This eye wear transportation box was forwarded from and returned to Kiewa Valley in the 1960's. This period in time, the Kiewa Valley was still a semi remote location, and specialist eye facilities were not available in the region. It was not until the Australian Government proceeded with a "regional development Centre" (for relocating some Federal Departments from Canberra) that the Wodonga/Albury townships developed into a medium city, allowing "specialist" facilities to become available and multiply.This item is very significant to the Kiewa Valley as it demonstrates that even in the 1960's early 1970's the Kiewa Valley residents still had to obtain "specialist" services from MELBOURNE. The "isolation" of the Kiewa Valley was still in place due to unreliable transport routes, long distance travel needed to visit cities and a relatively "small" population. The slow but progress marketing of recreational areas in the region and the movement of retirees away from "city violence" and to a quieter location has been on the increase. The expansion of the existing small airfield to one that can accommodate larger aircraft will hasten the expansion of the population in the region, bringing an ever increasing "visiting specialists" covering among other fields, eye and medical practitioners.This brown coloured cardboard box was used by Coles and Garrard (Sight Testing Opticians) to transport spectacles to one of their clients. Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders on the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge. People known in the photographs are: E.J. Barker, E.J. Tippett, Mr Jim Reid and Barry Jones. E.J. Barker (Jack) was the Principal of SMB from 1964-1976. He then became the Foundation Director of Ballarat Institute/College of Advanced Education from 1976-1987. The Library Building at Mount Helen Campus if named after him. E.J. Tippett was a member of SMB Council from 1934-1960. He was President of the Council from 1940-1960. He was a member of the Interim Council established to plan the development of the Victorian Institute of Colleges. He then became a member of the Council of the Victorian Institute of Colleges. The Library Building at SMB is named after him. In 1975 he was recognised by the State Government and awarded an MBE. Hon Barry Jones, Member of State Government from 1972 to 1977. In March 1995 ATCV had circulated a proposal for an ‘Australia Corps’. The proposal emerged over time from ATCV board and staff through debate and experience. ATCV Board member Alan Wright had written earlier: “There is in our society a terrible vacuum for adolescents to give expression to their independence and idealism in a constructive way, a chance to try themselves out independent of their parents/teachers in adult roles.” ATCV’s Brisbane office manager Phil Harrison had first been involved with ATCV as a volunteer from UK, drew together ideas about an ‘Australia Corps’, that had been discussed with Alan Wright, John Fenton and others at the ATCV staff/board planning workshop at Sorrento in December 1993 and “…based upon our experience and participation in the LEAP program and observations of Conservation Corps around the world”. The concept of a six-month program for young people with a training wage and accredited training which encouraged both competencies and personal development emerged, with a standard format of ten participants working fopr six months under the direction of a supervisor. The ‘Australia Corps’ proposal was widely distributed to Federal, State and Territory parliamentarians and received positive feedback. The Liberal Party, then in Opposition, included the idea of a “Green Army” in their environmental policy, placing more emphasis on environmental outcomes and less on job creation than the Keating ALP Government had. A young and up-and-coming parliamentarian, Tony Abbott MP, was enthusiastic and was to visit several ATCV projects (both before and after Green Corps started) to learn about their workings direct from volunteers and CVA staff. Several times he visited projects with Ian Smith project and Ian recalls being impressed by the efforts he made to talk at length with all participants. Tony Abbott took a personal interest in the progress of Green Corps. Colin Jackson and Phil Harrison were guests of Abbott in Parliament House, Canberra, on the evening of 20 August 1996. The Federal Treasurer, Peter Costello, announced in his first Budget Speech that: - “the Government will provide $42 million over the next 3 years to establish the Green Corps. The Green Corps will be open to young Australians aged 17 to 20 to demonstrate their commitment to the environment by working on projects to preserve and restore Australia's natural environment and cultural heritage. The projects will also contribute to their career and employment prospects through training, skills development, work experience and personal development.” ATCV’s chief executive officer Colin Jackson worked with senior staff Madeline Townsend, Garry Snowden, Phil Harrison, and John Fenton to fine-tune the ATCV proposal. On the strength of unique national coverage and credible record ATCV went on to win the tender to administer and manage the day-to-day operations of the Green Corps program for five years (1997-2002). Winning a $36 million contract was a big breakthrough for ATCV. Fourteen years before, a small non-profit group had started in Ballarat in country Australia with a vision – but little else. Its key people had shaped opinion and won political support for a concept. There was about to be transformation from hand-to-mouth existence into a nation-wide business with resources to build for the long term. National reach and credible record won ATCV the job to administer and manage Green Corps for the whole of Australia for five years (1997-2002) was won in November and the contract was signed on the eve of Christmas, 1996. At the national launch of Green Corps – Youth for the Environment held in sweltering Adelaide on 12 January 1997, Colin Jackson assure the responsible Minister, Senator Amanda Vanstone, that thirty six projects were already in place and that recruiting was going well. Those who were there recall with awe the remarkable celebration that was the National Green Corps Conference on 21-24 February 1998 in Canberra. One hundred and one participants representing 71 past and current teams from around Australia, Treasurer Peter Costello, three other Commonwealth Ministers, and several “captains of industry” were on hand. Board member Sue Campbell remembers feeling “deeply moved” when Travis Schicchitano explained to the audience how much joining Green Corps had meant to him. This item is from the ‘Pattison Collection’, a collection of books and records that was originally owned by the Warrnambool Mechanics’ Institute, which was founded in Warrnambool in 1853. By 1886 the Warrnambool Mechanics’ Institute (WMI) had grown to have a Library, Museum and Fine Arts Gallery, with a collection of “… choice productions of art, and valuable specimens in almost every branch and many wonderful national curiosities are now to be seen there, including historic relics of the town and district.” It later included a School of Design. Although it was very well patronised, the lack of financial support led the WMI in 1911 to ask the City Council to take it over. In 1935 Ralph Pattison was appointed as City Librarian to establish and organise the Warrnambool Library as it was then called. When the WMI building was pulled down in 1963 a new civic building was erected on the site and the new Warrnambool Library, on behalf of the City Council, took over all the holdings of the WMI. At this time some of the items were separated and identified as the ‘Pattison Collection’, named after Ralph Pattison. Eventually the components of the WMI were distributed from the Warrnambool Library to various places, including the Art Gallery, Historical Society and Flagstaff Hill. Later some were even distributed to other regional branches of Corangamite Regional Library and passed to and fro. It is difficult now to trace just where all of the items have ended up. The books at Flagstaff Hill Maritime Village generally display stamps and markings from Pattison as well as a variety of other institutions including the Mechanics’ Institute itself. RALPH ERIC PATTISON Ralph Eric Pattison was born in Rockhampton, Queensland, in 1891. He married Maude Swan from Warrnambool in 1920 and they set up home in Warrnambool. In 1935 Pattison accepted a position as City Librarian for the Warrnambool City Council. His huge challenge was to make a functional library within two rooms of the Mechanics’ Institute. He tirelessly cleaned, cleared and sorted a disarrayed collection of old books, jars of preserved specimens and other items reserved for exhibition in the city’s museum. He developed and updated the library with a wide variety of books for all tastes, including reference books for students; a difficult task to fulfil during the years following the Depression. He converted all of the lower area of the building into a library, reference room and reading room for members and the public. The books were sorted and stored using a cataloguing and card index system that he had developed himself. He also prepared the upper floor of the building and established the Art Gallery and later the Museum, a place to exhibit the many old relics that had been stored for years for this purpose. One of the treasures he found was a beautiful ancient clock, which he repaired, restored and enjoyed using in his office during the years of his service there. Ralph Pattison was described as “a meticulous gentleman whose punctuality, floorless courtesy and distinctive neat dress were hallmarks of his character, and ‘his’ clock controlled his daily routine, and his opening and closing of the library’s large heavy doors to the minute.” Pattison took leave during 1942 to 1942 to serve in the Royal Australian Navy, Volunteer Reserve as Lieutenant. A few years later he converted one of the Museum’s rooms into a Children’s Library, stocking it with suitable books for the younger generation. This was an instant success. In the 1950’s he had the honour of being appointed to the Victorian Library Board and received more inspiration from the monthly conferences in Melbourne. He was sadly retired in 1959 after over 23 years of service, due to the fact that he had gone over the working age of council officers. However he continued to take a very keen interest in the continual development of the Library until his death in 1969. The Pattison Collection, along with other items at Flagstaff Hill Maritime Village, was originally part of the Warrnambool Mechanics' Institute’s collection. The Warrnambool Mechanics’ Institute Collection is primarily significant in its totality, rather than for the individual objects it contains. Its contents are highly representative of the development of Mechanics' Institute libraries across Australia, particularly Victoria. A diversity of publications and themes has been amassed, and these provide clues to our understanding of the nature of and changes in the reading habits of Victorians from the 1850s to the middle of the 20th century. The collection also highlights the Warrnambool community’s commitment to the Mechanics’ Institute, reading, literacy and learning in the regions, and proves that access to knowledge was not impeded by distance. These items help to provide a more complete picture of our community’s ideals and aspirations. The Warrnambool Mechanics Institute book collection has historical and social significance for its strong association with the Mechanics Institute movement and the important role it played in the intellectual, cultural and social development of people throughout the latter part of the nineteenth century and the early twentieth century. The collection of books is a rare example of an early lending library and its significance is enhanced by the survival of an original collection of many volumes. The Warrnambool Mechanics' Institute’s publication collection is of both local and state significance. This manual telephone exchange console is an important piece of equipment which provided the most efficient method of long distance communications in the 1950's to the 1980's. Communications were critical, not only for the regional Hospital, but also for large construction sites i.e. the Kiewa Hydro Scheme, especially if they are in dense rugged mountainous regions. The degree of Occupation Health and Welfare on industrial sites were at a bare minimum compared to the work scene after the 1980's.This telephone exchange console is highly significant to both the Kiewa Valley and Mount Beauty region because it was so important in the communications field relating to operational safety and work related controls. The success of any large undertaken relies heavily upon good communications. In the hospital this method of communications is still used i.e. patient to ward station. This flag system link a patient's room to the controlling nursing station. Identification of the patient needing help is crucial for swift action from the available medical staff. Similarly in large construction sites such as the Kiewa Hydro Scheme, successful instant communications was also essential. This switchboard required a 50 volt supply to successfully operate and was in use when both telecommunications and postal were under the one Federal Government carrier i.e. The Post Master General. A benefit with a line communication system (such as the one that fed this console was that interference from atmospheric conditions did not impede the connection.This console telephone switchboard (manual) unit has a shutter operation (precursor to the light indicator) to identify the caller to the telephone switchboard operator. This switchboard has a ten point indication shutter system allowing the operator to clearly identify where the caller is located. The console has a 44 connection point holes with their configurations in a triangular shape. The shutters are held closed by a small lever at the top which is opened by a small electrical charge from the incoming call. The operator uses a wind up handle to power a magneto connector(handle on the console's right side). The University of Ballarat (later Federation University_ inherited the Camp Street Arts Precinct. As the functions of the former public buildings were moved elsewhere, the Victorian Government of the time recognised the importance of maintaining the heritage buildings and the opportunity to create a cultural precinct extending from the Art Gallery. The 19th century architecture along Lydiard Street and the dogleg bend of Camp Street define the precinct. With substantial financial assistance from both State and Commonwealth Governments, the Art Gallery Ballarat has been extended through to include the 1884 Police Station on Camp Street. The Post Office building (1864-1887) was acquired for the University. The 1904 and 1941 Courthouses and the c1900 Public Library building were also included. Two new buildings have been constructed. This is an Invitation to attend the Inaugural Celebrations of the Commonwealth of Australia, to celebrate the Federation of Australia's united Colonies. It was created on behalf of the Government of New South Wales. January 1st, 1901, is the official date of Australia's Federation. There is no recipient's name on the invitation. The illustrations on the invitation represent the Federation of Australian States, with their historic symbols carried on the sailing ship, representing the colonisation of Australia. The 'rising sun' possibly represents the rising of the young Australia. The Sough Australian symbol appears to be the historic seal of South Australia, depicting Britania meeting an Australian Aboriginal seated on the beach. The symbol was replaced in 1904. The Victorian symbol of a crown above the Southern Cross appears on the flag at the back of the ship, with a crown and the Southern Cross beside each other. The invitation was originally framed by G.U. Petterd, a picture framer and plush worker in Warrnambool, Victoria.The invitation holds great significance, representing a point in Australia's history when the British Colony became an independent nation, with the states uniting under a Federal government. The symbols on the invitation represent those used by each state at the time, many of which have evolved and changed since that time. The University of Ballarat inherited the Camp Street Arts Precinct. As the functions of the former public buildings were moved elsewhere, the Victorian Government of the time recognised the importance of maintaining the heritage buildings and the opportunity to create a cultural precinct extending from the Art Gallery. The 19th century architecture along Lydiard Street and the dogleg bend of Camp Street define the precinct. With substantial financial assistance from both State and Commonwealth Governments, the Art Gallery Ballarat has been extended through to include the 1884 Police Station on Camp Street. The Post Office building (1864-1887) was acquired for the University. The 1904 and 1941 Courthouses and the c1900 Public Library building were also included. Two new buildings have been constructed. Allan McLean was a stock and station agent from Maffra. He was elected to local government, served as Shire President and was the first chairman of the Maffra Sugarbeet Factory. He became Premier of Victoria and first member for Gippsland in the Commonwealth Government. Vincenzo Brun was a prominant society painter in Melbourne in the 1890s. The portrait appears to have been commissioned by the Maffra Shire Council, and probably hung in their chambers for many years.
