“City of Moorabbin” The township of Moorabbin, known as South Brighton until 1909, remained small, with the Plough and Harrow Hotel as its main building. In 1917 Sandringham borough was formed by severance from Moorabbin shire and in 1920 Mentone and Mordialloc were also severed. In the remaining Moorabbin shire the Moorabbin township was still small (1,770 persons), but the shire grew in population during the 1930s. On 10 October 1934 it was proclaimed a city. It existed as a separate municipality until 1995. When local government boundaries were changed in 1994 about half of Moorabbin city was united with Glen Eira city and about half with Kingston city. On 15 December, 1994 the City of Chelsea, parts of the Cities of Mordialloc, Moorabbin, Springvale and Oakleigh were amalgamated to create the City of Kingston by Order of the Governor in Council. Claxton was born in 1832 in England and settled in Ballarat in 1856. He was an active member of the Ballarat community and the development of the Lake and Gardens. Agreement between the City of Ogaki and the City of Caulfield to establish a "Friendly City Relationship effective from 26th January, 1990. Kew achieved independence from the Boroondara Roads Board in 1860. As a new municipality, its first three leaders were designated as chairmen. On becoming a borough in 1863, its leaders were identified as mayors. The earliest photographs date from ca.1906, when the Town of Kew commissioned the noted local photographer Josiah E Barnes to produce standardised portraits of former mayors to be displayed in the Mayoral Chamber of the Town Hall. The collection also includes photographs by other well-known photographic studios such as Burlington Studios, Melba – Melbourne, Stuart Tompkins, Spencer Shier and Talma & Co. The majority of mounts identify the photographer. Eighty photographs are housed in their original frames.This portrait is one of a series of mounted and framed photographic portraits of mayors and town clerks of the former Borough, Town and City of Kew. The portraits were transferred by the City of Kew to the Kew Historical Society in March 1989. A Significance Assessment in 2018, funded by the National Library of Australia confirmed the historic, and often artistic significance of the series.Framed portrait of Cr. F.G.A. Captain John Marshall was born in Dundee, Scotland c.1833. Within eleven years of his arrival in Melbourne in 1852, he had established an important colonial shipping company, Anderson & Marshall, and married Mary Austin, the eldest daughter of Thomas Austin Esq of Clifton Villa in Cotham Road. Elected to the Kew Borough Council in 1869, he remained an active member until 1875. During this period, he was elected Mayor of Kew in 1872. A Scottish Protestant by birth and conviction, John Marshall was, with David Beath, a member of the inaugural committee that began planning for a separate Presbyterian Church in Kew, lending the Committee the funds to purchase land on the corner of Cotham Road and Highbury Grove. John Marshall lived at his home, 'Maryfield', at what was then 239 [now 197] Cotham Road until shortly before his death at the age of 70 in January 1903. Medical practitioner Sir Stanley Seymour Argyle (1867-1940) was a man ‘much admired’ for his civic contribution to Kew. To ensure ‘pure [uncontaminated]’ milk for Kew, he co-foundered the Willsmere Certified Milk Company in 1898. His mayoralty of Kew, 1902-04, exhibited superior leadership. In association with local chartable institutions and churches he ensured the unemployed of Kew were not distressed. He also agitated for the removal of the Kew Lunatic Asylum. After a long stint as a doctor in the Army Medical Corps with the Australian Expeditionary Force, Kew formally welcomed him back home in 1918. However, in 1919 he left his two-storey red brick home, on the ‘corner of Gellibrand Street’ for Toorak. He went on to have an outstanding career in radiology at the Alfred Hospital and in Victorian politics. He was cremated following a State funeral.
