The original Shire of Eltham was founded in 1871. Prior to its founding, the district was managed by the Eltham District Road Board, which was established in 1856. The initial rate assessment commenced in 1857 for the year ending October 14, 1858. The honour of being recorded with the first assessment went to a farm of 110 cultivated acres at Lower Plenty, owned by John Porter and occupied by Albert Baines. It was assessed at 6d/acre providing for a rate income of £2 15s. In July 2017, officers at Nillumbik Shire Council discovered some early Eltham Road District Assessment books and donated them to the Eltham District Historical Society. The seven volumes were the district’s first six years of rate assessments. This was a unique and significant record of early settlers in the pre-Shire of Eltham. They immediately became one of the oldest and most valuable items in our collection. An article on page 5 in the Eltham and Whittlesea Shires Advertiser, Friday, 21 November, 1941 titled: ‘District’s Early History‘ states: “The first rate book which is still in existence at the Shire Office is for the year ending October 14, 1858 and is probably the best record possible to indicate the development of the district. At the time properties were rated as follows: Cultivated land. 6d. per acre; pasture land, 1d. per acre: estimated annual value of buildings, etc., 6d in the (pound). The total amount of rate recorded for the year was £153/14/8. Properties were described as being situated at Lower Plenty, Yarra Yarra, Eltham, Lower Eltham, Kangaroo Ground, Yarra Flats, Diamond Creek and the Yarra.” Given the precious nature of this collection, priority was given to digitise the rate books and place them in suitable archival storage to minimise further handling. Subsequent discussion amongst our Collections team arrived at the conclusion that the most appropriate home for this valuable record was the Public Record Office Victoria (PROV), the archive of the State Government of Victoria and who are charged with archiving and caring for all Government related records. An approach was made to PROV who confirmed these records would complete their collection of rate assessment books for Eltham. John Ward came to the Warrnambool district in 1853. He established a grocery business on the corner of Jamieson Street and Canterbury Road, known as Ward's corner and later Rust's corner.He was three times Mayor of Warrnambool and was an important early historian. He compiled a history,completed in 1928, of the Warrnambool Methodist church. A summary of meteorological data appears in the Ballarat School of Mines Annual Report for 1887 (P.35, 50). The last such summary appears in the Ballarat School of Mines Calendar 1901-2 (p58), which contains the data for the year 1900. No references have been found re names and job duties/positions of data collectors. The data was recorded by J. Matsen and A. The Orbost Rifle Club existed in the early 20th century. (There are records from 1900). It folded in the late 1970's.Target shooting is one of the oldest organised sports in Australia. Records date back to the British Marines at Sydney Cove in 1788. The Victorian Rifle Association (VRA) was formed in 1860. One of the most important adjuncts to the militia system from 1903 to the re-organisation of 1912 was the role played by the Rifle Club movement in Australia. At the time, these clubs were seen as the reservoir of manpower for a potential guerrilla force should any invasion occur. For Australia, the invasion fear was uppermost in the minds of the population. So important were the rifle clubs for the defence of Australia that the Commonwealth provided the training staff, rifles and ammunition so the clubs could function. Members were drilled, wore uniforms and practised all the basic skills of soldiering as well as target shooting. The Orbost Rifle Club was active during this period. The Coroners Inquest was held on 28/8//1963. The copy of the inquest from the Public Records Office Victoria - VPRS 24/P2, unit 62, file 1963/1399. Not copied was the post mortem report: The deceased, Bernard John Bourke, was dead on arrival at Ballarat Base Hospital. A post mortem on 7 July found fractures of ribs and associated lung damage, and concluded that “death was caused by stove in chest”. On 8 July Bourke’s blood was analysed. The conclusion: “I analysed this blood and found it to have an alcohol content of 0.120%. This blood alcohol level in an eleven stone man would be equivalent to the minimum consumption of eight, seven ounce glasses of beer”. This ledger comes from the Warrnambool business of Swintons Pty Ltd and records the wages of employees and stock supplies and sales from 1909 to 1982. William and Ann Swinton migrated to Australia in 1854 and for a decade William Swinton worked as a builder and carpenter in the Warrnambool district, erecting many buildings, including the Wangoom Presbyterian Church. In 1865 he opened a store in Timor Street Warrnambool selling groceries, china and glassware and hardware. By 1888 the business was known as William Swinton and Sons. Branch stores were opened in Cudgee, Nullawarre, Wangoom, West Warrnambool and South Warrnambool. After William Swinton died his son Robert became the first managing director of Swintons Pty Ltd. In 1934 the business split with George Swinton and Sons selling furnishings, clothing and glassware and Swintons Pty Ltd selling seed, produce and hardware. Today the Swinton family still operates a furniture and bedding shop in Timor Street. This ledger is of great interest as it gives details of the sales and financial situation of the Warrnambool business of Swintons Pty Ltd for most of the 20th century. The information in the ledger will be of great help to researchers. The current Swinton business in Timor Street Warrnambool is the oldest family business in Warrnambool and, with the Swinton name associated with businesses in Timor Street for 152 years, it is amongst the oldest family businesses in Australia. This ledger of 152 pages has a dark blue cover with leather binding on the spine and cover corners. The cover material is worn away in parts. The ledger has reinforced binding stitched with white cotton. The insides of the cover have red and blue mottled patterning. The pages are white with printed ruled red lines.
