Scrap book containing invoices relating to accounts to be paid by the Ballarat School of Mines between 1870 until 1875. The School of Mines at Ballarat was the first school of Mines in Australia and was established in 1870. The works done to the former Ballarat Circuit Court House were overseen by Robert Davidson (architect and Surveyor) with the contractor being James Williams. Large book, green leather with red binding, numerous original invoices pasted onto the pages. The first pages of the scrapbook includes correspondence relating to the refurbishment of the former Ballarat Court House which was used as the Ballarat School of Mines from 1870. The City of Ballarat unanimously resolved to erect a Civic Hall in Mair Street in 1951. The architects, Gordon Murphy, of Melbourne, and H.L. and L.J. Coburn, of Ballarat, were commissioned in 1952. The Council constructed the foundations and footings for the building under the supervision of the former City engineer, Mr L.H. Finch, in 1953. These footings are of massed concrete. The design for the building took advantage of the cross fall of the land, providing for the Small Hall to be entered from the Doveton Street frontage through a foyer under the Main Stage, the structure is steel with brick panels, with accommodation for 1,592 persons in the Main Hall and 440 persons in the Lower Hall. The front facade faces Mair Street, set back from the building line to provide for the entrance drive-ways and kerbed gardens. Tenders were invited on a firm price basis. A young Ballarat master Builter, Walter Benbow Trahar was the successful tenderer, the contract price being 139,841 pounds. the work was commenced in 1953 and has proceeded in spite of material and labour difficulties until its completion. The following statistics are of interest:- * The foundations contained 200 cubic yards of concrete. * The constructional steel work weighs approximately 270 tons. * The reinforcing steel 47 tons. * Reinforced concrete in the structure, 1,100 cubic yards. * The approximate number of bricks in the building, 580,000. * The flooring is of selected kiln-dried hard wood and totals 40,000 lineal feet. * The dimensions of the Main Auditorium, 100ft by 86 ft, including the side promenades each 82ft by 13ft. *The Main stage, of reinforced concret with parquette finish measures 62 ft by 40ft. *The floor area of the Lower Hall is 74 ft by 38 ft, and has a stage dimensions of 40ft by 20 ft. * Each hall has independent heating and ventillating systems. Where possible the material in the building was furnished from local business houses. The public address installation, which provided for additional microphones, is on the main Stage. There is inter-communication throughout the building connecting the front office, with the bioscope box, the stages in both the large and lower halls, and the Hallkeeper's residence. Local craftsmen have completed the painting, plaster work, and the electrical installation; local produced materials being used in the construction of the buildings with the exception of the timber for the Main Floor, the roofing and the structural steel. Oliver, A.D. Mason. The Town clerk was H.R. Maddern and the City Engineer was G. Murrowood. A City of Ballarat Council meeting of 25 September 2013 voted to demolish the Ballarat Civic Hall. The Council heard from nearly 50 members of the public during a marathon six-hour meeting. Councilors John Birt, Des Hudson, Amy Johnson, Josh Morris, Peter Innes, John Philips supported the motion to demolish Civic Hall. I feel I should also remind this assembly that the women of Ballaarat, back in 1951, provided funds which have been applied in the purchase of a Grand Piano and two Upright Pianos which are now installed in this building. Australia's first telephone exchange was opened in Melbourne in August 1880. It was operated by the Melbourne Telephone Exchange Company. Owned by W. H. Masters and T. T. Draper, the Manager of the Company was H. Byron Moore. This was only two years after the world's first exchange in the United States, and just four years after Bell first spoke on a telephone. The exchange was located in the old Stock Exchange building at 367 Collins Street, a site now occupied by the Commonwealth Bank. In 1884, the operations of the Company, by then known as the Victorian Telephone Exchange Company, had grown considerably and were transferred to Wills Street, Melbourne. Private ownership of this company continued until 1887 when it was bought out by the Victorian Colonial Government. Other colonial governments followed this example. By 1910, the growth in telephone services made additional accommodation necessary. This could not be provided in the existing building in Wills Street and arrangements were made for a new exchange in Lonsdale Street. Alexander Graham Bell visited Australia in 1910 to advise the Federal Government's Postal Commission. Telephone exchanges were established in Adelaide with (48 subscribers), Hobart (10 subscribers) and Launceston (35 subscribers). The first exchange in Western Australia was established in 1887 and located in a small three-room cottage in Wellington Street, Perth with 17 subscribers. The year 1888 marked the opening of the Fremantle exchange in a small room at the rear of the Town Hall. There were nine subscribers. Australia's first automatic exchange was installed in the GPO in Sydney, in 1911, for internal use. But the first automatic exchange for public use was opened at Geelong in Victoria in the next year July 1912 with 800 subscribers. Melbourne's first automatic exchange was opened in the suburb of Brighton in 1914; the first public automatic exchange in NSW began operating at Newtown, Sydney in 1915; and Queensland's first was installed at South Brisbane in 1925. 1929 saw the opening of Tasmania's first automatic exchange in Hobart. an automatic telephone service. In June 1977, the manual telephone exchange at Swansea was replaced with an automatic service and made Tasmania the first State in Australia to have a fully automatic network. The half-century following Federation saw the growth of the automatic operation; a great extension of trunk line services; The automatic telephone contributed greatly to the early popularity of telephones in Australia. It was a quicker and more convenient way of communicating with another person on the same exchange — instead of having to go through tedious processes with the operator. From its introduction, the number of automatic telephones in operation grew to a remarkable extent. In 1886, the first trunk link of 16 km was connected to the exchanges of Adelaide and Port Adelaide in South Australia. Then, in 1907, the first inter-capital telephone trunk line was opened between Sydney and Melbourne. It was followed by a line between Melbourne and Adelaide in 1914. Sydney and Brisbane were linked in 1923, and Perth and Adelaide in 1930. In 1930, the first overseas calls from Australia came possible with the introduction of a radiotelephone service to England, and through there to Europe and America. A similar service opened to New Zealand in the same year. Initially, trunk channels linked different manual trunk exchanges. It was necessary for a succession of trunk operators to connect the appropriate channels, one after the other until the connection was made. As trunk traffic grew. the system became increasingly unsuitable. More trunk operators had to be employed and so labour costs increased. It was a tedious and slow way of making a long-distance call, and it was sometimes hard to hear, particularly when several exchanges were linked With technical advances, trunk switching moved from manual operation through a partly automatic phase. Automatic transit switching equipment was used and only a single operator was required to connect a trunk call to a wanted automatic subscriber. Until well beyond the middle of this century, the majority of trunk traffic went through this single telephonist control. In 1953, the number of telephones in use in Australia passed the one million mark. By then, the need for improvement in the automatic exchanges was becoming well recognised. The need was for a telephone switching system which would do a better job more economically than the conventional step-by-step ex-change. This led to the adoption of the Crossbar system as the standard in automatic telephone exchanges in 1960. The introduction of Crossbar switching was a big step forward in the automation of trunk calls. It substituted automatic switching and charging equipment for the originating trunk operator, and improved the quality of the system radically. Before the introduction of the Crossbar system there were often very long delays in obtaining a booked trunk call, and the quality of sound was often very poor. With Crossbar, Subscriber Trunk Dialing (STD) became a reality. A trunk call by STD was as easy to make and almost as fast to connect as a local call.The item was made around the 1940s and used up until the 1970s in manual cord telephone exchanges as a way to time and charge users for trunk calls made over the telecom system of the time. A double-bevelled broad axe can be used for chopping or notching and hewing. When used for hewing, a notch is chopped in the side of the log down to a marked line, called scoring. Thaddeus Fairbanks (1796 –1886) was an American inventor. of heating and cook stoves, cast iron ploughs, and other items. His greatest success was the invention and manufacture of the platform scale, which allowed the weighing of large objects accurately. Fairbanks was born in Brimfield, Massachusetts, on January 17, 1796, the son of Joseph Fairbanks (1763–1846) and Phebe (Paddock) Fairbanks (1760–1853). His uncle was Ephraim Paddock, the brother of Phebe Paddock. In 1815 he moved to St. Johnsbury, Vermont, and set up a wheelwright's shop above his father's gristmill. In 1820 he married Lucy Peck Barker and In 1824 he built an iron foundry. his brother Erastus joined him to establish E. and T. Fairbanks, a partnership to manufacture heating stoves, cast iron ploughs a design for which he patented in 1826. In 1830 Fairbanks and Erastus became interested in the raising and processing of hemp. Fairbanks went on to patent a hemp and flax dressing machine and became the manager of the St. Johnsbury Hemp Company. He also built a set of scales that would measure large loads of hemp accurately, as there were no reliable scales at the time. Upon the success of building these scales, his brothers recommended that he make and sell these for general use.  Fairbanks' most famous invention then became the platform scale for weighing heavy objects. These are commonly known as the Fairbanks Scales, for which he patented his original design in 1830.  Before this time, accurate weighing of objects required hanging them from a balancing beam as a result, particularly heavy or ungainly objects could not be weighed accurately. A platform scale, if large enough, could weigh an entire wagon. By placing a full wagon on the scale, unloading it, and then placing it on the scale when empty, it became possible to easily and accurately calculate the weight and value of farm produce and other loads. In 1834 Fairbanks and his brother formed "E. and T. Fairbanks and Company" to manufacture and sell these platform scales. These scales were well known in the United States and around the world resulting in the company doubling in volume every three years from 1842 to 1857. There was a temporary slow down during the American Civil War, however, the business took off again after the war. Their partnership was incorporated in 1874 into a firm known as "Fairbanks Scale Company". These platform scales revolutionized weighing methods of large loads and have been in use ever since. Portable platform scales are found in almost every hardware store, physician's office, and manufacturing factory throughout the United States and the world. The first railway track platform scale patent was granted to Fairbanks on January 13, 1857, as Patent No. 16,381. In 1916 the company was purchased by ”Fairbanks, Morse and Company”. Ownership of the company has since changed several times, but Fairbanks Scales continue to be made in St. Johnsbury Vermont to this day. Fairbanks had received 43 patents in his lifetime with the last one at the age of 91. He died on April 12, 1886, and is buried at St. Johnsbury, Vermont, at the Mount Pleasant Cemetery. This document, also referred to as a word picture or Tablet, is framed in glass and timber with gilt trim, is handwritten with colour highlights. The penned letters rest on ruled guide lines, decorated where the lines intersect. The writing gives a description of the state of Borough of Warrnambool around 1875; its location, the area it covers, its population, Harbour and facilities, public buildings and institutions, imports and exports, financial worth, number of houses, connection with other areas of the Colony. A possible reason and origin for the document is found in an article ‘Link with US Exhibition’ from the Warrnambool Standard of December 19, 1981, written by local historian Bruce Morris. The writer mentions that the Warrnambool Borough Council met on 15th June 1875 and recorded a letter from G.C. Levey , secretary to the Melbourne group of commissioners representing the Colony, and Victoria in particular, for the Philadelphia Centennial Exhibition of 1876. The letter asks Council to provide “statistics as to the population, social condition and commercial and industrial state of the district in and around Warrnambool.” A sub committee was formed for the project. The Mayor, Cr. Thomas King, wrote and signed a Report, presented to the council on July 14, 1875, in which “The Committee … begs to recommend that a Tablet be prepared setting for the particulars respecting the following matters relating to the Borough”. The matters included area, population, annual income, churches, schools, other public buildings, societies and companies, general description of houses erected, and returns of exports and imports for 1874. The minutes note that the Report was adopted. The article above also notes the opinion of Warrnambool printers who have examined the document; it is almost certainly to be an old lithograph, which means there could be several copies. It is possible that there may be a copy in Melbourne and another in Philadelphia. It is interesting to note that (1) the quoted location co-ordinates are for an “Unnamed Road, Packsaddle NSW 2880, Australia”, and that the DMS co-ordinates for Warrnambool’s Council Offices differ, being 38.23.9.12 South, 142.28.52.887. (2) the date for “Exports and Imports for the Year Ending 30th June 1875” is different to the period mentioned by Cr. King in the sub committee’s Report of recommendation “returns of exports and imports for 1874”. The information required to have the figures for the end of June 1875 would need to have been compiled very quickly for the Tablet to be ready for the opening of the Philadelphia Exhibition on 10 May 1876. The Harbour is known as Lady Bay, and is partially protected by a reef of rocks stretching from the mouth of the Hopkins River. The formation of a Breakwater has been decided upon by the Government, to extend 600 yards, at an estimated cost of £100,000. There are two substantial Jetties, one of 800 and the other of 600 feet in length. The former is connected with the Town by means of a Tramroad, along which Goods, inwards & outwards, are conveyed, & the latter has been constructed solely for the purpose of facilitating the transit of material for the formation of the Breakwater. In addition to the trade of the Borough and District, the principal Townships up country receive their supplies from Melbourne and ship their exports through Warrnambool. Potatoes form the staple produce of the district, and the richness of the soil can be estimated by the fact that the Government Statistics for 1875 give as the average yield a return of Seven Tons to the acre. Several thousand acres between Warrnambool and Tower Hill are now being laid down in Potatoes by Tenants who have leased the lands at rates up to £5 per acre for the season 1875-6. Wool, Tallow, hides &c are also largely exported, while the shipments of all descriptions of Farm Produce are annually increasing. Area of Borough, 3362 Acres. Net Annual Value £27,000. The board was probably from the School of Mines Library, located on the 1st floor of the Administration Building in Lydiard Street. Changes have been made to some times for Tuesday and Friday. A reunion gathering for past students of Cheltenham State School held in November 1936A black and white photograph of a large group of men and women in a semicircle on a school play yard beside a weatherboard building .They all appear to be smartly dressed, many women wearing hats and the men in suits. Cheltenham School Reunion. The third annual "Back to Cheltenham State school" reunion attracted an attendance of 600 former scholars to the school on Saturday afternoon. The proceedings were opened by tho mayor of Moorabbin (Cr. J. W. Allnut). The oldest teacher present was Mrs. Grant, of Sorrento, who, as Miss Fraser, had charge of the school from 1880 to 1883. Another old identity was Mr. T. Evans, of Kew, who is 82 years of age — he was the head teacher from 1802 to 1800. Photographs were taken of Mrs. Grant with fifteen of her former pupils, and of Mr. Evans, who mustered 72 of his old scholars. The roll call showed that there were 50 pupils present who attended tho school more than half a century ago. Mrs. Buckley, of Mentone, who is 84, and Mr. W. P. Fairlam, of Cheltenham, 80 years, were the oldest former scholars in attendance. Mr. Fairlam, notwithstanding his age, still carries on the business of an auctioneer. Bouquets were presented to Mrs. Grant and Mrs Buckley by the president of the mothers' club (Mrs. Marshall). An enjoyable day was wound up by a dance at night in the mechanical institute, when 200 attended.
