This aerial photograph shows the Kew Cottages, and doctors/clergy residences on the north side of Wills Street, before the State Government sold the land for residential development. The doctors residences in Wills street were made of 'Glen Iris' Olympic Bricks. Born in Poland in 1914, Irena Higgins completed her degree in social work at the University of Lwow [Lvov]. Migrating to Australia in 1938, she lived in various places including in Perth, Brisbane and Sydney before moving with her family to Melbourne in 1945. She initially worked at the Victorian Society for Crippled Children. Then in 1952, Irena was employed as a social worker by the Mental Hygiene Division of the Health Commission at Kew Mental Hospital (which included children). She was the first social worker employed by the Victorian Mental Health Authority to work with children with an intellectual disability. She remained at Kew for seventeen years, becoming Senior Social Worker with a staff of three other social workers, a secretary and a number of aides. Two of Irena’s significant innovations at Kew were the establishment of a Parents’ Association, and the development of a network of volunteers trained to work with families in the community. Irena Higgins remained committed to social reform following her retirement in 1984, working actively to establish the first emergency housing in Kew. In 2015, Irena’s daughter Barbara Higgins, and friend Elizabeth Watts, donated a number of her papers to the Kew Historical Society. Following a Royal Commission in 1854, the building of a new Asylum at Kew began in 1864. It was built to replace the Yarra Bend Asylum on the Fairfield side of the Yarra River. Work started in 1864 and was completed in 1872 at a cost of ₤198,334. Operating over a period of 116 years, and often renamed to take account of public sensitivities, the ‘Kew Lunatic Asylum’ was one of the largest asylums built in Australia. ‘Willsmere’ was finally closed in December 1988 and sold by the Government of Victoria in the late 1980s.A rare and historically significant photograph of female staff of the Kew Hospital for the Insane, in front of the central wing. She remained at the cottages until she retired in 1994. Earlier, In 1987, with psychiatrist Cliff Judge, she founded the Kew Cottages Historical Society becoming its president. In 2002, the pair collaborated on the book Kew Cottages: the World of Dolly Stainer, which was later commended in the Victorian Community History Awards. Sir Henry de Castres Kellett (1851-1924) the son of a hereditary baronet, was born at Mt Gambier, South Australia in 1851. His English title had been created in Ireland in 1801, but the family was originally Norman with the later branches living in England and Ireland. Sir Henry Kellett assumed the title in 1906. Henry Kellett was a prominent Kew retailer, continuing his father’s newspaper and stationery business in Bulleen Road (now High Street). At various stages, he also acted as an insurance, postal and real estate agent. He lived in Walpole Street and later at Lota Begg (now demolished) in Westbrook Street, East Kew. In 1884, Henry Kellett was elected to the Kew Borough Council and served for 40 years; a remarkable example of public service. He was elected Mayor for a single term in 1888-9. Sir Henry de Castres Kellett died in St George’s Hospital in 1924 following a tragic car accident in Cotham Road, Kew while on Council business. The vehicle, in which he was travelling with fellow councillors and the Town Clerk, collided with a tram. Medical practitioner Sir Stanley Seymour Argyle (1867-1940) was a man ‘much admired’ for his civic contribution to Kew. To ensure ‘pure [uncontaminated]’ milk for Kew, he co-foundered the Willsmere Certified Milk Company in 1898. His mayoralty of Kew, 1902-04, exhibited superior leadership. In association with local chartable institutions and churches he ensured the unemployed of Kew were not distressed. He also agitated for the removal of the Kew Lunatic Asylum. After a long stint as a doctor in the Army Medical Corps with the Australian Expeditionary Force, Kew formally welcomed him back home in 1918. However, in 1919 he left his two-storey red brick home, on the ‘corner of Gellibrand Street’ for Toorak. He went on to have an outstanding career in radiology at the Alfred Hospital and in Victorian politics. He was cremated following a State funeral.
