Poster, Colac Herald, Otway Ratepayers' Poll Flyer, 1963, 1963
On 15 January 1964 the Shire of Otway was going to poll its ratepayers about a loan required to build temporary municipal workshops and a Shire Engineer's office in the Apollo Bay Riding. This led to a number of objections at public meetings in the west and central ridings, such that a Committee of protest was formed, with a nominated Chairman, Secretary and members, to put to ratepayers their considered point-of-view of disapproval. After drafts the Committee produced a printed flyer for distribution to ratepayers summarising the Committee's position. The Committee knew and agreed with a Council Sub-Committee's recommendation to Council of a new, adequate building on one site of suitable size. However, this did not happen. Instead Council moved for loans for temporary renovations of existing buildings. This the Committee objected to believing that Council must decide on a final location before any consideration is given to borrowing money for temporary repairs. It was during this period that a number of significant improvements were made to roads and new bridges constructed within the shire that remain in place as of present day (2022). In many situations, the photos provide a tangible visible record of infrastructure that existed throughout the early days of the Shire. Set of seven Black and white photographs on Kodak paper for the arrangements and work for the track reconstruction of Commercial Road Prahran. Series of photos show Down track already complete. Probably second half of October or early November 1965. (Electric Traction 11/65) (Unusual to have two jobs at once - see Hawthorn Rd - Reg item 1421). Series show the construction method. Temporary track formed by progressively lifting original track on to side of road each night. Relaying then follows progressively. Financial record - Dockets (two), John Hyland et al, 1897
These two 1897 dockets are from the Warrnambool auctioneers, John Hyland and Archibald Macfarlane. They refer to the sale by auction of the material from the demolition of the temporary buildings erected at the corner of Timor and Liebig Streets in Warrnambool as part of the staging of the Warrnambool Industrial and Art Exhibition, 1896-7. This exhibition, a major event in Warrnambool's history, ran from December 1896 to March 1897 and according to the press reports at the time attracted over 70,000 people to its many exhibitions, competitions and entertainments. Despite its popularity the Exhibition ran at a financial loss and the sale of the material from the temporary buildings was an attempt to recoup some of the losses. The sale of the timber, iron, glass etc from the temporary buildings returned about one-third of the original cost of the buildings. A feature of the John Hyland docket is the payment of seven shillings and sixpence to Ballis the bellman for ringing his bell and vocally advertising the sale in the town. Black and white photo of St. John's Catholic Church, Mitcham erected in 1872. Two wings at rear give the church a cruciform shape were added in 1888. This building became decrepit gradually and prior to its demolition in the 1950's, the end walls of the crossings were supported with heavy 'flying shores'. Series of 15 black and white photographs of the track works to reconstruct tram lines showing various methods and works during the 1960's. .1 - Jackhammers concrete out around wooden sleepers - the rails have been bolted to them. .2 - Excavated track or temporary track next to newly relaid track - Hawthorn Road by Caulfield Park? .3 - Partly completed work - nearest track relaid, second track still has wood blocks? and then a temporary track. .4 - Excavated previously concreted and bolted track. Appears to be new rail. .5 - Compacting a new track bed with work laying track in the background. .6 - Rail being craned into position onto small concrete blocks - Nicholson St North Fitzroy at Church St - the church is now Melbourne City Mission Palliative care centre. 1955/56 - construction of the replacement track. Information from these notes is entered into 1931.03, temporary Honor Roll, but not into the larger (.01) Roll of Honor Book - apparently an unfinished project. This arch was built as a ceremonial arch. Plaque citation on the arch reads " Erected in 1884 by James Mackintosh, owner of local sawmill, for the visit of the Governor Sir H B Loch. This is the only known example in Victoria of a 19th century ceremonial arch, a type usually intended to be temporary.This arch is on the Historical Buildings register no.1092. It is the only known example of a temporary ceremonial arch still in existence in Victoria. While the first successful land sales in Boroondara occurred in Hawthorn in 1843, and Kew in 1845, these areas were to be without local pounds until April 1858, when the Governor of Victoria, in accordance with Act 18 Victoria No 30, was pleased to direct the establishment of a Pound at Glass’s Creek on that part of land bounded by the Kilby Road, Burke Road and High Street. While the Governor was required to proclaim the establishment of a pound, the appointment of a poundkeeper was the responsibility of the Justices of the Peace in the local Court of Petty Sessions. The Pound took its name from the most distinctive natural feature of the area, Glass’s Creek, named after the early pastoralist Thomas Glass.The register is of historic significance as an indicator of suburban life in the second half of the 19th Century. It shows how farming and city life on the urban fringe were intimately connected.
