The Melbourne and Metropolitan Board of Works (now Melbourne Water) was established in 1891. From that time, as part of their work laying water and sewerage connections, they created detailed plans of houses and other buildings in the Melbourne metropolitan area. In 1956 it acquired powers to construct and maintain highways and bridges, protect and improve the foreshores and create and maintain parks within the metropolitan region. In the early 1900s, Melbourne builder Charles Keefer was hired by the Moorabbin Council to build the municipal baths at Beaumaris. In 1903, Keefer took over the Beaumaris Boat House and enlarged it to form Keefer's Boat Shed where day trippers and holiday makers could hire boats and venture out into the bay. The fountain was commissioned by Elizabeth Beazby, daughter of Sir Thomas and Mrs Bent, and unveiled 27 October 1913 by Mrs Wilson, Mayoress of Brighton.The fountain is of historical interest and aesthetic significance. The memorial is a good example of the smaller commemorative work of sculptor Margaret Baskerville. A rectangular metal sign painted dark blue with white writing and a white line around the edge which has a quarter circle indentation on each corner. The writing is all in capital letters and states DO NOT SPIT ON FOOTPATHS PENALTY £5. the reverse of the sign is identical. The sign is 30.5 centimetres long and 15.5 centimetres wide. A pink satin and cream machine lace bedspread made from alternative 13 to 14cm wide strips in a rectangular pattern with central rectangle set at 45 degrees. Three sides are edged with silk chenille bobbles in pink and cream. The central rectangle and the four corners surrounding the central rectangle have a floral cut work pattern in the silk overlaying the lace which has couched cornelli work.. The item is a soft cover book recording daily work of T.J. Connolly, Ironmongers, Sandhurst. Each handwritten page is dated at the top and records the customer surname, goods supplied, price of items and total price. In most entries, a town or area is included after the customer's name. Each page has been wavy lines added over each customer entry. The dark brown soft cover has a decorative inlay both front and back with some wearing at the corners. A paper rectangle with the printed number "232" and a handwritten symbol in the top left-hand corner has been stuck to the front cover. The pages are bound together with string. The book includes the date range of 28 May 1897 to 21 August 1897.
