Bruce Roberts, owner of brothel in Thornton Cres. Mitcham told the tribunal he was aware that opening the brothel without a permit was illegal. Council had rejected the application. Council had received a petition signed by 1,112 people. Dr Joseph Santamaria told the tribunal that brothels increase the likelihood of AIDS in the community. Tribunal decision is still awaited.
