Rationing regulations for food and clothing were gazetted on 14 May 1942. Rationing was introduced to manage shortages and control civilian consumption. It aimed to curb inflation, reduce total consumer spending, and limit impending shortages of essential goods. The broad reasoning behind the introduction of rationing was to ensure the equitable distribution of food and clothing. It was also hoped that a cut on consumer spending would lead to an increase in savings, which in turn could be invested in war loans. Australians were never as short of food nor rationed as heavily as civilians in the United Kingdom. Rationing was enforced by the use of coupons and was limited to clothing, tea, sugar, butter, and meat. From time to time, eggs and milk were also rationed under a system of priority for vulnerable groups during periods of shortage. Rationing was administered by the Rationing Commission. The basis for policing food rationing was through the surrender of coupons before rationed goods could be supplied. This had to occur between traders as well as consumers. Coupons were passed back from consumers to retailers, from retailers to wholesalers, and in many cases from wholesalers to producers, who were requested to return them to the commission. Breaches of rationing regulations were punishable under the general provisions of National Security Regulations by fines of to £100 or up to six-months imprisonment. Responding to the complaint that these penalties were inadequate, the government passed the Black Marketing Act at the end of 1942. Braille is a system of touch reading and writing for blind persons in which raised dots represent the letters of the alphabet Braille is read by moving the hand or hands from left to right along each line. Residents of Moorabbin Shire used these cards at social gatherings. In the early 1800s Charles Barbier, who served in Napoleon Bonaparte’s French army, developed a unique system known as “night writing” so soldiers could communicate safely - without lamps- during the night. Louis Braille, born Coupvray, France 1809 lost his sight at a very young age, 1819 he was enrolled at the National Institute of the Blind in Paris.and began to modify Charles Barbier’s “night writing” code in an effort to create an efficient written communication system for fellow blind individuals. . He spent the better part of the next nine years developing and refining the system of raised dots that has come to be known by his name, Braille. The code was now based on cells with only 6-dots instead of 12 ..Braille died in 1852 but his code spread around the world France 1854, USA 1860 , and blind individuals from all over the world benefit from Braille’s work daily. The owner of this card case was Dr Horace Holmes who was a doctor in Warrnambool for over 40 years. Dr Holmes (1877-1959) was born in Tasmania and completed a medical course at Melbourne University. He came to Warrnambool in 1905, taking over the practice of Dr Fleetwood at ‘Ierne’, at the corner of Spence and Kepler Streets. In 1906 he built a new home at the corner of Liebig Street and Raglan Parade and moved his practice there in 1912 (today this building is the Warrnambool Medical Clinic). Dr Holmes was an honorary Medical Officer at the Warrnambool Hospital. He retired in 1939 selling his practice to Dr Berryman but came out of retirement and practised as a locum until 1944. His interests included rowing golf, bowls and fishing. In the 1950s he lived at ‘Leprena’ in Canterbury Road. He was a foundation member of the Warrnambool Rotary Club. This is a most significant item as it belonged to a prominent local doctor, Dr Horace Holmes. It also has considerable social significance as it is an example of the practice of past times of carrying calling cards and the silver case is a sign of the affluence of the owner. This is a silver card case, heavily embossed, with a slightly curved shape and a hinged lid. It has the initials ‘HIH’ engraved in a shield on the front of the case. It contains nine calling cards (Dr Horace Holmes, Warrnambool). These are made of light card with printing in black on a white background. The cards are somewhat marked and discoloured. When the German Government imposed ID cards on the Dutch population they employed the collaborator and expert designer Jacob Lentz who claimed they were impossible to forge. The Jewish ones showed a black J on both front and back. However, a Jewish woman living in the Netherlands, Alice Cohn, did learn how to replicate them and thus saved numerous Jewish lives.These items are significant insofar as all Dutch citizens over the age of 15 were obliged to carry ID on their persons at all times.Proof of Identity cards issued by the Dutch Government under orders of the German occupying forces. In November 1921 the Bendigo Baby Health Centre was established in rooms at the Town Hall. By Dec. 1925, the council offered two rooms at the Commonwealth Chambers, Charing Cross to be used for the rapidly growing service. In October 1934, council proposed the need for a purpose built Centre and the site in Rosalind Park was chosen in December of that year. The new Centre opened 7/4/1936.
