A civic campaign for new public offices developed in Kew in the 1880s. After much deliberation, the location chosen was the junction of Bulleen and Cotham Roads. The buildings were designed by George Watson and John Henry Harvey, architects within the Department of Public Works (Victoria). Building was commenced in 1887, and after one year, the buildings were opened. The Post Office was transferred to the new Commonwealth Government in 1901. The Police Station and Court House, sold by the Victorian Government to the City of Boroondara in 2007, are now a community cultural centre and performing arts venue.The buildings were listed on the Victorian Heritage Register Register (HO885) in 1991. They are historically and architecturally significant to the State Of Victoria because Watson and Harvey's designs exhibit diversity in integrating civil offices, they accommodate the apex of road junctions, and they demonstrate a departure from the contemporaneously favoured High Victorian Classical to the Queen Anne style in the design of civic buildings. 35mm colour transparency of an original plan by George Watson and John Henry Harvey, architects of the Department of Public Works (Victoria), in 1887 for New Public Offices at Kew. Joseph Starkie was the Chairman of the Sunbury Waterworks Trust from 1905 to 1913. During that time he was instrumental in getting a permanent water supply installed for the town of Sunbury. After his death in April 1913, the townspeople erected a memorial which stood at the intersection of Brook and Stawell Street. It was unveiled on 26 January 1915 by Terence O'Brien. The original memorial included a drinking fountain and horse trough. As traffic increased within the town, the centre section of the fountain, without the horse trough, was resited in a reserve opposite the Memorial Hall. The photograph shows the monument on its original site. This badge was awarded to Mirth Marfell for a swimming award (Medallion - Education Department of Victoria). The award was given to students in Victorian schools for advanced prowess in swimming and lifesaving. Mirth Marfell was a student at Warrnambool High School in 1935 when she received the cloth badge for attaching to a blazer or other item of clothing. Warrnambool High School was established as an Agricultural High School in 1907 and, after a merger with Warrnambool North Technical School, it is known today as Warrnamboool College. Mirth Marfell, the daughter of Henry and Helena Marfell, was born in Warrnambool in 1919. Her grandfather, John Marfell, a Warrnambool hay and corn dealer and miller connected to the Warrnambool Co-operative Milling Company, was prominent in community and civic affairs in the town. Mirth Marfell completed her nursing training at the Warrnambool Base Hospital and served in the Australian Army Nursing Service in World War Two for five years. She then became the first Australian nursing organizer for the Victorian Royal College of Nursing. This cloth badge is of interest, firstly as an example of the badge given to students for swimming achievements in the 1930s in Victorian schools and secondly because it was awarded to Mirth Marfell, a Warrnambool person who had a distinguished nursing career.Rectangular machine embroidered cloth badge.. Troy weight is a system of units of mass from an unknown origin. While the name Troi is believed to have come from Troyes in the north east of France the system used primarily in the precious metals industry and adopted in Australia originated in 15th century England. Troy weight units are the 'grain' and 'pennyweight' (24 grains), the troy ounce (20 pennyweights), and the troy pound (12 troy ounces). One troy ounce equals 31.1034768 grams. The troy ounce and grain were also part of the apothecaries' system and was long used in medicine, but has now been largely replaced by the metric system (milligrams). When the Weights and Measures Act was passed in Victoria in 1862 local inspectors were established throughout the colony to ensure accuracy particularly in the weighing of gold. By the 1870's each local council had a set of standards that were used to test the scales, weights and measures of local merchants and businesses. This set would have been de commissioned some time after 1947 and was offered back to the Borough of Eaglehawk in 1989. Hinged, lockable wooden box with brass handle, hinges, latches and lock. Remnant wax on front face of box above and below lock. Interior of box is lined with purple velvet which is worn in several places. Box houses nine troy weights ranging in size from 100oz Troy to 2oz Troy. 1oz Troy is missing.
