his time for the private sector so Mr Beaumont could not continue the development and the site eventually passed to the College. I personally think more could have been done ... The work done by the Buninyong Shire Council and Ballarat Development Committee seems to have been forgotten as according to the Courier December 21, 2000 we are told the Park opened in 1995 as a joint venture between the City and the University. Lake Sambell was formally opened to the public on Friday 5th October 1928 and was opened by the Victorian Government’s Minister of Lands, Mr Bailey, as part of initiatives to boost the economies and development of country towns. The lake was named after Mr L.H. Sambell, a shire engineer and secretary of the Forward Beechworth Committee who was involved in promoting the transformation of the mining site and promoting plantation forestry and tourism as alternative industries. £300 to begin the process was provided by Mr J. McConvill, a former resident of Beechworth, who is remembered in a street name adjacent to the lake. Residents of Beechworth have worked to raise funds to improve the Lake Sambell reserve several times, such as efforts in the 1930s and 1940s to raise the banks several feet to deepen the water for swimming purposes. Fundraising campaigns include the ‘Ugly Man’ competition conducted on behalf of the Wallace Park-Lake Sambell Development Scheme. The latter competition was run by the Fire Brigade Bend’s team as part of a larger competition called the ‘Mile of Pennies’; it was won by Mr Len Knight of Beechworth’s Commercial Hotel. This photo was taken in the 1960s from a northeast position looking down towards Lake Sambell, the caravan park, and the surrounding area. This photo was taken during a period of rejuvenation for the lake area including the opening of the caravan park in 1959 and the swimming pool area in 1961 (this pool is just visible in the centre of the photo). The popularity of caravanning in Australia exploded during this post-war period of the late 1950s and 1960’s. This popularity was driven by multiple factors, including: the stopping of fuel rations, the accessibility of car ownership through the manufacturing of affordable cars, technological developments in caravan design, and the increase in prosperity and leisure time for many Australians. Lake Sambell is an artificial lake that was developed on the previous site of the Rocky Mountain Mining Company workings and was officially opened by Minister for Lands, Mr Baily, on October 5, 1928. The disused and unattractive remains of the mine were converted into a recreational area intended for swimming, boating, and fishing. The lake is named after Mr L.H. Sambell, shire engineer and secretary of the Forward Beechworth Committee, who advocated for the enhancement of Beechworth into a tourist destination and was central to the planning and establishment of the lake. Funding for the project was raised by both competition funds and donations. Since the construction in 1928 several engineering issues have arisen. In 1939 the water levels were low, and the lake was considered both an eyesore and ‘mudhole’, Beechworth Shire Council sort funding to raise the height of the lake six feet to improve the quality of water. Throughout the 1940s the Beechworth Swimming Club tried to raise awareness and funds to address the structural engineering issues and improve swimming facilities at the lake. R.E. Carter, similar to L.H. Sambell, was a shire engineer who advocated the importance of positioning Beechworth as a tourist destination. Carter held the position from 1954-63 and organised many improvements to the Lake Sambell area including the caravan park in 1959, the lake swimming pool in 1961, water skiing and boating facilities, and increased the lake surface are in 1964. These improvements were financed mainly by grants from the Tourist Development Authority. This photograph is of historical significance as it documents Lake Sambell and the surrounding area in the 1960s after a phase of enhancements to improve the appearance and usability for both the people of Beechworth and tourists. Godfrey to her letter of 24 May explaining circumstances and denying responsibility to forward a replacement cheque as it was cashed at the Golf Club Hotel; 6 June 1958 History of the War Memorial Following the end of the First World War, communities across Victoria and Australia typically erected memorials which were predominantly statues, cenotaphs, avenues of honour and plaques. The Shire of Eltham established the Avenue of Honour at the gateway to the shire as well as an obelisk at the corner of Main Road and Bridge street and the Shire of Eltham War Memorial Tower at Kangaroo Ground. After the Second World War communities once again desired to preserve the memories of those who served and paid the ultimate sacrifice. Resources were scarce so there was a transition away from the traditional style memorials that sprang up post 1918 to one of building facilities that would provide ongoing benefit to the community. Even before the end of the Second World War, the citizens of Eltham began to consider an appropriate form of memorial for those from the area who fought and died in the First and Second World Wars. In 1943 the Eltham Women’s Auxiliary raised funds for the construction of buildings to be established on land to be purchased for the proposed War Memorial. On March 27th, 1945, the Eltham District Progress Association called a meeting of local people who in turn set up and registered the Eltham War Memorial Trust Inc. As a focus for the purpose of the memorial, the newspaper notice read:- ‘Those who have had a member of their family in the fighting services will want to see that the form of a memorial we are concerned with is the one which will be a constant reminder to us of those who fought for us and the little ones for whom they fought and died.’ At that meeting it was decided the Memorial should take the form of a baby health centre along with a creche and children’s library. In late 1945, the newly formed Eltham War Memorial Trust purchased the land at 903-907 Main Road Eltham from Miss Shillinglaw, which once formed part of the Shillinglaw farm on Lot 90 of Holloway’s 1851 “Little Eltham” subdivision. The Governor of Victoria, General Sir Dallas Brooks, laid the foundation stone on November 24th, 1950, in memory of those who fell in the Second World War. The Eltham Infant Welfare Centre was opened November 15th, 1952, the Pre-school on December 1st, 1956, and the Children’s Library in 1961. In late 1966 the children’s library service was integrated into the Heideberg Regional Library Service and the building was officially renamed the Eltham War Memorial Hall. Following the opening of the Eltham Infant Welfare Centre, work began in 1953 planning for the entrance to the grounds, which is signaled by a wrought iron arch entitled “Eltham War Memorial” . In 1954 the Eltham War Memorial Trust decided that a legacy provided by the late Councillor Ernest James Andrew (d. 29 March 1950) in memory of his wife, Mrs. Ellen Andrew (d. 13 July 1946) and who are both buried at Eltham Cemetery, should be used to fund the construction of the entrance. A metal plate inscribed to this effect was attached to the gates. Work on the Memorial Gardens was undertaken throughout the following decade, with a Memorial Forecourt included in the final 1956 plans for the Pre-School Centre. A quote was accepted by the Trust in 1963 for the implementation of a memorial garden, which included grading of a sixty-five foot strip at the rear of the Trust buildings and construction of concrete paths. The stone retaining walls at the front of the site were installed in 1968 when Main Road was widened and it is believed that the Memorial Gates were relocated at that time also. Eltham Senior Citizens Centre In 1964, Eltham Shire Council purchased a section of land from the Trust at the northern end of the site, as a provision for Country Fire Authority buildings. At the same time the Elderly Citizens Club proposed a Senior Citizens Centre on the south western section of the Trust’s property. This was approved by the Trust with the provision that the building was constructed in ‘accord’ with those already existing. In 1965 Council took on board the plans for the Senior Citizens Centre and applied for a government grant. These could only be awarded if Council owned the site. In 1962 the Trust had resolved to hand over the assets to Council once the Memorial Gardens were completed. This was in line with Health Department requirements that grants for the ongoing operation and maintenance of the three facilities would only be made once the the facilities were completed and handed over to Council. In 1965 the Department of Health further demanded substantial alterations to the Pre-School playground as a result of the pending impact of the planned Senior Citizens Centre and Main Road duplication. As a consequence, handover of the Trust’s assets to Council was initiated with a formal ceremony held in the Children’s Library on August 28th, 1965. The Trust continued on as a committee of management for another twelve months. Plans and specifications for the Senior Citizens Centre were prepared by March 1966. Council obtained a grant from the Government which covered one third of the cost and the building was completed by April 1967. This book is a black and white facsimile of the coloured, commemorate album presented to Queen Victoria on her Diamond Jubilee in June, 1897, celebrating the 60th Anniversary of her reign on the British throne. The Municipalities also received original copies, each numbered as limited editions. The first two pages of the album are an address to Queen Victoria from the Municipalities of the Colony of Victoria, Australia, written in fancy Old English calligraphy. The remaining twenty-three pages display images representing each of the 208 municipalities as in 1897 and include a medallion of their Coat of Arms and statistics such as population, size and valuation, signatures of the Shire Presidents and Secretaries. The album’s publisher, Sands & Mc Dougall Limited, was first established in Sydney. This book was published by the Melbourne Branch. This 21st day of June 1897.”This facsimile album is significant for its association with early Australian history, the influence of the British Monarch over its Colony, and the establishment, growth and extent of the Colony of Victoria. The album gives a summary of a set year and the statistics of each Municipality. This gives added significance to the history of South-West Victoria, including Warrnambool, allowing a comparison of then and now. The album's inclusion of the Address to Your Majesty shows the respect of the people of Victoria towards the British Monarchy.Book, hard cover, bound in black leather with gold embossed title and border on the front cover, gold lines top and bottom of spine and gilt edged pages. Inside covers are lined in white embossed fabric. Twenty-five pages are all thick, cream coloured card with a rectangular border in the centre of each page.
