SHIRE OF ELTHAM COMMUNITY PHOTOGRAPHIC SURVEY Photography is an artform which many of us practice, sometimes purely for artistic pursuit, sometimes to record the people and events in our lives. In 1988, as part of a local Bicentennial project, the Shire of Eltham conducted the Eltham Community Photographic Survey. Up to 100 entries were to be selected by a panel of photographers for entry into the Eltham Photographic Survey Exhibition. Entries had to be submitted by May 13, 1988. Entrants whose images were selected for the exhibition were contacted and requested to further submit an entry form providing entrant’s name, area of residence, age, and proposed captions. These details were then used to produce labels for the exhibition mounts. Where negatives had not been supplied, these were requested to support the display of printed enlargements mounted on 10” x 8” cardboard. The mounted prints were made available post exhibition for sale at $8.50 each for colour prints and $7.00 for B&W prints. Residents in the Shire were invited to collect a free roll of film and take a photograph of what they either liked or did not like about the area. A total of 160 entrants submitted multiple entries for the exhibition. Of those selected for exhibition, entrants ranged in age from 9 to 70 years. All custom colour and black and white printing for the exhibition was completed by Wattle Studios of Eltham. The Eltham Photographic Survey was jointly auspiced by the Shire of Eltham and Wattle Studios, of 953 Main Road, Eltham. It was also intended to hold the exhibition at a venue in the Shire’s North Riding from Monday, June 20 to Friday June 24. It was then displayed at the Were Street Theatre, Montmorency from Friday, June 24 to Thursday, July 7. Series 34: Eltham Community Photographic Survey 1988 - Prints & Documentation Series consists of 117 photographs of Shire scenes taken by members of the community. Items I - 41 are larger photographs mounted on card, which were exhibited. Items 42 - 117 are unmounted copies, alternative takes and other entries. The subject of this photograph, David Charteris McArthur was the founding manager of the Bank of Australasia in Port Phillip (Melbourne). McArthur was born in 1808 in Gloucester, England, and educated in Scotland. He worked for an insurance firm in Edinburgh where in 1835 he married Caroline nee Wright. McArthur and his family party sailed from the U.K. to arrive in Sydney in October 1835, where he joined the Bank of Australasia when it opened in Sydney in December. McArthur sailed to Melbourne in August 1838 with 3000 pounds in coins, protected by armed guards and two bulldogs, to open the Melbourne branch of the Bank of Australasia. The branch grew quickly, servicing both private and government customers. He opened many branches in the goldfields during the1850’s. In 1862 he was appointed as general inspector of branches. He spent time with the bank in New Zealand. On his return to Melbourne, at age 57, he was put in charge of the entire bank. McArthur lived in the hills of Heidelburg, Melbourne. He was the first chairman of Associated Banks and was advisor to politicians and merchants. He was retired in October 1876 by the London directors and given a free trip to London, an annuity and a seat on the bank’s Advisory Board. McArthur was active in the community, being a member of the Mechanics’ Institute, on the committee that advised Governor Hotham on the Colony’s finances, chairman of the Heidelburg Road Board, one of the original trustees of the Library of Victoria in 1853 and president of trustees of the Public Library, Museums and National Gallery of Victoria in 1880-83. He was also on many other community organisations. He died in his home “Charterisville” in East Ivanhoe in 1887. He and Caroline had no children. The Melbourne branch of Australia and New Zealand Bank has a portrait of McArthur in its boardroom. St John's Church, Heidelberg, commemorates him with a stained-glass window entitled 'King David'. The McArthur Gallery in the National Gallery of Victoria is also named after him. (David's brother, Donald, moved from Sydney to Melbourne in 1836 with the first government survey team.) ABOUT THE BANK OF AUSTRALASIA In 1836 the Bank of Australasia was established in London by Royal Charter. In 1951 the bank merged with the Union Bank of Australia, to form ANZ Bank Limited. In 1970 it merged with the English, Scottish and Australian Bank to become Australia and New Zealand Banking Group Limited. Since that time the ANZ has acquired other banks and introduced Internet banking and mobile banking. BANK OF AUSTRALASIA IN WARRNAMBOOL The Bank of Australasia first opened in Warrnambool in July 1854 in a building on Merri Street. The manager was Mr Samuel Hannaford. The bank then purchased and moved to a stone building on the corner of Timor and Gibson Streets, previously owned by Cramond and Dickson and almost opposite the Examiner’s office. In January 1957 Mr W.H. Palmer became the new manager and was there until November 1869. The bank then built its own building on the corner of Timor and Kepler Streets in 1859. Mr Basil Spence, the teller, was appointed acting manager in 1869 and Mr H.B. Chomley was the next appointed manager, in April 1873 and was still manager in 1886. The municipality of Warrnambool first banked with the Bank of Australasia from 1856 to April 1857. David Charteris McArthur was the founding manager of the Bank of Australasia. Clothing - Traveller's Apron, Circa 1915
This apron is one of several linen and clothing items that were made and belonged to Mrs. Eliza Towns and donated to Flagstaff Hill Maritime Museum and Village. Eliza was born Eliza Gould in 1857 in South Melbourne (Emerald Hill) and in 1879 married Charles Towns. In the early 1880's they moved to Nhill in western Victoria and remained there for the rest of their married life. Charles was a jeweller and later became an accountant and for many years was involved with the Shire Council, the local show committee (A & P Society), the Hospital Committee and the Board of the local newspaper (the Nhill Free Press). They had three children and lived a life that would be regarded as comfortably "middle class". Eliza probably had a treadle sewing machine and would have made many of her own clothes - adding her own handmade embroidered or crocheted decorative trim. In March 1915 Eliza travelled to San Francisco to visit her son, James. She went by train to Melbourne ("a pleasant journey on the up express') and the next day caught the express train to Sydney. She noted in her letters home that a " number of young men were going to Sydney to enlist but they had to stop in the corridors most of the way as there was no room for them to sit down". She spent the night on the train and arrived in Sydney the next morning and on the following day she boarded the R.M.S. "Moana" (a steamer which took about twenty-four days to reach San Francisco). She returned from Vancouver about five months later on board the "Manuka". It is very likely Eliza took this "Travelling Apron" with her on her travels. Eliza was travelling by herself and had no one to help her with her dress or her hair. "Travelling Aprons" (also known as Toilet Aprons or Tourist Aprons) were designed with different sized pockets for holding a lady's toiletries - hairbrush, hair pins, comb and sometimes even soap and a powder puff. This allowed the owner, when travelling and getting dressed in small places such as an overnight train compartment or a ship's cabin, to have all her requirements at hand without needing to search for them or have them roll onto the floor. Some of the pockets are finished with buttoned flaps to keep the items in place and when not in use, the apron could be hung up or rolled up and put away. Articles about the "Traveller's Apron" appeared in numerous Women's columns in Australian newspapers in the early 20th century - often with instructions and sometimes a pattern. In the "Age" on Sat 5th October 1907 in a column titled "Feminine Facts and Fancies" the author wrote "No man can appreciate the difficulties of dressing in a "wobbly" train or trying to do one's hair while a ship is weathering a storm". A year earlier (Saturday 24th March 1906) in the same column, the author wrote "... you have to spend nights in a train... forever struggling to dress yourself in a wretched little lavatory. You know how your hairpins and combs jump all over the place ... a train is always at its liveliest when you're trying to do your hair. My travelling apron saved me many a rage."This item is an example of the needlework skills of women in the early 20th century - combining machine stitching with hand embroidery to personalise and embellish a practical domestic object. It is also an excellent (and rare) example of an early 20th century innovation that helped solve the difficulties of privacy and convenience that many women experienced at a time when travel was becoming more accessible to them. A half apron, made of ivory linen with two waist ties and seven pockets. Along the top are two smaller pockets with triangular, buttoned flaps labelled "Hairpins" and "Nailbrush" and one larger unlabelled pocket. Underneath are two larger pockets labelled "Brush & Comb" and "Work" and two unlabelled narrow pockets. The seams are machine stitched and the pockets are outlined with hand embroidered feather stitch. Born at the Victorian town of Sandhurst (now Bendigo, Albert Steane attended the Gravel Hill State School until the fourth class, then transferred to the Central School 1976 where he gained the Merit Certificate. The monitor system of teacher training had been introduced and he passed as a fourth, third, second and first class pupil teacher. At about 16 years of age Steane was appointed a teacher monitor at £12 per annum. Albert Steane was awarded the Teachers' Certificate of Competency in 1897. He was the first headmaster of the Ballarat Technical School, and opened the Sloyd (woodwork) Centre in 1902 at the Ballarat East Art School (later known as the Ballarat East Free Library). According to the Ballarat Courier of 23 March 1957 Steane established the Ballarat Junior Technical School in February 1913, a part of the School of Mines and Industries Ballarat. The beginning classes with 86 pupils were held at a temporary site at the Dana Street School. Classrooms were so scattered that Steane recalled without his motorbike he would never have covered the ground! By 9 September 1921 the Junior Technical School Building was officially opened on the site of the old Ballarat Gaol. In a confidential report of 1916 Steane was described as one of the best organizers in schools at that time, and he was noted for his strong but fair discipline. In the 1926 school report the Chief Inspector wrote that 'no boy is neglected'. Steane held the position of headmaster at the Ballarat Junior Technical School for 29 years retiring on 16 April 1942. Steane is known for the teaching of Sloyd or woodwork, which was an important point in his career, and for his love of gymnastics. He was made a life member of the Ballarat Y.M.C.A. in 1968 aged 91 years. The teaching of woodwork in Victoria began in 1901 and Steane was chosen, among 18 others for the inaugural training course at Queensberry State School in Melbourne. Because of his lifelong love of gymnastics Steane organized a gymnastic display for the Education Department in 1902 at Bendigo's Golden Jubilee Exhibition. He was one of those instrumental in establishing the Ballarat Y.M.C.A. and directed its physical culture evening classes in 1906. In 1908 Steane toured the world visiting the Swedish Naas Institute and the Gymnastic Festival in Germany. Steane in his reminiscences recalls: "In 1908 I obtained leave of absence and undertook a world trip to further my knowledge of both manual art training and physical training. On this trip I visited U.S.A., Canada, Scotland, England and Europe. Notable events were the attendance at the great 11th Deutche Turnfest at Frankfurt, inspection of the Naas Training School for Sloyd at Naas, Sweden inorgorated [sic] by Otto Solomon, and attendance at Physical Education Demonstrations at London given by the Swedish institution. These P.E. demonstrations were given to assist the organization and introduction of P.E. training in London schools.On returning to Ballarat I resumed my position at the Ballarat East Sloyd Centre and continued my studies at the Ballarat Art School gaining the Drawing Teachers' Certificate." Steane died, aged 93 years, on 13 July 1970, at Sydney, leaving his widow Grace Elliott Steane and children Eric and Violet. Functional object - Spectacles and Case, Carter & Foord, 1902-1930s
The spectacles and case are an example of eyewear from the early 20th century. The case was made by Carter & Foord of Ballarat. According to the tag inside, the spectacles frame cost three pounds, three shillings and sixpence (£3.3.6). Carter & Foord was established in 1902. The firm advertised as opticians, oculists, watchmakers and jewellers. The staff repaired scientific instruments and were sole agents for the gramophone, demonstrating its advantages whenever there was an opportunity. In 1902 the business was located at 46 Lydiard Street, Ballarat. The staff in the ophthalmic department, under the care of Harold Foord, specialised in sight testing using up-to-date equipment and this service was free of charge. Customers were promised that they would be fitted with glasses guaranteed to correct the most complex sight. Mr F M Clacius performed the grinding of specific lenses. Julia Carter, Harold Foord and Clacius were all formerly from the business Carter & Warner, which had been sold to Frederick Clark around 1903 after Mr Carder passed away. Carter & Foord operated a few doors away from the former business. In 1912 advertisements in the Geelong Advertiser invited the community to visit Harold Foord, of Carter & Foord, to have their eyes examined at no charge. These spectacles are similar to others in the W.R. Angus collection, donated by the family of Dr W R Angus, surgeon and oculist. The W.R. Angus Collection spans the years 1885 to the mid-1900s and includes historical medical and surgical equipment and instruments from the doctors Edward and Thomas Ryan of Nhill, Victoria, with whom Dr Angus worked for several years. Dr Tom and his brother had worked as surgeons including in eye surgery. Dr Tom Ryan performed many of his operations in the Mira private hospital on his premises. When Dr Angus bought into the Nelson Street premises in Nhill he was also appointed as the Nhill Hospital’s Honorary House Surgeon 1933-1938. Dr Angus married Gladys in 1927 at Ballarat, the nearest big city to Nhill where he began as a Medical Assistant and had been Acting House surgeon at the Nhill hospital where their two daughters were born. Dr Angus and his family moved to Warrnambool in 1939, where Dr Angus operated his own medical practice. He later took on the part-time role of Port Medical Officer and was the last person appointed to that position. After convalescing from injury resulting from his service during WWII, Dr Angus studied ophthalmology at the Royal Melbourne Eye and Ear Hospital. He created cosmetically superior artificial eyes by pioneering the use of intrascleral cartilage. Angus received accolades from the Ophthalmological Society of Australasia for this work. He returned to Warrnambool to commence practice as an ophthalmologist, pioneering artificial eye improvements. He had been an Honorary Consultant Ophthalmologist at Warrnambool Base Hospital for 31 years. He made monthly visits to Portland as a visiting surgeon, to perform eye surgery. Both Dr Angus and his wife were very involved in the local community, including the planning stages of the new Flagstaff Hill and the layout of the gardens there. Dr Angus passed away in March 1970.The Carter &O Foord spectacles are significant as an example of early 20th-century eyewear and fashion. They are connected to the history of regional Victoria, being made in Ballarat and purchased for local use. The spectacles are significant for being connected to the W.R. Angus Collection, which is important for still being located at the site connected to Doctor Angus, Warrnambool’s last Port Medical Officer. Dr Angus and his wife brought their young family to Warrnambool in 1938 and he remained a resident until his death in 1970. Early in his profession in the town of Nhill, Dr Angus assisted Dr Tom Ryan in his pioneering use of X-rays and in ocular surgery, and Dr Angus later inherited these items. The W.R. Angus Collection includes these medical instruments and other related equipment and is culturally and historically significant as an example of the medical practice of the late 19th to the mid-20th century. Other items in the collection relate to Dr Angus’ service in the Flying Doctor Service and the Army.Spectacles in a hard brown textured case with rounded corners and a hinged lid. The case is lined with brown velvet. The opaque yellow oval frames, raised at the outer top corners, are decorated with sparkling jewell decorations on the bridge. The arms are reinforced with metal inside. Also in the case is a pale blue cleaning cloth and a cardboard price tag with handwritten text. An inscription in gold lettering is stamped inside the case. The case was made by Carter & Foord of Ballarat. The design of the frames is called ‘ewell These spectacles are part of the W.R. McCarthy, JUSTIN, Irish politician, journalist, novelist, and historian, b. at Cork, November 22, 1830; d. at Folkestone, England, June 24, 1912. He was the son of Michael McCarthy, and was educated at a private school in his native city. At the age of eighteen he obtained a position on the literary staff of the "Cork Examiner". In 1853 he went to Liverpool as a journalist; in 1860 became Parliamentary reporter of the London "Morning Star", which he edited later (1864-68). From 1868 till 1871 he lectured with great success throughout the United States of America and was one of the assistant editors of the New York "Independent". On his return to England he contributed frequently to the "Nineteenth Century", the "Fortnightly Review", and the "Contemporary Review", and for many years was leader writer for the London "Daily News". From 1879 till 1896 he was a member of the British Parliament, representing the Irish constituencies of County Longford, Derry City, and North Longford. In November, 1880, he joined the Irish Land League, which won so many victories for the Catholic peasantry; two years later he became chairman of the National Land and Labor League of Great Britain. In 1886 he revisited the United States. From 1890 till 1896 he was chairman of the Irish Parliamentary party in succession to Parnell, having previously been vice-chairman for many years. His courtesy and moderation won him the respect of all parties in Parliament. Though participating so actively in the political life of Ireland, McCarthy took more interest in letters than in politics. His first novel, "The Waterdale Neighbors", appeared in 1867, and was followed by about twenty others, many of which are still popular. Of these the chief are: "Dear Lady Disdain" (1875); "A Fair Saxon" (1873); "Miss Misanthrope" (1877) and "The Dictator" (1893). Other publications were: "Con Amore", a volume of essays (1868), and biographies of Sir Robert Peel (1891), Leo XIII (1896), and Gladstone (1897). McCarthy's popularity as a writer depends rather on his historical writings, which are always lucid, forceful, and wonderfully free from party spirit. Of these works the most important are: "History of our own Times" (7 vols., London, 1879-1905), dealing with the events from the year 1830 to the death of Queen Victoria and supplemented by "Reminiscences of an Irishman" (1899); "A short History of our own Times" (1888); "The Epoch of Reform, 1830-1850" (London, 1874); "History of the Four Georges" (4 vols., 1884-1901), of which vols. 3 and 4 were written in collaboration with his son, Justin Huntly McCarthy well-known as a novelist and play-writer; "Ireland and her Story" (1903); "Modern England" (1899); "Rome in Ireland" (1904). Failing health and old age could not induce McCarthy to lay down his pen, and even as late as November, 1911, he published his "Irish Recollections", describing with his wonted charm the events of his earlier life. He was an ardent advocate of Catholic rights, and, though he had been indifferent for many years, in his old age he returned to the practices of his religion. A.A. Melbourne Legacy

A document written in 1976 by Legatee Frank Meldrum containing his account of the start of Legacy. He was responding to a request for information about the history of Legacy that the archive committee was collating. He mentions several key members by name and what they achieved. As with other similar accounts he mentions the original objective was to see diggers placed in employment. When two years later the focus changed to the families 'thanks to Frank Doolan Legacy found its SOUL'. Many other accounts have also used the term 'soul' when referring to Frank's suggestion. It seems many Legatees had been quietly helping families of their comrades; Frank 'said he was helping a widow with two children of an old army mate. It was discovered that several of the Board were doing the same. Stan Savige had taken over the care of his widowed sister and her two boys, whose father had died at Passchendale. I had a widow with two little ones whose father was one of my best mates at Anzac. He died of flu virus after returning to Australia. I think eleven members of the Board or Committees were already giving similar service. Frank's proposal caught on immediately. Legacy had found its Soul!' 'Harold Peters started his Lit and Debating Class and I was asked by Stan to find a PT instructor', Frank Meldrum asked for the 'Billy' Williams to helped, and a cobber from Anzac, Louis Vavjanezki, to take on boxing and wrestling classes. 'All committees carried their own expenses amongst themselves - nothing was charged to JLC. Hugh Brain started the Education Committee and was given a donation, I think of $1000 (a heck of a lot in those days) by the Ballieu Bros.' He also mentions 'For the first 5-10 years practically all administrative costs were borne by the members.' 'Stan Savige was, of course a tremendous driving force in all the work for the Juniors. He put on a Christmas Camp at Balnarring on his own property and was Camp Commandant and Camp Cook.' Legatee Keith Mitchell helped Frank Meldrum in doing a dental examination of all children in the classes and then Frank did the necessary treatments in his rooms. When it was known they were treating over 400 children and their mums, Syd Birrell then got the board to co-opt two more dentists into the Club and form a Dental Clinic. Syd Birrell also started a Legal Committee to provide free legal advice. 'Committees quietly vied with each other to give better services to the Juniors and their mums. It was an atmosphere that was unbelievably happy - SERVCE WITHOUT SELF'. He mentions picnics, including one at Grimwade house - photos are at 01382 - where legatees were dressed up. The first demonstration was held in the 'Playhouse, just over Princes Bridge and was a great success.' Aaron Beattie and Mrs Gilles were mentioned. Coin collections have a long and varied history. Coins were often collected in churches in a box located near the entrance/exit, and later via a collection plate that was passed amongst the congregation Funds were used to repair the church or feed the poorest of the parish. The donation of coins is and was considered part of religious life and mentioned in Christian, Jewish and Islamic texts. With the need and expansion of charitable works occurring outside religious life, charity boxes began to spread into hospitals, orphanages and asylums. The need for non-fixed boxes grew with the rise in charities and their activities outside a fixed building. Collection boxes could be large (and therefore hard to move) or could be held by individuals acting as collection agents, working at a specific location, moving between dwellings or at events. This item is from the ‘Pattison Collection’, a collection of books and records that was originally owned by the Warrnambool Mechanics’ Institute, which was founded in Warrnambool in 1853. By 1886 the Warrnambool Mechanics’ Institute (WMI) had grown to have a Library, Museum and Fine Arts Gallery, with a collection of “… choice productions of art, and valuable specimens in almost every branch and many wonderful national curiosities are now to be seen there, including historic relics of the town and district.” It later included a School of Design. Although it was very well patronised, the lack of financial support led the WMI in 1911 to ask the City Council to take it over. In 1935 Ralph Pattison was appointed as City Librarian to establish and organise the Warrnambool Library as it was then called. When the WMI building was pulled down in 1963 a new civic building was erected on the site and the new Warrnambool Library, on behalf of the City Council, took over all the holdings of the WMI. At this time some of the items were separated and identified as the ‘Pattison Collection’, named after Ralph Pattison. Eventually the components of the WMI were distributed from the Warrnambool Library to various places, including the Art Gallery, Historical Society and Flagstaff Hill. Later some were even distributed to other regional branches of Corangamite Regional Library and passed to and fro. It is difficult now to trace just where all of the items have ended up. The books at Flagstaff Hill Maritime Village generally display stamps and markings from Pattison as well as a variety of other institutions including the Mechanics’ Institute itself. RALPH ERIC PATTISON Ralph Eric Pattison was born in Rockhampton, Queensland, in 1891. He married Maude Swan from Warrnambool in 1920 and they set up home in Warrnambool. In 1935 Pattison accepted a position as City Librarian for the Warrnambool City Council. His huge challenge was to make a functional library within two rooms of the Mechanics’ Institute. He tirelessly cleaned, cleared and sorted a disarrayed collection of old books, jars of preserved specimens and other items reserved for exhibition in the city’s museum. He developed and updated the library with a wide variety of books for all tastes, including reference books for students; a difficult task to fulfil during the years following the Depression. He converted all of the lower area of the building into a library, reference room and reading room for members and the public. The books were sorted and stored using a cataloguing and card index system that he had developed himself. He also prepared the upper floor of the building and established the Art Gallery and later the Museum, a place to exhibit the many old relics that had been stored for years for this purpose. One of the treasures he found was a beautiful ancient clock, which he repaired, restored and enjoyed using in his office during the years of his service there. Ralph Pattison was described as “a meticulous gentleman whose punctuality, floorless courtesy and distinctive neat dress were hallmarks of his character, and ‘his’ clock controlled his daily routine, and his opening and closing of the library’s large heavy doors to the minute.” Pattison took leave during 1942 to 1945 to serve in the Royal Australian Navy, Volunteer Reserve as Lieutenant. A few years later he converted one of the Museum’s rooms into a Children’s Library, stocking it with suitable books for the younger generation. This was an instant success. In the 1950’s he had the honour of being appointed to the Victorian Library Board and received more inspiration from the monthly conferences in Melbourne. He was sadly retired in 1959 after over 23 years of service, due to the fact that he had gone over the working age of council officers. However he continued to take a very keen interest in the continual development of the Library until his death in 1969. WARRNAMBOOL PUBLIC LIBRARY The Warrnambool Mechanics’ Institute (WMI) was formed by a voluntary community group in 1863, within six years of Warrnambool’s beginnings, and its Reading Room opened in 1854. The WMI operated until 1963, at which time it was one of the oldest Mechanics’ Institutes in Victoria. Mechanics’ Institutes offered important services to the public including libraries, reading rooms and places to display and store collections of all sorts such as curiosities and local historical relics. In 1886 a Museum and Fine Arts Gallery were added to the WMI and by the beginning of the 20th century there was also a billiards room and a School of Art. By this time all Mechanics’ Institutes in country Victoria had museums attached. Over the years the Warrnambool Mechanics’ Institute Library was also known as the Warrnambool Public Library the Warrnambool Library and the Free Library. Early funding from the government was for the “Free Library”. The inscription in a book “Science of Man” was for the “Warrnambool Public Library”, donated by Joseph Archibald in 1899. Another inscription in the book “Catalogue of Plants Under Cultivation in the Melbourne Botanic Gardens 1 & 2, 1883” was presented to the “Warrnambool Library” and signed by the author W.R. Guilfoyle. In 1903 the Warrnambool Public Library decided to add a Juvenile Department to library and stock it with hundreds of books suitable for youth. In 1905 the Public Library committee decided to update the collection of books and added 100 new novels plus arrangements for the latest novels to be included as soon as they were available in Victoria. In July 1911 the Warrnambool Council took over the management of the Public Library, Art Gallery, Museum and Mechanics’ Institute and planned to double the size of the then-current building. In 1953, when Mr. R. Pattison was Public Librarian, the Warrnambool Public Library’s senior section 10,000 of the 13,000 books were fiction. The children’s section offered an additional 3,400 books. The library had the equivalent of one book per head of population and served around 33 percent of the reading population. The collection of books was made up of around 60 percent reference and 40 percent fiction. The library was lending 400 books per day. In 1963 the Warrnambool City Council allocated the site of the Mechanics’ Institute building, which included the Public Library, Museum and Art Gallery, for the new Municipal Offices and the Collections were dispersed until 1971. The Warrnambool Library took over the Mechanics’ Institute Library’s holdings on behalf of the Warrnambool City Council. Since the closure of the Warrnambool Mechanics’ Institute the exact location and composition of the original WMI books and items has become unclear. Other materials have been added to the collection, including items from Terang MI, Warrnambool Court House and Customs House. The Pattison Collection, along with other items at Flagstaff Hill Maritime Village, was originally part of the Warrnambool Mechanics' Institute’s collection. The Warrnambool Mechanics’ Institute Collection is primarily significant in its totality, rather than for the individual objects it contains. Its contents are highly representative of the development of Mechanics' Institute libraries across Australia, particularly Victoria. A diversity of publications and themes has been amassed, and these provide clues to our understanding of the nature of and changes in the reading habits of Victorians from the 1850s to the middle of the 20th century. The collection also highlights the Warrnambool community’s commitment to the Mechanics’ Institute, reading, literacy and learning in the regions, and proves that access to knowledge was not impeded by distance. These items help to provide a more complete picture of our community’s ideals and aspirations. Generally the individual items in the collection are not particularly rare, as examples of all probably exist in other public collections in Victoria. It is primarily because there are so very few surviving Mechanics' Institute collections in Victoria, which lends this overall collection its significance. Many items in the WMI Collection have the potential to support further research, both as individual objects and through the collection in its entirety. This material is significant for its ability to assist in the interpretation of the history of the area and adds to the general understanding of the development of the township. Many components of the WMI publication collection complement and reinforce the Flagstaff Hill Maritime Museum Collection, the Warrnambool Art Gallery Collection, and that in the Warrnambool Historical Society, and also contribute to a clearer understanding of the original Warrnambool Mechanics' Institute collections. This will greatly enhance the appreciation of the few surviving Mechanics' Institute collections across Victoria, and also in New South Wales. The similarities and differences between the small number of collections that have survived can provide further insights into how the people of Victoria in general, and Warrnambool in particular, constructed a civic culture of adult learning to foster an informed citizenry. The discovery of the first telescope in 1608 can be attributed to Hans Lippershey of the Netherlands when he discovers that holding two lenses up some distance apart bring objects closer. He applies for a patent on his invention and this becomes the first documented creation of a telescope. Then in 1668, Newton produces the first successful reflecting telescope using a two-inch diameter concave spherical mirror. This opened the door to magnifying objects millions of times far beyond what could ever be obtained with a lens. It wasn’t until 1729 that Chester Moor Hall develops an achromatic lens (two pieces of glass with different indices of light refraction combined produce a lens that can focus colours to almost an exact point resulting in much sharper images but still with some distortion around the edges of the image. Then in 1729 Scottish instrument maker James Short invents the first parabolic and elliptic, distortion-less mirror ideal for reflecting telescopes. We now come to John Dollond who improves upon the achromatic objective lens by placing a concave flint glass lens between two convex crown glass lenses. This had the effect of improving the image considerably. Makers Information: John Dollond (1707-1761) London England he was a maker of optical and astronomical instruments who developed an achromatic (non-colour distorting) refracting telescope and practical heliometer. A telescope that used a divided lens to measure the Sun’s diameter and the angles between celestial bodies. The son of a Huguenot refugees Dollond learned the family trade of silk weaving. He became proficient in optics and astronomy and in 1752 his eldest son, Peter joined his father in an optical business, in 1753 he introduced the heliometer. In the same year, he also took out a patent on his new lenses. He was elected a fellow of the Royal Society in May 1761 but died suddenly in November and his share in the patent passed to his son Peter. In subsequent squabbles between Peter and the many London opticians who challenged his patent, Peter’s consistent position was that, whatever precedents there may have been to his achromatic lenses, his father had independently reached his practical technique on the basis of his theoretical command of Newtonian optics. As a result of maintaining his fathers patent, Dollond s became the leading manufacturer of optical instruments. For a time in the eighteenth and nineteenth century the word 'Dollond' was almost a generic term for telescope rather like 'Hoover; is to vacuum cleaner. Genuine Dollond telescopes were considered to be amongst the best. Peter Dollond (1731-1820) was the business brain behind the company which he founded in Vine Street, Spitalfields in 1750 and in 1752 moved the business to the Strand London. The Dollonds seem to have made both types of telescopes (reflecting and refracting), possessing the technology to produce significant numbers of lenses free of chromatic aberration for refracting telescopes. A Dollond telescope sailed with Captain Cook in 1769 on his voyage to observe the Transit of Venus. Thomas Jefferson and Admiral Lord Nelson were also customers of the Dollonds. Dollond & Co merged with Aitchison & Co in 1927 to form Dollond & Aitchison, the well-known high street chain of opticians, now fully part of Boots Opticians. They no longer manufacture but are exclusively a retail operation. John Dollond's experiments in optics and how different combinations of lenses refract light and colour gave a better understanding of the divergent properties of lenses. That went on to inform and pave the way for the improvement of our understanding of optics that are represented today. Dollond was referred to in his time as the "Father of practical optics" as a leader in his field he received many prestigious awards. The telescope in the collection is a good example of one of Dollonds early library telescopes and its connection with one of England's 18th-century pioneers in optical development is in itself a significant and an important item to have within the collection. Eltham Town Park was partially constructed on a tip site. The park and lake were landscaped in 1973-1974. As early as late 1980 a proposal to rename it Alistair Knox Park was met with significant community resistance with a petition of 1600 signatures against however Council ultimately pushed the name through in 1987. Many residents continued to call it Eltham Town Park for some years later. Richard Kottek 1988 Entrant No. 16 Ref: Series 34, Items 6, 50, 51 SHIRE OF ELTHAM COMMUNITY PHOTOGRAPHIC SURVEY Photography is an artform which many of us practice, sometimes purely for artistic pursuit, sometimes to record the people and events in our lives. In 1988, as part of a local Bicentennial project, the Shire of Eltham conducted the Eltham Community Photographic Survey. Up to 100 entries were to be selected by a panel of photographers for entry into the Eltham Photographic Survey Exhibition. Entries had to be submitted by May 13, 1988. Entrants whose images were selected for the exhibition were contacted and requested to further submit an entry form providing entrant’s name, area of residence, age, and proposed captions. These details were then used to produce labels for the exhibition mounts. Where negatives had not been supplied, these were requested to support the display of printed enlargements mounted on 10” x 8” cardboard. The mounted prints were made available post exhibition for sale at $8.50 each for colour prints and $7.00 for B&W prints. Residents in the Shire were invited to collect a free roll of film and take a photograph of what they either liked or did not like about the area. A total of 160 entrants submitted multiple entries for the exhibition. Of those selected for exhibition, entrants ranged in age from 9 to 70 years. All custom colour and black and white printing for the exhibition was completed by Wattle Studios of Eltham. The Eltham Photographic Survey was jointly auspiced by the Shire of Eltham and Wattle Studios, of 953 Main Road, Eltham. It was also intended to hold the exhibition at a venue in the Shire’s North Riding from Monday, June 20 to Friday June 24. It was then displayed at the Were Street Theatre, Montmorency from Friday, June 24 to Thursday, July 7. Series 34: Eltham Community Photographic Survey 1988 - Prints & Documentation Series consists of 117 photographs of Shire scenes taken by members of the community. Items I - 41 are larger photographs mounted on card, which were exhibited. Items 42 - 117 are unmounted copies, alternative takes and other entries. Corresponding negatives contained in Series 35: Eltham Community Photographic Survey 1988 – Negatives which consists of 267 colour and B&W negatives and one colour slide of Shire scenes taken by members of the community. The negatives are arranged by the entrant number of the photographer. The Eltham Community Photographic Survey collection is significant to the local community as it was curated by the local community - ordinary people of all ages - representing what they liked and did not like in the area where they lived. It represents an unfiltered representation of the Shire of Eltham as it was in 1988. It also represents one of many projects as part of the national programme of events and celebrations to commemorate the bicentenary. It is a time capsule of life in the 1980s of this urban and rural municipality in Melbourne's north. Eltham Town Park was partially constructed on a tip site. The park and lake were landscaped in 1973-1974. As early as late 1980 a proposal to rename it Alistair Knox Park was met with significant community resistance with a petition of 1600 signatures against however Council ultimately pushed the name through in 1987. Many residents continued to call it Eltham Town Park for some years later. In 1988, as part of a local Bicentennial project, the Shire of Eltham conducted the Eltham Community Photographic Survey. Up to 100 entries were to be selected by a panel of photographers for entry into the Eltham Photographic Survey Exhibition. Entries had to be submitted by May 13, 1988. Entrants whose images were selected for the exhibition were contacted and requested to further submit an entry form providing entrant’s name, area of residence, age, and proposed captions. These details were then used to produce labels for the exhibition mounts. Where negatives had not been supplied, these were requested to support the display of printed enlargements mounted on 10” x 8” cardboard. The mounted prints were made available post exhibition for sale at $8.50 each for colour prints and $7.00 for B&W prints. Residents in the Shire were invited to collect a free roll of film and take a photograph of what they either liked or did not like about the area. A total of 160 entrants submitted multiple entries for the exhibition. Of those selected for exhibition, entrants ranged in age from 9 to 70 years. All custom colour and black and white printing for the exhibition was completed by Wattle Studios of Eltham. Both dogs were impounded and the owners never claimed them. As a consequence they were eventually both put down. Contents: Formation of Eltham Public Hall Ladies Committee to assist general committee to raise funds for the hall, 21 September 1937 Minutes of Eltham Public Hall Ladies Committee, 21 September 1937 and 14 October 1937 Minutes Eltham Public Hall Combined Meeting, General and Ladies Committee, 6 April 1938 Annual Report, Eltham Public Hall Ladies Committee, 16 March 1939 Letter of thanks from Eltham War Service Committee to Eltham Public Hall Social Committee for donation of £16, 20 October 1939 Annual Report, Eltham Public Hall Ladies Committee, 14 March 1940 In September 1937, a group of ladies met to form a Ladies’ Committee to assist the General Committee in raising funds for a Public Hall. Those present were Mrs Allen, Mrs Bowman, Mrs Hickey, Mrs Rains, Mrs Boake and Mrs Lyon. As there were only six present, they elected to remain in the interim as a Social Committee to arrange catering, etc., for the two dances that had been arranged for September 29th and October 30th of that year. Both those dances proved a great success. Mrs McAdie joined the committee in October. The Ladies’ Committee was officially formed at a combined meeting of the General and Ladies’ committees held on April 6th, 1938. Mrs Boake agreed to be President, Mrs Lyon as Secretary and Mrs Rains as Assistant Secretary. Other members included Mrs Browne, Mrs Forde, Mrs Jarrold, Mrs Bradbury and Mrs Taylor. By 1941 their numbers had grown to include Matron Wilson, and Mesdames Andrew, Brinkkotter, Cloney, Walker, Parsons, Crick, Ballenger, Travena, Hurst, Shields and Le Brocq . A number of these ladies eventually became part of the Women’s Auxiliary of the Eltham War Memorial Trust. Councillor A. Brinkkotter, secretary of the Hall Committee, noted that Eltham had succeeded, after many long years of fighting, in erecting a new hall and civic centre which had been badly needed. “It took a long time to convince the Council of the necessity for a new hall and civic centre in Eltham.” “The councillors, in looking after the interests of all sections of the rate payers, could not see that such a move was necessary. But finally the Hall Committee proved that such a move was not only advisable, but would prove a financial asset to the Shire.” “This committee had to put down £1,500 in cash before the work on the hall began, and to enable the committee to do this, residents loaned them money free of interest for 12 months. In addition the committee has guaranteed to pay the Council £100 a year for the next ten years.” “The borrowed money has to be repaid to the lenders, and I hope that the public will realise this and support the functions which have been and will be arranged by the Hall Committee to enable them to return the money as soon, as possible.” At the opening gala for the Public Hall, Mr. G. L. Chandler, M.L.C. said “It speaks volumes for those people who have worked for many years for the hall. I know of no other place where the residents have handed over £1,500 for the erection of a hall and guaranteed the balance of the cost. You will always find the few who say ‘Time is not opportune.’ In these days you have to make your opportunities.” “Before any town can advance, a civic spirit must exist in the residents, and I hope the people will support the Hall Committee which has the interests of this district at heart.”Background workings for the funding of a Public Hall at Eltham. The funding was provided by public subscription and the money loaned to Council to build the hall. The hall was part of the new Eltham Shire offices located at the corner of Main Road and Arthur Street. In September 1885 she was operating Williams’s Drapery Establishment in premises on Main Road owned by R. Wallis who advertised them to let in September 1885. In 1902 she opened Williams’s Cash Drapery Mart at the southwest corner of Bridge Street and Main Road (opposite the Post Office), owned by W.J. Taylor. In 1906 she bought the premises and one quarter acre of land and expanded the business with a re-opening in April 1906. Harriet was also well-known and esteemed as an active worker in Methodist circles and also Superintendent of the Sunday School. Harriet fell ill in August 1907 and died 15 August. She is buried in Eltham Cemetery with her good friend Ada Ford. Note also the gas street lamp on right. Watson's Hotel on corner of Pitt Street visible in distance. For over three years Miss Williams has carried on a drapery business in very small and inconvenient premises opposite the Eltham post-office. Recently she bought the building and a quarter-acre of land from Mr. W. J. Taylor. Thus having a free hand, she at once matured plans to enlarge and improve the premises to make them suitable for her growing business. The result being that she consulted Mr Roach, contractor, of Heidelberg, put the matter in his hands, and now he has completed in a very satisfactory manner and up-to-date style extensive improvements. A large addition, of very neat and attractive design, with three large windows, has been built right along the front of the old building, and the counters and inside fittings are very neat and convenient, harmonizing well with the attractive outside appearance. Miss Williams has now got in a large now stock of goods, and is making extensive arrangements for a “reopening week," commencing 2nd April, during which time she will make 10 per cent reduction on all cash purchases in the form of gifts of that value. Miss Williams has gone to considerable expense and liability both, in the enlargement and improvement of the premises and in purchasing additional stock. We therefore trust that the public will stand by her by heartily and en masse patronizing her re-opening effort to show their appreciation of pluck in this advance movement. Labour Day originates from the eight-hour day movement - eight hours for work, eight hours for recreation, and eight hours for rest. On 21 April 1856 Stonemasons and building workers on building sites around Melbourne, Australia, stopped work and marched from the University of Melbourne to Parliament House to achieve an eight-hour day. Their direct action protest was a success, and they are noted as the first organised workers in the world to achieve an eight-hour day with no loss of pay, which subsequently inspired the celebration of Labour Day and May Day. Text, Sydney Industrial Blind Institution annual report (loose copies), 1903-1951
Annual reports produced by the SIBI, informing their subscribers and the general public of the good work undertaken by the Institute and the ongoing need for funding. Information provided included income, expenditure, fund raising, staff, services, etc. Below is a summary of other information contained in the reports. 1902 - Trades at which the blind are employed, extracts from visitors books, balance sheets, supplementary catalogue of books in library, subscription and donation lists by town, constitution of the institution and rules, sick fund rules and balance sheet. Also noted were the impending installment of a printing press for books, the development of blind distributors of tea beverages and that instead of a blind boys home, boys would instead be sent to board with suitable families. 1933 - A list of braille transcribers and the amount of braille produced, a brief report on the Floral Festival organised by the Women's Auxiliary Committee and the donation of a shop in George Street for 12 months for the selling of articles made by the Blind was provided by a SIBI committee member. 1934 - A brief report on the hostels at William Street and Woollahra, a detailed listing of all functions which raised money through the auspics of the auxiliaries, and a visit by Superintendent Hedge and Librarian Mr Thompson to the Croydon Ladies Social Club. 1938 - A radio show called the 'Glow Worm Session' on 2GB with home teacher Roy Kippax, the 150th anniversary of Sydney celebration and a 16 millimetre film that was made to publicise the Institute's work. 1939 - A record amount raised through the sale of goods made by Blind Workers, the refurbishment of "The Haven' at Woollahra and transfer of residents from William Street, and free admission by the Trocadero and Metro-Goldwyn-Mayer to swing concerts and 'Broadway Serenade'. 1940 - Incorporation of the Institute's Women's Magazine into Boomerang Magazine, the enlistment of two Board members Cohen and Meeks for active service, and a brief report from each of the branch auxiliaries. 1941 - The difficulty of obtaining stereotype Braille items from London and the passing of the editoress of the Women's Magazine Miss L.E. Hudson who had just completed the final edition. 1942 - Employment of 60 blind men and women in war related industries, the purchase of an air raid shelter and the small size of the report due to the shortage of paper. 1943 - Closure of the Basket department due to government regulations on cane stock, the provision of a lunch hour news service provided by visitors and individual reports from each of the Ladies Auxiliaries. 1944 - Presentation of a revolving chair to Honorary Librarian Mr H.W. Thompson for 35 years of service, the filling in of air raid trenches due to the improvement of the wartime situation and that SIBI had been supplying the Royal Australian Navy with mats, brushware and other products. 1945 - Continued placement of blind workers in outside industries, the compilation of a register of blind citizens and the election of the Hon. Justice Maxwell as President. 1946 - The successful application for Royal assent and the subsequent name change of the insitution, the intervention of Hon. Member C.R. Evatt Minister for Housing regarding the building of a new hostel for blind women and the establishment of an Honour Roll with a description of inductees Mrs K.L. Barry, Mrs J. Ayre, Mrs E. Vance . 1947 - Establishment of an occupational therapy department, the acceptance of Helen Keller to visit the society and the induction of Mrs Rivis Mead to the Honour Roll. 1951 - Passing of Librarian Miss Jean Currie and the use of prisoners to transcribe materials into Braille.Single volumes with various pagings, illustrations -
