On 15 January 1964 the Shire of Otway was going to poll its ratepayers about a loan required to build temporary municipal workshops and a Shire Engineer's office in the Apollo Bay Riding. This led to a number of objections at public meetings in the west and central ridings, such that a Committee of protest was formed, with a nominated Chairman, Secretary and members, to put to ratepayers their considered point-of-view of disapproval. After drafts the Committee produced a printed flyer for distribution to ratepayers summarising the Committee's position. The Committee knew and agreed with a Council Sub-Committee's recommendation to Council of a new, adequate building on one site of suitable size. However, this did not happen. Instead Council moved for loans for temporary renovations of existing buildings. This the Committee objected to believing that Council must decide on a final location before any consideration is given to borrowing money for temporary repairs. A temporary bridge was set up to the east sideRecord of various Shire of Eltham infrastructure works undertaken during the period of 1952-1962 involving bridge and road reconstruction projects, sometimes with Eltham Shire Council Project Reference numbers quoted. It was during this period that a number of significant improvements were made to roads and new bridges constructed within the shire that remain in place as of present day (2022). In many situations, the photos provide a tangible visible record of infrastructure that existed throughout the early days of the Shire. Black and white photo of St. John's Catholic Church, Mitcham erected in 1872. Two wings at rear give the church a cruciform shape were added in 1888. This building became decrepit gradually and prior to its demolition in the 1950's, the end walls of the crossings were supported with heavy 'flying shores'. This arch was built as a ceremonial arch. Plaque citation on the arch reads " Erected in 1884 by James Mackintosh, owner of local sawmill, for the visit of the Governor Sir H B Loch. This is the only known example in Victoria of a 19th century ceremonial arch, a type usually intended to be temporary.This arch is on the Historical Buildings register no.1092. While the first successful land sales in Boroondara occurred in Hawthorn in 1843, and Kew in 1845, these areas were to be without local pounds until April 1858, when the Governor of Victoria, in accordance with Act 18 Victoria No 30, was pleased to direct the establishment of a Pound at Glass’s Creek on that part of land bounded by the Kilby Road, Burke Road and High Street. While the Governor was required to proclaim the establishment of a pound, the appointment of a poundkeeper was the responsibility of the Justices of the Peace in the local Court of Petty Sessions. The Pound took its name from the most distinctive natural feature of the area, Glass’s Creek, named after the early pastoralist Thomas Glass.The register is of historic significance as an indicator of suburban life in the second half of the 19th Century. It shows how farming and city life on the urban fringe were intimately connected.
