Falls Creek Primary School Prior to 1965, couples with small children would move away from Falls Creek due to there being no school facilities in the village. In the mid 60's a few families with school age children established themselves in the village, and a need arose for a school to encourage them to stay. An enrolment of seven children and a building was required before the Education Department could become involved. The Management Committee of the day gifted the families some land (still the site of the Falls Creek Primary School No. 5067) and fundraising began. The original committee consisted of the Steven family (two children), the Lee family (three children), the Caddie family (no children), the Carroll family (no children), and the Alston family (children?). After two years of community based, yet dubious fundraising methods (including weekly gluhwein parties, keg parties and numerous raffles), enough money ($1,300) was raised and an unused SEC building in Mt Beauty was bid on and won. Due to the condition of the road up to Falls Creek, it had to be dismantled and reassembled up the mountain. Unfortunately, the building was delivered to Falls Creek too late into the season to be erected but the following summer, with no money available to hire builders, working bees began, beer was on tap, and BBQs were cooked, and a crude schoolroom with an oil heater donated by Cecil Dobson from Winterhaven was erected. The first teacher hired was an Alaskan woman who agreed to a wage of $10 per child per week. Due to minimal resources the children were sent home at different times of the day in order to warm up and have a meal. Through the winter of 1971 many government departments were lobbied and it was decided that if the building could be finished to the Education Departments standards then they would provide a government endorsed full time teacher. The three main site holders (Bob Lee, Cecil Dobson and Dick Humphries) took out a loan and the school was refurbished and opened as the 'Bob Scott Memorial Hall' in time for the 1972 season. Maree Keele was the first Head Teacher. After three years of fund raising by the school committee the hall was paid off in full. After many years in the original building the Education Department took control of the school, updated the classrooms and provided accommodation for the teachers. In 1982, discussions began surrounding construction of a 'new' Falls Creek Primary School, a joint property with the community and the Education Department. Memorabilia - Horseshoe Case, 1906 – 1907
The horseshoes in this purpose-built display case were made by Thomas Alfred Chapman in 1906-1907. Chapman operated a blacksmith’s shop in Mortlake Rd, Purnim, about 15 mins drive from Warrnambool. Chapman made this horseshoe case especially for the 3rd Exhibition of Australian Manufacturers and Products, held in the Exhibition Building in Melbourne, which was organised and promoted by the Australian Natives Association (ANA). Reference is made to the horseshoe case in the Exhibition’s Souvenir Catalogue of 1907 on page 85, under the heading 'In the Machinery Section the following exhibits are also shown … 'CHAPMAN, T.A. , Woolsthorpe, via Warrnambool, Case of Horseshoes'. The Australian Natives’ Association (ANA) were a non-partisan and non-sectarian, friendly society founded in Melbourne, Australia in April 1871. It was set-up for the benefit of Australian-born white men, and membership was restricted exclusively to that group. Men of other races including the Chinese and Indigenous people were not allowed to join. The ANA had relatively progressive views on women (for the time) and attracted suffragists seeking support for their cause, and in 1894, the ANA advocated for women’s enfranchisement. Although, white women were only admitted as members from 1964. The organisation was most prominent in Victoria and sought to shape Australia’s national identity and was a training ground for businessmen, trade unionists and politicians including many of Australia’s early prime ministers such as Edmund Barton, Alfred Deakin, James Scullin and Francis Forde, and the first Australian-born governor-general, Isaac Isaacs, was a member. By 1910 it had developed into a nationwide association with real political and social influence, and members would participate in many activities. The ANA lobbied strongly for anti-Chinese legislation and were an ardent believer of colonial unification. Its mission and efforts are largely credited for the successful referendums that resulted in Federation of the six Australian colonies into a new nation, the association’s most important legacy. The ANA was also a supporter of trade protection, and were a staunch advocate of the first act of Australia's new parliament, the Immigration Restriction Act 1901 (cth) or commonly known as the White Australia Policy, which became one of the central pillars of Australian nationalism in the 20th-century. The ANA campaigned against the Australian Federal Government's new immigration policy after the Second World War (non-British immigration from southern and central Europe) in order to maintain a 'white Australia', and resisted changes when the Labor government during the 1970s fully dismantled and abandoned the White Australia Policy. The ANA merged with Manchester Unity Independent Order of Oddfellows, in 1993 to become Australian Unity Ltd. The display case of horseshoes changed hands several times, going from its maker Thomas Chapman to his mother then various other members of his family. The case was also displayed at the Lee Family’s butcher shop at 188 Liebig St Warrnambool, and in the Purnim Hotel during the Warrnambool May Races. In the late 1950s the horseshoe case went to Thomas’s son, Brian. He was a Master Farrier and completed his apprenticeship at Flemington Racecourse, and in Warrnambool he owned a blacksmith business at the Warrnambool Racecourse Grounds. Brian later operated a blacksmith’s at Flagstaff Hill, where his customers would bring their horses to be shod. Brian passed away in August 2017. The horseshoe case is significant as an example of trades in the early 20th century in Western Victoria, Australia. It is also significant as an example of horseshoes from the early 20th century. The horseshoe display case is also significant for its association with the Australian Exhibition of 1907, showcasing Australian produce and manufacturing to the world. The horseshoe display case is locally significant for its association with local families, essential businesses and community events. Display case of homemade horseshoes. The case contains (a) complete chrome set each of Trotting Shoes, Hunting Shoes and Racing Plates, and (b) one pair of Hind Polo Shoes and one pair of Front Aluminium Shoes. The wooden frame has gold lettering on each side proclaiming “Australian Natives Association, T.A. Chapman, horse shoer, Warrnambool” and is topped by a painted Australian coat of arms. Steel Sample, ca. 1876
The sample of steel from which the S.S. Julia Percy’s boiler was made has been tested, according to the attached label. The test involved heating the steel to blood red temperature (or dark red colour) then dipping it into water and bending it when it was cold. A “very severe test for quality” was written on the ticket by T.H. Osborne. (Mr Thomas Hamilton Osborne was the secretary for the Western Steam Navigation Co, established in Warrnambool in 1886. The company’s office was on the corner of Timor and Liebig Streets in Warrnambool and its north-western wall is now part of the current Warrnambool Regional Art Gallery. ) Cold bending of steel in a press or through rollers is the typical method of curving steel for construction. The steel needs to be manufactured in such a way that it is strong enough yet still flexible enough not to crack when bent or rolled. The boiler on the Julia Percy could have been a Scotch Boiler, a design introduced in the 1870’s and still being used today. This design was more robust that previous boilers, generating higher working steam pressures. The design incorporate greater ability to roll iron plates, leading to greater strength, thicker plating and fewer riveted joints. They were originally made of iron then later incorporated steel sections until they were entirely constructed of steel. Many examples of this type of boiler can be found on wreck sites. Shipping was the cheapest and most practical means of carrying produce and goods during the period 1840-1890. Regular domestic steamer services commenced in the Warrnambool district in the late 1850’s and by 1870 the passenger trade was booming. Produce was loaded from the jetty into ‘lighters’ (small boats), which took it to the ships at anchorage in the bay. Passengers were taken to the ship’s side then climbed aboard up ladders or gangways. The coming of the railway in October 1889 meant the gradual decline and end of the steam shipping era. Originally the ship was known as the SS Julia Percy and was later renamed as the Leeuwin. She was an iron passenger-cargo steam ship built in Glasgow by Thomas Wingate for the Warrnambool Steam Packet Company, which commissioned the ship for the steamship trade in Victoria’s western district. She was first registered in Warrnambool, Victoria in 1876. At one point in time the Julia Percy would sail from Warrnambool to Melbourne every Friday and return from Melbourne to Warrnambool every Tuesday. The cost of a return ticket for a Saloon Fare was £1.0.0. She would sail “if practical and weather permitting”. The Julia Percy changed hands several times. Her next owner was the Western Steam Navigaiton Co of Melbourne (1887). It was the manager of this company, Mr. T.H. Osborne, who tagged ths steel sample above. Melbourne Steamship Co became the next owners (1890), followed by William Howard Smith and Sons (1901) for use in Queensland coastal trades, then she was bought by George Turnbull in 1903 and used for local mail contract in Western Australia. She was sold to the Melbourne Steamship Company Ltd. (1906) and re-named the Leeuwi but continued in her Western Australian coastal run. She was converted into a coal hulk in Melbourne in 1910 as a result of damaged caused when she was driven against the jetty at Dongara during a gale. The ship was eventually dismantled and scuttled in Bass Strait on 28 December 1934. The steel sample is significant for its association with the wreck of the Leeuwin (Julia Percy), which is on the Victorian Heritage Register. It is historically significant for being a rare artefact that has potential to interpret aspects of western Victoria’s 19th century steamship trade and Victorian cultural history, including the testing and manufacturing process associated with steam power. Leeuwin is listed on the Victorian heritage Register as being historically significant ‘as one of only four wrecks of steamships in Victorian waters associated with the western district of Victoria’s coastal steamship trade. Her registered number is VHR S413. A sample of the steel from which the boiler of the "SS Julia Percy" (later named Leeuwin) was made. The piece of steel is a ‘C’ shape with the ends almost meeting. A luggage ticket is tied onto the steel and has an inscription on it. 3 NAL - Teepookana - (Mt. Lyell) O 3; 3 NBL - 1st. class saloon car (20) NAL FIRST-CLASS SALOON CAR. Four saloon end-platform cars originally built during 1901–1902 by the Lancaster Railway Carriage and Wagon Company Ltd. for the 3'6" gauge Mt. Lyell Mining & Railway Company in Tasmania and classed O. Converted for use as second-class cars on the 2'6" gauge Puffing Billy Railway during 1965–1966, these cars were reclassified NBL and numbered 1–4. The L recognises their Mt. Lyell origin, No. 1 was kept for use as the Railway's VIP car and was reconditioned to a higher standard. No. 2 was similarly upgraded in 1985 for use on special occasions. In 1989 No. 3 was similarly reconditioned with No. 4 receiving similar treatment in 1995. These cars were re-classified NAL in recognition of their new first-class nature. The Mt Lyell Railway was closed in 1963 and subsequently dismantled, but fortunately several of the locomotives and carriages passed into preservation. Purchased by Puffing Billy Preservation Society from the Mount Lyell Mining & Railway Company in the 1960s, it was converted to 2' 6" gauge. Norval Guest-House Aginda and Wettenhall The original Norval The story of Norval begins in 1917 when it was built as a private residence for Mr and Mrs William Thompson. Mrs Thompson was a pioneer of the tourist business, having come from Ballarat to Hall's Gap in 1909 to manage Bellfield Guest-house According to Ida Stanton, in her history of Hall's Gap entitled "Bridging the Gap", Mr Thompson and his wife acquired the six roomed shearers quarters at "Hankelow", on land leased by the Wettenhall family, on the south side of Bellfield. Mr Thompson, she says, completely dismantled the quarters, carefully marking each board, then hired George McKeon to cart the material up to where the original Norval house stood. With great care, the rooms were rebuilt into a home for William and his wife Mathilda. Catherine Good, the daughter of Viola (nee Wettenhall) and niece of Dr Roland, in here "Recollections" entitled "Look to the Mountains - Viola's View 1887-1979", mentions Hankelow. Speaking of her days at Glen Holford, the Wettenhall home at Pomonal, Viola says "Verona and Francie Dennis, my cousins, and I went for one very exciting trip. Father (i.e Dr Roland's father) had bought 300 acres in the Gap to take sheep from Carr's Plains in time of drought, and had a little cottage there with one of the Glen Holford men and his wife in charge. It was called Hankelow. So we three set off over the Range from Glen Holford on foot and leading a pack horse with our night attire and no doubt sponge bags. "We stayed the night at Hankelow with Jim and Minnie. Minnie had been a housemaid at Glen Holford. I was very fond of her. It makes one laugh to think of the excitement of "roughing it"! Minnie gave us a lovely dinner with meringues, and cream, I remember, then early morning tea. After breakfast we were driven in the buggy to the foot of the Goat Rock (since renamed Mt Rosea) and off we went - walking in our long skirts and ankle boots. There was no track of any kind, nor blazed trail - we just made for the top. It was rather frightening at times because we couldn't see where the top was an it always seemed to get further and further away. The last mile was so terribly steep, with a lot of lose shale where you went up twelve inches and slipped back six. Now you motor to about a couple of miles from the top and then have a graded path. Anyway, we got there and back safely and were rewarded with a magnificent view" By a strange coincidence, Hankelow, the source of Norval Guest-house in times past (if the name can be applied to the property as a whole, which seems likely) is in fact also the source of our Wettenhall Campsite! Hankelow was named after a property owned by the Wettenhall family in England. In 1917 William and Mathilda retired to their newly built home (Norval) "to escape from the tourist business" However, so many people made requests to stay with them that they found it necessary to add several more rooms and sleepouts to their home. In this way, early in 1921, the guest-house began to take shape. Mr Thompson, a former librarian of the Mechanics Institute in Ballarat, named the house "Norval". The name "Norval" comes from a quotation from the play 'Douglas" by John Home. Written in the mid-16th century the play is set in the Grampian Mountains of Scotland. The story is of a boy who was parted from this mother during his early childhood, and was given to a shepherd who raised him. Some eighteen years later the mother by chance happens to meet here son, and not knowing his true identity, asks his name. He answers, "My name is Norval; and in the Grampian hills my father feeds his flocks." Perhaps it was simply because "Norval" was associated with the "Grampians" that it was chosen by Mr Thompson. He may also have been conscious of feeding "flocks" of tourists in his expanding, guest-house. Norval Guest-house prospered. It was known for its fine cooking and friendly atmosphere - a tradition which has carried through to the modern Norval! It closed between 1940 and 1949 because of the second world war. In 1949 it was decided to almost completely rebuild the house. Most of the old building (Hankelow plus) was demolished and rebuilt to a much larger and more modern plan. And then, on May 1, 1965, it was purchased by the Committee of Management of the Methodist and Presbyterian Conference Centres. At this time the guest-house was owned and operated by Marjorie and Lachland McLennan, Mrs McLennan being the daughter of William and Mathilda Thompson, the pioneers of the establishment. This black and white photograph of the tugboat NYORA towing the steam ship INVERNESS-SHIRE was taken between 1915, when the INVERNESS-SHIRE was dis-masted, and 9the July 1917, when NYORA tragically sank. The sailing ship INVERNESS-SHIRE was a four masted steel barque built in 1894 by Robert Duncan & Co. Limited, Glasgow, U.K. (The supervising engineer during the building was William Cumming. He accompanied every ship he’d built on their maiden voyages from UK to Melbourne.) In 1916 she was purchased by A/S Christiansand (Sven O. Stray), Kristiansand, Norway and renamed SVARTSKOG. In October 1920 she disappeared at sea, carrying a cargo of coal, and all hands were lost. The steam powered NYORA was a powerful tugboat and a salvage vessel built by J.P. Rennoldson & Sons Ltd, South Shields, Tyne and Wear, UK. She was originally launched with the name NEPEAN in May 1909, then as NYORA in August 1909 and registered in Melbourne in November 1909 by owners Huddart Parker Pty Ltd. She was made of steel, had triple-compounded steam engines, and her dimensions were 306 ton, 135.0 x 25.1 x 13.6ft. The Melbourne tug NYORA was known as “one of the best known tugs in Victoria, and carried the latest appliances for firefighting and salvage purposes.” She serviced the Port of Melbourne for most of her career. In July 1917 NYORA was towing the American schooner ASTORIA from Port Pirie to Sydney, because ASTORIA’s engines had broken down; she had been delivering a large cargo of timber. On July 9th the vessels were two days out from Port Pirie. At 10:30am NYORA foundered after casting off at Cape Jaffa, 50 miles south of Kingston, South Australia, and sank. Only 2 of the 16 crew survived; NYORA’s Master, Captain W.M. McBain (William Murray) and helmsman, able seaman Gordon Lansley. They were rescued by the two Cape Jaffa light keepers, Jamieson & Clark, who launched the rescue from the Cape Jaffa lighthouse on Margaret Brock Reef. Both men were brought to the lighthouse keeper’s cottage where they recuperated after their long exposure to the rough. (The Queenscliff Sentinal of 14th July 1917 noted that both saved men originated from the same district; Gordon Lansley was from Queenscliff and Captain McBain formerly from Point Lonsdale.) The ASTORIA was “in a very dangerous position ten miles west of the Margaret Brock reef near the Cape Jaffa lighthouse, setting towards the land.” Captain Solly from Beachport later said “Owing to the position … the ship was very fortunate in making Guichen Bay in safety, as she did” (Guichen Bay is south of Robe). Captain Bull, manager of Huddart Packer Pty Ltd, NYORA’s owner, was unable to see any reason for the foundering, as the NYORA was well known for its seaworthiness. At a hearing later on, the Marine Board could blame on no-one either, but found that the ship had been swamped by heavy seas, and had listed to one side when a load of 40 tons of coal in sacks on her deck shifted. The tow line to the ASTORIA was cut to try and save the tug but a huge wave swamped her, crashed open the engine room door and flooded the compartment. It was impossible to launch the lifeboats due to the listing of the sea and NYORA sank within 15 minutes. There was some criticism of the length of time it took Captain Solly and the lifeboat crew to get from Beachport to Cape Jaffa to help with the rescue. However, they had great difficulty in the very strong seas, taking 9 hours just to reach Robe, which was only 32 miles away. There they filled the tanks with ample benzene for the task ahead (impossible to do at sea at the time), took in food and brought on board the Robe Harbour Master, Mr Sneath. The Harbour Master was then able to safely pilot the lifeboat to Cape Jaffa in the smoother coastal waters, saving very much time, but by the time they arrived at Cape Jaffa the 2 survivors had already been taken to the lighthouse on the mainland. There was also a question as to the chances of the ship ASTORIA lowering a lifeboat to help with the disaster. Captain Solly explained that it would have been impossible without sacrificing the lives of the lifeboat crew , due to the great height of the ship out of the water and the roughness of the sea. Captain Svenson, of the ASTORIA, said himself “We are ourselves in a helpless position” and “"Cannot see anything of lifeboats”. One of the 14 lost crew of the NYORA was Hugh Edwards, whose body was not recovered. The descendants of Captain William McBain have continued the seafaring heritage. His son was also a tugboat captain (Captain Norman Clive McBain), working mostly from Reid Street Pier, Williamstown, who would often take his own grandson out to sea to spend time with him on his tugboat. Now that grandson has built a tugboat in memory of his heritage and spends time in it with his own grandson. The Cape Jaffa original lighthouse has been dismantled and moved to Kingston and is now a Lighthouse Museum. The attached photographs of Margaret Brock Reef, and the Cape Jaffa Lighthourse keeper's cottage (now in ruins) is courtesy of Capt. William McBain's great grandson, who visited the area in 2015. There is a model of the NYORA in Museum Victoria, donated by Huddart Packer & Co Ltd. in 1937. Plan, Sulieman Pasha Co Plan Transverse Section
The Sulieman Pasha is possibly named after the most important Sultan of the Ottoman Empire, Suleiman One, or Suleiman the Magnificent, when the Ottoman Empire was at its peak. Or potentially a number of Ottoman governors, statesmen and military commanders with the same name after, however the spelling is slightly different to the mine name. No Turkish connection was found relating to the formation of the company, and remains unconfirmed. The mine operated from two shafts; No. 1 near the corner of Humffray and Mair streets, and also near where the Welcome Nugget (2217 ounces) was found years earlier; and the controversial No. 2 shaft several blocks south bordering the northern side of the main highway through Ballarat. The company produced 62 666 ounces of gold, the twelfth highest quartz reef gold production for any mine on the Ballarat goldfield. Some crushing figure examples are January-June 1881: 3674 tonnes 1085 ounces; January-June 1885: 2949 tonnes 1281 ounces; July-December 1885: 4459 tonnes 1119 ounces; January-June 1887: 1869 tonnes 730 ounces; July-December 1892: 1450 tonnes 771 ounces; July-December 1896: 4365 tonnes 1372 ounces. Like many mines in the area, gold grades were low. John Watson was noted as mine manager in the 1880s, and John Williams 1890s. The company was re-organised twice increasing the number of shares from 4000 to 24 000, and increasing the capital available. The Sulieman Pasha Company was formed in 1878. David Fitzpatrick was given the honour of turning the first sod of both the No.1 and later No. 2 shafts. The first dividend was given to shareholders in July 1881. The company obtained a prospecting vote (government grant) to start, and was very proud to be the first Victorian gold mining company to pay the funds back to the government. The event was marked by a lavish banquet laid out for ministers and government officials by the company. Leases were purchased to the south in 1885 to the Llanberris Mine boundary, after poor results began accumulating from the small No. 1 shaft. To take advantage of this new land the company planned to sink a second shaft. Initially this was to take place on government land, but the uproar from nearby residents caused the company to purchase land along the Main Road (now Western Highway), and the old Yarrowee Hotel which had occupied the site since the alluvial digger days of the 1850's was demolished. The area had since those days become heavily occupied with a number of shops, houses, a post office, church and two schools in the immediate area. The thought of an underground mine next door drew considerable opposition. The company (before the days of public relations departments) wrote 'most people would have thought that progress as vital as mining would be supported by tradesmen whose business rely on the mining industry. It seems when it comes to mining they are bereft of their senses, and considering the low ebb of mining in Ballarat East, the action of our opponents are unaccountable. (Sarcastically) There are certain engineering difficulties in moving the quartz reefs to a new location, but if we could to appease our opponents we would'. The company also wanted to take over 4 acres of the St Paul's school oval for machinery, but accused the St Paul's Church of wanting extortionate amounts of money upfront, and on a yearly basis for the privilege. It stated the church could not be opposed to mining when several years earlier it had formed its own company to mine the land, only for shareholders to lose their money. In 1886, the company approached the Minister for Mines, and attended heated public meetings on the matter. The local residents, shop owners, and church submitted a 60 person petition to the local council and government authorities. They stated the shaft contravened the mining statutes, which stating no mining could take place within 150 yards of a public building or church. A speech by a resident stated 'mining always comes with glorious pictures of the great benefits which would accrue all parties concerned if their request is granted, but if property is destroyed or depreciated in value, no-one then comes forward and compensates them'. The No. 2 shaft was approved including taking over part of the school oval. In 1888, workers at the company's No. 2 shaft went on strike to try and bring their wages in line with other mines in the district (the No. 1 shaft was operated by tributers). William Madden (26) was killed from a fall of earth underground the same year, while a year later his father John Madden (70) was similarly killed in the Madame Berry Mine elsewhere in the district. In 1897 as the amount of gold being found fell away, it came to light part of the deal to purchase the Yarrowee Hotel site was a 5% royalty on gold found. Shareholders could not understand why they were paying a royalty to the former owners of the property. The mine closed in 1898 due to a lack of gold. In 1902 a boy (age unknown) called Charles Lee was killed from a fractured skull while working to dismantle the Sulieman Pasha plant. The fuss over the No. 2 shaft had a sequel. On the company winding up, the land was purchased by J.S. Trethowan who built a house next to the shaft. In 1907, the shaft caved-in creating a sinkhole immediately at the back of the house. A Mr Chamberlain heard a deep rumbling sound at 5am, and looked out the window to see his fowl house and thirteen chickens disappear down an expanding hole. He then went back to bed, and called the police later in the day. The shaft was 1050 feet deep, and the hole at the surface that developed was 20 feet by 17 feet across, and 20 feet depth. In 1930 it is reported a syndicate had been formed to clean out the old shaft, and re-open the mine. It is assumed this was the No. 1 shaft but no more was found. This hand written letter, in black ink script on blue lined paper, is impressed with the official stamp of the Victoria Steam Navigation Board. The left margin has the reference “S82/12" It is transcribed: "Victoria Steam Navigation Board, Melbourne, January 12th 1882 To Frederick Chapman, Master, S.S. "Julia Percy" You are herewith furnished with a copy of the report of the Official Court which assembled to enquire into the circumstances attending the collision between the steamers "Julia Percy" and "Nelson" off Apollo Bay near Cape Otway on the morning of the 25th December 1881, and you are hereby expected to attend at the Board Room, Custom House, Melbourne, at 2pm, on 13th January instant to show cause why you should not be censured accordingly. [Signature] Secretary" This document refers to the matter of a collision between two steamships, the Julia Percy and the Nelson, on 25th December 1881. The Julia Percy was at that time owned by her first owners, the Warrnambool Steam Packet Company, and she sailed under the command of Captain Chapman. She had left Melbourne the evening of 24th December, with about 150 passengers, sailing in fine weather through Port Phillip Heads around 9pm. She was headed for Warrnambool, Belfast (now named Port Fairy) and Portland. The Julia Percy was off Apollo Bay when Captain Chapman was woken by the ship’s whistle after midnight, the steamer Nelson being on a collision course with the Julia Percy.[See Link.] The Nelson struck Julia Percy midship. Boats were lowered from the ship (apart from a damaged lifeboat) and about 30-40 of the passengers boarded the Nelson. The engine room and the forehold were checked and found clear of water. The company manager, Mr Evans, had been on the Nelson, so he boarded and inspected the Julia Percy and the decision was made to continue on to Warrnambool with the passengers as there appeared to be no immediate danger. However, Captain Thomas Smith said the Nelson was taking on water, so Julia Percy followed her for about an hour towards Melbourne on standby in case of need. Then Julia Percy turned around towards Warrnambool again. Shortly afterwards the Nelson turned to follow her, the ships stopped and passengers were returned to Julia Percy, and three from Julia Percy boarded the Nelson. Both ships proceeded on their way. Julia Percy passed Cape Otway light afterwards, signalling that there had been a collision. It was discovered later that one of the passengers was missing, then thought to have boarded the Nelson but later thought to have fallen into the sea and drowned while trying to jump from Julia Percy to Nelson. There had been 3 tickets purchased under the same name of that passenger “Cutler”; a father, son and friend named Wordsworth, which had caused quite some confusion. No further mishap occurred to either ship and both the Julia Percy and the Nelson reached their destinations safely. An enquiry was instigated by the Victoria Steam Navigation Board regarding the cause of the accident between the two steamships, in connection with the death of Cutler who was supposed to have lost his life by the collision. The enquiry resulted in the following decision: "The Victorian Steam Navigation Board having taken into consideration the points urged by Captain Thos [Thomas] Smith and also by his legal advisers, is of opinion that the charge prepared against him has been sustained, but taking into consideration Captain Smith’s previous good conduct and character, the board suspends his master’s certificate No 227 issued by this board for a period of six calendar months from this date – Robert Fullarton, Chairman. “The Victorian Steam Navigation Board having beard the statement of Captain Frederick Chapman urged in his defense to the charge of dereliction of duty as master of the Julia Percy, in having no standing order on board that vessel to be called in the event of any approaching steamer’s lights being seen, find such charge sustained, and censure him accordingly – Robert Fullarton, Chairman.” ABOUT “JULIA PERCY” The S.S. Julia Percy (later named Leeuwin ) was an iron passenger-cargo steam ship built in 1876. At one point in time the Julia Percy would sail from Warrnambool to Melbourne every Friday and return from Melbourne to Warrnambool every Tuesday. The cost of a return ticket for a Saloon Fare was £1.0.0. She would sail “if practical and weather permitting”. Shipping was the cheapest and most practical means of carrying produce and goods during the period 1840-1890. Regular domestic steamer services commenced in the Warrnambool district in the late 1850’s and by 1870 the passenger trade was booming. Produce was loaded from the jetty into ‘lighters’ (small boats), which took it to the ships at anchorage in the bay. Passengers were taken to the ship’s side then climbed aboard up ladders or gangways. The coming of the railway in October 1889 meant the gradual decline and end of the steam shipping era. The Julia Percy was built in Glasgow by Thomas Wingate & Company, Whiteinch, in 1876 for the Warrnambool Steam Packet Company, which commissioned her for trade in Victoria’s western district. She was first registered in Warrnambool, Victoria in 1876. The Julia Percy changed hands several times. Her next owner was the Western Steam Navigation Co (1887), managed by Mr. T.H. Osborne (the company’s office was on the corner of Timor and Liebig Streets, Its north-western wall is now part of the current Warrnambool Regional Art Gallery. ) The Melbourne Steamship Co became the next owners (1890), followed by William Howard Smith and Sons (1901) for use in Queensland coastal trades, then she was bought by George Turnbull in 1903 and used for local mail contract in Western Australia. The Julia Percy was sold to the Melbourne Steamship Company Ltd. (1906) and re-named the “Leeuwin” but continued in her Western Australian coastal run. She was converted into a coal hulk in Melbourne in 1910 as a result of damaged caused when she was driven against the jetty at Dongara during a gale. The ship was eventually dismantled and scuttled in Bass Strait on 28 December 1934. The document is significant for its association with the wreck of the Leeuwin (Julia Percy), which is on the Victorian Heritage Register, VHR S413. . It is historically significant for being a rare artefact that has potential to interpret aspects of Western Victoria’s 19th century steamship trade and Victorian cultural history. The Leeuwin (Julia Percy) is listed on the Victorian Heritage Register as being historically significant ‘as one of only four wrecks of steamships in Victorian waters associated with the western district of Victoria’s coastal steamship trade. The Orungal was originally built in Glasgow in 1923 for the Khedival Mail Steamship & Graving Dock Company of Egypt and named the S.S. Fezara. Due to the effects on steamship companies of the Great Depression including the steep costs of building new ships and increases in running costs and port charges, no new passenger ships had been ordered in Australia since before World War One. To meet demand for passenger berths, the Fezara (5826 tons) along with its sister ship the Famaka (5856 tons, renamed Ormiston), were chartered by the Australasian United Steam Navigation Company Ltd (A.U.S.N.Co.) in 1927. Both the A.U.S.N.Co and the Khedival Mail Steamship Co. were part of the P&O Group. The Orungal operated in this role as an interstate passenger and mail steamer between 1927 and 1940, being used mainly on the Melbourne to Queensland and Western Australian runs, with 240 single class berths. Following the outbreak of World War Two six of the nine large passenger liners servicing mainland Australian passenger and mail trades were requisitioned by the Government to ferry equipment, troops and supplies. Some of them were converted to armed merchant cruisers and used for patrol work and escort duties in the Indian and Pacific Oceans. The Orungal had originally been requisitioned by the government along with the Zealandia on 25 June 1940, to transport troops to Darwin, but was returned to commercial service because "of her unsuitability", perhaps too slow for the demands of the work. Despite being rejected for patrol and convoy duties the Orungal still had a vital role as one of only three passenger liners left to service the mainland Australian trade. Following its requisitioning by the Government shortly after war broke out, it had been fitted out with defensive armament. On its final voyage arriving at Port Phillip Heads from Sydney, Captain Gilling was attempting to enter the Heads ahead of a worsening south-westerly storm and, with a minefield known to have been laid in the area, had been warned by the Navy not to deviate from the swept channel. The captain and crew held fears that in the stormy seas a mine may have been carried away. In the worsening weather a blur of lights at Barwon Heads was mistaken for Port Lonsdale, and the Orungal steamed ashore onto Formby Reef, just east of the entrance of the Barwon River - instead of passing safely through the middle of the Rip. At the Marine Board Inquiry Capt. Gilling - who had been master of the Orungal since 1926 - stated that after becoming uneasy about his position and changing course to starboard one point: " At 10.21 pm I ordered the engine room to stand by and gave instructions for the patent log to be hauled in and for the sounding-gear to be got ready. Approximately two minutes later, in a flash of lightning, I saw land off the port beam. I immediately recognised it as Barwon Heads, and ordered the helm to be put hard to starboard, but the vessel struck before she had time to answer the helm" Barwon Heads and Ocean Grove residents were startled to hear the shrill blast of the ship's whistle, followed by the bright flares and explosions of signal rockets. The Queenscliff lifeboat crew, who had responded to the tragic collision between the Goorangai and another passenger liner the Duntroon in Port Phillip Bay less than 24 hours earlier, were later praised for their efforts in safely taking off all the passengers and crew. Most of the passengers were asleep at the time of the wreck, and were woken up by the commotion, the ship shaking "from stem to stern" and stewards ordering them to lifeboat stations in driving rain. It was a dramatic time with the ship siren wailing and distress rockets being fired. It was reported that "When it was found the ship was safe, the passengers all went to the music room. There they sang and danced for several hours. The ship's orchestra played merrily, and amateur performers among the passengers clowned, danced and sang to keep the laughter going. In the early hours of the morning passengers went to their cabins, most of them to sleep soundly while the keel grated on the rocks". At dawn the Queenscliff lifeboat arrived at the scene having been launched at 2.30am, and cautiously approached the ship which was being "battered by mountainous seas". By 5am oil from a burst oil line was helping to calm seas around the Orungal sufficiently enough for the lifeboat to approach, and all the passengers and crew were taken off in several trips by the lifeboat. A Court of Inquiry later found that the wreck was caused by an abnormal set of current to the north-west and cleared the officers and crew of neglect of duty. The sight of a huge liner almost on the beach saw an unprecedented amount of traffic as people drove an estimated 10,000 cars, using some 60,000 gallons of fuel in a time of strict petrol rationing, to see the spectacle. Salvage operations began in an attempt to refloat the vessel, scheduled for the high tide on 15 December 1940. However, during these operations, at 2.30 am on 13 December 1940, a major fire broke out, believed to have been caused by spontaneous combustion in the boiler room. The ship was soon ablaze, with smoke pouring from its hatches and ventilators, and at mid-morning the magazine exploded fiercely. Of the 60 men working aboard the vessel two were severely burned and had to be taken to Geelong Hospital. The gathered spectators witnessed the eerie sight of the ship's hull glowing red when night fell. The well-known building demolition contractor Whelan the Wrecker bought the salvage rights, and methodically proceeded to dismantle the ship and its fittings. The drama was not yet over for the wreckers when - without warning - the burnt-out hulk was 'attacked' by RAAF for strafing practice. Salvage rights were transferred to another private owner in 1963. By 1945 the combined effects of the exposed location, fire and salvage had seen what was left of the wreck disappear beneath the waves. The site today is marked by two of the four Scotch type boilers sitting upright and exposed at low tide, just north-east of the small boats channel at the entrance to Barwon Heads. Large sections of steel hull plating and framing, and impressively large pieces of ships structure and machinery including masts, booms, deck winches, propeller shaft, flywheel, and a thrust block lie scattered about and make the site an interesting shallow dive. It is interesting to compare the site of the Orungal with the intact remains of similar large passenger ships scuttled in deep water in the Ships' Graveyard, such as the Milora and Malaita. The site is subject to waves and surge, and is best dived on flat calm days The teacup originated from the SS Orungal and was likely used heavily in the ship's life as a passenger, mail and cargo carrier around Australia. The teacup is significant for its connections to SS Orungal and of this ships connected story of being sunk in extraordinary circumstances in the local region. A.U.S.N. Co. Ltd. One of the earliest lines to use double-headed rail was the London and Birmingham Railway, which had offered a prize for the best design. This rail was supported by chairs and the head and foot of the rail had the same profile. The supposed advantage was that, when the head became worn, the rail could be turned over and re-used. In practice, this form of recycling was not very successful as the chair caused dents in the lower surface, and double-headed rail evolved into bullhead rail in which the head was more substantial than the foot. Construction commenced in January 1854 with work on a pier at Williamstown but lack of funds slowed progress, eventually prompting the company to sell out to the government. The 100-mile (162 km) section to Bendigo opened in October 1862. Its cost of £35,000 per mile made it the most expensive railway ever built in Australia. The Ravenswood Railway siding was constructed in 1862 with 12 feet wrought iron double-head rail held in cast iron chairs with Ransom and May patent compressed keys. Trenails held the chairs to the sleepers and the joints were secured in joint chairs. Joints were subsequently joined using fish plates. It formed part of the Melbourne to Echuca rail line, initially known as the Melbourne, Mt Alexander and Murray River Railway. George Christian Derbyshire, the first Engineer-in-Chair of the Victorian Railways was responsible for the design and construction of the works. No new lines were built in Victoria using double-headed rail after 1870. The siding was disconnected from the main line in 1988. The Ravenswood Railway Siding demonstrates the original 1856 philosophy of the Victorian Railways to adopt British permanent way technology. The siding demonstrates significant aspects in the development of permanent way technology in England and Victoria over the period from the 1830's to the 1880's. The chairs in the Ravenswood siding are physical evidence of early railway technology rendered obsolete 120 years ago, namely joint chairs at rail joints and trenails to secure the chairs to the sleepers. The double-headed rail demonstrates an important stage in the evolution of British rail technology in the 1830s. The old fish plates, square headed bolts and square nuts demonstrate the success of fishing the rail joins. The Ravenswood siding demonstrates the earliest form of rail joint technology developed in England, and existing in Australia, the joint chair. In part of the siding the sequence of joint and intermediate chairs is consistent with the 1856 specifications, that sequence is rare with the joints secured in joint chairs. The survival of chairs in this sequence is rare and almost certainly demonstrates that they remained in continuous use at the same location from 1862 to 1988. This remnant of the Ravenswood siding has survived 126 years. The siding has proved to be the most significant of extant remnant double-headed sidings in Victoria, containing a rare combination of early permanent way technologies. In this respect they are rare survivors and may be unique at the national level and of technical importance at the international level to the extent that they enhance contemporary understanding of early railway building technology. Surviving lengths of chaired double head rail survive at Kyneton, Ravenswood and Bendigo on this railway and include a number of different types of cast iron intermediate and joint chairs with hardwood keys and metal pins. The Ravenswood siding is of special significance for the diversity of chair types and for the sequence of chairs recalling rail lengths known to be associated with construction of the line in 1862. Construction of the Railway Tenders closed on 24 March 1858 with no less than 133 tenders being received. A contract was let to Cornish and Bruce for £3,356,937 to commence work on 1 June 1858 and complete the line by 31 July 1861. Cornish and Bruce made quick early progress with the Melbourne to Sunbury section being officially opened on 13 January 1859. The line was officially opened to Bendigo (Sandhurst) on 20 October 1862 by the Governor of Victoria, Sir Henry Barkly. A great banquet was held for 800 guests and this was followed by a grand ball. The extension of the line to Echuca was a relatively simple matter as that part of the line was across plain country without any significant engineering challenges. Tenders were called for the work in 1863 and the work was completed in 1864 by contractors Collier and Barry Apart from the line contractors, other firms directly involved were J Shire law and Co (sleepers), R Fulton, Langlands Brothers and Co, William Crossley (water supply), B Moreland, Langlands Brothers and Co (platelayers lorries), E Chambers (iron pins, traversers), Miller and McQuinstan (luggage vans and steam engines) and various contractors for building works. This photograph was taken prior to the closure of the Orbost -Bairnsdale freight line in 1987.The Orbost-Bairnsdale railway initially played a crucial role in developing agricultural industries in Gippsland as well as tourism. It opened in 1916 and operated until 1987, principally carrying timber and farming produce. In the early days of the railway's operation dedicated passenger trains ran but these ceased by the 1930s. The line was completely closed to freightage in 1987.The track infrastructure was dismantled in 1994 and has been redeveloped as the East Gippsland Rail Trail.A large black and white aerial photograph of Orbost Railway Station in the foreground and the Orbost township in the background. This insulator was used on phone wires. Insulators were originally designed to keep the wires linking telegraphs and telephones insulated from the wooden poles that held them aloft. Prior to 1925, Australia relied solely on insulators imported from other countries. Glass insulators were first manufactured in Australia in c. 1926 by Australian Glass Manufacturers. Their factory was, and still is, located on South Dowling Road in Sydney. Australian Glass Manufacturers (A.G.M.) had developed a toughened type of glass very similar to Pyrex glass. Since the Pyrex name could not be used due to trademark infringements, they called their glass AGEE for Australian Glass. Many fruit jars, insulators, pie dishes and other glass items were manufactured with this AGEE trademark during the 1926 to 1940 period.Glass insulators are rapidly becoming a thing of the past in Australia with open-wire communication lines rarely existing near metropolitan areas. The remaining open wire lines are being abandoned and dismantled everywhere with very few insulators being saved as interest in them in Australia is quite limited. The Fred Rochow Railways Collection incorporates photos related to the operation of the Wodonga Railway Station including different types of trains and railways staff C. 1930 – 1990. It was donated to the Wodonga Historical Society by Fred Rochow, a railwayman who spent many years based in Wodonga. He joined the Victorian Railways on 17th June l947 and retired in 1988. For some time, he was a member of the Australian Federated Union of Locomotive Enginemen and served a term as a member of the Trades Hall Council. He had an extensive knowledge of the struggles that took place to achieve better conditions for railway workers. Fred worked for many years as a fireman and then worked his way up the ranks to driver, experiencing many changes from the days of steam locomotives through to diesel trains, locomotives and even the modern XPT train. He worked throughout Victoria at different stages of his career, with his final working years focused on the northeast of Victoria and the Albury to Melbourne line. After his retirement, Fred continued to share his love of steam miniature trains with the community. This collection has local and statewide significance as it captures images of trains, locomotives and personnel who operated the railway services in Wodonga and throughout Northeast Victoria. The railways played a critical role in opening up Victoria and connecting Australia for trade, business, social communication and transport.The removal of the bridge decking in progress.
