Functional object - Platform Scales
Thaddeus Fairbanks (1796 –1886) was an American inventor. of heating and cook stoves, cast iron ploughs, and other items. His greatest success was the invention and manufacture of the platform scale, which allowed the weighing of large objects accurately. Fairbanks was born in Brimfield, Massachusetts, on January 17, 1796, the son of Joseph Fairbanks (1763–1846) and Phebe (Paddock) Fairbanks (1760–1853). His uncle was Ephraim Paddock, the brother of Phebe Paddock. In 1815 he moved to St. Johnsbury, Vermont, and set up a wheelwright's shop above his father's gristmill. In 1820 he married Lucy Peck Barker and In 1824 he built an iron foundry. his brother Erastus joined him to establish E. and T. Fairbanks, a partnership to manufacture heating stoves, cast iron ploughs a design for which he patented in 1826. In 1830 Fairbanks and Erastus became interested in the raising and processing of hemp. Fairbanks went on to patent a hemp and flax dressing machine and became the manager of the St. Johnsbury Hemp Company. He also built a set of scales that would measure large loads of hemp accurately, as there were no reliable scales at the time. Upon the success of building these scales, his brothers recommended that he make and sell these for general use. Fairbanks' most famous invention then became the platform scale for weighing heavy objects. These are commonly known as the Fairbanks Scales, for which he patented his original design in 1830. Before this time, accurate weighing of objects required hanging them from a balancing beam as a result, particularly heavy or ungainly objects could not be weighed accurately. A platform scale, if large enough, could weigh an entire wagon. By placing a full wagon on the scale, unloading it, and then placing it on the scale when empty, it became possible to easily and accurately calculate the weight and value of farm produce and other loads. In 1834 Fairbanks and his brother formed "E. and T. Fairbanks and Company" to manufacture and sell these platform scales. These scales were well known in the United States and around the world resulting in the company doubling in volume every three years from 1842 to 1857. There was a temporary slow down during the American Civil War, however, the business took off again after the war. Their partnership was incorporated in 1874 into a firm known as "Fairbanks Scale Company". These platform scales revolutionized weighing methods of large loads and have been in use ever since. Portable platform scales are found in almost every hardware store, physician's office, and manufacturing factory throughout the United States and the world. The first railway track platform scale patent was granted to Fairbanks on January 13, 1857, as Patent No. 16,381. In 1916 the company was purchased by ”Fairbanks, Morse and Company”. Ownership of the company has since changed several times, but Fairbanks Scales continue to be made in St. Johnsbury Vermont to this day. Fairbanks had received 43 patents in his lifetime with the last one at the age of 91. He died on April 12, 1886, and is buried at St. Johnsbury, Vermont, at the Mount Pleasant Cemetery. An early example of the first type of platform scale that revolutionised the weighing of goods throughout the world made in the USA around the turn of the 19th century. Commercially built platform scale on wheels. Cast iron base supports iron weighing platform with wooden floor. At back, square hollow wooden post supports a hooded rod which bears the weight of the platform and which hooks onto a brass balancing arm, marked in pounds up to 50. There is a cylindrical sliding weight and on the end a loop for a metal weight holder. The holder is designed for three circular pieces of metal with a slit to the centre. Programme, The Opening of Civic Hall, 1956, 1956
The City of Ballarat unanimously resolved to erect a Civic Hall in Mair Street in 1951. The architects, Gordon Murphy, of Melbourne, and H.L. and L.J. Coburn, of Ballarat, were commissioned in 1952. The Council constructed the foundations and footings for the building under the supervision of the former City engineer, Mr L.H. Finch, in 1953. These footings are of massed concrete. The design for the building took advantage of the cross fall of the land, providing for the Small Hall to be entered from the Doveton Street frontage through a foyer under the Main Stage, the structure is steel with brick panels, with accommodation for 1,592 persons in the Main Hall and 440 persons in the Lower Hall. The front facade faces Mair Street, set back from the building line to provide for the entrance drive-ways and kerbed gardens. Tenders were invited on a firm price basis. A young Ballarat master Builter, Walter Benbow Trahar was the successful tenderer, the contract price being 139,841 pounds. the work was commenced in 1953 and has proceeded in spite of material and labour difficulties until its completion. The following statistics are of interest:- * The foundations contained 200 cubic yards of concrete. * The constructional steel work weighs approximately 270 tons. * The reinforcing steel 47 tons. * Reinforced concrete in the structure, 1,100 cubic yards. * The approximate number of bricks in the building, 580,000. * The flooring is of selected kiln-dried hard wood and totals 40,000 lineal feet. * The dimensions of the Main Auditorium, 100ft by 86 ft, including the side promenades each 82ft by 13ft. *The Main stage, of reinforced concret with parquette finish measures 62 ft by 40ft. *The floor area of the Lower Hall is 74 ft by 38 ft, and has a stage dimensions of 40ft by 20 ft. * Each hall has independent heating and ventillating systems. Where possible the material in the building was furnished from local business houses. The public address installation, which provided for additional microphones, is on the main Stage. There is inter-communication throughout the building connecting the front office, with the bioscope box, the stages in both the large and lower halls, and the Hallkeeper's residence. Local craftsmen have completed the painting, plaster work, and the electrical installation; local produced materials being used in the construction of the buildings with the exception of the timber for the Main Floor, the roofing and the structural steel. The City of Ballarat Councillors in 1956 were Councillors N. T. Callow, F.J. Cutts, K.C. Webb, W.E. Roff, O.W. Curnow, F.T. Woodward, Allan C. Pittard, A.W. Nicholson, J.A. Chisholm, G.L. Scott, F.W. Oliver, A.D. Mason. The Town clerk was H.R. Maddern and the City Engineer was G. Murrowood. A City of Ballarat Council meeting of 25 September 2013 voted to demolish the Ballarat Civic Hall. The Council heard from nearly 50 members of the public during a marathon six-hour meeting. Councilors John Birt, Des Hudson, Amy Johnson, Josh Morris, Peter Innes, John Philips supported the motion to demolish Civic Hall. Councillors Samantha McIntosh, Vicki Coltman and Belinda Coates voted against the motion.Six page souvenir Program of citizens' entertainment on the occasion of the Opening of Ballarat Civic Hall on in August 1956. Mayor Neil Callow's Message: "To-day, our citizens witness the fulfilment of the most extensive Municipal undertaking in the City's period of recent prosperity and development. Their Hall now fills a requirement of which they have been deprived since the Coliseum building was destroyed by fire over 20 years ago. The building has been designed as an all purpose structure and I am hopeful the citizens will use it and enjoy it to its fullest extent. Your Council and its Architects have planned as broadly as possible for the benefit of all to-day and for years to come. We are proud of the work executed by a Ballaarat Master Builder whose work is a monument to the City's craftsmen. I feel I should also remind this assembly that the women of Ballaarat, back in 1951, provided funds which have been applied in the purchase of a Grand Piano and two Upright Pianos which are now installed in this building. The sincere hope of myself and your Councillors is that this Hall and its amenities will prove of immense value to the development of the cultural and artistic tastes of this community and that it will be freely used for these and many other purposes. From now on this magnificent building and its furnishings and equipment will be available to all. I strongly exhort you to use and protect it. Local musical identity and Australian social dance authority Peter Ellis, co-author of the Bicentennial publication 200 Dancing Years, has completed his series on dance music entitled 'Collector's Choice'. Noted Australian folklorist John Meredith will launch volume three of Collector's Choice today at the National Trust chambers in View St at 3 pm. A photographic display by John Meredith can be seen at the chambers between 2pm and 5pm. The display is called Pioneers of Performers and it exhibits a cross section of traditional musicians from all over Australia. Fifty superb black and white toned prints will also be on display. John Meredith is one of Australia's foremost folklorists and has many publications to his credit including Folk Songs of Australia, Frank the Poet and The Wild Colonial Boy. Peter and John have just returned from the third national folklore conference in Canberra. Collector's Choice has more than 300 popular tunes written in a clear single melody line with guitar chords provided. Forty different dances are represented with music including the Pride of Erin, Parma Waltz, Evening Three-step, Swing Waltz, Barn Dance, Progressive Jive and Old Time Medley. A detailed introduction provides handy advice on choice, presentation and suitable tunes plus historical details on the evolvement of colonial, modern ballroom, old time and new vogue dances and music. Illustrations on the social history of the bands and individual musicians can be found throughout the book. Bendigo bands of old which are illustrated including Cyril Sawyer's Swingsters. The Beechworth Burke Museum

Jack Scott was born in Beechworth on the 24th January 1919 into a third generation Beechworth family who had migrated from Scotland, Cornwall and Ireland during the 1860s. Also present during the oral history recording is Jack’s wife, Gwen Scott. In 1878 Jack’s grandfather established the carrier business - R. Scott Carriers. Jack’s grandfather secured a contract with the Zwar Brothers' Beechworth Tannery to transport all goods between the tannery and train station via horse and cart. Jack’s father and uncle carried on the family business, before Jack and his brother eventually joined after the Second World War. The company expanded from a single horse and cart short route to multiple trucks operating interstate routes. Prior to joining the family carrier business, Jack on leaving school started work at the tannery and served in the air force during the Second World War. When asked about the working conditions at the tannery, Jack recalls while they did have union representatives, it was not particularly effectual. The union representatives were often placated by sharing multiple whiskies with the Zwar brothers when in their offices to discuss workers’ issues. Gwen’s father also worked for the tannery for a period of time, and she enjoyed the annual picnics the tannery provided for employee families. Both Jack and Gwen’s connections to the tannery reinforces the tannery’s role as a major employer and presence in the Beechworth community. Prior to marrying Jack, Gwen worked in a range of roles including at the Ovens and Murray Hospital for the Aged, managing the family home when her parents both worked during the Second World War, and apprenticed with her sister as a hairdresser. Jack and Gwen provide some insight into maternal health issues in brief discussions of hospital birthing trends and awareness of contraception and family planning. Both Jack and Gwen recalled attending the open-air cinema at ‘The Rock’ in their childhoods. Gwen remembers that the ‘elites’ would sit on chairs at the front, and Gwen’s family sat on a rug at the back, while Jack would jump the fence and get in for nothing. Jack and Gwen discuss attitudes towards both Chinese Australians and Italian migrants in Beechworth. They did not notice any racism and from their perspective felt they were accepted in the town. Jack did note that Italian employees lost their jobs at the tannery during the Second World War, but believed they all stayed within the area and found stonemason and concrete work in the interim. Jack socialised with members of the Italian community and joyfully recalled attending their homes for music nights with lots of drinking and instruments being played. This oral history recording was part of a project conducted by Jennifer Williams in the year 2000 to capture the everyday life and struggles in Beechworth during the twentieth century. This project involved recording seventy oral histories on cassette tapes of local Beechworth residents which were then published in a book titled: Listen to what they say: voices of twentieth century Beechworth. These cassette tapes were digitised in July 2021 with funds made available by the Friends of the Burke. Gwen and Jack Scott’s account of their lives in Beechworth is historically and socially significant to the cultural heritage of the region. Gwen and Jack in reflecting on their everyday experiences of operating a family business, availability of work, leisure opportunities, interaction with migrants, and access to maternal health care provide essential economic, social, and healthcare insights. Gwen and Jack Scott’s oral history recording is part of a larger collection of oral histories recorded by Jennifer Williams in 2000, collectively they provide invaluable insights into Beechworth during the 20th century, much of the information in these oral histories would be lost if not documented and missed in the interpretation of tangible objects. This is a digital copy of a recording that was originally captured on a cassette tape. The cassette tape is black with a horizontal white strip and is currently stored in a clear flat plastic rectangular container. Clothing - Hat and Hat Box, late 19th - early 20th century
This hat and hat box was donated to Flagstaff Hill Maritime Village by the family of Doctor William Roy Angus, Surgeon and Oculist. It is part of the “W.R. Angus Collection” that includes historical medical equipment, surgical instruments and material once belonging to Dr Edward Ryan and Dr Thomas Francis Ryan, (both of Nhill, Victoria) as well as Dr Angus’ own belongings. The Collection’s history spans the medical practices of the two Doctors Ryan, from 1885-1926 plus that of Dr Angus, up until 1969. McDade is the surname of Dr Angus’ daughter Berry (Berenice) McDade nee Angus. This had belonged to her father Dr William Roy Angus, Surgeon and Oculist (1901 –1970), who wore it on the ship T.S.S. LARGS BAY when travelling from Australia to Scotland for extended studies to be a “Fellow” of the Royal College of Surgeons in Edinburgh in the 1929. This bicorn cocked hat was worn with the narrow points towards front and back. It is decorated with flat gold braid or ‘lace’ with a geometrical design. Regimental lace was worn on the uniform and headdress of regimental officers in the 19th century. Gold lace chevrons were worn on coats to signify rank. Drummers and Foot Guards also wore regimental lace on their garments to distinguish them from other military personnel. In the late 19th century the English and Welsh infantry officers’ uniforms displayed a rose-pattern lace. The gold bullion and underlying crimson ‘eyes’ have been used to signify the rank of the owner. The crimson eyes were used for military, blue eyes for naval personnel. Different numbers and colours of the bullion and eyes may have been used to represent different military ranks. The Regulations specify nine tassels and eleven underlying eyes but there could have been variations. We have not yet been able to identify the rank for this particular hat. The gold button’s emblem has a cross with five stars, a crown, and the motto “AUT PACE AUT BELLO”, translated “either in peace or in war”. Museum Victoria has a similar button and writes that buttons with this design were used in the nineteenth century by the Victorian Volunteers. The Australian War Memorial Curator of Military Heraldry advised Museum Victoria that these buttons dated from 1880-1892 and were worn by regular, unranked soldiers. The Australian War Memorial has a hat that is very similar in design, described as an “Artillery Staff Officer’s cocked had with plume, worn by Volunteer Artillery Staff in the Victorian Colonial Military Forces”. That hat is different in that it has a plume and the braid and button are silver. Berry MdDade, the donor, has used the hat many times as a dress-up hat but doesn’t know the origin of it. The hat seems to fit the design of the Staff Officers in Victorian Volunteers in Colonial times, but the button on this hat was used for unranked volunteers. Also, military uniforms usually have very clear manufacturer’s labels, as they are made by reputable companies under contract to the Defence Department. The manufacturer’s mark is not discernible on this hat. The origin, original wearer and use of this particular hat is unclear. The military bicorn cockade hat belonged to Dr William Roy Angus and is part of the W.R. Angus Collection. It is significant for still being located at the site where it is connected with, Doctor Angus being the last Port Medical Officer in Warrnambool. The collection of medical instruments and other equipment is culturally significant, being an historical example of medicine from late 19th to mid-20th century. Dr Angus assisted Dr Tom Ryan, a pioneer in the use of X-rays and in ocular surgery. Black bicorn cocked hat and case. It appears to be part of a 19th century Colonial full dress military uniform. The long, narrow crescent-shaped hat is made of beaver fabric and the crown is lined with crimson silk and finished with a hand stitched leather sweatband. On one flat side there is a pleated black silk, lace cockade woven in the pattern of oak leaves and acorns. The cockade is overlaid with a double row of gold lace braiding secure with a Victorian Volunteer’s gold button. Wide diagonal bands of black lace braid trim are on each side of the gold braiding. The other side of the hat is plain. The front and back points of the hat each have seven gold bullion tassels with nine underlying twists of crimson ‘eyes’. The fitted metal carry case has a catch and a metal plaque on one side. The button bears a crown and cross with five stars and a motto. Inside the hat is a white name tag with clear adhesive over it, with black printed text with the name “Mc Dade”. The hat is part of the W.R. Angus Collection. The hat has no maker’s marks although there is a darker colour in the centre where there could have been a label. Inside the hat is taped a printed label; “Mc DADE 801 1032” Button’s emblem- a cross with five stars, under a crown, all within a buckled belt with the motto “AUT PACE AUT BELLO”. Tool - Plane, 1819-1901
A moulding plane is a specialised plane used for making the complex shapes found in wooden mouldings that are used to decorate furniture or other wooden objects. Traditionally, moulding planes were blocks of wear-resistant hardwood, often beech or maple, which were worked to the shape of the intended moulding. The blade or iron was likewise formed to the intended moulding profile and secured in the body of the plane with a wooden wedge. A traditional cabinetmakers shop might have many, perhaps hundreds, of moulding planes for the full range of work to be performed. Large crown mouldings required planes of six or more inches in width, which demanded great strength to push and often had additional peg handles on the sides, allowing the craftsman's apprentice or other workers to pull the plane ahead of the master who guided it. Company History: The Holtzapffel dynasty of tool and lathe makers was founded in Long Acre, London by a Strasbourg-born turner, Jean-Jacques Holtzapffel, in 1794. The firm specialized in lathes for ornamental turning but also made a name for its high-quality edge and boring tools. Moving to London from Alsace in 1792, Jean-Jacques worked initially in the workshop of the scientific-instrument maker Jesse Ramsden, Anglicizing his name to John Jacob Holtzapffel. In 1794 he set up a tool-making partnership in Long Acre with Francis Rousset and they began trading under the name of John Holtzapffel. From 1804 he was in partnership with the Mannheim-born Johann Georg Deyerlein until the latter died in 1826, trading under the name Holtzapffel & Deyerlein. Holtzapffel sold his first lathe in June 1795, for £25-4s-10d, an enormous price at the time. All of Holtzapffel's lathes were numbered and by the time he died in 1835, about 1,600 had been sold. The business was located at 64 Charing Cross, London from 1819 until 1901 when the site was required "for building purposes". The firm then moved to 13 and 14 New Bond Street and was in premises in the Haymarket from 1907 to 1930. John's son, Charles Holtzapffel (1806–1847) joined the firm in 1827, at around which time the firm became known as Holtzapffel & Co. Charles continued to run the business after his father's death. He wrote a 2,750-page treatise entitled Turning and Mechanical Manipulation, published in 1843 which came to be regarded as the bible of ornamental turning. The final two volumes were completed and published after his death by his son, John Jacob Holtzapffel (1836–1897). When Charles Holtzapffel died in 1847 his wife Amelia ran the business until 1853. John Jacob II, the son of Charles and Amelia, was head of the firm from 1867 until 1896. A nephew of John Jacob II, George William Budd (1857–1924) became head of the firm in 1896. His son John George Holtzapffel Budd (1888–1968) later ran the business. By the early twentieth century, ornamental turning was going out of fashion, and the firm sold its last lathe in 1928. A vintage tool made by a well-known firm made for firms and individuals that worked in wood. The tool was used before routers and spindle moulders came into use after World War ll, a time when to produce a decorative moulding for a piece of furniture or other items this had to be accomplished by hand using one of these types of planes. A significant item from the mid to late 19th century that today is quite rare and sought after by collectors. It gives us a snapshot of how furniture was made predominately by hand and with tools that were themselves hand made shows the craftsmanship used to make such a unique item. Badge - World Council of Churches, OIKUMENE, 1940s
This small label badge carries the symbol of the World Council of Churches (WCC), which was established in 1948. The WCC states on its website "The World Council of Churches (WCC) is the broadest and most inclusive among the many organized expressions of the modern ecumenical movement, a movement whose goal is Christian unity. " The 'V' on the back of the badge possibly stands for Victoria. The word on the logo of this badge has the spelling "OIKUMENE" but in many other WCC logos, the Greek word "Oikoumene" is used. The term is translated as "inhabited earth" and is used fifteen times in the original Greek New Testament, including in Matthew 24:14, which says "And the gospel of the kingdom shall be preached in all the world for a witness unto all nations and then shall the end come." The WCC explains that the logo uses early Christian symbols to portray its message, with the church portrayed as a boat afloat on the sea of the world with the mast in the form of a cross. This badge is part of a set of eleven badges collected from the 1920s to the 1940s by Dr W. R. Angus. The set represents various organisations that he had interests in. It was donated to Flagstaff Hill Maritime Village by the family of Doctor Angus, Surgeon and Oculist. The set of badges is part of the “W.R. Angus Collection” which includes historical medical equipment, surgical instruments and material once belonging to Dr Edward Ryan and Dr Thomas Francis Ryan, (both of Nhill, Victoria) as well as Dr Angus’ own belongings. The Collection’s history spans the medical practices of the two Doctors Ryan, from 1885-1926 plus that of Dr Angus, up until 1969. ABOUT THE “W.R.ANGUS COLLECTION” Doctor William Roy Angus M.B., B.S., Adel., 1923, F.R.C.S. Edin.,1928 (also known as Dr Roy Angus) was born in Murrumbeena, Victoria in 1901 and lived until 1970. He qualified as a doctor in 1923 at the University of Adelaide, was Resident Medical Officer at the Royal Adelaide Hospital in 1924 and for a period was a house surgeon to Sir (then Mr.) Henry Simpson Newland. Dr Angus was briefly an Assistant to Dr Riddell of Kapunda, then commenced private practice at Curramulka, Yorke Peninsula, SA, where he was a physician, surgeon and chemist. In 1926, he was appointed as the new Medical Assistant to Dr Thomas Francis Ryan (T.F. Ryan, or Tom), in Nhill, Victoria, where his experiences included radiology and pharmacy. In 1927 he was Acting House Surgeon in Dr Tom Ryan’s absence. Dr Angus married Gladys in 1927 at Ballarat, the nearest big city to Nhill where he began as a Medical Assistant. He was also Acting House surgeon at the Nhill hospital where their two daughters were born. During World War II He served as a Military Doctor in the Australian Defence Forces. Dr Angus and his family moved to Warrnambool in 1939, where Dr Angus operated his own medical practice. He later added the part-time Port Medical Officer responsibility and was the last person appointed to that position. Both Dr Angus and his wife were very involved in the local community, including the planning stages of the new Flagstaff Hill and the layout of the gardens there. Dr Angus passed away in March 1970.This religious lapel badge of the World Council of Churches represents one of the organisations in which Dr Angus had an interest. The set of badges is significant for connecting Doctor Angus with Australian organisations of the early-to-mid 20th century, including those relating to military service support. The W.R. Angus Collection is significant for still being located at the site it is connected with, Doctor Angus being the last Port Medical Officer in Warrnambool. The Collection includes historical medical objects that date back to the late 1800s.Lapel badge; a small round blue enamel badge with gold image and text. Tim Walker’s work is an eye-catching array of shipwreck artefacts and associated items. They help tell the story of the 19th century ships that travelled across the world full of people and cargo that are now part of our history. The work was commissioned especially for Flagstaff Hill and highlights the famous story of the 1878 ‘Loch Ard’ shipwreck. The images also include two small items from the 1981 ‘Fiji’ shipwreck. Timothy “Tim” Walker was born in Britain in 1970. He is a self-taught artist who began with a desire to use his talents for full-time work. He moved to Warrnambool in 1990 and became involved in the Warrnambool and District Artists’ Society, where he has served for a period as President. In 2010 Warrnambool Art Gallery hosted an exhibition “Nine Lives” with works from nine local artists including Tim Walker. The ‘LOCH ARD’ 1873-1878 - brief history The clipper ship ‘Loch Ard’ was a built in Scotland in 1873. In 1978 the ship was sailing to Melbourne with 54 people on board as well as a mixed cargo of items, some of which were bound for the 1880 International Exhibition in Melbourne. On June 1st 1878 it was very close to its destination when it crashed into Mutton Bird Island, east of Port Campbell. Only two people survived. The wreck was re-discovered in 1967, almost a century later, and the site continues to provide evidence of the range of goods imported into the Colony of Victoria in the post-Gold Rush era. Flagstaff Hill divers in the 1970s reported finds of “Bottles of champagne, window panes, rolls of zinc, barrels of cement, iron rails, clocks, lead shot, corrugated iron, lead, marble, salad oil bottles, ink bottles, copper wire, gin bottles, rolls of carpet, floor tiles, copper rivets, gas light fittings, pocket knives, toys, crystal chandeliers, beer mugs, cutlery, candles sticks, wick scissors, cow bells, and sauce bottles.” The famous Loch Ard Peacock was also on board. The ‘FIJI’ 1875-1891 – brief history The barque ‘Fiji’ was built in Ireland in 1875. The sailing ship left Hamburg in May 1891, bound for Melbourne with a crew of twenty-five plus the captain. The ‘Fiji’ had almost reached her destination after a trip of 100 days at sea when, on September 5th 1891, she struck rock 300 metres from the shore at Moonlight Head, near Cape Otway. Eleven men lost their lives but with the help of locals including members of the Rocket Rescue Crew, the rest of the men were saved. In anticipation of Christmas, the cargo had included a wide variety of children’s toys, amongst which were dolls with china limbs, wooden rocking horses, miniature ships, and red and white rubber balls. There were also cases of dynamite, pig iron, steel goods, spirits, sailcloth, tobacco, fencing wire, concrete, 400 German pianos, concertinas and other musical instruments, artists’ supplies, porcelain, furniture, china and candles. This artwork has historical significance as it shows a small sample of the variety of items on board the late 19th century ships bound for Australia in the Colonial and late God Rush period. The cargo contained personal luggage, items intended as gifts, and goods ordered for domestic, commercial or industrial use. The wreck sites of both vessels, ‘Loch Ard’ and ‘Fiji’ are classified on the Victorian Heritage Register as significant and are now protected by government law. Famous Swiss landcape painter Louis Buvelot came to Melbourne in 1864 and set up a portrait photography studio which he operated for one year only in 1865. This photograph is believed to be the oldest photo in the Shillinglaw Family Album collection. It is believed that the subject is a young Phillip Shillinglaw, without beard, at age 22 or 23. Phillip Shillinglaw was born Melbourne, August 7, 1842. He married Sarah Ann Kidd in Heidelberg, Victoria, February 28, 1872. In 1881 Phillip and Sarah and their small family moved to Eltham and made home in what was later to become known as Shillinglaw Cottage but which Phillip named 'Wattle Brae'. Shillinglaw Cottage is significant to Eltham’s local history. It is one of the earliest known buildings still in existence. Records suggest that the cottage was built circa 1859 by a man named Cochrane, believed to be Thomas Cochrane, in conjunction with George Stebbings though it is not known what Stebbings’s contribution was. It is believed Stebbings owned the cottage between 1874 and 1888. According to Margaret Ball’s (2017) book Shillinglaw Family of Eltham 1660-2007, Thomas Cochrane and family lived there from 1867 to 1874 however this is contrary to the records of assessable rates levied by the Eltham District Road Board, established in 1858, which shows Cochrane was the owner occupier (in Little Eltham) of approximately 25 acres of cultivated land and 25 acres of pastureland upon which a hut was sited in 1860. It is suspected that George Stebbings may have acquired the property from Cochrane in 1874 as it is noted that he had a tenant for a period, James Rossiter, who was the editor for the Evelyn Observer in Kangaroo Ground in 1874 (LATE SHIRE OFFICE AT KANGAROO GROUND (1934, February 16). On 12 January, the World Health Organization (WHO) confirmed that a novel coronavirus was the cause of a respiratory illness in a cluster of people in Wuhan City, Hubei Province, China, who had initially come to the attention of the WHO on 31 December 2019. On 3 March, the Reserve Bank of Australia became the first central bank to cut interest rates in response to the outbreak. Official interest rates were cut by 0.25% (25 base points) to a record low of 0.5%. On 12 March, the Federal Government announced a A$17.6 billion stimulus package, the first since the 2008 GFC. he package consists of multiple parts, a one-off A$750 payment to around 6.5 million welfare recipients as early as 31 March 2020, small business assistance with 700,000 grants up to $25,000 and a 50% wage subsidy for 120,000 apprenticies or trainees for up to 9 months, 1 billion to support economically impacted sectors, regions and communities, and $700 million to increase tax write off and $3.2 billion to support short-term small and medium-sized business investment. On 16 March, Premier Dan Andrews and Minister for Health Jenny Mikakos declared a state of emergency for Victoria for at least four weeks. On 19 March, the Reserve Bank again cut interest rates by a further 0.25% to 0.25%, the lowest in Australian history. On 22 March, the government announced a second stimulus package of A$66bn, increasing the amount of total financial package offered to A$89bn. This included several new measures like doubling income support for individuals on Jobseeker's allowance, granting A$100,000 to small and medium-sized businesses and A$715 million to Australian airports and airlines. It also allowed individuals affected by the outbreak to access up to A$10,000 of their superannuation during 2019–2020 and also being able to take an additional same amount for the next year. on the same day Victorian Premier Daniel Andrews announced on 22 March that the state will bring the school holiday forwards to 24 March from 27 March. On 30 March, the Australian Federal Government announced a $130 billion "JobKeeper" wage subsidy program offering to pay employers up to $1500 a fortnight per full-time, part-time or casual employee that has worked for that business for over a year. For a business to be eligible, they must have lost 30% of turnover after 1 March of annual revenue up to and including $1 billion. For businesses with a revenue of over $1 billion, turnover must have decreased by 50%. Businesses are then required by law to pay the subsidy to their staff, in lieu of their usual wages. This response came after the enormous job losses seen just a week prior when an estimated 1 million Australians lost their jobs. This massive loss in jobs caused the myGov website to crash and lines out of Centrelink offices to run hundreds of metres long.The program was backdated to 1 March, to aim at reemploying the many people who had just lost their jobs in the weeks before. Businesses would receive the JobKeeper subsidy for six months. * On 12 April 2020 Victorian Premier Daniel Andrews Extended the State of Emergency until midnight on May 11. On this day the world has 1,604,900 cases of coronavirus, with 95,738 deaths. America has 468,887 cases of covid19, with 1,900 Americans dying in the last 24 hours. Six items pertaining to Glen Eira Residents Asssociation Inc. 1/Two copies of the minutes of a Committee Meeting of Glen Eira Residents Association Inc., held on 04/12/2001. The minutes cover a range of routine meeting items, as well as the postponed release of the Princes Park Master Plans and the proposed construction of car parks at Caulfield Racecourse. 2/A copy of Glen Eira Residents’ Association Inc.’s 30/05/2003 newsletter, notifying members of matters presently before Glen Eira City Council for purposes of evaluation. Matters include an admonishment to the Council to sort out anomalies between the C25 Amendment (80/20 Plan) and the Melbourne 2030 Plan, the success at convincing the Ministerial panel to adopt GERA’s views regarding the C14 Council Plan for the Caulfield Racecourse, a request for information from the Council regarding the previous year’s rate increase, a request for information from the Council regarding spending on planning for improvements to Princes Park, a call for the Council to improve its consultative procedures, a recommendation that the purpose of Glen Eira News be expanded to the making of suggestions for city improvement, and a notification of the measures implemented to improve the visibility of Caulfield Racecourse’s usability by the public. Includes a black-and-white photograph of Orrong Road, Elsternwick, illustrating what Glen Eira’s roads would look like if lined with trees, which was excluded from Glen Eira News on account of a current prohibition on the making of suggestions for city improvements. 3/Four copies of a booklet entitled ‘A Short Guide to Planning Procedures’, composed 08/2006, which endeavours to explain, as concisely as possible, the methodology by which Glen Eira City Council approves real estate developments and issues planning permits. 4/A booklet containing the minutes of the 05/10/2009 Annual General Meeting of Glen Eira Residents’ Association Inc. Details both routine items and more specific matters of discussion, such as inappropriate charges on the part of the Glen Eira City Council and the proposed inception of a questionnaire to evaluate local residents’ opinion of the Council. 5/A booklet announcing the 07/10/2010 Annual General Meeting of Glen Eira Residents’ Association Inc. at St. John’s Uniting Church, Elsternwick. Front cover details agenda and contains four colour photographs pertaining to public transport (buses, trams, trains) within the city. Interior features president Don Dunstan reflecting on issues relevant to GERA occurring over the preceding twelve months, with an emphasis on the dubious behaviour of the City Council, as well as two colour photographs: one of Dunstan himself and one of traffic at Elsternwick Junction. The rear cover contains the Financial Statement presented to the Meeting. 6Two copies of a printout of an article from the website of Glen Eira Residents’ Association Inc., accessed 19/06/2012, explaining the affects wrought as a result of the implementation of Planning Scheme Amendment C87. Said amendment changes the Planning Scheme protecting neighbourhood character by replacing the previous Significant Character Area (SCA) designation with the new designations of Neighbourhood Character Overlay (NCO) and Design and Development Overlay (DDO). In developing the Amendment, Glen Eira City Council commissioned Planisphere to procure the Planisphere Final Report, in which recommendations regarding the expansion, creation and deletion of SCAs were offered. Instrument - Thermometer, 20th century
Thermometer made to the specifications of Dr. Forbes. Used to measuring temperatures from freezing to boiling. It was donated to Flagstaff Hill Maritime Village by the family of Doctor William Roy Angus, Surgeon and Oculist. It is part of the “W.R. Angus Collection” that includes historical medical equipment, surgical instruments and material once belonging to Dr Edward Ryan and Dr Thomas Francis Ryan, (both of Nhill, Victoria) as well as Dr Angus’ own belongings. The Collection’s history spans the medical practices of the two Doctors Ryan, from 1885-1926 plus that of Dr Angus, up until 1969. ABOUT THE “W.R.ANGUS COLLECTION” Doctor William Roy Angus M.B., B.S., Adel., 1923, F.R.C.S. Edin.,1928 (also known as Dr Roy Angus) was born in Murrumbeena, Victoria in 1901 and lived until 1970. He qualified as a doctor in 1923 at University of Adelaide, was Resident Medical Officer at the Royal Adelaide Hospital in 1924 and for a period was house surgeon to Sir (then Mr.) Henry Simpson Newland. Dr Angus was briefly an Assistant to Dr Riddell of Kapunda, then commenced private practice at Curramulka, Yorke Peninsula, SA, where he was physician, surgeon and chemist. In 1926, he was appointed as new Medical Assistant to Dr Thomas Francis Ryan (T.F. Ryan, or Tom), in Nhill, Victoria, where his experiences included radiology and pharmacy. In 1927 he was Acting House Surgeon in Dr Tom Ryan’s absence. Dr Angus had become engaged to Gladys Forsyth and they decided he would take time to further his studies overseas in the UK in 1927. He studied at London University College Hospital and at Edinburgh Royal Infirmary and in 1928, was awarded FRCS (Fellow from the Royal College of Surgeons), Edinburgh. He worked his passage back to Australia as a Ship’s Surgeon on the on the Australian Commonwealth Line’s T.S.S. Largs Bay. Dr Angus married Gladys in 1929, in Ballarat. (They went on to have one son (Graham 1932, born in SA) and two daughters (Helen (died 12/07/1996) and Berenice (Berry), both born at Mira, Nhill ) Dr Angus was a ‘flying doctor’ for the A.I.M. (Australian Inland Ministry) Aerial Medical Service in 1928 . The organisation began in South Australia through the Presbyterian Church in that year, with its first station being in the remote town of Oodnadatta, where Dr Angus was stationed. He was locum tenens there on North-South Railway at 21 Mile Camp. He took up this ‘flying doctor’ position in response to a call from Dr John Flynn; the organisation was later known as the Flying Doctor Service, then the Royal Flying Doctor Service. A lot of his work during this time involved dental surgery also. Between 1928-1932 he was surgeon at the Curramulka Hospital, Yorke Peninsula, South Australia. In 1933 Dr Angus returned to Nhill where he’d previously worked as Medical Assistant and purchased a share of the Nelson Street practice and Mira hospital from Dr Les Middleton one of the Middleton Brothers, the current owners of what was once Dr Tom Ryan’s practice. Dr L Middleton was House Surgeon to the Nhill Hospital 1926-1933, when he resigned. [Dr Tom Ryan’s practice had originally belonged to his older brother Dr Edward Ryan, who came to Nhill in 1885. Dr Edward saw patients at his rooms, firstly in Victoria Street and in 1886 in Nelson Street, until 1901. The Nelson Street practice also had a 2 bed ward, called Mira Private Hospital ). Dr Edward Ryan was House Surgeon at the Nhill Hospital 1884-1902 . He also had occasions where he successfully performed veterinary surgery for the local farmers too. Dr Tom Ryan then purchased the practice from his brother in 1901. Both Dr Edward and Dr Tom Ryan work as surgeons included eye surgery. Dr Tom Ryan performed many of his operations in the Mira private hospital on his premises. He too was House Surgeon at the Nhill Hospital 1902-1926. Dr Tom Ryan had one of the only two pieces of radiology equipment in Victoria during his practicing years – The Royal Melbourne Hospital had the other one. Over the years Dr Tom Ryan gradually set up what was effectively a training school for country general-practitioner-surgeons. Each patient was carefully examined, including using the X-ray machine, and any surgery was discussed and planned with Dr Ryan’s assistants several days in advance. Dr Angus gained experience in using the X-ray machine there during his time as assistant to Dr Ryan. Dr Tom Ryan moved from Nhill in 1926. He became a Fellow of the Royal Australasian College of Surgeons in 1927, soon after its formation, a rare accolade for a doctor outside any of the major cities. He remained a bachelor and died suddenly on 7th Dec 1955, aged 91, at his home in Ararat. Scholarships and prizes are still awarded to medical students in the honour of Dr T.F. Ryan and his father, Dr Michael Ryan, and brother, John Patrick Ryan. ] When Dr Angus bought into the Nelson Street premises in Nhill he was also appointed as the Nhill Hospital’s Honorary House Surgeon 1933-1938. His practitioner’s plate from his Nhill surgery states “HOURS Daily, except Tuesdays, Fridays and Saturday afternoons, 9-10am, 2-4pm, 7-8pm. Sundays by appointment”. This plate is now mounted on the doorway to the Port Medical Office at Flagstaff Hill Maritime Village, Warrnambool. Dr Edward Ryan and Dr Tom Ryan had an extensive collection of historical medical equipment and materials spanning 1884-1926 and when Dr Angus took up practice in their old premises he obtained this collection, a large part of which is now on display at the Port Medical Office at Flagstaff Hill Maritime Village in Warrnambool. During his time in Nhill Dr Angus was involved in the merging of the Mira Hospital and Nhill Public Hospital into one public hospital and the property titles passed on to Nhill Hospital in 1939. In 1939 Dr Angus and his family moved to Warrnambool where he purchased “Birchwood,” the 1852 home and medical practice of Dr John Hunter Henderson, at 214 Koroit Street. (This property was sold in1965 to the State Government and is now the site of the Warrnambool Police Station. ). The Angus family was able to afford gardeners, cooks and maids; their home was a popular place for visiting dignitaries to stay whilst visiting Warrnambool. Dr Angus had his own silk worm farm at home in a Mulberry tree. His young daughter used his centrifuge for spinning the silk. Dr Angus was appointed on a part-time basis as Port Medical Officer (Health Officer) in Warrnambool and held this position until the 1940’s when the government no longer required the service of a Port Medical Officer in Warrnambool; he was thus Warrnambool’s last serving Port Medical Officer. (The duties of a Port Medical Officer were outlined by the Colonial Secretary on 21st June, 1839 under the terms of the Quarantine Act. Masters of immigrant ships arriving in port reported incidents of diseases, illness and death and the Port Medical Officer made a decision on whether the ship required Quarantine and for how long, in this way preventing contagious illness from spreading from new immigrants to the residents already in the colony.) Dr Angus was a member of the Australian Medical Association, for 35 years and surgeon at the Warrnambool Base Hospital 1939-1942, He served as a Surgeon Captain during WWII1942-45, in Ballarat, Victoria, and in Bonegilla, N.S.W., completing his service just before the end of the war due to suffering from a heart attack. During his convalescence he carved an intricate and ‘most artistic’ chess set from the material that dentures were made from. He then studied ophthalmology at the Royal Melbourne Eye and Ear Hospital and created cosmetically superior artificial eyes by pioneering using the intrascleral cartilage. Angus received accolades from the Ophthalmological Society of Australasia for this work. He returned to Warrnambool to commence practice as an ophthalmologist, pioneering in artificial eye improvements. He was Honorary Consultant Ophthalmologist to Warrnambool Base Hospital for 31 years. He made monthly visits to Portland as a visiting surgeon, to perform eye surgery. He represented the Victorian South-West subdivision of the Australian Medical Association as its secretary between 1949 and 1956 and as chairman from 1956 to 1958. In 1968 Dr Angus was elected member of Spain’s Barraquer Institute of Barcelona after his research work in Intrasclearal cartilage grafting, becoming one of the few Australian ophthalmologists to receive this honour, and in the following year presented his final paper on Living Intrasclearal Cartilage Implants at the Inaugural Meeting of the Australian College of Ophthalmologists in Melbourne In his personal life Dr Angus was a Presbyterian and treated Sunday as a Sabbath, a day of rest. He would visit 3 or 4 country patients on a Sunday, taking his children along ‘for the ride’ and to visit with him. Sunday evenings he would play the pianola and sing Scottish songs to his family. One of Dr Angus’ patients was Margaret MacKenzie, author of a book on local shipwrecks that she’d seen as an eye witness from the late 1880’s in Peterborough, Victoria. In the early 1950’s Dr Angus, painted a picture of a shipwreck for the cover jacket of Margaret’s book, Shipwrecks and More Shipwrecks. She was blind in later life and her daughter wrote the actual book for her. Dr Angus and his wife Gladys were very involved in Warrnambool’s society with a strong interest in civic affairs. Their interests included organisations such as Red Cross, Rostrum, Warrnambool and District Historical Society (founding members), Wine and Food Society, Steering Committee for Tertiary Education in Warrnambool, Local National Trust, Good Neighbour Council, Housing Commission Advisory Board, United Services Institute, Legion of Ex-Servicemen, Olympic Pool Committee, Food for Britain Organisation, Warrnambool Hospital, Anti-Cancer Council, Boys’ Club, Charitable Council, National Fitness Council and Air Raid Precautions Group. He was also a member of the Steam Preservation Society and derived much pleasure from a steam traction engine on his farm. He had an interest in people and the community He and his wife Gladys were both involved in the creation of Flagstaff Hill, including the layout of the gardens. After his death (28th March 1970) his family requested his practitioner’s plate, medical instruments and some personal belongings be displayed in the Port Medical Office surgery at Flagstaff Hill Maritime Village, and be called the “W. R. Angus Collection”. The W.R. Angus Collection is significant for still being located at the site it is connected with, Doctor Angus being the last Port Medical Officer in Warrnambool. The collection of medical instruments and other equipment is culturally significant, being an historical example of medicine from late 19th to mid-20th century. Clothing - 1984 Los Angeles Olympics Men's Opening Ceremony Shirt, c. 1984
On the 1984 Los Angeles Olympic Uniforms donator Doug wrote- During the 1980s the Australian wool industry was at its most prosperous times with record numbers of sheep producing wool receiving ever increasing values due to the success of the Reserve Price Scheme, and the overall guidance of the Australian Wool Corporation (AWC). As a humble technician, my role was a low profile newly created position of “Controller, Technical Marketing” where wool was to be marketed on its technical properties, as distinct from the “Product Marketing Group” which exploited trhe traditional high profile approach of marketing wool;s superior fashion attributes. The Woolmark was the tool central to this approach. When the forthcoming Los Angeles Olympic Games was announced, the Product Marketing Group seized upon the chance to show the world that we could make top fashion garments and display them on our elite athletes on the world stage. A concept was launched using a contemporary top designer, Adel Weiss, with the most exclusive fabrics and knits available, and all with a lot of hype. This launch failed dismally for the following reasons- - The designer did a wonderful job presenting an excellent fashion range on perfect skinny models. The AOC however wanted a uniform which had an obvious Australian appearance when fitted to elite, and frequently muscular, athletes. - The fabrics chosen did not reflect the performance required by travelling athletes, there was no recognition of the need for ‘easy care.’ - There was no recognition given to the problem of measuring, manufacturing and distribution of a range of articles when the selected athlete could be domiciled anywhere in Australia. - There was no appreciation of such historical facts as Fletcher Jones, who had been unofficial suppliers dating back to the 1954 Olympics in Melbourne, and the Fletcher Jones board member, who was also an AWC board member, and was not in favour of the change. The project passed from Product Marketing to Public Relations, a big spending off-shoot of the AWC Chairman David Asimus, and due to the day to day operations of the project was passed to me and PR took care of the financial matters. The first task was to meet with the AOC and find out exactly their requirements. This lead to the production of a design and manufacturing brief, cointaining exact time lines for each event required to ensure an appropriate uniform on every athlete chosen to represent his/her country on the date given for the Opening Ceremony in Los Angeles. Working backwards the timeline becomes- 1. Noted the exact date of the Opening Ceremony. 2. Estimated the date for distributing completed garments to each athlete. 3. Estimated the time span available for measuring each athlete and commence making each component of the ensemble to the individual measurements of each athlete. 4. Decided the date for making the final choice of uniform design concept. 5. Decided the date for distribution of the design brief to selected designers. These five steps were spread out over a two year period. The Commonwealth Games occur midway between each Olympic Games, work on the Olympic uniform commences the week after the Commonwealth Games closing ceremony and MUST be ready by the prescribed day two years hence. The project also had to remain cognisant of trade politics existing within the span of the task, as well as the temperament of designers in general. It is no overstatement to say that in the past every designer in Australia believed they could, and should, be chosen to design the Australian Uniform. The final choice of designer almost always faced criticism from the fashion press and any designer who had been overlooked. However, with the contenders receiving an exacting brief the numbers of serious contenders greatly reduced. The Los Angeles Olympic Uniforms. A further reason for the AWC bid failure to design the LA uniform was that the AOC had already chosen Prue Acton to design it. This was based on her proven performance during previous games as she had a talent for creating good taste Australiana. Her design concepts also considered the effect when they were viewed on a single athlete as well as the impact when viewed on a 400 strong team coming on to the arena. A blazer trouser/skirt uniform in bright gold was chosen for the formal uniform. It was my task to select a pure wool faille fabric from Foster Valley weaving mill and have sufficient woven and ready within the prescribed timeline. The trouser/skirt fabric selected was a 60/40 wool polyester plain weave fabric from Macquarie Worsted. This fabric had a small effect thread of linen that was most attractive when dyed to match some eucalyptus bark Prue had brought back from central Australia. For the Opening Ceremony uniform, Prue designed a series of native fauna, a kookaburra for the men’s shirt and a pleated skirt with a rural scene of kangaroos, hills and plants. This presented an insurmountable printing challenge to the local printing industry as it had an unacceptably large repeat size and the number required (50) was also commercially unacceptable. The solution was a DIY mock up at RMIT and the employment of four student designers. The fabric selected for this garment was a light weight 19 micron, pure wool with a very high twist yarn in alternating S and Z twist, warp and weft. This fabric proved to be the solution to a very difficult problem, finding a wool product which is universally acceptable when worn next to the sin by young athletes competing in the heat of a Los Angeles summer. Modifications to this fabric were developed to exploit its success when facing the same problem in future games. Garment Making- The most exacting garment in the ensemble is the tailored blazer, plus the related trouser/skirt. Unfortunately tailoring athletes that come in various shapes and sizes such as; - Weight lifters develop an enormous chest, arms and neck size. A shirt made to a neck size of 52 would produce a shirt with cuffs extending well beyond the wearer’s hands. - Basketball players are up to 7 feet tall and garments relying ona chest measurement grading would produce a shirt with cuffs extending only to elbow length. - Swimmers develop enormous shoulders and slim hips, cyclists by contrast develop thighs I liken to tree trunks and a uniform featuring tight trousers must be avoided at all cost. Suffice to say many ensembles require specialist ‘one off’ treatment for many athletes. Meanwhile there is a comfortable in between group who can accept regular sizes so you can cater for these by having back up stock with plenty of built in contingencies. Athletes may be domiciled anywhere in Australia, this creates a fundamental problem of taking their measurements. The Fletcher Jones organisation was key to answering this problem due to their presence in every capital city, as well as many provincial towns around Australia. Each athlete on being selected for the Olympic Team was simultaneously requested to visit their nearest Fletcher Jones shop. The standardised measurement data collected was shared with the other manufacturers, e.g. Pelaco Shirts, Holeproof Socks and Knitwear, Maddison Belts, and even Hush Puppy Shoes. As the time for the Games approached the AOC made arrangements for combining meeting of all. Selected available athletes at the Australian Institute of Sport, Canberra, where, among other things, they were fitted and supplied with their uniform. The method evolved as follows.Men’s cream coloured button up, collared shirt. Images of a kookaburra have been printed onto the shirt, a single kookaburra on the left breast and a pair of kookaburras on the reverse of the shirt. Instrument - Scales, 1880-1898
At the time of sale, the last of the Hirst family to work in the mill located in Geelong gave Donald (donor Bruce's father) Doherty a set of scales that had been used by several generations of Hirsts and adapted by them over time for specific use in their mill. These Scales were saved from waste and being thrown away at the time of sale to remain in use in the industry in the hands of someone who knew how to use them. The scales were used in calculating the weight of cloth and simultaneously calculating the amount of yarn required to weave it following the instructions printed within the box. The box bears the signatures of two Hirst family members, one being Lewis Hirst dated at 1898. The original brass pole has been replaced with a replica metal somewhere throughout the years after the brass pole broke through use. Hirst was brought by McKendrick in the 1960s and these scales sat for 12 months as part of the 12 month "cooling off" period. The scales were then handed to Donald rather than being disposed of.Scales used for weighing and calculating weight and thread count of textile samples. This building is the earliest building remaining on site today. It was built in 1875 and was the second school building replacing the original 1856 building of stone walls with wooden shingles on the roof. That building needed to be replaced after the stone walls collapsed outwards. In August 1912 the school issued a requisition for remodelling of the school concerned with replacement of the existing windows with larger and wider windows to allow additional light into the school rooms and the erection of a wooden partition in the centre of the room. An extension to the building at rear and skylights in the roof were added in 1921. Only two low wooden stairs were originally provided to enter the porch. These were rebuilt by 1928. A steel mud grate was introduced 1930s/1940s and an infant shelter shed circa 1945. Covered under Heritage Overlay, Nillumbik Planning Scheme. Published: Nillumbik Now and Then / Marguerite Marshall 2008; photographs Alan King with Marguerite Marshall.; p49 Eltham Primary School at Dalton Street, bustling with hundreds of students, has changed dramatically since it began in July 1855.1 A reminder of its early days is the building in local sandstone with a slate roof. First head teacher was David G Clark who was officially in charge from June 1856 until 1889.2 This school was not the settlement’s first. That was the Church of England Little Eltham School, west of Diamond Creek in 1853 and closed in 1872. In 1855 David Clark and his sister Catherine, opened what was to become the present school, with eight students. The school operated elsewhere in a temporary slab building, also used for worship by the Wesleyans,3 which allowed the wind and rain easy access. As well as having to endure such Spartan conditions, the students paid one penny a week for the privilege. But in June 1856 the patrons objected to the conditions, and they and the Clarks wrote to the National Schools Board, asking for a suitable school. They asked for a grant to buy land for a school, and to appoint the Clarks. As a result, inspector Mr A B Orlebar visited the school. He found 33 children aged from four to 13 and noted, among other things: ‘There is no attempt at classification, and this is owing chiefly to the want of books, every child bringing with it any spelling or reading book he or she may find at home,4 and partly to the master and mistress having little idea of anything but individual instruction.’ Of Mr Clark, Mr Orlebar said: ‘I cannot pass him as coming up to the full standard of a probationer. He promises however to pursue a course….if the commissioners take him into their service.’ Of Catherine: ‘She makes a promise similar to that of her brother. Pupils were orderly and the school seemed well conducted. I cannot therefore hesitate to recommend them both personally as probationers.’ Later at a public meeting, Mr Orlebar pledged the commissioners would give £150 for a school, if this was matched by local residents. The meeting decided the commissioners would acquire two acres (0.8ha) for the school site. The building, constructed with local sandstone, was completed in December 1857, measuring 40 feet x 16 feet (12mx5m) and 10 feet (3m) high. It was divided into two rooms – one for the school and the other for teacher accommodation. So the Eltham school was born, in an area regarded as ‘one of the poorest in the colony’. Excerpts from inspectors’ reports in the following years, show that in some ways school has not changed that much since then: ‘Discipline only moderate. Too much chattering!’ (1873); ‘Several slates were cleaned with saliva applied by the hand! Damp rags would be much nicer.’(1891).5 In 1863 the Board of Education took over the school giving it its current name and number, Eltham Primary School No 209. Overcrowding has dogged the school over much of its history. In 1875 overcrowding spilled part of the school into the local courthouse. But that year the sandstone building, which is still standing, was built for 100 children, costing £553 and replacing the National School building. Now, this section, even following renovations, still bears part of its original graciousness, with lofty timber ceilings, tall vertical windows and original floors.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. Equipment - Breeches Buoy and Traveller Block, 1860s to 1950s
The breeches buoy and traveller block are part of the beach rescue apparatus used by lifesaving crew overseas and in Australia in the 1860s to 1960s. The breeches buoy (or chair bucket or petticoat breeches) were invented by Lieutenant Kisbee by the 1850s. It looks like a pair of canvas shorts with a cork lifebuoy ring attached around the top. The set-up works similar way to a zip wire and allows for two-way travel. Saving lives in Warrnambool – The coastline of South West Victoria has had over 600 shipwrecks and many lost lives; even in Warrnambool’s Lady Bay there were around 16 known shipwrecks between 1850 and 1905, with eight lives lost. In 1859 the first Government-built lifeboat arrived at Warrnambool Harbour and a shed was soon built to house it, followed in 1864 by a rocket house to safely store the Rocket Rescue equipment. In 1878 the buildings were moved to the Breakwater area, and in 1910 the new Lifeboat Warrnambool arrived with its ‘self-righting’ design. For almost one hundred years the lifeboat and rocket crews, mostly local volunteers, trained regularly to maintain and improve their skills, summoned when needed by alarms, gunshots, ringing bells and foghorns. Some became local heroes but all served an important role. By the end of the 1950s the lifeboat and rescue equipment had become obsolete. Rocket Rescue Method - The first use of a lifesaving rocket rescue system is often credited to Captain Manby and his invention of a life mortar, first used in 1808 to fire a line onto a ship to rescue lives. Henry Trengrouse’s invention of 1820 was the first to use a sky rocket’s power to throw a line, and his invention included a chair for carrying the shipwrecked victims to shore. In 1832 John Dennett invented a rocket specifically for shore to ship rescue. It had an iron case and an 8 foot pole attached and could shoot the line as far as 250 yards (about 230 metres). From the 1860s the rocket rescue apparatus was in use. It comprised a breeches buoy and traveller block that was suspended on a line and manually pulled to and from the distressed vessel carrying passengers and items. Colonel Boxer, who had invented an early line-thrower, designed a rocket in 1865 with a range from 300 to 470 yards. It was the first two-stage rocket, with two rockets placed one in front of the other in a tube that carried the rescue line. The hemp line was faked, or coiled, in a particular way in a faking box to prevent twists and tangles when fired, and the angle of firing the rocket was measured by a quadrant-type instrument on the side of the rocket machine. Schermuly invented the line-throwing pistol around 1920, which used a small cartridge to fire the rocket. Victoria’s Government adopted lifesaving methods based on Her Majesty’s Coast Guard in Great Britain, which used Colonel Boxer’s rocket apparatus rescue method. The British Board of Trade published instructions in 1850 for both the beach rescue crew and ship’s crew. It involved setting up the rocket launcher on shore at a particular angle measured by the quadrant, inserting a rocket that had a light-weight line attached, then firing it across the stranded vessel. A tally board was then sent out with instructions in four languages. The ship’s crew would haul on the line to bring out the continuous whip line and attach the whip block to a mast or sturdy part the ship. The rescue crew on shore then hauled out a heavier hawser line, which the ship’s crew fixed above the whip block. The hawser is then tightened using the block on the shore end of the whip. The breeches buoy and endless whip are then attached to the traveller block on the hawser, allowing the shore crew to haul the buoy to and from the vessel, rescuing the stranded crew one at a time. The rocket system could also be used from one ship to another. This item is significant for its connection with local history, maritime history and marine technology. Lifesaving has been an important part of the services performed from Warrnambool's very early days, supported by State and Local Government, and based on the methods and experience of Great Britain. Hundreds of shipwrecks along the coast are evidence of the rough weather and rugged coastline. Ordinary citizens, the Harbour employees, and the volunteer boat and rescue crew, saved lives in adverse circumstances. Some were recognised as heroes, others went unrecognised. In Lady Bay, Warrnambool, there were around 16 known shipwrecks between 1850 and 1905. Many lives were saved but tragically, eight lives were lost.Breeches buoy and traveller lock; white canvas breeches (shorts) with lifebuoy ring attached to its waistband, with ropes for attaching it to the traveller block. Wooden traveller block has double brass inline sheaves and brass rollers on each cheek of the block, and each shell is scored for the strop. The thimble attached to the strop has a wooden slat for quick release of the breeches buoy. The ropes comprise of two equal lengths of rope that have been bunched together to form two loops, then bound together just below the loops, while the four hanging ends are looped around the lifebuoy, equally spaced, with each end finished in an eye-splice. This is an image of the Warrnambool Lighthouse Complex on Middle Island in 1854. The Store, Lighthouse Keeper's Quarters, Lighthouse and Flagstaff are in the background. THE LIGHTHOUSE KEEPERS Lighthouse Keepers were responsible for keeping their Lighthouse’s lights shining at night. They kept a lookout for passing vessels and changes in weather. They were expected to clean, polish and maintain the equipment and buildings. They kept regular and detailed records of who was on watch, and the time the light was lit, trimmed and extinguished. They kept a journal about other events that occurred. They keep regular, accurate Meteorological Logs. It was expected that they were competent in Morse code signalling. They would be called to help in times of disasters and shipwrecks and to give official statements about these events. Many Lighthouse Keepers also volunteered as members of the lifeboat crew. The Lady Bay lighthouses were officially classified as small, so the Keepers had the official titles of Senior Assistant Lighthouse Keeper and Assistant Lighthouse Keeper. They were employed by the Public Service and paid rent to live in the Lighthouse Quarters. They were compulsorily retired at the age of 60, with most receiving a superannuation payment. Despite their time-consuming duties, there was time to follow hobbies and crafts such as growing vegetables, playing musical instruments, making models of buildings including lighthouses, and crafting furniture pieces. An example of a keeper’s skills is the carved fire screen made by /assistant Keeper Thomas Hope in the late 19th century and displayed in the Lighthouse Keeper’s cottage at Flagstaff Hill. Both Alexander and Farncombe had served under Senior Keeper Robert Deverell, who was the first and only Senior Lighthouse Keeper at the Middle Island Complex. John Alexander was the Assistant Keeper in the 1850s. Andrew Farncombe was the last Assistant Keeper at Middle Island, serving there with his family from 1864 to 1871. During 1871 and 1872 the Lighthouse Complex was moved to Flagstaff Hill on Merri Street. Farncombe and Deverell then became the first Keepers and occupants of the Lady Bay Lighthouse Complex at Flagstaff Hill. They continued their service together; overall, Deverell served from 1859 to 1885 and Farncombe from 1864 to 1974. WARRNAMBOOL'S LADY BAY LIGHTHOUSE COMPLEX - The original Lighthouse Complex was built on Middle Island in 1858-1859 then transferred stone-by-stone to Flagstaff Hill in 1871. The Complex comprised the Lighthouse, the Lighthouse Keepers’ Quarters and a Privy. The bluestone Keeper’s Quarters was a cottage divided into two compartments, one for the Senior Keeper and his family, the other for the Assistant Keeper and his family. The bluestone Store was divided into three; a store, a workshop, and an oil store (or office). The Privy comprised a small building also divided into two separate, back-to-back toilets, one for each Keeper and his family. In the 1970s the Flagstaff Hill Planning Board was set up under the chairmanship of John Lindsay. The Board was to make recommendations to the Warrnambool City Council regarding the use of the buildings and the rest of the Crown Land on the site. The Flagstaff Hill Maritime Village opened in 1975 and began renovating the Cottage in stages, during which time evidence of a 1920s fire was found in the eastern section of the cottage. Additions of a porch on the west and a washroom on the east were made in the 1980s. The western part of the building is now a Shipwreck Museum and the east has returned to a late 19th-century Lighthouse Keeper’s cottage and includes the screen made by Assistant Lighthouse Keeper Thomas Hope in the late 19th century. Hope served two periods of time at the Lighthouse. This photograph is significant as a visual record of the original Warrnambool Lighthouse Complex on Middle Island, the origin of what is now the Lady Bay Lighthouse Complex. The photograph is significant for its connection to the Complex, which is now listed on the Victorian Heritage Register, H1520, for being of historical, scientific (technological) and architectural significance to the State of Victoria. The Complex is significant as an example of early colonial development. The photograph is significant for its connection with the important navigational function of the Lighthouses, a function still being performed to this day. The photograph is also significant as it shows an example of buildings organised by the Public Works Department in Victoria in the mid-to-late 19th century. The structures tare still stand strong. The horizontal water canteen has been carefully designed to fit snugly on the hip when worn with the straps diagonally across the body. Equipment - Sand anchor, Mid-19th to mid-20th Century
The rocket rescue crews used a sand anchor at a beach rescue site to weigh down the rescue apparatus. The crew would connect the steel cables to the connecting cable and then join heavy ropes or chains to the connecting cable. They would then bury the anchor in a trench about three-quarters of a metre deep, keeping the connecting cable’s end free. The length of heavy rope or chain was attached to a pulley block onto the heavy hawser line. The block and a crotch pole were used to keep the hawser line high and taught, keeping the survivors above the sea as they were hauled to shore on a line or in a breeches buoy. The rectangular wooden bevelled-edged plank with two pairs of square metal plates bolted through it. Each metal plate has an eyelet and the two steel cable lengths are permanently attached by their eyelets to the plates. The eyelets at each end of the cable lengths are reinforced with rope work and one length also has a ‘U’ bolt shackle connection. The steel connecting cable also has reinforced eyelets at both ends. The plank has a black stencilled inscription on the upper surface.
