Appendix to Shire Secretary’s Report, 28 November 1966 SHIRE PRESIDENTS Local Government in this part of the State could be said to have commenced with election in 1846 of three trustees for "The Parish Road, leading from the Suburban Allotments in the Parish of Jika Jika, near Melbourne, to the Village Reserve in the Parish of Nillumbik". The Upper Heidelberg and Old Eltham Road follow approximately the original line of road proclaimed in 1840. The Eltham Road District was proclaimed on 24.9.1856. A meeting of landowners and householders of the Eltham Road District was held on 14.10.1856 at the Fountain of Friendship Hotel, Little Eltham, for the purpose of forming a District Road Board. To date I have been unable to locate any record of the names of the members elected, or of the first Chairman. Further research may yield the desired information. The Shire of Eltham was constituted on 28.3.1871. The proposed Roll of Shire Presidents should, I believe, also include the Road Board Chairmen. It may also be considered fitting to recognise the Heidelberg or Nillumbik (or Warringal) Road Trust in the same way. The first Minute Book of the Board, covering the period 1856 to 1863, has apparently been missing for many years. The Shire Minute Book for the period 1878 to 1885 is also missing. The absence of these vital records makes difficult the compilation of a complete and accurate list of Chairmen and Presidents. Although an early letter book yielded the names of the Shire Presidents in 1878, 1879 and 1800. The names prior to 1863 were derived from Rate Books and Government Gazettes. Moira Bird Oliver (nee Good) daughter of Rev Good of St Jude's Carlton first met Frank Oliver circa 1915. They were engaged for some 7 years while Frank did wartime service and then on return to Melbourne completed a Theology degree at Trinity College and was then ordained. They married on the 18th of July 1925 at St Jude's Church in Carlton. Frank Oliver was then naval chaplain on the HMAS Platypus. After various postings the married couple eventually arrived and were appointed to the Chaplaincy to the Mission to Seamen based at 717 Flinders St from 1930-1960. The Olivers weathered many significant issues between 1930 and 1960, a depression, WW2, strikes and waterfront unrest in the 1950s and financial struggles resulting from changed shipping patterns. This photograph was gifted by a descendant who told us that Mrs Oliver was a very enthusiastic photographer. Mrs Oliver was a well loved and respected woman and is memorialised by a window in the Mission Chapel. It is possible she is one of the many anonymous photographers who contributed various photographs especially of the 1930s and forties that make up a substantial part of the Mission Heritage Collection. "BARAMBAH A37 HMAT" Australian Government / 1912 built as the "Hobart" a cargo steamship for/ the German-Australian line, Hamburg. In 1914 seized at Melbourne and refitted as a Troop transport, renamed "Barambah" and given the prefix A37. Remained in such capacity until 23 May 1918 then transferred to Commonwealth Government Line of Steamers fleet. In early 1925 sold to North German Lloyd, Bremen and renamed "Justin", until scrapped May 1935. The original photograph was by J.E. Barnes of Kew who was also known as the embarkation photographer ( see also Kew Historical Society entries on Vic Collections) This photograph of significance and interest as it is believed to be Port Melbourne in 1914 quite close to the Mission to Seamen at PM who may have had the mission facilities used by the crew of this ship. It shows: the nature of a small steamship used for troop movement 1914, also some of the family groups gathered to farewell loved ones departing for action during WW1. The engineers of the Barambah donated money to the Mission in 1917 (Jottings)Black and white landscape orientation photographic print of steam ship at dock with crowds of people waiting dockside.
